Batala, December 26 This, in effect, means that the MC will remain without a President since the term of the House expires in May barely two months after the next date of hearing. Ever since the previous incumbent Ambika Khanna resigned as the MC chief on April 18, the Committee has been functioning without a President and a Vice President following which several developmental works previously initiated by the MC have come to a standstill. This development means that the residents have to suffer for no fault of theirs. It is pertinent to mention here in August, Jatinder Kalyan, leading a splinter group of the BJP, was made the President of the MC after Halqa In Following this development, which did not stand scrutiny with the District Administration on technical grounds, Deputy Commissioner Dr Abhinav Trikha declared the meeting as null and void. However, after the meeting was declared a virtual ‘non event’, an incensed Kalyan, backed by Lodhinangal, filed a writ petition in the Punjab and Haryana High Court challenging the DC’s order. The Punjab and Haryana High Court has now set March 5 as the next date of hearing. The term of the House will expire in May which means the MC will remain without a President till the next elections are held. The BJP insiders insist that the Municipal councillors are waiting for a final decision on the new state BJP president. Sources reveal that if the present incumbent Ashwani Sharma is replaced, there are chances that Kalyan may withdraw the writ filed in the court following which the BJP may either go in for elections or may pitch in for a consensus candidate as President for the remaining period of the House’s term. Without a President, the MC has to grapple with an assortment of problems. The kin of employees who have died in the last few months cannot be recruited as a resolution has to be moved in the House if they have to be given employment. Since the House is virtually defunct, a decision on their recruitment cannot be taken. Estimates for developmental works too have to be passed in the House before tenders are called in for developmental works. Again since there is no House, such works are being consigned to the backburner. |

Encroachments galore as MC sleeps
Batala, December 26 Encroachments on some vital arteries of the city like City road, GT Road, Dera road, Samadh road and Gandhi chowk mean that innumerable traffic bottlenecks have cropped up leading to unmanageable traffic snarls throughout the day. About two months ago the local MC, which is functioning sans a President and Vice President following a legal tangle, had undertaken a massive anti-encroachment drive keeping in view the directions of the Punjab and Haryana High Court on removal of unauthorised structures on government land. These infringements by shopkeepers mean that traffic conditions become chaotic during peak hours. Sources revealed that the problem is aggravated by the fact that police personal deputed to ensure smooth flow of traffic within the city limits seldom perform their duty diligently. Though the Batala police has banned the movement of heavy trucks on some roads, a visit to the town revealed that this ban, like the high court orders,
was being flouted with impunity. Gurdaspur Deputy Commissioner Dr Abhinav Trikha claimed that the job of clearing encroachments was to be performed by the MC. “We can provide the MC with police protection whenever they need it. In the past, the Batala police did give some protection and we are ready to give it again if the MC asked for it,” he added. Interestingly, after clearing encroachments on the busy City road, the police ordered one-way traffic and had even deputed a couple of policemen to enforce the order. However, the move failed to take off and things on the traffic front were back to square one after a couple
of days. Residents claimed that encroachments were not possible if the policemen are strict. “The police and shopkeepers are hand in glove with each other,” said Nishan Singh, a commuter. Senior MC official officials, however, wash their hands off these violations. “We regularly clear the streets and roads and have clearly demarcated stretches of roads meant for public use. The traffic jams are not because of encroachments. They are because of the haphazard parking of vehicles by residents and shopkeepers. It is the duty of the policemen to issue challans to people who park their vehicles in no-parking zones,” said an official on condition of anonymity.

Teenager abducted
Tarn taran, December 26 The mother of the victim, in her statement to the police, alleged that her daughter had been abducted by the accused on a motor cycle last evening from border Bhikhiwind township . The girl was working as a nurse with medical practitioner Dr Milkha Singh, who informed about the incident.

Woman dies
Tarn taran, December 26 The woman was found from Kot Dharam Chand Kalan village, 10 kms from here, and was admitted to the hospital for treatment. The local civil bodies have been already instructed by the Punjab and Haryana High Court to provide shelter for such needy persons. A case under Section 174 of the CrPChas been lodged by Chabal. The body was cremated by the local Municipal Council.— OC
