Stop Punjab from executing Shahpur Kandi dam, state pleads in SC
New Delhi, December 4 In the application, Haryana has also pleaded that the Centre should stop releasing further funds for the dam project and implement it either on its own or through the Bhakra Beas Management Board (BBMB) or such other agency. The SC has already issued notice to Punjab and BBMB on Haryana’s original suit on the issue. In the 2009 suit, Haryana has opposed Punjab’s control over the Shahpur Kandi dam, Madhopur headworks and Thein Dam/Ranjit Sagar Project. The apex court had also sought the responses of Rajasthan, Himachal Pradesh, Jammu and Kashmir and the union ministries of water resources and power. According to Haryana, Punjab building the Shahpur Kandi dam, the third on river Ravi, would further reduce the flow of water downstream, affecting the lower riparian states. Punjab was going ahead with the work without the consent of Haryana and other states that would be affected, Haryana has contended. Haryana has pleaded in the suit that these three projects should be handed over to the BBMB for administration, maintenance and operation for all purposes such as regulation of releases protecting the interests of all the partner states — HP, J and K, Rajasthan and Haryana. The state has also sought a decree declaring that Haryana is entitled to share power from the Anandpur Sahib Hydel Project, Kukerian Hydel Project, Thein Dam, UBDC Stage-II and Shahpur Kandi hydel scheme, in proportion to its share in the waters. Haryana should be given a legal right to the legal documents, records and data relating to the release patterns of the three projects. The state also wants to have information, data, project reports and other details such as the detailed project report (DPR) relating to these projects so that it could have a say in such matters. Work on the Shahpur Kandi dam should commence only after this exercise is completed. According to Punjab, it has spent Rs 190 crore on the Rs 2,200 crore Shahpur Kandi dam. According to J and K, the project is supposed to come up under an agreement reached with it more than 12 years ago on the condition that it would get a share of the power generated from it. So, it is also opposed to allowing the project to be set up solely by Punjab. |
Irate kin ransack principal’s office over student’s sexual harassment
Rohtak, December 4 Alleging that the school authorities were trying to shelve the case of sexual harassment and exploitation of the victim, they claimed that though it had been going on for the past about a year, the school management failed to act against the accused who were studying in the victim’s class. They revealed that the matter become serious when the victim attempted suicide last night by jumping off from the rooftop of his house in frustration. It is reported that around three dozen persons stormed into the principal’s office this morning and the verbal dual resulted in ransacking of the office by the protestors, who alleged that the school officials were behaving irresponsibly over a matter which was very serious. The mob then came out on the main road connecting Rohtak with Jind and squatted in the middle of the highway, demanding action against the accused and the school authorities in this connection. The blockade was lifted after about 40 minutes when police officials reached the spot and assured the protestors of proper action into the complaint. Policemen have been posted at the school
and a complaint filed in this regard. However, the manager of the school, Anil Arya, claimed that no complaint of this nature had come to his notice so far from either the student or the kin. |

4,000 Sirsa teachers yet to get salary for Nov
Sirsa, December 4 A local court issued attachment orders, as the department has not been able to make payments to farmers for the enhanced value of their land acquired for a Navodaya School in Shergarh village. The government had acquired land for a Navodaya School in Shergarh village in year 2000. Later, the farmers approached the court, where they got a verdict in their favour for enhancement in the rates. According to sources, the government is yet to make payments of about Rs 45 lakh to the farmers, who had approached the court again for execution of the orders. On the prayer by the farmers, the court recently attached the salary account of the education department in Sirsa. The district education officer Kum Kum Grover said efforts were being made for the early resolution of the issue. She said the arrival of funds for depositing in the court in execution proceedings might take some time, as the matter has to be cleared by the finance department. |
12 students injured in road mishap
Sirsa, December 4 The school van was coming from Lambi village of Punjab. The driver lost control over the vehicle in an effort to take a sharp turn at a high speed. Ramesh Kumar, driver of the van, allegedly jumped out of the window and fled away from the spot. Later, local residents informed the police and the ambulance. In the meantime, some villagers from Goriwala arrived on the spot and took the students out of
the van by breaking its windowpane. Two doctors posted at the village primary health center were absent, when the injured students were taken their for treatment. The injured children were then rushed to Dabwali General Hospital. SDM Subhash Sheoran said he has written to the deputy commissioner as well as the health department for a disciplinary action against the doctors posted at the primary health center at Goriwala. The injured children Khushboo, Vandana, Mohit, Sanjana, Anjali, Anubhav, Raveena, Lavish, Rahul, Sunil, Gaurav
and Ram Kishan were admitted to the hospital for treatment. Meanwhile, villagers, including some panchayat members held demonstration in front of the PHC at Goriwala and demanded immediate action against the doctors. The villagers threatened that they would lock the PHC building if action was not taken against the erring doctors by evening. |
Cop suspended for not taking prompt action
Rewari, December 4 The action follows resentment at the lackadaisical approach of the police in a serious matter as expressed by a delegation of the Saini Samaj which called on the SSP here yesterday. The delegation alleged that Pearey Lal Saini, a resident of Mohalla Shukarpura here, had complained to the police control room and the city police station that some miscreants opened fire at his house in the early hours on Monday, but the police took several hours to reach the spot. He also complained that earlier on the night of Divali, some miscreants had set his house on fire, but the city police had not taken any cognisance of his complaint. The SSP initiated prompt action against the policemen concerned and she assured the delegation that the miscreants, who fired at Pearey Lal’s house, would be apprehended soon. |

Chandigarh, December 4 As the toll plaza case came up for hearing this morning, Sandhu’s report containing 36 suggestions driving at smooth flow of traffic
was placed before the Bench headed by Justice S K Mittal. The report was submitted in compliance with the high court directions to check traffic snarls near the toll plaza on the Delhi-Gurgaon expressway. The report, containing the minutes of the meeting held on November 19, added that the minimum value for general tag cards too was decided to be reduced to Rs 200. Its validity too would be for a longer duration. “Multiple points of sale and marketing of tag cards, touch cards and smart cards should be made available in Gurgaon, Delhi and large publicity should be made about their availability, by way of advertisements in local newspapers, local TV channels etc”, suggested the report. The report said a decision had also been taken to make more prominent the red line markings on the road. The "red lines" have been drawn at 400 metres on both sides of the toll plaza. The boom barriers are to be opened providing free passage to commuters, if traffic crosses this red line. On both sides of the red line marking, poles with two CCTV cameras on either side should be erected to monitor and record tollgate opening, it added. The report said it was also decided to convene the monthly coordination meeting in the first week of every month to monitor the progress of work. Taking the report on record, the Bench fixed the case for January 17 for further hearing and directed all parties to inform the court about the implementation of the steps for controlling the traffic problem. |
HCS officer’s plea for change in date of birth dismissed
Chandigarh, December 4 The fact that Setia had worked in six organisations before joining the civil services by giving the unchanged date of birth weighed on the mind of the Division Bench while dismissing his appeal. In his review application, Setia had sought appraisal of an earlier order passed on November 8 vide which his appeal challenging the orders of the Single Judge was dismissed. The Bench of Chief Justice Arjan Kumar Sikri and Justice Rakesh Kumar Jain asserted nobody appeared earlier on Setia’s behalf but the orders dismissing his appeal were passed on merits. The Bench asserted that even after hearing the petitioner’s counsel, it did not find any reason to recall the orders. “We may record that the submission of counsel is that as per Rule 7.3 of the Punjab Civil Services Rules, the applicant/appellant could seek a change in the date of birth within two years from joining employment.” “His submission is that the applicant/appellant had joined the services in Haryana on June 25, 1997, when his date of birth was recorded as January 11, 1958, but he applied for a change in the date of birth on May 17, 1999, within two years and, therefore, his application was not belated”. The Bench asserted: “This argument may be attractive if taken in isolation. However, the fact remains that the present job in Haryana is not the first job of the applicant/appellant?. He changed six more jobs and everywhere the date of birth was recorded as January 11, 1958?.” |
Have modern mgmt systems for hospitals: CM
Chandigarh December 4 Hooda was presiding over a review meeting of the health department here today. He stressed upon the need of proper management and monitoring of the hospitals in the state. Hooda said that proper implementation of health programmes and effective management of the hospitals would only ensure
better health services to the people. Hooda said the health department should tie up with a multiple knowledge partner for the speedy implementation of modern management system, as health care was a multi-disciplinary function. “Initially the modern management system should be implemented in a hospital at district level on pilot basis and later it should be replicated in the entire state,” he said. Hooda said the state government was trying to ensure that everybody was provided with proper health facilities. He said the department should lay special emphasis on covering maximum number of people under various health programmes. |
‘Ailing’ Rohtak PGI to get Rs 32-cr dose
Rohtak, December 4 Sources in the PGIMS said the government decision to release a special grant was likely to help the institute considerably. The annual budget of the institute had been reduced from Rs 200 crore to just Rs 170 -175 crore this year. Dr Ashok Chauhan, Medical Superintendent of the PGIMS, said the special grant would help clear the dues of suppliers of medicines and other items to the PGIMS. The hospital which receives around 6,000 patients in its OPDs daily had been facing problems in carrying on with the ambitious plan of providing free medicines to patients launched by the government early this year. The 200-bed Trauma Centre, which was expected to start functioning last year, had also been delayed mainly due to a shortage of funds. |
AC carts to vend fruits, veggies in Sirsa streets
Sirsa, December 4 “The cost of these AC carts is Rs 1.40 lakh per unit, but we will provide them to people belonging to Schedule Castes for Rs 14,000 on 90 per cent subsidy,” said Deputy Commissioner J Ganesan. He said besides providing employment to Schedule Caste youths, the scheme will also help people get fresh vegetables at their doorstep. The AC carts would also be useful to the vegetable farmers for marketing of their
produce. The body of these carts is of such a nature that it will easier for peddlers to take these to streets. The carts are mechanised and they have a
steering, gears and brakes like a car. Ganesan said the process of inviting applications for the allocation of these carts has been started and the allotment will be made on first come first get basis. Preference will be given to those who sell vegetables. Farmers growing vegetables and fulfilling the criterion could also get AC carts under this category, Ganesan added. |

Chandigarh, December 4 The spokesperson of the department said the NVEQF was launched for introducing vocational courses in secondary or higher secondary schools in Gurgaon, Faridabad, Mewat, Palwal, Jhajjar, Rohtak, Fatehabad, Ambala and Yamunanagar. He said the principals had been directed to visit vocational education classes for encouraging the students. |
Man falls to death in abandoned well
Sonepat, December 4 The police as well as his family members could retrieve the body after around four hours of strenuous efforts. His body was brought here civil hospital where the doctors declared him as brought dead. While dancing, Moti who is the father of two children slipped into well. A woman in the party noticed that someone that had fallen in the well. It is located in a residential area of the village and is without protection walls around it. Two or three youths immediately jumped into the well but the floating garbage hampered their rescue efforts. With the help of the torches and ropes, the garbage was removed and the body recovered after around four hours of the
incident. |
Bank robbed of Rs 3.31 lakh
Hisar, December 4 The robbers who had covered their faces came to the bank in the afternoon and waved their arms to scare the staff and customers. They demanded the keys from the manager. One of them fired two shots at him. Amidst confusion they collected Rs 3.31 lakh from the counter and escaped. The police has registered a case. |
Gang of vehicle thieves busted
Gurgaon, December 4 They have been sent to a five-day police remand. According to DCP Maheshwar Dayal, they had robbed the vehicle ferrying truck from Bilaspur recently and had so far stolen more than 40 four-wheelers and over 100 two-wheelers. |
