Chandigarh, December 7 The significance of the judgment can be gauged from the fact that 11 appeals on the issue were filed by the State of Haryana and other appellants against Joginder Singh and other respondents. Chief Justice Arjan Kumar Sikri and Justice Rakesh Kumar Jain ruled the appointments of respondent-teachers could not be terminated and they would be allowed to continue. “Further, those awaiting appointment letters shall be issued appointment letters within a month….” The respondents, through counsel G.K. Chatrath, Dr Surya Parkash, had earlier contended some of them were initially allowed to join following their selection as JBT teachers in Haryana. Later their services were sought to be terminated on the ground that the course was not equivalent to JBT course recognised by the Haryana government. After their petition was allowed by the Single Judge, holding that the course was equivalent to the JBT course, the State filed an appeal. Dismissing the appeal, the Bench ruled: “The Director-General, Ministry of Defence, Government of India, has now circulated the Directory of Equation of Service Trades and guide to registration of Defence Service applicants for employment on October 5. “In the directory, the Unit Education Instructor Course is specifically treated as equivalent to primary schoolteachers. According to us, this is the clincher and no further inquiry in this behalf is even required. “Once the Director-General has done the necessary exercise and has declared the course as equivalent to primary schoolteacher, it stands established that all these respondents who are holder of Unit Education Instructor Course, the qualification is to be treated as equivalent to JBT course… “It is made clear that those not given appointments pursuant to the selection made in year 2006, their seniority shall be reckoned from the date others were given appointments and that period shall be counted for all other purposes except that they will not be given any salary/wages for that period.” No termination of appointments * The high court ruled that the appointments of respondent-teachers could not be terminated and they would be allowed to continue. * Further, those awaiting appointment letters shall be issued appointment letters within a month. |

A spokesperson of the Mahapanchayat here today said representatives of various khaps, who had met here recently, were unanimous regarding the next move that had already been announced. He said things so far had failed to give any positive response. This ‘lax’ attitude would force them to come to the streets again, he added. Charging both the state and the Union governments of taking the matter lightly, he said the stand of the authorities concerned so far had forced them to issue an ultimatum to stop all types of supplies to the national capital from December 16 if the announcement of reservation for Jats in jobs was not announced by December 15. After suspension of the agitation in 2010, it was the responsibility of the state government to move ahead swiftly on the matter, he said, adding that reports appeared in the media had stated that Jats were among a few other castes that had been recommended reservation. “We are still in the dark. So far, we have not received any communication whether the demand has been accepted or not,’’ said Kuldeep Singh Dhanda, a leader of the Mahapanchayat. He said the government had failed to honour its commitment and assurance when the Jats had agreed to suspend their agitation. He said the authorities perhaps wanted to test the waters again. The community was left with no other option but to resort to agitation and all supply points to the national capital would be cut off from the announced date. He said groups of youths were being formed from a large number of villages who would cut off the supply from the announced date.
Differences crop up over stir schedule
Sonepat, December 7 Representatives from Malik, Dahiya, Hooda, Sangwan, Khatri, Gahlaut, Maan, Antil, Dalal and Saroha khaps held a meeting today at Garhi Bala village in the district. The meeting was presided over by the president of Dahiya khap, Pratap Singh Dahiya. Expressing their views on the matter, the representatives stressed that the differences of opinion and unilateral decisions of the khaps were not in the interest of the cause of reservation. They stressed for the unity among the Jat khaps and for resolving the differences. Talking to mediapersons, Pratap Singh Dahiya and Inder Singh Hooda, coordinator of the Haryana Jat Arakshan Sangharsh Samiti, said a delegation of the prominent khaps would meet Chief Minister Bhupinder Singh Hooda on Monday to know about the latest status report on the reservation demand. “We will also participate in khap panchayat meeting to be held at Bhiwani on December 12 and stress for the unity among the khaps. There should not be political motives behind the khap decisions in this serious matter of reservation” they added. |

Chandigarh, December 7 In a first of its kind initiative aimed at helping the hapless alcoholics come out of the dragnet of fatal disease of alcoholism, all villages and public places, including hospitals, railway stations, bus stands and hotels, in the district will have AA hoardings to take the fight against alcoholism to the next level. An AA hoarding was unveiled by Yamunanagar Deputy Commissioner (DC) Ashok Sangwan at his office today. An AA representative said the organisation was growing by leaps and bounds in Haryana against the backdrop of recent telecast of Aamir Khan’s TV show “Satyamev Jayate” with recovery meetings being held at different district headquarters, including Ambala, Karnal, Yamunanagar, Faridabad, Gurgaon, Bahadurgarh, Hisar, Sirsa and Panchkula. The Alcoholic Anonymous’ recovery programme worked on simple 12 steps of which attending meetings formed an integral part, he said. The AA is a worldwide fellowship of men and women who help each other to maintain sobriety by sharing their experiences, strengths and hopes. Alcoholism, a physical, mental and spiritual disease, could be controlled ‘one day at a time’. “The only requirement for membership is a desire to stop drinking. There is no fee for membership,” the AA member said. Chandigarh, December 7 As the OSD (Media) to the Chief Minister, KV Singh will step into the shoes of former media adviser Sunder Pal, who resigned on June 20 to join the Trinamool Congress launched in the northern region by Rajya Sabha member KD Singh. Official sources said the state government needed an image makeover in the run-up to the 2014 Lok Sabha and Haryana Assembly elections as it was fighting against the “proactive” press for its questionable role for “fast-tracking” the change of land use (CLU) for the lands bought by AICC president Sonia Gandhi’s son-in-law Robert Vadra in the NCR. Since Hooda also holds the Department of Town and Country Planning, finger is being raised at the Chief Minister’s Office (CMO) for fast-tracking CLUs of several lands, which Vadra sold for a “handsome profit” to the DLF later. It is in this backdrop that KV Singh’s appointment, which comes at a time when the government is in a “credibility crisis”, assumes importance. Already Hooda has one media adviser in New Delhi, Shiv Bhatia, and two additional media advisers, Sunil Parti and Kewal Dhingra at Chandigarh, besides a huge public relations department. While the posts of media advisers have virtually been reduced as ornamental and as a “dumping ground for rejected politicians” and “government favourites” on account of “bureaucratic dominance”, such appointments cost the state exchequer dearly. Chandigarh, December 7 Stating this here today, Yadav said he would not be able to become a part of this visit as he has to attend ‘Vijay Divas Samaroh’ pre-scheduled to be organised at Rewari on December 16, in the memory of martyrs of Rejangala on 50th anniversary of the Indo-China war. He said senior officers of the power utilities would be part of the delegation. He said senior officers of the power utilities had already visited Bhutan and interacted with them at official level. The rates of the power would be as per the memorandum of understanding (MoU) to be signed between the two countries. He said the state government was also exploring the possibilities of purchasing hydel power from Arunachal Pradesh in the future. He said the power plants of Yamunanagar and Khedar had restarted power generation. |

Farmers’ Dispute Over Land in Yamuna Belt
Sonepat, December 7 However, armed clashes were averted following timely intervention of the revenue and police authorities of both the areas. The authorities of both the districts have decided to hold a meeting on December 12 to resolve the issue. As alleged by the farmers of Jajal village, they had completed wheat sowing in around 100 acres of area in the Yamuna belt located within the revenue boundary of the village. But, on Wednesday, armed farmers of Nivada village ploughed the fields with the motive to take possession of the land. However, timely intervention of the police and revenue authorities from the district averted the clash and the farmers from Nivada withdrew to their village. The situation again became tense on Thursday when farmers of Nivada armed with firearms allegedly again took possession of the disputed land on Thursday. Instead of clashing with the Nivada’s farmers, Jajal’s farmers informed the district authorities about the situation. Sonepat SDM Jag Niwas and DSP Rakam Singh along with Tehsildar Naresh, Rai SHO Sultan Singh and police personnel reached the spot. The SDM, Baghpat, along with revenue staff also reached the spot.aThe SDM, Sonepat, said after discussions it was decided to hold a meeting on December 12 to resolve the dispute. Unable to run, elderly man dies of burns
Sirsa, December 7 The victim’s son, Happy, a milkman, said last night when his mother had gone to Ellenabad where his brother lived and he himself had gone to supply milk, his father sustained serious burn injuries. Being physically challenged, his father could not run to safety and in the process received serious burn injuries. Neighbours shifted him to General Hospital in Sirsa, where he died today morning. Depot holders refuse to do smart cards work
Sonepat, December 7 They have even threatened to protest at the office of the District Food and Supplies Controller (DFSC) on December 10 making it clear that any kind of pressure will not be tolerated. Jai Bhagwan Verma, president of the Shri Balaji Association of Depot Holders, said the DFSC office had sent directions to the depot holders asking them to distribute smart card forms in every house in their area, collect filled-up forms and deposit these in the office. He alleged that the government had already given the tender to a private company for preparation of smart cards and the company was being paid for it. On the other hand, the depot holders were not being given any remuneration for the extra work, he added. There are 412 ration depots in the district and the government had given contract to a private software company for preparing these cards. Though the process had already been started, it was reportedly not satisfactory in the public opinion. PK Sharma, DFSC, said the department was to distribute forms to people and after verification the filled and verified forms were to be deposited with the company for final preparation of the cards. The depot holders had been asked to cooperate in the matter so that the job was completed at the earliest, he said and clarified that the depot holders were offered remuneration in a meeting with the SDM in recent past. In today’s meeting, the staff members were asked to accelerate the tempo of preparation of the smart cards, particularly of below poverty line families, Sharma added. |
Villages to adopt urban pattern of waste mgmt
Gurgaon, December 7 Stating this here today, Gurgaon Deputy Commissioner P.C.Meena pointed out that the name of the Total Sanitation Campaign (TSC) had been changed to Nirmal Bharat Abhiyan (NBA). Under the project, hand-driven carts are deployed for collecting garbage from all houses in the villages. The collected garbage is then stored in the shed where it is segregated. Then it is used to make manure. The unused residue is sold off. The district administration has prepared the design and estimate of the sheds to be erected for the purpose and it is being sent to the headquarters for approval. The NBA project covers both solid and liquid waste management. The waste water or gray water coming out of the homes is made to flow through drains into ponds specially made for the purpose far away from the village habitation. The waste water would be filtered and used for non-drinking purposes like irrigation etc. In the villages which do not have concrete drains, ditches will be dug in the houses so that the waste water can be used for watering the plants and other such activities. Under the project, the villages have been divided into four groups depending upon their population. The panchayats of villages having up to 150 houses will be given Rs 7 lakh, those up to 300 houses Rs 12 lakh, up to 500 houses Rs 15 lakh and the panchayats of villages having more than 500 villages will be given Rs 20 lakh for waste management. An estimate of about Rs 28.59 crore has been sent for approval, the deputy commissioner maintained. "The significance of the project is that it will not only be useful for the cleanliness and sanitation of villages, but will also be a source of income for the villagers. The manure produced from the waste will be used in agriculture and the unused residue will be sent to for recycling, if possible, for which various companies will be contacted," Meena asserted. |

Factionalism comes to fore in Fatehabad HJC
Fatehabad, December 7 Dura Ram, a cousin of HJC supremo Kuldeep Bishnoi, had hosted a tea for all functionaries of the HJC and the BJP in order to acquaint himself with the party workers yesterday. However, senior functionaries of the district, including district HJC president Rajinder Chaudhary “Kaka”, Kulwant Singh Brar, in charge of the Sirsa Lok Sabha constituency, Nihal Singh Matana, in charge of Hisar parliamentary constituency, and several others skipped the tea. Some old functionaries of the party like Rajesh Chaudhary, president of the youth wing of the city unit of the party, and Suresh Kakar, media in charge of the party in Fatehabad, however, did attend the tea party. Besides, some Congress functionaries who joined the HJC with Dura Ram also attended the tea. “We boycotted the tea because Dura Ram did not take the district unit of the party in confidence before deciding the programme,” Rajinder Chaudhary said. He said the old workers of the HJC had built the party with their sweat and blood when Dura Ram was enjoying Chief Minister Bhupinder Singh Hooda’s company in the government. He said the old workers of the party would not allow him to “hijack” the party now. Dura Ram, however, said there were no differences in the party. “Ever since I have quit the Congress to join the HJC on December 2, people, including old workers of the party, have been visiting my office and residence to congratulate me on my decision. If some people have not come at the yesterday’s party, they will come in a day or two, as they are all in the party,” he said. |

Sterilisation of stray dogs
Fatehabad, December 7 Gandhi gave this assurance to officials of four departments, who met her in Delhi today. Deputy Commissioner ML Kaushik had sought her help in this regard, when she expressed concern at the increasing attacks on black bucks by stray dogs. District wild life officer Shakti Singh, district forest officer SS Sheoran, wildlife inspector Dwarka Prasad and veterinary surgeon Narinder Thukral, in charge of the district veterinary lab in Fatehabad, met Gandhi in Delhi today. “She told us to arrange for some basic infrastructure like an operation theatre, cage for capturing dogs, a place where captured dogs will be kept for a few days till the healing of their wounds due to sterilisation surgery and feed needed for them during these days,” said Shakti Singh. He said Gandhi had assured them that she would send surgeons to perform sterilisation surgeries. Once sterilised, the dogs had to be set free at the place from where they were captured, he added. Power utilities register highest ever revenue in November
Hisar, December 7 A spokesman of the DHBVN said here today that there had been an increase of 36.46 per cent in the monthly revenue collection during November over the revenue collected during the month of April last. It is an increase of Rs 268 crore from Rs 735 crore in April. During October, the monthly revenue was Rs 991 crore. During July and August, the consumption of power was the maximum and thereafter the consumption reduced considerably due to reduced demand in the domestic and agricultural sectors. But the revenue collection which was Rs 909 crore in July and Rs 905 crore in August last had increased by about Rs 100 crore during November. During the past three months -- September, October and November --, the discoms recovered revenue to the tune of Rs 2,937 crore against Rs 2,331 crore during the corresponding months of last year. The increase works out to be 27 per cent. The spokesman said in November last, Operation Circle Gurgaon earned the highest Rs 222.42 crore monthly revenue followed by Faridabad Rs 168 crore, Panipat Rs 73 crore, Hisar Rs 71 crore, Sonepat Rs 66 crore, Ambala Rs 66 crore, Karnal Rs 47 crore, Yamunanagar Rs 45 crore, Rohtak Rs 37 crore, Rewari Rs 35 crore, Jhajjar Rs 34 crore, Bhiwani Rs 30 crore, Kaithal Rs 26 crore, Sirsa Rs 26 crore, Kurukshetra Rs 30 crore, Jind Rs 19 crore and Operation Circle Narnaul Rs 11 crore. Under the strategy for the financial turnaround, Devender Singh, Chairman and Managing Director, DHBVN and UHBVN, had given the responsibility to reduce the cost of supply by 60 paise per unit to the power engineers and workers of the discoms by reducing the rate of AT&C losses from the present 30 per cent to 15 per cent during the next three years. Moreover, over the next six months, extensive plans have been prepared to undertake capital expenditure for strengthening of the distribution infrastructure in rural and urban areas to ensure not only reliability of supply but also enhance the quantity of supply. |

It was decided that the mock drills would be organised at Mohali, Panchkula, Chandigarh and Shimla at various locations, including bus stands, markets, colleges, schools, administrative offices, railway stations etc. |

‘Operation Clean’ planned in Fatehabad
Fatehabad, December 7 “The municipal council is in the process of widening roads in various markets of Fatehabad. However, some shopkeepers have encroached upon widened portions by displaying their products outside their shops leading to inconvenience to the road users,” Deputy Commissioner ML Kaushik observed in the meeting here today. A plethora of hoardings can be seen on both sides of the National Highway, particularly near the bus stand or other important points like the secretariat and the old bus stand. Stray cattle can be noticed roaming on the roads, including the National Highway. Kaushik said under “Operation Clean”, stray cattle would be caught
and kept in cow shelters set up by the municipal authorities. Action would also be initiated against basements constructed without permission of the municipal authorities. |

plot to somebody else and did not return him his money. In another case, Jaswant Singh of Dera Rampura village in a complaint to the police has alleged
that Jai Bhagwan, a resident of Didar Nagar, and Raj Bala of Azad Nagar, have taken Rs 7 lakh as advance from him on November 17, 2011, for selling him a plot. They neither registered the plot in his name nor returned the amount taken as advance, he stated in his complaint to the police. The district police has registered two separate cases in this connection. |
