Ensure safety, CM tells Transport Dept
Tribune News Service

New Delhi, December 26
Chief Minister Sheila Dikshit has instructed the Transport Department to bring about an improvement in the transport scenario of the city. An informal cabinet meeting was called today which deliberated upon the need to ensure safety on the Delhi Transport Corporation (DTC) buses, especially those plying at night.

The DTC would now ply 85 buses instead of 42 under its night service. The routes would probably touch all the important junctions in the city. To ensure safety and security of passengers, home guards would be deployed on buses at night. Transport Minister Ramakant Goswami said that the department may also consider deploying home guards on the DTC buses during evening hours.

"The department has been told to take all the possible measures to bring about a substantial improvement in the transport sector. The department would chalk out a detailed action plan to improve the public
transport system," said Goswami.

"The department has been asked to strengthen its enforcement wing as the number of vehicles in the city has gone up manifold. It would be deploying more personnel in its enforcement wing," he said.

Regarding the action against buses with tinted glasses, the transport commissioner is addressing a letter to the special commissioner, traffic police, to take strict action against such buses as per the instructions of the Supreme Court, said the minister.

Dikshit added that a large number of complaints have been received in respect of grameen sewa and autorickshaws. There are complaints about the violation of routes, overcrowding, overcharging, etc.

"The department would now take strict action on receipt of such complaints. The action may include cancellation of permits. The department would disseminate a telephone number to facilitate the passengers to register their complaints," said Dikshit.

Govt mishandles horrible rape incident: Malhotra
Tribune News Service

New Delhi, December 26
The Leader of the Opposition in Delhi Legislative Assembly, Vijay Kumar Malhotra today said that contradictory statements of Sonia Gandhi, Home Minister Sushil Kumar Shinde, Delhi Chief Minister Sheila Dikshit and others have turned the whole sordid episode into a cruel joke.

He said on the one hand Union Home Secretary goes out of the way to laud the Delhi police while on the other the Chief Minister is demanding the dismissal of the Police Commissioner.

The Union Home Minister agrees to inquire about the action of the police but refuses to remove the Police Commissioner. While the Lt Governor suspends two Assistant Police Commissioners and issues show cause notices to two Deputy Commissioners.

Malhotra said that the collapse of authorities in the Capital was evident from the fact that the police and the civil administration are totally clueless as to how to handle the situation.

There is total chaos regarding the government's action. Sometimes, it orders the closure of roads, imposes Section 144, abruptly closes Metro services and then starts them, leaving thousands of commuters stranded, he said.

Malhotra said that the administration due to its inefficiency has created a rift among the agencies responsible for the law and order over the death of a constable. As it was not enough, the Chief Minister has come out openly against the police over recording of the statement of the victim. The situation has become so chaotic that it looks as there is no government worth the name.

Husband, in-laws get life term for killing woman

New Delhi, December 26
A man and his parents were sentenced to life imprisonment for killing his wife by a Delhi court which also ordered disciplinary action against two cops for "deliberate inaction and negligence" in the case.

Additional Sessions Judge Virender Bhat awarded life term to Mukesh and his parents Dinesh Kumar and Krishna Devi saying the woman died in their presence and "the silence of the accused persons" as to how she had died "is only proof of their guilt".

The victim Gayatri, who was married to Mukesh in December 2005, died in mysterious circumstances on March 16, 2011. She was declared brought dead at a hospital in West Delhi and ligature marks were noticed around her neck by the doctors.

Her parents who reached the spot later had recorded their statement before the Magistrate, alleging that the woman's in-laws used to harass and beat her and had demanded more dowry soon after her marriage.

"In the instant case, where there is no manner of doubt that Gayatri died in the presence of accused and they only knew how did she die, they cannot get away by choosing to remain silent.

The court pulled up the investigating officer involved in the case, saying they have "shown utter callousness and casual approach", regarding probing the manner in which the woman died. It said "stern action to be taken against them".

"Therefore, the Additional Commissioner, South West District is directed to initiate appropriate disciplinary action against sub inspector Birender and inspector Praveen Kumar for their aforesaid acts of deliberate inaction and negligence," the judge said. — PTI
