Power staff threaten stir over outsourcing

The decision of the state government to hand over the work of four 11-KV feeders to franchisee operators has attracted stiff opposition from the union representing the staff of the Power Department.

Claiming that the government had assured them that it would halt and reconsider the policy of outsourcing the services of the Power Department, a spokesperson of the All-Haryana Power Workers Corporation Workers Union (AHPCWU) said the decision to franchise the operation of at least 11 KV feeders in each circle had come as a major setback to the staff which had been opposing the policy of privatization and outsourcing the services.

Revealing that the matter was discussed in all meetings held with the Chief Minister and the Chief Secretary, he said they were assured that any decision taken in this connection would be based on the agreement reached between the government and the union.

Subhash Lamba, senior leader of the AHPCWU, said in the past all experiments conducted by the department to involve private companies and contractors in work had only resulted in poor results since it began in 1998. He claimed that the overall loss of the department which was around Rs 540 crore in 1998 has swelled to Rs 17,000 crore at present due to malfunctioning and corruption that had crept in after the introduction of the outsourcing policy.

The consumers would be at the receiving end if the work was given to private contractors. He said all employees’ bodies would unite to intensify the agitation if the authorities failed to halt the decision.

Government incentivises inter-caste marriages

Sunny Mehta, a resident of JJ Colony of Sirsa, married a Dalit girl Pooja, who lives in Railway Colony here, this year.
Similarly, Jagdish Kumar and Surinder Singh, both Jats, and Kuldeep Singh, a Jat Sikh, solemnised their inter-caste marriage with Dalit girls Parveen Rani, Jyoti and Gurpreet Kaur, respectively.

Eligibility norms

  • Both the spouses should be citizens of India
  • One of them should be a member of the Scheduled Caste
  • One of the beneficiaries should be a permanent resident of Haryana
  • He or she should not have taken any benefit under the similar scheme
  • Those eligible can apply for the incentive within one year from the date of marriage

In two other cases, Sangeeta Rani, a Punjabi Arora girl and Kavita, a girl from Nai community, tied the knot with boys of their choice from the Dalit community.

All these six couples received benefits under a government scheme today.

Deputy Commissioner J Ganesan gave away cash benefit of Rs 20,000 each to all these couples and a sum of Rs 30,000 each would be deposited in their accounts under a fixed deposit of at least 6 years duration.

“With a view to checking social evils like casteism and untouchability, the Haryana Government is implementing an inter-caste marriage scheme, under which a grant of Rs 3 lakh has been given to six couples who performed an inter-caste marriage in the district during the year 2012-13,” said Ganesan.

To avail benefit of this scheme, both the spouses should be citizens of India; one of them should be a member of the Scheduled Caste; he or she should be a permanent resident of Haryana; and he or she should not have taken any benefit under the similar scheme.

Those eligible for the scheme can apply for the incentive within one year from the date of marriage.

The beneficiary has to submit the application along with a domicile certificate, date of birth and marriage registration certificate in the welfare office at the tehsil or the district level.

Man shot dead over property dispute

Sirsa, November 11
Over a dozen persons today attacked two persons who were travelling in a car near Bothan Kalan village and killed one of them over a property dispute, the police said.
The assailants tried to portray it as a road accident by hitting the car with a truck.

The victim, Rohtash of Bothan Kalan village, was going to Hisar in a car with his friend Vineet Kumar. When their car reached near a canal outside the village, the assailants struck.

The accused allegedly stopped the car of Rohtash by parking a truck in front of it and attacked them with lathis and sharp weapons. Later, they shot dead Rohtash.

Vineet was shifted to the General Hospital here from where he was referred to Hisar due to his serious condition. Rohtash’s brother, Mahabir, said their family had a dispute with Dayanand, Om Prakash, Surja Ram, Dharambir, Manoj, Ashok, Kuldeep and Hans Raj, all members of their extended clan, over a piece of 14 acres of land. He alleged that their opponents hired over six professional criminals today and launched a murderous attack on his brother when he was on way to Hisar.

3 killed in road accident

Fatehabad, November 11
Three persons were killed when a Tata Ace collided with a truck near Jandli Khurd in Fatehabad today.
All the victims were travelling in the Tata Ace. They left their village for Bhuna town, near here, this morning. The impact of the accident was such that the front portion of the vehicle was damaged badly.

Two persons, Satyanarayan and Bablu, died on the spot. Two others, Sukhdev Singh and Hari Singh, were seriously injured and were shifted to the General Hospital here. Later, Hari Singh also succumbed to his injuries at the hospital.

Former Chief Minister Om Prakash Chautala has expressed the possibility of regional parties forging a third front and forming a government at the Centre after the Lok Sabha polls due in 2014.

He said neither the UPA nor the NDA would be in a position to form a government. That would bring the regional parties to the forefront. The next Prime Minister, he said, would be from a regional party.

Chautala said it remained to be seen whether the third front came into being before or after the Lok Sabha poll.

Asked about BJP chief Nitin Gadkari’s statement comparing Dawood Ibrahim with Swami Vivekanand, he said, he found nothing objectionable in Gadkari’s statement.

Regarding former Army chief VK Singh’s presence at the INLD rally at Rewari last week, he said the former general was a man of intellect and he had lofty ideals. No one could convince him to join politics and the decision to jump into politics or stay out of it would be entirely his own. But, should he wish to join the INLD, he was very welcome.

The former Chief Minister demanded that Robert Vadra’s land deals should be thoroughly probed. If the Congress government did not do so, the INLD would probe all these shady deals if it came to power.

Finally, dengue scare is over in Gurgaon

As per the district health department, the number of samples coming in for dengue analysis has reduced by 90 per cent and it’s just a matter of couple of days when the city would be ‘dengue-free’.

“The number of samples coming in for dengue analysis has come down to just 4-5. Now, only the people in incubation stage of dengue are expected to come for analysis and we don’t expect any new case. The dengue season is thankfully over,” said Chief Medical Officer Dr Praveen Garg.

According to statistics, 415 confirmed cases of dengue have so far been reported in the state during this year and out of these 325 cases are from Gurgaon. Besides, 47 cases are reported from Panchkula while 54 cases have been reported from other districts.

The private hospitals of city, however, pegged the number of total dengue patients between 1,500 and 2,000.

While the government officials have confirmed three deaths due to dengue, private hospitals in Gurgaon claim the toll at 20.

Dr Garg said, “A majority of the private hospitals were too hasty in diagnosis as they counted dengue cases on the basis of a preliminary test while the majority of these cases tested negative in the final and determining test conducted by us. A large number of cases reported by the private hospitals consisted of suspected cases.”

4 teams to inspect, monitor schools

With a view to improving efficiency and bringing transparency in the working of the Education Department at various levels, the Haryana Directorate of School Education has decided to set up a well-coordinated mechanism for regular inspection of the field educational institutions and offices in the state.

A spokesman of the department said it had been decided to constitute four teams under a pilot project for inspection and monitoring to ascertain realities at grass-root level and achieve the desired objectives.

He said these teams would conduct inspections and would be provided with different formats for inspection as being used by the department to which they would add requirements under the Right to Education (RTE) Act and the Haryana School Education Act. He said after carrying out inspections covering one district each, they would come out with a format for regular and comprehensive inspections covering all important aspects. Based on their feedback and suggestions, a detailed format would be devised.

He said the team head would be authorised to take other members from the District Institute of Education and Training (DIET) of the districts allotted to them, supporting staff from the State Council for Educational Research and Training (SCERT), institutions and offices of the district to be inspected.

He said the first team would be headed by Santosh Tanwar, Deputy Director, SCERT, Gurgaon and cover the districts of Bhiwani and Jhajjar. The second team headed by Sushil Batra, Deputy Director, SCERT, Gurgaon, would cover the districts of Mahendargarh and Rewari and the third team headed by Jyoti Chaudhary, Deputy Director, SCERT, Gurgaon, would cover districts of Gurgaon and Faridabad. Similarly, districts of Rohtak and Sonepat have been allotted to the fourth team headed by Ajit Kadiyan, Deputy Director, SCERT, Gurgaon.

Raise voice against atrocities, Sikri exhorts students

Punjab and Haryana High Court Chief Justice AK Sikri has exhorted students to contribute their mite in ensuring provision of justice to the poor and illiterate by making them aware about their rights.

Sikri, who is also the Patron-in-Chief of the Haryana State Legal Services Authority (HALSA), was addressing the gathering at a programme organised to mark the National Legal Literacy Day recently. Nearly 2,500 girls and women participated.

He said lessons in basic law would be made part of the schools’ curriculum so that the students come to know about their legal rights.

A book comprising lessons on basic law being published by the HALSA will be taught in schools as a compulsory subject.

Striking a direct dialogue with the students, Justice Sikri said the authority was working on the principle of “justice to all”, so those who do not come to courts or those who were not aware that their rights were being violated need to be told about it.

Justice Sikri requested the students to raise their voice against the atrocities being committed around them.

The Chief Justice pointed out that the Right To Education (RTE) Act had been introduced, according to which all children from six to 14 years of age had been given right to get education.

Justice Sikri also inaugurated a Legal Literacy Club at Amity International School of Sector 43 here.

Earlier, Punjab and Haryana High Court Judge and HALSA Executive Chairman Satish Kumar Mittal pointed out that ever since the National Legal Mission was constituted in 2005, efforts were being made to spread legal awareness but the purpose seems to be fulfilled now with the involvement of students.

A multi-pronged approach and societal push are needed to ensure women’s dignity, facilitating their socio-economic empowerment and preventing violence against women them. Strengthening the existing laws and ensuring speedy justice to women are also the need of the hour.

This viewpoint emerged from the three-day national workshop on ‘Towards change that respects rights and dignity- capacity building workshop to prevent violence against women’ which concluded at BPS Women’s University, Khanpur Kalan, recently.

The workshop was organised by the university in collaboration with the Young Women’s Christian Association (YWCA) and the Association of Indian Universities (AIU).

The Vice-Chancellor of BPS Women’s University, Dr Pankaj Mittal, in her valedictory address gave a clarion call to eradicate social evils which jeopardise the status of women in society. She said education was the foundation stone for the economic empowerment of women. She advocated gender-sensitive policies to ensure women’s rights.

National general secretary of the YWCA Leila Passah focussed on collective efforts vis-à-vis community mobilisation, socio-economic empowerment, skills development for women, harnessing youth power for social change, and utilising media as a change catalyst for the social uplift of women.

The Pro-Vice Chancellor, Dr. Balbir Kaur, said social awareness and sensitivity towards women was the need of the hour. She said men and women must complement each other for the progress of society.

Earlier, participants of the workshop visited Khanpur Kalan village for field work and interacted with villagers. A play, ‘Ab Bahut Ho Chuka Hai’ (Now enough has taken place), interspersed with relevant social messages, was staged in the school for girls. An interactive programme of participants with village elders was also organised to provide an understanding of the social milieu.

Over 43 lakh MT paddy arrives in state

More than 43.71 lakh metric tonnes (MT) of paddy has so far arrived in various mandis of Haryana during the current kharif season as compared to over 35.90 lakh metric tonnes of paddy arrived during the corresponding period last year.

While stating this here today, a spokesman of the Haryana Food and Supplies Department said out of the total arrival of paddy, maximum quantity of paddy had arrived in Kurukshetra district, which was over 8.68 lakh metric tonnes. Similarly, Karnal district received over 8.11 lakh metric tonnes of paddy, Kaithal district over 6.30 lakh metric tonnes, Fatehabad over 5.79 lakh metric tonnes, Ambala received more than 4.64 lakh metric tonnes, Yammunanagar over 3.23 lakh metric tonnes, Jind over 2.07 lakh metric tonnes, Panipat over 1.46 lakh metric tonnes, Sirsa over 1.10 lakh metric tonnes, Panchkula 74,536 metric tonnes and Sonepat 63,533 metric tonnes.

He said out of the total arrival of paddy, six government agencies had so far procured over 36.98 lakh metric tonnes of paddy whereas the remaining quantity of over 6.73 lakh metric tonnes of paddy was procured by millers.

He said out of the total paddy procured by the agencies, over 14.49 lakh metric tonnes had been procured by the Food and Supplies Department whereas HAFED had purchased more than 11.51 lakh metric tonnes, Haryana Agro Industries Corporation over 5.67 lakh metric tonnes, Haryana Warehousing Corporation over 3.06 lakh metric tonnes and CONFED procured over 2.17 lakh metric tonnes of paddy. The Food Corporation of India has also procured 6,538 metric tonnes of paddy.

Villages get charge of tube wells

Under its water and sanitation policy, the Haryana Government has announced that the money collected in the form of water bills would now be deposited in the accounts of the gram panchayats concerned and they would be able to utilise these funds for the development of their villages.

An official spokesman said the responsibility of tubewell-based water distribution had been given to the gram panchayat concerned and now all work related to the operation and maintenance of tubewells would be done by them only.

He said in Sirsa district, the Public Health Engineering Department had handed over more than 125 tubewells to the gram panchayats of 81 villages.

Sonepat District and Sessions Judge Kuldeep Jain has sentenced Ajai and Satpal to life imprisonment for the murder of Adesh Pande, a quality control inspector in local Osram industrial unit, on March 27, 2010. The judge has also imposed a fine of Rs 10,000 each.

According to an FIR lodged by Swati, daughter of Adesh Pande, Satpal and Ajai were loitering outside her house at the Khanna Colony on March 27 and were indulging in indecent activities, which were objected by her brother and father. She also alleged that Satpal used to harass her and pass ugly remarks.

However, the accused entered her house and fired at her father. Adesh Pande was rushed to the Civil Hospital where doctors declared him as brought dead.

These employees had conducted a raid in Sewan(Kaithal) recently. After detecting theft of power, a notice to deposit Rs 49,000 was served on the defaulting consumer. The employees were manhandled by the consumer. The defaulting consumer had lodged an FIR against these employees for his daughter’s alleged molestation next day.

However, an inquiry by the police had found that the charges levelled against power officials were baseless.

Meanwhile, 20 village panchayats under the UHBVN jurisdiction have promised to reduce line losses and cooperate with the nigam in its interim survey.

Devender Singh directed the officers to complete the system improvement works in these villages on priority and supply power for three extra hours during night.

He said the discoms would supply more power to the villages that reduce their losses in a phased manner.

State invites suggestions for PPP policy

The Haryana Finance Department is finalising the “Guidelines for Public Private Partnership (PPP)” and has invited suggestions and comments from the public so that the same be incorporated in these guidelines.

The suggestions and comments can be sent within 15 days on e-mail ID minkyakshu@yahoo.co.in. The same could also be sent through post to the Member Secretary, Haryana Bureau of Public Enterprises, Finance Department, Chandigarh.

An official said the PPP represents cooperation between the government and private sector. Most successful partnership arrangements draw on strengths of both the public and private sector in order to establish complementary relationships between them. The PPP arrangements are long term in nature and usually extend over a period of 15 to 30 years. He said this factor helps in establishing productive and lasting relations built around the expertise and capacity of both the partners based on contractual agreement which ensures appropriate and mutually agreed allocation of resources, risks and returns.

He said Haryana was among the richest states in India and one of the preferred investment destinations in the country. It was a leading centre for the manufacturing of automobiles and its components, a preferred investment destination in Information Technology (IT) and IT- enabled sector. It has been attracting handsome investments mainly in construction sector, electricity, manufacturing and services.

Kidnapping case: Family gets ransom letter

The suspected kidnapping case of Shuvaib, a Class VII student of Patel Nagar, took a new turn yesterday when his family received a letter in which an unknown person had demanded a ransom of Rs 10 crore.

The letter was handed over to the police last evening. Nafees Ali of Patel Nagar had lodged a complaint at the local Civil Lines Police Station stating that Shuvaib was playing with his sisters and cousins in a vacant plot in the locality on November 5 evening, but he did not return to his house. They searched him everywhere, but yielded nothing. Finally, the police was informed and a case of suspected kidnapping was registered. — OC

Bhukkal for liberal Central funding

Education Minister Geeta Bhukkal has urged the Centre to consider liberal funding to the state governments in the field of higher education so as to further improve the quality of higher education in the country.

Bhukkal was speaking at a meeting of the Central Advisory Board of Education in New Delhi recently. She said the Centre should consider providing full funding of Rs 8 crore to the states for setting up of model degree colleges and creating infrastructure. Also, 50 per cent of the recurring expenditure should be provided as a matching grant for the first five years.

In a letter written to the Union Finance Minister, Chaudhary pointed out that reduction in the compensation claim had been made primarily on three accounts. Two of these, arbitrary assumption of revenue gain to the states on account of abolition of form ‘D’, and revenue gain assumed on account of the increase in rate of VAT from 4 per cent to 5 per cent were common to all states. But the third issue of concessional CST rate of 1 per cent allowed by Haryana to Maruti Suzuki India Limited was applicable only to Haryana.

“Let me bring it to your kind attention that the claim made by Haryana has already taken into account the concessional rate allowed to Maruti Suzuki India Limited. Accordingly, the Finance Ministry has dealt a double blow to the state by making a deduction on this account. I may request you to direct the officers concerned to settle our claim, at least with regard to Maruti Udyog Limited immediately,” the minister pleaded.

96 officers commissioned in CRPF

Gurgaon, November 11
Ninety-six officers, including four women, were commissioned in the CRPF at the passing-out ceremony held in Kadarpur yesterday.
Union Minister of State for Home RPN Singh took the salute and congratulated the officers.

The Directly Appointed Gazetted Officers (DAGOs) will join the paramilitary force as assistant commandants (ACs). CPRF chief Pranay Sahay awarded AC Rajesh Kumar with the Home Minister’s Cup and the Sword of Honour for being best all round trainee. The trainee officers have undergone a 55-week training in counter-insurgency operations, jungle warfare, human rights, shooting skills and unarmed combat.

The CRPF has a strength of about 3 lakh personnel. Almost 70,000 CRPF troopers have been deployed for anti-Maoist operation duties in the Naxal-hit states.
