The bypass road leading to the general bus stand here is perhaps the only stretch which has not been metalled in the state. The 4-km “kutcha” road is not only a source of continuous dust, but also inconvenience to passengers and damage to the transport infrastructure. Govt hospitals to provide Pentavalent vaccine free

Haryana will become the first state in north India and third in the country after Tamil Nadu and Kerala to launch Pentavalent vaccine. Chief Minister Bhupinder Singh Hooda will launch the vaccine at the state immunisation programme here on December 21. The vaccine will be launched in all 21 districts of the state and will be available free of cost for all sections of the society.

Steps taken for empowerment of women in 2012

The Haryana Government has taken a number of steps to enhance socio-economic status of women and children in 2012, including giving statutory status to the Haryana State Commission for Women by passing the Haryana State Women Commission Bill, 2012, in the Haryana Vidhan Sabha, preparation of draft of the state nutrition policy, registration of child care institutions and providing funds for construction of new buildings for anganwadi centres.

52 tonnes of paddy received in markets

A gang of armed robbers struck at Kalanwali in Sirsa last night, targeting families living in huts on the HUDA ground, leaving eight of them, including four women, seriously injured. The robbers, who used iron rods to hit their targets on their heads, decamped with gold and silver ornaments worn by women and also took away their cash and some other belongings.

The miscreants were so brutal that they cut the ear lobe of one woman, when they found it difficult to snatch her earring easily.

The robbers “kidnapped” one woman.

However, she was found abandoned at a little distance, as the miscreants left her injured after taking off her ornaments.

A sense of fear and resentment prevails in Kalanwali and the residents are angry at the lackadaisical attitude of the police, who the residents allege, is never seen patrolling during the night.

Ram Dayal, a victim, said that they were sleeping in their huts as usual during the night, when a gang of 15 to 20 robbers attacked them suddenly. The robbers came on foot and started searching their metal trunks by taking them out of the huts.

The miscreants hit with the rods anyone who tried to come in their way.

They took away a woman, Laila, with them, who was later found from a distance of 1 km.

The miscreants had taken away ornaments worn by her.

After the incident, one of the injured women, walked to a house situated at some distance from their huts and narrated the incident to the family living there, who brought the matter to the notice of the police.

The families alleged that the miscreants took away gold ornaments weighing 10 tolas, silver ornaments 10 kg and Rs 90,000 in cash with them.

Among the injured persons, Partap, Murti, Kaila, Laila, Aguna, Surta Ram and Ghewar Ram were shifted to General Hospital with serious injuries on their heads.

The doctors later referred Partap, Surta Ram, Ghewar Ram and Laila to PGIMS, Rohtak, in view of their serious condition.

Kaila has lost her earlobe, as the robbers cut it to take away the earrings worn by her.

A sense of insecurity and anger prevails amongst local residents after the incident.

Daljit Singh, SHO of Kalanwali police station, said that the police was investigating the matter.

Robbery case: Complainant ends up in hospital

A complainant in a robbery case himself ended up in hospital after being picked up by the police for questioning. It was alleged that the police not only used third degree methods, but also registered an attempt to commit suicide case against him.

Sukhwinder Singh, an employee of a petrol pump at Saha in the district, had filed a complaint with the police on October 24 alleging that he had been robbed of Rs 1.37 lakh by some persons.

After registering a case, the police picked him up for questioning last Sunday. From the police station, Sukhwinder had to be rushed to the Cantt Civil Hospital from where he was referred to the City Civil Hospital and from there he had to be taken to the PGI, Chandigarh, as he sustained grievous injuries on various parts of his body.

Sukhwinder’s father Gurbachan Singh, a small-time farmer, said after the police failed to nab the robbers for two months, they picked up his son on the pretext that his help was needed in the investigations. He said after being taken to the police station, he had to be rushed to the hospital with physical injuries.

When Gurbachan confronted the policemen who detained his son, he was told that his son had attempted suicide.

He said his son was in perfect mental health and chances of his attempting suicide were bleak. He said the injuries received by Sukhwinder could not be sustained while attempting suicide.

Kushal Pal, ACP, Barara, said he had received a complaint from Sukhwinder’s father and he ordered an investigation into the allegations. He said if allegations were found true, appropriate action would be taken against the guilty policemen.

Gurbachan said his son was under treatment at the PGI and not in a position give any statement to the police.

Cops get curtains, tints removed from buses

In the wake of recent gangrape of a paramedical student in Delhi, the district police has launched a slew of measures to ensure a safe New Year. According to the action plan approved today, the police will set up pickets in all vulnerable areas, including malls, colleges, call centres and other celebration venues, where police personnel will be on duty, patrol the area and help out residents with services like dropping home.

Over 4,000 personnel, including women, will be deployed with special attention to areas like MG Road, Ambience Mall, Galleria Market, Business Centre in New Gurgaon and the Sector 14 market in the old DLF, which have been identified as potential flash points.

“We are determined to ensure trouble-free festivities this year and thus, will set up police units in different areas ranging from colleges to pubs, malls etc wherever we have even a little suspicion of trouble. The Commissioner has mobilised the entire force,” said Deputy Commissioner of Police Surinder Pal.

The police today ordered all bus operators to remove tinted glasses and curtains etc with immediate effect and special check-points were also set up to catch the violators. The bus operators were asked to get all drivers verified even schools were given verbal instructions to get complete assurance about drivers before entrusting students to them.

Police Commissioner KK Sindhu has cancelled leave of all officials and asked them to ensure that the city does not witness any incident like infamous molestation outside the Sahara Mall.

“It’s not just the gangrape but even the forthcoming festival season which has put us on heels. We have been planning on this for quite some time and have a complete action plan in place. Be it security of women, convenience or traffic problems, we are taking care of everything to ensure that nothing ruins the spirit. All personnel are on duty and we are even coordinating with other agencies like malls, pubs, bars and HUDA to work things out. We are planning on making several popular places vehicle-free after a specific time. The police will only go home on New Year after ensuring that everybody is safely back in his home,” added Sindhu.

Women protest Delhi gangrape

Members of some Left Front women organisations under the banner of the All-India Democratic Women's Association(AIDWA) stage a demonstration against the recent gangrape of a 23-year-old woman in New Delhi, here today.

Demanding exemplary punishment to the perpetrators of the crime, they burnt an effigy of the crime at Chhotu Ram Park here as mark of protest.

Activists of these organisations, including the AIDWA, Democratic Youth Federation of India (DYFI) and the SFI, blamed the authorities concerned for the incident.

“We cannot expect such incidents in the national capital, where all the functionaries of the union government reside and where the security is claimed to be one of the best,” said Savita, a spokesperson of the organisers of this protest.

She said the government and the elected representatives were required to take tough measures to ensure that such incidents do not take place and every citizen especially the women could walk without any fear on the roads.

The associations took out a procession through the main bazaar raising slogans for demanding security for women and girls and denouncing the law and order agencies for their failure to prevent heinous cases of sexual assault on women. — TNS

Though the authorities have announced to construct a new bus stand, hundreds of commuters take Haryana Roadways buses to travel to other destinations everyday from the present route.

Popularly known as mini bypass, the buses going to various destinations, including Kaithal, Narwana, Gohana, Karnal and Hansi, have to take this route located adjacent to the mini drain near the main bus stand.

“The authorities, which ought to keep the stretch in a proper shape, have failed to get it metalled over the past few years though it is one of the main passages to reach the bus stand or to go to other places from here,’’ said an employee of the department.

“This is not only causing inconvenience to the passengers but also to the residents of nearby residential colonies as a huge cloud of dust keeps the area covered throughout the day,” he said, adding that it was perhaps the only bypass which had not been metalled for the past several years.

“This is a glaring example of how the state government or the authorities are concerned about the development of the basic infrastructure in the district which happens to be one of the most backward in the state,” said Hari Chand Midda, the INLD MLA from Jind.

He alleged that the district continued to remain ignored and discriminated against due to the fact that all the MLAs were of the opposition party.

On the contrary, the district authorities said several schemes and projects worth several hundred crores were on the anvil.

The Deputy Commissioner said the Chief Minister would be visiting the district on December 24 to lay the foundation stones of several projects, including the new bus stand, railway flyover, sports stadium, gymkhana club, upgradation of the Civil Hospital, new bypasses and the regional centre of the Kurukshetra University.

The DC said the projects, which were worth Rs 1,300 crore, would prove a milestone in the development of the city and the district.

Regarding the bypass of the bus stand not metalled, the authorities said it was a temporary arrangement as the main road remained congested during the peak hours. “None of our buses have suffered any damage or breakdown due to the “kutcha” road,” said Rahul Jain, General Manager of the Haryana Roadways Depot here. He said the depot was operating around 174 buses at present.

This was stated by Principal Secretary (Health) Navraj Sandhu, while addressing a media collaboration workshop on the introduction of Pentavalent vaccine in Haryana’s immunisation programme, here today.

Sandhu said the health of children being the most important issue for the state government in addition to improving the Infant Mortality Rate (IMR), the Pentavalent vaccine would be administered to children of up to one year of age.

She said vaccine provides protection against five life-threatening diseases namely diphtheria, pertussis, tetanus, hepatitis B and haemophilus influenza type B (Hib).

She said children below the age of five years were more vulnerable to disease and conditions that contribute to fatal consequences leading to high child mortality. Vaccination was one of the most significant medical interventions preventing such serious diseases. Sandhu said most diseases contributing to under-five mortality were now preventable using currently available vaccination against them.

Mission Director, National Rural Health Mission, Rakesh Gupta said the launch of the vaccine would help in reducing the number of injections a child received from nine months to three years.

Others who also addressed the workshop included Health Specialist, (Immunisation), UNICEF, Satish Gupta, General Secretary, Indian Academy of Paediatrics, Naveen Gupta and Deputy Commissioner (Immunisation), Government of India, Pradeep Haldar.

Steps taken for empowerment of women in 2012

The Haryana Government has taken a number of steps to enhance socio-economic status of women and children in 2012, including giving statutory status to the Haryana State Commission for Women by passing the Haryana State Women Commission Bill, 2012, in the Haryana Vidhan Sabha, preparation of draft of the state nutrition policy, registration of child care institutions and providing funds for construction of new buildings for anganwadi centres.

A spokesman for the Haryana Women and Child Development Department here today said the state government had also constituted a state mission authority under the chairmanship of the Chief Minister with the objective of empowering the women socially, economically and educationally.

The mission would monitor and review gender budgeting by various ministries and departments as well as effective implementation of various social laws concerning the women.

The spokesman said a state resource centre had been set up at the state headquarters. A state level Central Monitoring Committee under the State Women Empowerment Mission had also been set up, he said

He added that it was headed by the Principal Secretary, Women and Child Development Department, to take stock of convergence issues with different departments.

The proposal to conduct a study from the Tata Institute of Social Sciences, Mumbai, on the declining trend in child gender ratio in four districts of Haryana (two district having the lowest gender ratio and two districts having the highest gender ratio) was under process.

He said efforts were being made to construct new buildings for the anganwadi centres preferably in schools or on panchayat land.

Over Rs 36.89 crore had been released to construct 387 anganwadi centres in the state.

The themes of campaign for today were Right to Education, Sarva Shiksha Abhiyan, social welfare and welfare.

The day began with a rally by schoolchildren on the issue of Right to Education.

Block Education Officer Daya Nand, school principal Ajit Singh Chugh, Social Welfare Officer Vinod Chawla and others offered an insight into various schemes of their respective departments.

Deputy Commissioner ML Kaushik started an open interaction with villagers regarding bottlenecks in several schemes like Nirmal Bharat, anganwadis and female foeticide.

“Over 98 per cent households in our village have toilets in their houses and yet a majority of villagers go to fields for open defecation due to traditions,” said Raj Kumar, sarpanch of Singhani village.

The issue of gangrape of a paramedical student in Delhi also figured during interaction, and Kaushik said it was shameful that we neither allowed our daughters to be born nor allowed them live with dignity.

Hardeep Singh Kingra, Chairman-cum-Managing Director of the National Schedule Caste Financial Development Corporation, also addressed villagers and gave an account of various schemes of his department.

The SDM, Harish Bhatia, PIB assistant director at Chandigarh Kapil Pradhan, programme coordinator Sapna, administrative officers, PIB, RC Khurana and Field Publicity Officer Vinod Sharma were present on this occasion.

52 tonnes of paddy received in markets

More than 52.39 lakh tonnes of paddy has so far arrived in various grain markets of Haryana during the current kharif season as compared to over 47.24 lakh tonnes of paddy arrived during the corresponding period last year.

Stating this here today, a spokesman of Haryana Food and Supplies Department said of the total arrival of paddy, the maximum -- over 9.07 lakh metric tonnes-- had arrived in Karnal district.

Kurukshetra district had received over 8.71 lakh tonnes of paddy, Kaithal over 7.60 lakh tonnes, Fatehabad over 6.41 lakh tonnes, Ambala more than 5.15 lakh tonnes, Yamunanagar over 3.58 lakh tonnes, Jind over 3.32 lakh tonnes, Panipat received more than 2.28 lakh tonnes, Sirsa over two lakh tonnes, Sonepat over 1.88 lakh tonnes and Panchkula 74,536 tonnes.

He said six government agencies had so far procured over 38.27 lakh tonnes of paddy whereas the remaining quantity of over 14.11 lakh tonnes of paddy was procured by the millers.

Of the total paddy procured by the agencies, over 14.62 lakh tonnes had been procured by the Food and Supplies Department whereas Hafed had purchased more than 12.11 lakh tonnes, Haryana Agro Industries Corporation over 5.89 lakh tonnes, Haryana Warehousing Corporation over 3.25 lakh tonnes and Confed procured over 2.28 lakh tonnes of paddy. The Food Corporation of India has also procured 10,089 metric tonnes of paddy.

United efforts needed to uproot social evils: Governor

Haryana Governor Jagannath Pahadia called upon the people to put their efforts unitedly to uproot the social evils like female foeticide from the society. Pahadia was addressing a seminar on “Ajanmita Ka Sangrakshan” (safety of the unborn girl), organised by Sri Jairam Vidyapeeth, here today today.

The Governor said, “The nature treats boys and girls equally and in the same way we should provide same opportunities to them in every sphere of life.”

“Crime is being committed on women day by day. Moreover, girls are being killed in the womb,” he said. He appealed the social and religious organisations to make people aware against social evils, including the drug addiction, adulteration, hoarding and corruption. Although, with the efforts exerted by the government and society, success up to some extent in controlling these evils had been achieved, yet more efforts were yet needed to abolish these evils, he said.

On the occasion, he honoured Priyavanda of DAV International Public School, Rishikesh, for winning the first prize in the painting competition held on National Energy Conservation Day on December 16, 2012, in New Delhi.

Sadpura farmers seek hike in land rate

Farmers of Sadpura village in this district have launched a campaign to enlist support of their counterparts in the surrounding villages for higher “collectorate rate” (DC rate) of their village land.

The farmers, who are on a warpath over the collectorate rate issue under the aegis of the Greater Faridabad Kisan Sangharsh Samiti, allege that while the rate in the adjoining villages like Faridpur, Badola and Neemka is Rs 90 lakh per acre, it is Rs 28 lakh in Sadpura.

The residents of Sadpura have submitted a memorandum to the Faridabad Deputy Commissioner, urging for an enhancement of the rate.

Shiv Dutt, working president of the samiti, said notices under Sections 4 and 6 of the Land Acquisition Act had been served on land owners in Sadpura with regard to acquisitions for the passage of the proposed Western Freight Corridor to be constructed by the Indian Railways. About 100 acres would be acquired in the village for it.

They alleged that private builders purchase land from farmers in Sadpura and its adjoining areas at about Rs 3 lakh per acre. In this background, too, the present collectorate rate in their village is “unjust”.

The samiti warned of a struggle against the government if the collectorate rate issue was not resolved soon.

Teachers organise conference

The All India Federation of University and College Teachers’ Organisation (AIFUCTO) had organised its 29th academic conference and golden jubilee celebration (1962-2012) at Sampurananand Sanskrit University, Varanasi, from December 15 to December 17.

Minister of Basic Education UP Ram Gobind Choudhry inaugurated the conference. Sampurananand Sanskrit University Vice-Chancellor Prof Binda Prasad Misra presided over the function.

A national-level seminar was held on ‘Higher Education in 12th Five Year Plan: Agenda, Role of Teachers and Teachers’ Movements’ on this occasion. Prof Sudhansu Bhushan from the National University of Educational Planning & Administartion (NUEPA) was a keynote speaker.

He called upon the teaching community to carefully analyse the 12th five-year plan document related to higher education and respond accordingly.

“AIFUCTO is ready to participate in the national strike, which is called by the trade unions of the country in February. Refused money for liquor, man brands wife with burning log in Hisar

A man allegedly branded his wife with a burning wooden log when she refused to give him money for liquor at Agroha in Hisar.

The incident took place yesterday, but the victim, Poonam, alleged that the police did not take any action on her complaint.

The victim’s parents brought her back to her parental village Jandli Kalan in Fatehabad and took her to the Community Health Centre (CHC) at Bhuna for treatment.

“I was married eight years ago to Deepak Kumar from Agroha, who works as a mason. We have a 7-year-old daughter and a 5-year-old son,” the victim told mediapersons at the CHC.

She alleged that her husband shirked work and was habitual of drinking liquor, while she worked as a labourer to eke a living for the family.

Poonam alleged that on Monday night, Deepak demanded money for liquor.

When she expressed her inability to pay the money, he allegedly took out a burning log of wood from the kitchen fire and branded her with that.

Crying with pain, Poonam took shelter in her neighbour’s house and informed her parents, who infirmed the incident to the police, and took the victim to Bhuna CHC for treatment.

Both Agroha SHO in Hisar and Bhuna SHO in Fatehabad, however, said they were not aware of any such incident.

Attack on scribe: Four arrested

The police today arrested four persons for allegedly attacking a journalist in the town two days ago. Superintendent of Police (SP) B Satish Balan said the accused had been identified as Anil, a resident of Shiv Nagar, Prince alias Pannu, a resident of Moth, Anjan alias Baba, a resident of Surya Nagar and Narender alias Sonu, a resident of Bharat Nagar, Hisar.

Some masked miscreants had attacked Rakesh Kranti when he was returning home in the night. The attack had left him seriously injured with multiple fractures.

The SP said, "During interrogation, Anil said he runs his shop Anil Medical Hall in front of the Civil Hospital, Hisar, and he also runs two ambulances whereas the shop of his brother Jitender is in another private hospital located on the Rajgarh road."

He also revealed that Anil, in connivance with some doctors of the General Hospital, used to get patients referred to PGIMS, Rohtak.

He said Kranti used to publish news regarding private ambulance service and Anil had met the journalist a couple of times in this regard and had requested him not to publish such news, but he did not agree. Anil admitted that he attacked him along with his companions at Dabra Chowk when he was returning home.

4 hatching a conspiracy of loot nabbed

The local police has nabbed four youths near the railway track of Talav village here while hatching a conspiracy of loot and recovered a car, two countrymade pistols and five cartridges from their possession. They were today produced before a court which sent them in judicial custody for 14 days.

“Those arrested are Pradeep, alias Teetu, of Khungayi village, Ajit, alias Mota, of Badli, Neeraj, alias Bholi, of Kalinga village (Bhiwani) and Jaideep, alias Monu, of Narnaund (Hisar),” said a police spokesman.

The police had received a tip-off that four youths were sitting in a car near the railway crossing adjacent to Talav village and were hatching a conspiracy to loot passersby, he added.

“A special team led by sub-inspector Amit Kumar conducted a raid and nabbed the four on the spot,” said the police spokesman.

He added that a case under various Sections of the IPC had been registered against the youths.

HC reinstates CISF cop

The Delhi High Court today reinstated a dismissed constable of the Central Industrial Security Force (CISF) posted at Panipat. A Bench comprising Justices Pradeep Nandrajog and Manmohan Singh quashed as many as three orders pertaining to the dismissal of Ikbal Singh, posted at the Indian Oil Corporation (IOC).

The inquiry officer had issued an order on September 15, 2011 compulsorily retiring Ikbal for letting the entry of a car without valid permission.

Subsequently, his appeal and revision plea were rejected on January 23, 2012 and January 26, forcing him to approach the HC.

The inquiry officer had ignored material and relevant evidence, besides the circumstances. “Unfortunately, the Disciplinary Authority, the Appellate Authority and the Revision Authority have overlooked the same,” the HC noted.

“The petitioner is reinstated in service with all consequential benefits but without any back wages,” the HC held.

Defamation on Facebook alleged

Vikas Ahlawat, a city-based IAS officer, has lodged a complaint against Gagandeep Gill, associate professor, MCM DAV College, Sector 36, Chandigarh, for allegedly demeaning and defaming him on the social networking site, Facebook, thereby attempting to ruin his career.

The Gurgaon police registered a case against Gagandeep under Section 66 A of the IT Act.

Ahlawat, son of former IPS officer Attar Singh Ahlawat, in his complaint filed with the Gurgaon police cyber crime cell claimed that Gill had assassinated his character and hurt his reputation.

“I am not on good terms with my wife Anupama Ahlawat and am undergoing a civil suit for divorce in district court. In June, a couple of my friends informed me about having received a message on Facebook which was defaming and threatening,” claimed Vikas.

Hospitals to be inspected fortnightly

Haryana Chief Parliamentary Secretary, Health, Ram Kishan Fouji, has said that with a view to providing better health facilities to the people and to make the health system more responsive to the people, all government hospitals would be inspected fortnightly.

He said that complete videography of the inspection would be done and strict action taken against those found derelicting the duties.

He said the inspection would facilitate quick redress of the grievances of the people. The first inspection would be held in Fatehabad on January 4 and on January 19, in Bhiwani.

Notorious criminal held

Sonepat, December 19
The CIA unit of Sonepat claimed to have arrested a notorious criminal identified as Neeraj, alias Sandeep, of Kinjhawala village in Delhi, allegedly involved in four murder cases, two each in Delhi and Haryana.

The DSP Rakam Singh said Neeraj was produced in the court that had sent him to 7-day police custody for further investigation.

The police has also identified his other accomplices. They would also be arrested soon, he said.

The DSP said Neeraj, along with his accomplices, allegedly killed Harish of Kutubgrah in Delhi on November 16, Ashish of Nangloi in March 2011, Surender of Khubru on September 12 and an unidentified person at village Badsalu in Karnal district about a year ago. — OC

Patwari caught accepting bribe

Sonepat, December 19
A revenue official was today caught by a team of the vigilance department while accepting a bribe of Rs 5,000 from Naresh of Kumaspur village. Patwari Vijay demanded the bribe for the measurement of a residential plot owned by Naresh in the village.

Vigilance Sub-Inspector Daryao Singh said a case under the Anti-corruption Act had been registered and he would be produced in the court tomorrow. — OC
