Delhi rape: Police to keep vigil at malls, cineplexes

In the aftermath of the brutal gangrape of a 23-year-old girl inside a moving bus in Delhi, the police will now increase their vigil near places that are visited by couples and lone women. These are 30 to 40 hubs consisting of malls, cineplexes and restaurants, which are mainly located in west and south Delhi.

North civic body to improve security in schools
New Delhi, December 19
The Education Department of the North Delhi Municipal Corporation has proposed to install CCTV cameras in all the municipal schools to provide security, especially to girls, for which extra budgetary provision has been made, said chairperson of the Education Committee Rekha Gupta. Besides, each school will be provided with security guards and level of boundary walls would be raised or barbed wires or fencing be done for more security.

Delhi rape: Police to keep vigil at malls, cineplexes

In the aftermath of the brutal gangrape of a 23-year-old girl inside a moving bus in Delhi, the police will now increase their vigil near places that are visited by couples and lone women. These are 30 to 40 hubs consisting of malls, cineplexes and restaurants, which are mainly located in west and south Delhi.

The police also started a major drive against chartered buses for unauthorisedly transporting passengers, besides booking vehicles with tinted windows and curtains.

Special Commissioner of Police (Law and Order) Dharmendra Kumar said, "We will deploy our entire fleet of 630 Police Control Room (PCR) vehicles at routes located between these hubs and the nearest metro station. The hubs are malls, cineplexes, restaurants and markets such as M-block at Greater Kailash, which are areas that are frequented by couples and people coming with their families. The PCR vehicles will also consist of motorcycle patrols deployed along these locations. We will keep vigil at residential colonies located near the hubs."

The Delhi police plans to increase its present strength of 630 PCR vehicles to 1000. Delhi Police Commissioner, Neeraj Kumar, yesterday met the Union Home Secretary, R K Singh, and pressed for a pending proposal of acquiring 370 new PCR vehicles.

Union Home Minister Sushil Kumar Shinde, in his statement at Parliament today, said, "It has been decided to augment the PCR fleet of Delhi Police by providing more number of vehicles and the same would be GPS-enabled, so that their movement can be tracked at the Central Control Room."

According to the police, the CCTV camera outside a hotel in Mahipalpur captured footage of the white-coloured bus in which the girl was allegedly gangraped and brutally beaten by five men (the sixth one was driving) in front of her male friend. "It was fortunate that the camera caught a glimpse of the bus, which later helped us in identifying it. We had directed all the hotels to install CCTV cameras inside and outside. We will install more at the entry points to Delhi," said Kumar.

The police plans to acquire 4,000 more CCTV cameras. Some of these will be installed at crowded market locations.

Joint Commissioner of Police (Traffic) Satyendra Garg said a major drive against vehicles with tinted glasses and curtains started today. "As a consequence of the horrific incident, we are focusing on two main aspects. We are prosecuting chartered buses that unauthorisedly pick up passengers and charge them. These are permit violations. Secondly, we will target all kinds of vehicles that have tinted windows and curtains. Only VIP vehicles that fall under Z plus security category will be spared," he said.

High Court ready to set up fast track courts

The Delhi High Court has accepted the proposal of the Delhi government to set up five special fast track courts in the Capital city to deal with the cases of sexual assault on women.

Chief Minister Sheila Dikshit had addressed a letter to Chief Justice, Delhi High Court, Justice Darmar Murugesan, requesting him to make five special fast track courts functional as approved by the city government. A communication of the approval was sent to the High Court by the city government in October 2012.

"The High Court has issued a letter addressed to the Principal Secretary (Law, Justice and Legislative Affairs), Government of Delhi, communicating its acceptance of the proposal of Delhi Government," said Dikshit.

The Delhi Cabinet meeting, which was chaired by Dikshit, also condemned the incident of gangrape in South Delhi on Sunday night.

Dikshit said that the Cabinet has appealed to the Lieutenant Governor and the Union Home Ministry to make the police more responsive to the security needs of the citizens of Delhi.

2nd shift in pvt schools favoured

A meeting of the State Advisory Board was convened today by Delhi Education Minister Kiran Walia and took significant decisions on schoolchildren's future.

The meeting decided the upper age limits of the nursery and above standards. Under the provisions of Delhi School Education Act, it has been provided to give representation to the private schools in the Advisory Board.

For admission to preschool, a child should not be more than three years, 11 months and 30 days as on March 30; in case of pre-primary, the age has been set as four years, 11 months and 30 days; and for admission to the 1st class, the age should not be more than five years 11 months and 30 days as on March 30 at the start of the academic year in which the admission is sought.

However, some relaxation for children with special needs will be worked out, said Walia. "The Board has recommended the opening of 2nd shift in the private schools on the prime condition that it will not be run for commercial purpose. The Board has recommended constituting a committee to look into the aspects of children's safety, quality of education and other related issues," Walia said.

The Education Minister said that she has asked the schools to give more weight to distance and neighbourhood criteria.

Room facility for Golden Temple pilgrims

The Shiromani Gurdwara Parbandhak Committee has reserved 35 rooms and two halls for pilgrims of Delhi who visit the Golden Temple in Amritsar, according to a senior leader of the Shiromani Akali Dal (Badal).

The pilgrims can get their rooms booked from Delhi at a nominal rate.

The booking office will be located at SAD Badal's Delhi office at Rakabganj Gurdwara, the senior leader said.

In the budget proposal finalized by the committee recommended to allocate additional budgets for CCTV cameras, arrangement of security guards, extension of fencing walls, development of play ground, provide mobile chip to the principals for more connectivity in all municipal schools.

"The said provisions have been made in order to provide better security system, holistic development of the students and better communication with the parents as well as principals," Gupta said.
