Woman gangraped, two arrested
New Delhi, December 21 The police said that two of the three accused have been arrested. The third man is yet to be caught. According to the police, the victim lives with her family at Janta Colony and was acquainted with the accused. The woman was allegedly raped when she was alone in her house on Wednesday evening. Sources said that two of the accused Gaffar (45) and Alam (46) used to be victim's neighbours. They befriended her family and visited her house regularly. The woman claims that Gaffar and Alam came to her house along with an associate on Wednesday. Finding her alone, they held her hostage and took turns to rape her. Soon they left after threatening her with dire consequences if she reported the incident to anyone. She informed her family members when they returned home late on Wednesday. Her family then informed the Welcome police station after which she was taken for a medical examination at the Guru Teg Bahadur Hospital. A case was lodged after her medical examination confirmed rape. The victim's statement was also recorded.Gaffar and Alam were arrested from their houses. |

New Delhi, December 21 The accused, Deep Baisla (28), an MBA and resident of Noida, has been arrested. Pooja Chaturvedi (25), who works as a relationship manager with Yes Bank, Green Park branch, said that the incident took place after she was forced to sit in the car by Deep on Tuesday evening. Sources in the police department said that Pooja had known Deep for the last five years and met him in Bangalore while pursuing MBA. Pooja stated that Deep was waiting outside her hostel in RK Puram Sector-4 when she was returning from her office, the official said. Deep asked her to accompany him and as her fellow-hostellers were also standing there, she felt awkward and sat inside the car. She alleged that Deep became aggressive when she told him that she was not willing to have any contact with him. In a fit of rage, Deep stopped the car and started beating her. She alleged that she was thrown out of the car after which Deep left with her valuables and cash. He allegedly took Pooja's laptop, two mobile phones, credit and debit cards and Rs 8,000. A case under Section 394 (causing hurt in committing robbery) has been lodged. |

New Delhi, December 21 "In the present scenario of economic reforms, it is very important to make local bodies financially stable and strong for which the support from the state government is very important," said Nagpal. The next financial year would be a serious challenge for the NDMC as the estimated budget is a deficit one. He said that the NDMC has to maintain five big hospitals out of six. "In the present financial year, the NDMC incurred an expenditure of Rs 206 crore on the maintenance of these hospitals and in the coming financial year, this would be increased to Rs 250 crore," he added. The NDMC is badly affected by the financial crunch after trifurcation. "The Delhi government should release grants immediately to keep the basic services and its projects running," said Nagpal. |

New Delhi, December 21 He said that the Union government constituted the Sachar Committee to identify the minority-dominated districts. The committee identified 90 such districts which are backward. The Chief Secretary, P. K. Tripathi, was not available to make comment on the issue. |
Scrap dealer held with stolen electrical cables
New Delhi, December 21 Over 1,000 kgs of electrical cables and equipment were recovered from his possession. "Illegally usurping, stocking, buying and selling equipment belonging to a power distribution company is a serious offence. It can lead to legal proceedings being initiated against the offender. Legal provisions in such matters can invite a jail term of up to three years, fine or both," said the official. The dealer was booked under Sections 136 and 137 of the Indian Electricity Act and remanded in judicial custody. He used to steal equipm ent mostly installed in public places and sell them to the dealers. With the assistance of the police, the BYPL is intensifying its campaign against such acts, added the official. |
Controversy over DU Academic Council meet
New Delhi, December 21 The meeting may decide major proposals, including the proposed structure of the 4-year undergraduate programme to be implemented from next year. "This sudden meeting is a deliberate attempt to disable honest consultations with teachers and students on the feasibility of such a massive structural change and its overall implications. It's not true that the administration has consulted a large section of teachers, students and parents about the 4-years model, even as the teachers of at least five departments--physics, English, mathematics, economics and history--are formally demanding General Body Meetings of their departments through which they hope to raise their concerns about the attempted overhaul," said a statement from the Democratic Teacher's Front today. "Copies of power-point presentations by individual teachers have been submitted for this meeting. These papers also include some inconclusive deliberations recorded in the minutes of three meetings of the Task Force (working on the module of the 4-year undergraduate course) held last month. In the absence of methodically sought feedback from the primary stakeholders, the presentations by individuals cannot be described as representative of any collective or widespread opinion on the planned 'reforms'. This is not the right way to proceed with the course," the statement further read. Another statement from the Delhi University Teacher's Association said, "There was no urgency to convene this meeting of AC during the teaching break after the semester exams when most of the AC members are not available, nor this course has been discussed by the DU departments, related faculties or teachers' general body of the university departments concerned. It is highly unacademic to push the matter in the Academic Council in this unceremonious, half-baked manner." |
