A farmer as well as his helper were electrocuted when they were trying to start a tubewell at Bani village in Sirsa late last evening. Both died on the spot.

2 killed, 4 hurt in accident

Two persons were killed and four others were injured in a head on collision between two cars near Rambha Turn, 12 km from here today. The accident took place when Joginder Singh, a resident of Churni village, who was on his way to Indri collided head on with the car of Akashdeep, a resident of Prem Nagar, who was on his way to Karnal.

GRP arrests two with pistol, ammunition

The Government Railway Police (GRP) arrested two youths on board the Dadar-Express train with a pistol and some ammunition late last evening. They are Gurjant Singh of Sangana village in Amritsar district and Hardeep Singh of Nadiyali village in Amritsar district.

CM lays stone of Kalpana Chawla Medical College
500-bed hospital to be completed within 25 months

Karnal, November 18
Chief Minister Bhupinder Singh Hooda today laid the foundation stone of Rs 650-crore Kalpana Chawla Government Medical College here, named after the famous Indian-American astronaut.

The 500-bed medical college would be made functional within 25 months and the institution would emerge as an advanced teaching and research centre, Hooda said at the foundation-laying ceremony.

The medical college would have OPD, maternity hospital, emergency, hospital block, nursing college, auditorium, animal house and other advanced facilities.

Hooda said the state government had already provided a budget of Rs 105.5 crore during the current financial year for the college. He said the government was committed to improving health infrastructure and had increased the budget five times to Rs 2,085.17 crore in 2012-2013.

The medical college, spread over nearly 43 acres, would have 100 MBBS seats in the first session and the Civil Hospital would be upgraded from 200 beds to 300 beds and ultimately to 500 beds, he said, adding that the construction would be carried out by the Hospital Services Consultancy Corporation.

Hooda said it was the fourth government medical college being set up in the state since 2005. Pointing out that no medical college was set up in the state from 1966 to 2005, Hooda said the only government college in the state was in Rohtak which was established before Haryana came into existence in 1966.

Paying rich tributes to former Prime Minister Indira Gandhi and astronaut Kalpana Chawla, Hooda said November 18 was the appropriate day for the launch of this mega project as both Indira Gandhi and Kalpana Chawla were born on November 19.

In order to provide better education and job facilities to residents of north Haryana , Karnal MP Arvind Sharma demanded colleges at Traveri and Maltoda, a bus stand at Gharonda and the establishment of a rail factory on the GT Road between Karnal and Panipat.

Deepender Hooda, Lok Sabha member from Rohtak, said health and education were top priority of the government and the Congress Government had spent more than Rs 2,000 crore, including Rs 650 crore for Kalpana Chawla Medical College, in the two sectors in the past eight years.

Justice Iqbal panel gets fifth extension

Chandigarh, November 18
Two-and-a-half years after members of the dominant community went about torching houses of Dalits in Mirchpur, leading to two deaths, the one-man Mirchpur Inquiry Commission headed by Justice Iqbal Singh has got its fifth extension. The first extension to the Rewari Commission, also headed by Justice Iqbal Singh, is in the pipeline.

Sources in the Home Department said the Mirchpur Commission’s term was to expire on September 30. The commission was expected to complete and submit its report within this period. However, Justice Iqbal Singh was entrusted with the additional responsibility of heading the Rewari Commission constituted by the government on July 27. It will inquire into various aspects of incident of violence in the Rewari mini-secretariat on July 16 and at Asalwas village , Rewari, on July 22, when the police and farmers clashed following a protest against land acquisition.

While the Mirchpur Commission tried to wrap up its inquiry, the proceedings of the Rewari Commission, too, got under way, slowing down the former’s exercise to submit its report .

Sources in the commission maintain that the Mirchpur report is alomost ready and it will be submitted by the time the fifth extension ends. Home Department officials maintain that the commission had asked for a three-month extension which has been given.

Set up for three months on June 18, 2010, to probe the Mirchpur arson where two members of the Dalit community, Tara Chand and his polio-stricken daughter, lost their lives, the commission got its first extension till March 16, 2011. Unable to meet this deadline on account of the “protests by Jat organisations” in early 2011, another extension was given till September, 2011. This too lapsed with the commission still recording the statements of witnesses in the case, necessitating a third extension. Though it was believed that the Commission would submit its report before its term ends in March this year, another extension was given to enable “scrutiny” of new witnesses.

The commission is not only expected to identify those responsible for the loss of life and property but also assess the damage caused to the houses of Dalits and consider steps taken by the state government, including compensation, to the affected families.

Meanwhile, the Rewari Commission has received 587 affidavits. Hearing in this case will begin after the scrutiny of the affidavits. The term of this commission ended in the last week of October and a request for an extension has been made which the government is likely to grant, officials maintain.

Dera followers attack 5 persons

The feud over showing black flags to the Dera Sacha Sauda chief two days ago has turned uglier with some dera followers attacking five persons returning to their village. Over 1,000 supporters of the dera later blocked the National Highway 10 at Sirsa in protest against the registration of criminal cases after the attack.

Amid simmering tension between dera followers and some persons following the showing of black flags to Dera Sacha Sauda chief Gurmeet Ram Rahim Singh near Ellenabad on November 15, five persons were attacked near Jeewan Nagar, allegedly by dera followers today.

As the dera chief was to return to his Sirsa headquarters from this route, his followers guarding the route attacked five persons identified as Bhola Singh, Jasbir Singh, Bagga Singh, Gurmeet Singh and Bhura Singh, who were on their way from Ellenabad to Chormar in a car .

Jasbir Singh of Salem Khera, who was injured in the attack, complained to the police that dera followers chased their car and attacked them with lathis and other weapons.

Rajshree Singh, SSP, rushed to Jeewan Nagar and the police immediately altered the route to be followed by the dera chief for return to Sirsa. The police had registered a case of rioting and assault against the attackers, the SSP said.

After the registration of the FIR, over 1,000 dera followers, including women, blocked the National Highway 10 near Laal Batti Chowk in Sirsa in protest. The protesters alleged that the police had registered a false case, claiming that their volunteers had also been injured in the incident.

The dera followers lifted the blockade only when the City Magistrate assured them that the police would take appropriate action on their complaint.

With glut like situation prevailing in grain markets, paddy growers have been forced to go for distress sale of PR variety of parmal for the past few days due to lackadaisical approach of procurement agencies.

The district unit of the Bharatiya Kisan Union (BKU), which had staged a protest recently, urged the state government to intervene and direct Hafed and the Haryana Agro to procure all the produce that had piled up in the mandis over the past week. A total of about 3 lakh quintals of paddy had been procured in the district so far.

“I have been waiting for procurement of my paddy (PR) for the past five days but no one (agency) has come forward to buy it,” said Manish, a young farmer from Khimakheri village in the district.

He said against the MSP of Rs 1,250 per quintal, he was ready to sell it for Rs 950 per quintal. He said the procurement agencies which ought to buy the PR at the MSP were not showing any interest in the crop and several farmers had been forced to go for distress sale this week.

“Hafed has almost stopped procurement of the PR since Monday last, while around 40,000 quintals of this variety has been lying unsold in the local mandi and farmers are at the receiving end,” said Sandeep Malik, a commission agent at the main mandi here.

Revealing that only 10,000 quintals of the PR had been procured from Jind mandi so far, he said the glut was forcing farmers to go for distress sale.

Laxmi Narayan, District Manager, Hafed, said Hafed had not completely stopped the procurement but had slowed down a bit due to the fact that it had crossed its buying limit as there was no demand from millers.

HUDA’s poor response hits campaign against posters

The district police’s attempt to make the city posters, pamphlets and wall advertisements free seems to have hit a road block due to non-cooperative attitude of the Haryana Urban Development Authority (HUDA).

Despite having dedicated a Station House Officer (SHO) solely for campaign and lodging cases against offenders under the Prevention of Defacement of Property Act, not even a single case could be registered since Friday as HUDA officials, who have to lodge complaints, failed to file even a single complaint.

Sources said on the very first day of the campaign, despite repeated calls and requests, officials of HUDA did not turn up with even a single complaint even as the police officer waited for hours.

The authorities have apparently informed HUDA in charge Praveen Kumar who was away to Chandigarh.

"We are not just looking at big posters and defacement but even things like PG and tuition ads. It’s an elaborate campaign but HUDA officials’ attitude is unacceptable. Even on the first day of the campaign, the SDO concerned didn’t turn up,” said an official associated with the campaign.

Refusing to comment on role of HUDA officials, Deputy Commissioner of Police (East) Maheshwar Dayal, “People do not even spare road signage and other important landmarks. This not only makes the place look ugly, but also causes inconvenience.”

“People turn a deaf ear to all directives so we will now book the offenders. FIR will be registered for putting up posters announcing festive greetings, vacancy announcements, to-let accommodation and other services. Residents can also register complaints at his office if walls of their houses are used for advertisements or can call at 0124-2573659,” the DCP said.

According to the Haryana Prevention of Defacement of Property Act, whoever defaces any property shall be punishable with imprisonment for a term which may extend up to six months or with fine which may extend up to Rs 10,000 or both.

Haryana focuses on strengths and facilities at trade fair

Haryana is leveraging its locational advantage, established amenities, upcoming infrastructure projects and good connectivity at the ongoing International Trade Fair at Pragati Maidan here.

The state is telling the investors that it was training youth in the required skills needed for the new economy, Chief Secretary PK Chaudhary told mediapersons. The Chief Secretary, who was accompanied by YS Malik, Secretary, industries, and other officials, said: “Haryana is one of the first states to come out with a comprehensive and progressive labour policy”.

Saying that the state would ramp up its facilities further , the Chief Secretary said the government intended to set up a cargo airport in Haryana in the vicinity of the national capital region. The Airports Authority of India has carried out preliminary site visit and pre-feasibility study and has conveyed its in-principle consent to the project . Chaudhary said the application was filed with the Union Ministry of Civil Aviation for site clearance. The Ministry of Defence has issued the requisite no-objection certificate (NOC) to the Ministry of Civil Aviation and now the case was being processed by the Ministry of Civil Aviation.

The Chief Secretary said the Ministry of Railways was developing a dedicated freight corridor between Delhi and Mumbai, covering a length of 1483 kilometres. In order to tap the opportunities likely to be generated by the freight corridor, a band of 150 kilometres on both sides was being developed as the Delhi-Mumbai Industrial Corridor (DMIC) covering the states of UP , Haryana, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra.

The DMIC sub-region in Haryana covered about 29,362 square kilometers of area, which accounted for about 66.4 per cent of the state’s total area . Apart from four nodes -- the investment regions at Manesar-Bawal and Kundli-Sonepat and industrial regions at Faridabad-Palwal and Rewari-Hisar, early bird projects had also been identified.

Rs 700-cr contract to Jindal firm put on hold

The Haryana government decision of October 8 allotting an annual rate contract of Rs 700 crore to Jindal Saw Limited for supply of ductile iron (DI) pipes that are used for drinking water supply has been put on hold with directions that “any further action in this case be kept pending”.

One of the affected parties, M/s Electrosteel Castings Limited, a signatory to the memoranda given to Haryana Chief Minister had also filed a petition in the Punjab and Haryana High Court against awarding of the rate contract to M/s Jindal Saw Limited.

In the last hearing held on November 2, BS Rana, Additional Advocate-General, Haryana, informed the court that “the Chief Minister had ordered the matter be examined and in the meanwhile any further action in this case be kept pending.”

The court was also informed that the Chief Minister had received a representation from the affected parties on October 23 and it was under “consideration”. The matter will come up for hearing on November 23.

The affected companies have another memorandum to the Chief Minister. They allege that “the public health engineering department while presenting the case to the members of the high-powered purchase committee had misrepresented the factual position.”

Nalvi flays Badal for opposing amendments

The ad hoc panel of the Haryana Shiromani Gurdwara Parbandhak Committee (HSGPC) today condemned Punjab Chief Minister Parkash Singh Badal for opposing amendments in the Delhi Sikh Gurdwara Act.

Didar Singh Nalvi, president of the ad hoc panel, said purposed amendments in the Act aimed at promoting democracy in the working of the Delhi Sikh Gurdwara Management Committee (DSGMC) by way of which the president would be elected directly.

Nalvi said Badal feared that if the amendments were made in the Delhi Sikh Gurdwara Act, the same could be made in the Sikh Gurdwara Act, which governs the working of the Shiromani Gurdwara Parbandhak Committee, and might affect the control which he enjoys over the Sikh community in Punjab.

Nalvi said the authorities should go ahead with the amendments in the Act, but also ensure that there should be checks and balances by redefining the role of leader of the opposition in the DSGMC panel so that a true democratic set be created.

Environment ministry team visits Gorakhpur N-plant site

An expert advisory committee (EAC) of the Union Environment and Forest Ministry today visited Gorakhpur, where Nuclear Power Corporation of India Limited (NPCIL) is coming out with a nuclear power project.

Led by Dr AR Reddy, Chairman of the EAC, the team members visited the site of the Gorakhpur Atomic Power Project (GAPP) and the land acquired for setting up a colony for NPCIL employees.

The EAC members also went to a canal of the Bhakra system from where the proposed nuclear power project is to get water required for cooling of the system.

The team members also surveyed the surroundings of the proposed site and the approach roads linking the site to main roads and highways.

TR Arora, Project Director of NPCIL for the atomic project, said the 14 member EAC had visited the project site for a spot assessment of the report on environment impact of the proposed plant sent to the ministry by the State Pollution Control Board.

The team would submit its report to the Union Ministry of Environment and Forest.

Extending her party’s support to the indefinite dharna of the Bhoomi Adhigrahan Bachao Sangharsh Samiti of Sectors 38 and 39, BJP legislator from Sonepat Kavita Jain today blamed the Haryana government for discriminating against farmers by acquiring their land at very low prices to benefit private people and other vested interests.

Kavita Jain along with Rajiv Jain, the state media in charge of the party, and other party workers reached the dharna site near Pritampura village and announced the party’s support to their agitation. “People everywhere in the state have been agitating against land acquisition and I will raise this issue in the coming Assembly session,” she announced.

She alleged that the land acquired at Rs 16 lakh per acre was transferred to the Bijli Nigam at Rs 4 crore per acre and that to at concessional rates. It was an act of property dealing on the part of the government.

Hooda gives away prizes to marathon winners

Chief Minister Bhupinder Singh Hooda said today that the Sports Physical Aptitude Test (SPAT) of the Haryana government had been acknowledged not only at the national but also the international level.

He was addressing the prize giving function organised by the “Chaupal”, an NGO at Baiyanpur village for marathon winners.

In the second phase of SPAT, 20 lakh children applied and 5000 children were selected for giving them scholarships and training.

In Chaupal marathon, prizes were given in five categories - above 14 years (men), above 14 years (women), up to 14 years (boys and girls), 40 to 60 years (men and women) and above 60 years.

The distances covered in the races of these categories were 12 km, 5 km, 3 km, 5 km and 3 km, respectively. In the open race of above 14 years categories, Ankit and Rachna got the first prizes.

The kin of a married woman have alleged foul play after a couple consumed poison under mysterious circumstances in Jandi Mohalla of Fatehabad town last night. While Veena has died, her husband, Budh Ram, has been shifted to a Hisar hospital in a serious condition.

Reports said Budh Ram and Veena consumed some poisonous substance around 11pm yesterday after an altercation.

On the complaint of Veena’s kin, the police has booked her mother-in-law Kamla Devi, father-in-law Ram Lal, brother-in-law Pawan Kumar and husband Budh Ram for harassing the victim for dowry.

The victim’s brother, Surender from Dabwali, alleged that Veena’s in-laws had been harassing her for dowry since her marriage nine years ago. He alleged the accused had killed Veena for failing to meet their demand for a motorcycle. He alleged that the accused often used to beat up Veena for dowry.

Farmer, helper electrocuted in Sirsa

Sirsa, November 18
A farmer as well as his helper were electrocuted when they were trying to start a tubewell at Bani village in Sirsa late last evening. Both died on the spot.

Prabhu Ram (30), a landless farm labourer worked on the agriculture fields of Subhash Chander (30) in Bani village of this district.

When Prabhu Ram pressed the button of the starter of the tubewell, he received an electric shock.

As Subhash Chander pushed Prabhu Dayal in an effort to save him, he too was electrocuted.

Subhash’s nephew, Jaswant, informed the police and the two bodies were shifted to hospital for a post-mortem examination.
