Haryana hikes bus

Chandigarh, December 12 These decisions were taken at a meeting of the state Cabinet, which met under the chairmanship of Chief Minister Bhupinder Singh Hooda here today. The government justified the fare hike on grounds that the rates of diesel, spare parts like tyre-tubes, premium of insurance of buses, cost of bus chassiss and bus fabrication and expenditure on staff had gone up. At present, the basic bus fare of ordinary buses is 50 paise per km which has been raised to 60 paise per km. The bus fare for other categories will also be enhanced proportionately. After revision of this fare, the chargeable bus fare in Haryana will be 75 paise per km, including 25 per cent passenger tax of basic fare. Even after the revision, the bus fare in Haryana will remain less than the bus fare in other neighbouring states like Punjab, Himachal Pradesh, Uttarakhand, union territory of Chandigarh and Delhi. This enhancement in bus fare has been made by the government after two years. With this, the Haryana Roadways will be able to reduce its losses to some extent. Deciding that the reduced rural development fee would be effective from September 1, 2012, Hooda said it would provide a relief to the farmers, vegetable and fruit sellers and consumers. It would also stop diversion of trade from the state to the nearby states and benefit the vendors. The Cabinet also gave ex-post-facto approval to the relaxation made in its sports policy to release incentives to outstanding sportspersons and the appointment of Commission of Inquiry to investigate the killing of Sikhs in November 1984 in Haud-Chillar village in Rewari district and extended to Pataudi and other area of Gurgaon district. The Cabinet approved the proposal of the Higher Education Department to amend Haryana Education (College Cadre) Group B Service Rules, 1986. According to the amendment, National Eligibility Test (NET) shall remain minimum eligibility condition for recruitment and appointment as Assistant Professor in colleges provided that the candidates possessing PhD degree at the time of submission of application shall be exempted from the requirement of the minimum eligibility condition of NET for recruitment and appointment of assistant professor in all subjects. The PhD degrees awarded by the State or Central Universities or only those private or deemed universities which have been accredited as ‘A’ grade universities by the National Assessment and Accreditation Council shall be considered for relaxation in lieu of NET. The NET shall not be required for such masters programmes for which there is no NET. It approved the proposal to constitute the State Commission for Protection of Child Rights as per the provisions contained in the Commissions for Protection of Child Rights Act, 2005. Survey to identify economically backward families next month
Chandigarh, December 12 Speaking to mediapersons after submitting his report, Justice Gupta said with a view to give benefit of reservation to 16 castes, 90 points were fixed on the basis of social, economic and educational parameters. “While 45 points were for social backwardness alone, educational and economic backwardness had 30 points and 15 points, respectively. The Jats scored poorly on social backwardness. The commission recommended benefit of reservation to those castes, which scored more than 50 per cent points,” he said. Maintaining that the commission had recommended extending welfare measures to the Gosain and Goswani castes, he said they could not be given the benefit of reservation because their population was less in comparison to their representation in the government. The representatives of 16 castes in the state had demanded the commission to include them in the Other Backward Classes. After conducting a survey of 50,000 houses, five castes - Jat, Jat Sikh, Bishnoi, Ror and Tyagi were found socially, economically and educationally backward. The survey was conducted with the cooperation of Maharshi Dayanand University and for this a sub-committee was also constituted. Meanwhile, the Council of Ministers decided that the existing criteria for exclusion of creamy layer as applicable to the reservation in the Backward Classes be adopted for the purpose of reservation for the special Backward Classes as recommended by the commission. However, the Council of Ministers was of the opinion that Goswami and Gosai may not be the same and the commission may be asked to re-look into the backwardness of the Gosai caste. |
Gotra issue jeopardises
a marriage
Fatehabad, December 12 Owing to this standoff, bridegroom Mandeep’s father Suresh Gill has postponed his son’s marriage to Darshna, a daughter of Dilip Sheokand from Jheel village of Jind, though both the parties are determined to go ahead with the relation. The roots of this imbroglio date back 100 to 125 years, when a man of the Sheokand gotra from Jheel village came to live with his maternal uncles from the Gill gotra in Nehla village. His descendents Vinod, Dheer Singh and some others, who have been opposing the marriage, maintain that if Darshna came to their village as a bride, they would have to address her as ‘bhabi’ (brother’s wife), while in fact she will be their sister, as per the traditional ‘bhaicchara’ (brotherhood) of the village. Suresh Gill, however, refuted their allegations and maintained that nearly 135 girls from the Sheokand gotra are already married in Nehla village and they (those opposing the marriage) have been addressing them as ‘bhabis’. A mahapanchayat of 24 villages heard the arguments of both sides and found no merit in the opposition to the alliance. “The opposition to the marriage is totally wrong. We have told them clearly that the mahapanchayat is not here to issue any Taliban-like diktats. We will go with what the Constitution and laws of the country permit,” said Satpal Sheokand, executive president of the Sheokand khap. “The gotra issue is merely a guise. The actual motive of these villagers is to settle some personal scores with the girl’s family,” alleged Suresh Gill, father of the bridegroom. He alleged that though the Sheokand khap comprising 24 villages had rejected the opposition, the families from his village, who claim their lineage to this khap, were still opposing the marriage. He said since they did not have the courage to come to him after their contentions had failed to hold water before the mahapanchayat, they had been approaching the bride’s family in Jheel village to stall the marriage. He said though he was determined to go ahead with the marriage, which was earlier slated for December 22, he had postponed it till February to let things settle down. Bride’s father Dilip Sheokand also said his daughter would be married only to Mandeep, whatever the circumstances. “The ‘maang bharai’ ceremony of the girl has already been done and in our families, the ‘maang bharai’ of a girl is done only once in her lifetime,” he added. |

Faridabad, December 12 Two injured labourers trapped in the rubble were also rescued, raising the number of injured to 10, said Assistant Commissioner of Police Darshan Lal. The deceased have been identified as Aditya, Ajit, Devi Singh, Veeru and a couple, Bhola and Urmila. All are natives of Bihar. The police has registered an FIR in the case. Senior personnel of the SRS management, the builder and floater of SRS Residency Towers, and Sukhversa Malhotra, the lessee of the plot on which the ill-fated school building was being erected, are the accused in the case. Arvind Gupta and Umesh Gupta, whose firm was allotted the contract to construct the building are also among the accused. A charge of criminal negligence has been slapped on the accused. The SRS management in a statement this evening clarified that the plot on which the construction took place was earmarked for a school. However, the residents in the SRS Residency Towers premises allege that the plot was earmarked for a park. The builder had charged extra cost from them for the facility. Meanwhile, Deputy Commissioner Balraj Singh has ordered a magisterial inquiry into the incident. The inquiry will be conducted by the Subdivisional Magistrate (SDM), Faridabad, S Sarwan. Haryana Labour Minsiter Shivcharan Sharma has directed the owner of the collapsed building to give Rs 5 lakh to the families of each of the deceased and Rs 50,000 to each of those injured. dependents of the deceased who did not have any source of livelihood. |
Night camp: Over 200 villagers approach Fatehabad DC
Bhattu Kalan (Fatehabad), December 12 Mandeep Singh, Parbati Ram and Nirmala were among over 200 villagers who approached Kaushik with their complaints in the PWD rest house at Bhattu Kalan, where he arrived this morning for his night sojourn in the village. The Haryana Government has asked all DCs to spend one night every month in a village to provide prompt administration. A majority of the complaints pertained to non-receipt of old-age pension, deletion of names from the BPL lists, benefits under the Indira Awas
Yojna and other government schemes. Kaushik asked the District Food and Supplies Controller to get the LPG connection issued to Mandeep immediately, if he deserved one as per the rules. Shaheed Narinder Singh Gas Agency, Bhattu Kalan, was told to issue a connection to the applicant on the spot. Similarly, a team of officials was sent to survey Parbati Ram and Nirmala’s houses after which the DC ordered the inclusion of their names in the BPL list. While people were still pouring in with their grievances, Kaushik left for a surprise visit to schools and anganwari centres leaving the task of complaint redressal to SDM Baljit Singh and City Magistrate Shalini Chetal. Kaushik inspected anganwari centres and schools at Sooli Khera and Khabra Kalan villages and also tasted the midday meal being prepared for children. Addressing villagers, Kaushik exhorted them to treat their daughters and equally, shun open defecation and observe clean habits to keep their village clean and healthy. |
Neurology dept of PGIMS left with just one doctor
Rohtak, December 12 Though the PGIMS has announced that it would hold OPDs four days of the week for patients of neurology, the matter appears to have taken a serious turn following the reports of a doctor resigning from the PGIMS recently, leaving the department with one doctor. The PGIMS in a press release issued this morning claimed that Dr Surekha Dabla, who has just completed her DM degree from AIIMS, New Delhi, had joined duty in the department and would be taking OPDs four days of the week. But on other hand, the sources claimed, the exit of a specialist who had joined the department a few months back had come as a shock as the number of doctors has been reduced to just one. The number required for the smooth functioning of the department is at least four. Admitting that there was some shortage of doctors in the department of superspeciality, the Vice-Chancellor of Pt BD Sharma Health University, to which the PGIMS is affiliated , said efforts were on to tackle with the problem. He said advertisements were being inserted in the media inviting applications. He said over a dozen doctors were likely to join various departments after the completion of their PG or diploma courses in their respective areas. A few months back, the PGIMS had started a state-of-the-art OPD complex built at a cost of Rs 28 crore, where both the consultation and tests facilities are provided under a single roof. Around 6,000 patients report at the OPDs here daily. |
Sanctuary for black bucks a stillborn project
Fatehabad, December 12 Both the Wildlife Department, which is to set up the project and the NPCIL, on whose land the authorities announced they would set up the sanctuary, have clarified that their rules did not permit this. "There are clear-cut guidelines, including the orders of the Supreme Court, that the land on which the department sets up a sanctuary should have a clear title in favour of the department. The department cannot set up a wildlife sanctuary on land that belongs to a private party or some other department," said Shakti Singh, District Wildlife Officer, Hisar, who looks after Fatehabad district too. The NPCIL, on the other hand, ruled out the possibility of allowing any such sanctuary on the land acquired the nuclear power plant. "The land will be highly protected area, where we will not allow ingress to any person or animal," said TR Arora, Project Director for the GAPP. "As per the conditions under the environmental laws, we have to plant trees and grow other plantations on 500 acres of land. But we cannot allow any activity on this land, as it will be a highly protected area. In none of our projects in India, any human or animal life is allowed in this area," Arora emphasised. Fatehabad Deputy Commissioner ML Kaushik had earlier announced the setting up of black buck sanctuary on 500 acres of land belonging to the NPCIL meant for tth green belt. The Information and Public Relation Department of the district had also issued a press release in this regard. When confronted with the reaction of the Wildlife and NPCIL authorities, Kaushik said he would hold a meeting with the officials of these departments to find a way out. |
Better security system for Ambala railway station
Ambala, December 12 The system, which is expected to become operational by March 2013, provides for multiple screening and checking of passengers right from the point of entry. The system comprising the latest machines and software will supplement the conventional methods of security which are also being strengthened. Dedicated control rooms at strategic locations will provide close circuit TV-based (CCTV) round-the-clock surveillance. The CCTV systems will be installed in such a manner that they cover the entire station premises. The CCTV system, based on Internet protocol, will have video analytics designed to give automatic signals on identification of suspected baggage, excessive crowds and intrusion by unauthorised persons. For personal screening, hand-held metal detectors, door frame metal detectors and frisking will be relied upon. Baggage screening will be done through large size X-ray machines. Bomb detection and disposal systems will also be made available with the latest equipment. |

One victim of Gurgaon hospital firing dies
Gurgaon , December 12 The incident happened last evening when eight armed men casually entered the ICU of Sunrise Hospital and shot at Satveer Singh and his son, Joginder (23). The duo had been admitted to hospital after having been thrashed a few hours earlier by accused near Khandsa village. The victims, who belong to a particular group of a Tempo union, reportedly had a heated exchange with the accused in a court and were cornered near the village and thrashed. They were admitted to Sunrise, but accused attacked them again. While all of them managed to flee, the father-son duo was taken to Medanta Medicity where Joginder died this morning. The incident was caught on CCTV cameras of the hospital. The footage shows the men walking into the hospital ICU with guns. Gunshots are then heard. “We have arrested the key accused and will soon nab the others,” said DCP (crime) Maheshwar Dayal. |

Villagers thrash headmaster, teacher

Hisar, December 12 The villagers reached the school this morning and asked all students to go back to their homes. Later, the villagers asked all teachers except the headmaster, Rajesh Kumar, PTI Randhir Singh and a teacher Mahabir to stay back. However, Mahabir Singh, managed to give the villagers a slip. The teacher, whose conversation was recorded, had not come to school today. The villagers thrashed the headmaster and the PTI, though both of them claimed that they were innocent. Later, Deputy Superintendent of Police (DSP) Rajender Sheoran reached the school with a police force and took Rajesh Kumar and Randhir Singh to the Barwala police station. The DSP said the police would register a case after a thorough inquiry. He said prima facie, two teachers, including the headmaster appeared innocent to him, while another teacher’s conversation recorded by the girl proved him guilty of obscenity. |

Six months on, Sonepat farmers await power
for tubewells
Sonepat, December 12 Under this scheme, the farmers were offered electricity connections for tube wells within 21 days if they deposited around Rs 1.20 lakh for the transformer and other material, including poles, wires etc. Around 450 farmers from Gohana division of the nigam had reportedly applied under the scheme by depositing more than Rs 4.50 crore with the Haryana Bijli Vitran
Nigam. However, even after more than six months, most of the farmers are awaiting the release of their connections. The Haryana Bijli Vitran Nigam has so far released only around 100 connections. Farmers Mahender and Daya Nand of Murlana village said whenever the Haryana Bijli Vitran Nigam officials were contacted in this regard, their reply was that the material was not available. They also pointed out that though the Haryana Bijli Vitran Nigam had reduced the payment of transformer cost from Rs 60,000 to Rs 48,000, the relief of Rs 12,000 was neither being refunded nor adjusted in the account of the farmers. Chandigarh, December 12 About his proposed visit to Bhutan, Hooda said he was going to negotiate about setting up a hydel project there. In reply to a question concerning his directions to the Deputy Commissioners to hold night camps in rural areas, Hooda said such camps proved beneficial in acquainting them with the ground realities and infuse a sense of trust among people. Asked about a separate SGPC for Haryana Sikhs recommended by a commission whose report was being “legally examined” for the past two years, the Chief Minister said the advocates were yet to give a feedback. Woman raped in Gurgaon; 4 held
Gurgaon, December 12 The accused were the brother’s acquaintances who allegedly started misbehaving with the woman. When her brother objected, they thrashed him brutally and he fled the spot to get help. The victim was thrashed and raped by them. The victim’s brother meanwhile called the police . The victim’s medical examination confirmed rape following which an FIR was lodged against the accused . The four accused -- Maha Singh, Harjit , Vivek of Dundahera village and Shahvan of Haridwar (Uttarakhand)-- were nabbed early this morning. The accused were produced in a city court which sent them in 14-day judicial remand. All accused are around 19-year-old, said Surendra Pal Singh, DCP (West). |

Ex-sarpanch held in embezzlement case
Sonepat, December 12 The police had already arrested the village sarpanch, Mahender Singh, and an employee of the Social Welfare Department in the case. Both had also been suspended by the administration and most of the embezzled amount had also been recovered from the alleged accused. On the complaint of Satyavan of the same village, a case against Mahender Singh and Om Prakash was registered on April 14 on the directions of the Inspector General of Police, Rohtak range, Alok Mittal, at the Sadar police station, Gohana. It was alleged that Mahender Singh and Om Prakash had embezzled lakhs of rupees of the old-age pension in the name of the deceased persons and of the persons residing outside the village. |

Chandigarh, December 12 The Division Bench headed by Chief Justice Arjan Kumar Sikri summoned the officers after receiving a detailed report from the Chief Judicial Magistrates of Faridabad and Gurgaon. The affidavits revealed large-scale construction in the prohibited zones of both cities. These also underscored inaction by the local authorities. The court had on November 22 directed the Chief Judicial Magistrates of the two cities to visit the areas and submit a report on the encroachments before December 12. |

Man shot dead
Hisar, December 12 The victim died on the spot and before leaving, the assailants called some person from their mobile phone to inform that the work had been done. The victim’s live-in partner, Sunita, who lodged a complaint with the police, said she was married to Satish of Nagura and due to a bad marriage, she had left her husband and started living with Vivek for the past one year. She said she was sleeping with the victim when the assailants knocked at their door and asked Vivek to come out. A case has been registered. |

Faridabad, December 12 The employees, who have been on the warpath under the banner of the “Sarv Karamchaari Sangh, Haryana”, took out processions in the city before courting arrest outside the mini-secretariat. They raised anti-government slogans. Subhash Lamba, state general secretary of the sangh, said more than 3,000 employees from various departments, municipal bodies, and boards took part in the agitation.
