Sirsa, November 26 Deputy Commissioner J Ganesan and SSP Rajshree Singh went for joint patrolling in markets during the curfew relaxation and interacted with people. “We will decide whether to continue the curfew tomorrow or not after reviewing the situation,” Ganesan told The Tribune in the PWD Rest House. Shopkeepers had a brisk business as people turned out in large numbers for shopping in the morning when the curfew was relaxed. “The relaxation came as a big relief as we could purchase vegetables and other necessary household items after nearly 36 hours of curfew,” said local lawyer Usha Kaswan. Bus services from Sirsa bus stand, which had almost remained paralysed yesterday, started functioning today, though partially. Entry to Sirsa town remained restricted and those wanting to cross the town for their onward journey were diverted to other routes. Activity also returned to Sirsa railway station which wore a deserted look yesterday. Some people complained that they were facing hardship as bank ATMs had run out of money. However, tension mounted again in the afternoon as rumours spread about the health of SGPC member Gurmeet Singh Tilokewale, who was hurt in Saturday’s dera clash. The authorities then released his photographs clicked in the General Hospital, Chandigarh, where Tilokewale is under treatment. The DC appealed to the people not to believe in rumours. The district authorities are now planning strategies to ensure that the forthcoming festival of Gurpurb in Sirsa gurdwaras and a bhandara in Dera Sacha Sauda pass off peacefully. The authorities have decided to hold a nagar kirtan by the Sikh community tomorrow under police protection to avoid any untoward incident. |

Sirsa, November 26 The wedding party was attended, among others, by Haryana Agriculture Minister Paramvir Singh, former MLA from Tohana Nishan Singh and several other prominent persons of the area. Sat Pal Insan and Ram Pal Insan are among 13 identified and 1,500-2,000 unidentified Dera Sacha Sauda followers booked by the Sirsa police in connection with Saturday’s violence in which over 12 persons were injured and several vehicles were torched. The FIR was lodged on the complaint of Om Parkash Bishnoi, an executive magistrate on duty in Sirsa town at the time of the incident. The Dera Sacha Sauda has already decried “one-sided” action of the police and has alleged that very senior functionaries of the dera, who were nowhere near the scene of action, had been booked by the police. Sat Pal Insan is a member of the state committee of the dera while his younger brother, Ram Pal Insan, heads the political affairs wing of the dera in Haryana. Former INLD MLA from Tohana Nishan Singh confirmed that both Ram Pal and Sat Pal were receiving their guests in Tohana when the incident occurred. Farmers protest broken road, flow of effluents into fields
Rewari, November 26 DK Saini, president of the samiti, Abhey Singh, Mukesh Chaudhary, Satyaveer and elders of various other villages, complained that while the flow of heavy vehicles from the Khushkheda factories had damaged the road, the continuous inflow of effluents had destroyed the fertility of their agricultural land. They further rued that when their repeated requests made to the Rajasthan authorities concerned as well as the Rewari district administration remained unheeded, they had to take to the streets today. The blockade, which lasted for about five hours, was lifted at the persuasion of subdivisinal magistrate GL Yadav and other officials. They assured the agitating villagers that while the renovation of the broken road would be started in a week, the flow of effluents from the Khushkheda factories would stop when the treatment plant, under construction at Khuskheda, became functional . Regarding the protesters’ demand for compensation for their land made barren by the effluents, Yadav said the aggrieved farmers should send their complaints through the naib tehsildar of Dharuhera which would then be forwarded to the higher authorities for consideration. |
Refusal of recognition for want of NOC
Chandigarh, November 26 A Division Bench has not only given them an opportunity to move an application for change of land use but also made it clear to the government that the schools would be allowed to function till a decision is taken on their plea. Though the exact number of schools benefiting from the decision is not known, a bunch of petitions has been disposed of by the single order. The order came on a petition filed by Droncharya Senior Secondary School and other petitioners against the state of Haryana and other respondents. The petitioner-schools had applied for regular recognition and in one of the applications submitted by these schools for the purpose, the Director, Secondary Education, Haryana, had vide a letter dated June 11, 2007, objected to the same on the ground that “a no-objection certificate for change of land use is not there.” Challenging the decision, counsel for the petitioners contended that the requirement of change of land use was prescribed for the first time in the rules formulated in 2003. The requirement could not be imposed upon the schools in existence since 1992-93. The Bench observed: “It is not in dispute that the petitioners started their schools on agricultural land…. The legal position is that there cannot be a school on agricultural land unless land use is changed. Therefore, whether or not this condition is imposed for the first time in the rules of 2003 will not have any bearing… “Since the petitioner schools have been existing since 1992-93, these are given an opportunity to move applications for change of land use with the prescribed authority…. On receipt of these applications, the competent authority will consider the same on merit. In the meantime, these schools shall be allowed to operate till the decision is taken by the competent authority”. |
RTI Act: Govt depts advised to digitise records
Hisar, November 26 Gulati said it was the duty of every public authority to put into practice all provisions of Right to Information Act, 2005, and to provide timely information to the applicants under this Act. She said that the implementation of this Act had not only brought transparency in the working of the public authorities but also made them more responsible. She said that this Act was still in its initial stage and even the public authorities were facing problems in providing information. She said efforts were being made to make this Act easier and clearer. She laid emphasis that every department should make available complete information about it on its website. Dr KS Khokhar, Vice-chancellor of the university, said the main objective of the Act was to bring transparency in the working of the public authorities and it had definitely been yielding positive results in this direction. |

Ex-IAS officer dies, Panipat MLA hurt as cars collide
Karnal, November 26 The police said RD Shoekand was on his way to Delhi from Chandigarh with his friend Randhir Lamba, ex-director, Chandigarh Co-operative Bank, whereas the MLA with his driver Mukesh and a bodyguard were on their way to Karnal. The MLA’s car hit the road divider and veered off to the other side of the road, colliding with another car coming from Chandigarh. A police team reached the spot and took the injured to the Trauma Centre at the Civil Hospital where Shoekand was declared brought dead. |

Fellow student hacks girl to death
Hisar, November 26 Rajesh Malhotra, proctor of the university, said other students present there caught the assailant and handed him over to the police. The deceased was a hosteller. Their classmates said they were close friends but of late the girl had distanced herself from him. Sonepat, November 26 He was addressing a public meeting at Bhainswal Kalan village. “In the first phase, 10 trades with student strength of 50 each will be started and in the second phase 10 more trades will be added to the centre,” he added. Hooda claimed that Haryana was one of the leading producers of foodgrains and the second largest contributor to national food stock. With the opening of new educational institutions, including Rajiv Gandhi Education City, central university, BPS Women University, medical university, veterinary university, IIM, NIFTEM, he said, Haryana fast emerging as an educational hub. Hooda said Haryana was the first state in the country to provide regular monthly scholarships to children belonging to families living below the poverty line.
A number of social welfare schemes had been launched in the state for the welfare of the weaker sections of society to ameliorate their socio-economic status, he added. “A new agriculture policy for improving the economic conditions of the farmers and farm labourers has been framed by the state government,” he said. The provision of loans on lower rates of interest, abolition of anti-farmer draconian laws and exemption of stamp duty on agriculture loans were some of the measures initiated for the betterment of farmers. Referring to the demand of the villagers, the CM announced the upgradation of the village Primary Health Centre to Community Health Centre, setting up of a 33-KV power substation, opening of Kisan Model School and widening of the Farmana-Gumana road. Gurgaon cops say Reebok scam worth Rs 10.6 cr, not Rs 870 cr
Gurgaon, November 26 Following the FIR, the Gurgaon police had roped in a chartered accountant to review the financial aspects of the alleged Rs 870-crore scam and after several alleged losses could not be ascertained, it mentioned Rs 10.6 crore as total loss in the charge sheet filed recently. The other investigating agency, SFIO, is expected to make some additional charges to the Gurgaon police report. In the FIR, Reebok had alleged that the internal investigation by the company had found the two accused, Prem and Bhagat, were operating four secret warehouses - two in Bijwasan in Palam Vihar and two in Vasant Vihar - where they used to keep the goods that were diverted from the company. Apart from financial wrongdoing, they had also allegedly produced fake documents to support their claims before the company and all this led to an alleged loss of Rs 870 crore. The police, however, in its charge sheet has stated that several allegations, like those of goods being billed and not dispatched leading to a loss of about Rs 147 crore could not be ascertained. The company, meanwhile, has stuck to its calculation, insisting that there is no change in the alleged loss of Rs 870-crore and the pre-tax settlement would confirm it soon. In September, the sportswear maker had got two months’ extension from the RoC to file its audited accounts for a 15-month period - from January 1, 2011, to March 31, 2012. However, given the scam and reported financial irregularities and ongoing investigations by various agencies, the company had informed the RoC that it could not finalise its statutory audit of accounts by December and, instead, it wanted to file the same for a 15-month period. |
Work on CCTV surveillance plan lacks pace in Rohtak
Rohtak, November 26 The authorities had announced that all sensitive places in the town would have CCTV coverage, but only a few points have been covered so far. A majority of these are still to get the equipment, claimed sources in the district administration. The points to be covered by the cameras include the district courts, mini secretariat, general bus stand, railway station, all the main chowks (crossings), main markets, PGIMS hospital, civil hospital, MD University, tourism guest houses, sports complexes and the various institutions that have come up in the city and the district over the past few years and where several persons are present at any given moment. Yoginder Dahiya, local social activist, said the presence of CCTV cameras at every possible public point was a must as the crime graph had been going up constantly and the CCTV cameras had emerged as an important tool to keep a check on the movement and activities of anti-social elements and criminals. He said such a facility would help in curbing crime. Senior superintendent of police Vivek Sharma claimed that the work of installation of CCTV cameras was going on. “Five points have been already covered. An amount of Rs 28 lakh has been released from the fund of Rajya Sabha member, Mr Shadi Lal Batra for the purpose and the project of providing cameras at more than 20 such points in the city is likely to be over soon,” he said. Meanwhile, it is learnt some residents have also got installed such cameras at their premises as a preventive measure against thefts and anti-social activities. “I have got installed five cameras at my residence at a cost of Rs 40,000 due the problem of someone throwing garbage near my house during odd hours,” said Kailash Bhardwaj of the Prem Nagar locality. “Hundreds of such cameras have been supplied to private establishments during the past couple of years,” claimed a dealer in the city. |
Power engineers oppose proposed feederwise franchisees
Yamunanagar/Ambala, November 26 The association, at its executive meeting, discussed the pitfalls of the franchisee system and other problems bring faced by the power engineers. R S Dahiya and Daljit Singh, president and general secretary of the association, respectively, in a statement said the feeder-wise franchisee proposed by the discoms was a way to privatise the power sector of the state. The discoms have proposed to hand over 80 feeders comprising four from each circle to private franchisees to bring the down AT&C losses. Dahiya said these losses had been causing a dent in the financial health of the utilities. He said in some rural feeders, line losses ranged between 35 and 50 per cent due to rampant power theft. Feeder-wise franchisee would only help the private parties to garner profits, while the discoms would only get some temporary relief and lose in the long run. The association lamented that power engineers would had been affective in curtailing the AT&C losses were facing repeated transfers at the behest of politicians. Dahiya said the association would organise a seminar on reduction of AT&C losses by curbing power theft. The executive of the association suggested that the losses could be brought down only if the management of the power utilities would adopting the ‘Patiala Model’ in the state by which feeders losses were reduced

Red Ribbon Express to reach Haryana on Dec 6
Chandigarh, November 26 Stating this here today, an official spokesman said the three halts of RRE in Haryana would be the railway stations of Panipat, Kurukshetra and Ambala cantonment. In the inaugural function of the RRE at Panipat on December 6, Haryana Health Minister Rao Narender Singh would be the chief guest. The special train would be in Kurukshetra from December 8 to 10. On December 10, Haryana Chief Parliamentary Secretary, Ram Kishan Fouji would be the chief guest at a function to be organised at the last halt station of Ambala. The special train would leave for Chandigarh on December 12, he added. He said this time the renewed focus of the RRE project was on the youth. He said the third phase of the RRE was launched on January 12 on the occasion of National Youth Day to mainstream the issue of HIV and AIDS and communicable diseases through a train. He said RRE had traversed through 23 states, halting at over 162 stations across the country, reaching out to both the urban and rural population, especially the youth. Its aim is to break the silence surrounding the issue of HIV and AIDS by taking messages on HIV and AIDS prevention, treatment and care and support to people living in towns and villages across the country. He said the National Rural Health Mission would display exhibitions on tuberculosis, malaria, reproductive and child health services, general health and hygiene. There would be a facility of training of local stakeholders, counseling and testing facility of HIV and AIDS and general health check-up. |
Youth fires 2 rounds, bullet hits car
Sonepat, November 26 However, the miscreant missed the target and one of the bullets hit Bhagat’s car parked outside the house. The miscreant sped away, leaving both the pistols. The police took both the pistols in its custody for investigation in the case. Yogesh Bhagat, in his complaint to the police, stated that when he was standing outside his house in Model Town with Mukesh Dahiya, a motor cycle -borne youth reached there and fired a shot. When they asked him about the purpose of firing, the youth said that he was firing crackers. Then he fired another shot which hit his car parked outside his house. After firing the shots, the youth threw the pistols and sped away. |
