Rewari, November 1 While the late leader’s son and INLD chief, Om Prakash Chautala, presided over the ceremony, JDU leader Sharad Yadav, Punjab Chief Minister Parkash Singh Badal, TDP leader T Nageswara Rao, RPI president Ramdass Athwale and Dr BR Ambedkar’s grandson, Prakash Yashwant Ambedkar, also addressed the gathering. INLD general secretary Ajay Singh Chautala welcomed the participants. Former Army chief Gen VK Singh also addressed the public gathering from a political stage, perhaps for the first time. The speakers lambasted the Congress-led UPA regime at the Centre for the widening rich-poor divide post-liberalisation and enormous financial scams. The Hooda-led Congress government in Haryana also came under heavy fire for rampant corruption in facilitating pro-builder and anti-farmer land deals. Yadav said against the national budget of nearly Rs 12 lakh crore, scams involving a staggering amount of Rs 5.50 crore had been unearthed during the tenure of the present UPA regime, which was a cause of concern for all countrymen. Coming to Haryana, he cautioned residents that if the things were allowed to continue at the present pace, their state would soon be usurped by big builders, corporate houses and industrialists. He appealed to the people to hand over the reins of the state to the INLD. He asserted that on coming to power in Haryana, the INLD government would hand over the land acquired to benefit the builders back to its original owners. Backlog of the backward classes in the government jobs would also be cleared, he added. The former Chief Minister promised Rewari residents that his party’s regime would set up a medical college and a university in their area. “We will field 33 per cent women candidates in the next elections,” he maintained. Badal said he hoped to see Chautala as Chief Minister once again. He remarked that the UPA regime had set a Guinness Book record in scams and scandals. Gen (retd) VK Singh observed that the government, which had failed to honour its Constitutional responsibilities and uphold democratic values should be changed. “The government’s approach is weakening the democratic institutions such as CAG and CVC, and fingers are being raised even at the Army,” he warned, adding that the “one-rank, one-pension” regime was also not being implemented, which amounted to cheating former armed services personnel. “The country which does not respect its soldiers is doomed to fall,” he cautioned. The General, however, did not name the Congress or the UPA in his peech. Nor did he mentioned Chautala, though he showered praises on his late father Ch. Devi Lal. General Singh even stated that the country had not got any farmer leader of the stature of Ch Devi Lal. He also lamented leadership crisis, choosing to ignore Yadav, Chautala, Badal and other political leaders sharing the dais with him. HC imposes fine on unrecognised schools
Chandigarh, November 1 Referring to CWP 11416 of 2011, the state counsel said a number of petitions were disposed of by the High Court on September 27, with a direction to pay a fine of Rs 5,000 per student admitted by institutions without proper recognition. The operative part of the direction said: “A direction, therefore, is issued to the petitioner institutions that they will not admit any student in any class for which the institutions do not have proper affiliation and recognition from all competent authorities.” “So far as the case of students now admitted, their admission shall be treated as regularised and if need be, they can be treated as private students appearing in such examinations. The board and the respondents shall not create any problem for the students for appearing in the examination and declaration of the result. So far as the case of students now admitted, their admission shall be treated as regularised?” “The petitioner-institutions cannot be allowed to escape their illegal activities. The petitioner institutions are, therefore, burdened with the costs of Rs 5,000 per student admitted by such institutions in those classes for which such institutions did not have the proper recognition/sanction or affiliation from the competent authority as per the statute. Justice Ranjit Singh added: “The present writ petition is also disposed of in the same terms with a direction to send a copy of the order to the Director, School Education, Haryana.” |
Rights panel gets functional today
Chandigarh November 1 To be headed by Justice Vijender Jain, a former Chief Justice of the Punjab and Haryana High Court, the commission will start functioning temporarily from Haryana Niwas, Sector 3, Chandigarh. However, it will function from the Haryana State Guest House, Chanakyapuri, New Delhi, on a temporary basis from November 5 before ultimately being headquartered at Chandigarh. In September, the high-powered committee headed by Chief Minister Bhupinder Singh Hooda had cleared the names of Justice VK Jain as the chairman and Justice HS Bhalla and retired bureaucrat JS Ahlawat as its members. However, Leader of the Opposition and INLD supremo Om Prakash Chautala, a member of the committee, had recorded his dissent and demanded re-convening of the committee’s meeting with a new set of names. The Haryana Government was initially reluctant to set up this commission. In 2007, the Haryana Government, reacting to a petition filed by People’s Union for Civil Liberties (PUCL) for setting up a human rights commission in Haryana, stated in the Punjab and Haryana High Court that it did not feel the need to set up the commission as adequate mechanism existed to deal with people’s grievannces. Following uproar in the wake of large-scale human rights violations, Hooda was forced to publicly announce the formation of a human rights commission in 2010. |

Gurgaon, November 1 Appreciating the role played by these forces, Shinde said he had decided to move this proposal in the Cabinet soon and it was bound to benefit those who had superannuated from forces like the CRPF, BSF, ITBP, SSB, CISF and NSG. “I will propose this in the Cabinet and ensure that a decision is taken soon. These people are like army personnel and spend their lives in the service of the nation. It is high time we recognise their efforts,” said Shinde. He lauded the work of the CRPF in tackling Maoism. |

Hisar, November 1 The girl’s mother had lodged a complaint that her daughter had been lured away by the accused several weeks ago. The girl was handed over to her parents after recording her statement. The accused was produced in a court which remanded him in judicial custody. The girl has alleged that the accused took her to the Kutch area in Gujarat where he repeatedly raped her. |

Sirsa, November 1 The police recovered the victim, a resident of Ellenabad town, from Sirsa last evening and her medical examination has confirmed that she was sexually abused. The victim’s kin had lodged a complaint with the police that Jitender of Ellenabad town had taken away their minor daughter. The police said the victim had been handed over to the family and a case had been registered against Jitender. |
Khemka gets threatening call again
Chandigarh, November 1 Sources said a complaint had been filed by a senior functionary of the Haryana Seed Development Corporation on Tuesday, stating that an unknown person had made a call on Khemka's official landline phone, which was received by a woman employee present in the office. The caller, the complaint stated, used abusive language and threatened Khemka, sources said, adding that the employee disconnected the phone and narrated the incident to her superiors after which the police was approached. Khemka was transferred to his present posting in the State's Seed Development Corporation shortly after he initiated a probe into land dealings between Vadra and DLF. — TNS |
Gurdwara panel observes black day
Sirsa, November 1 Faction members assembled in Chilla Sahib Gurdwara and went to the Town Park, where they held a demonstration and raised slogans. They demanded the setting up of a separate SGPC for Haryana by passing a Bill to this effect in the budget session 2013. Later, they submitted a memorandum of their demands to the Deputy Commissioner. The memorandum said the Sikhs had been pleading their case for a separate SGPC for Haryana with the central as well as the state governments for the past 12 years. |

Sirsa, November 1 The management, the former staffers allege, has refused to pay their dues despite several verbal reminders and they are rather being intimidated by threats of arrest in the criminal cases registered against them. While two of them have already got bail from the courts, the other women are not in a position to hire the services of lawyers as they are poor. There are also allegations that the management of the school made its teachers to pay back a part of their salary they received through bank transactions. Bimla, who worked as social studies teacher in the school, was honoured by Haryana Education Minister Geeta Bhukkal for her extraordinary services a few months before she was unceremoniously removed, alleged she received Rs 9,500 in her account every month. However, she had to return Rs 2,700 from this every month as per a verbal agreement, which the management, she alleged, had with almost all its teachers. “I am still to receive my two-month salary from the management,” said Bimla. She alleged that when she demanded her dues, she was warned of arrest in the case registered against her. Two class IV employees, both namesakes of the woman teacher, are also waiting for their two-month salaries. One of them alleged that the school authorities were not allowing her to take away her belongings like cot, beddings etc from the school. Rajinder Ganeriwala, president of Maharaja Agarsen Senior Secondary School, denied that the management was holding back dues of the ex-staffers. “They have themselves refused to accept the cheques,” he claimed. Ganeriwala said that there was nothing wrong in removing the staffers, whose services were not needed by the organisation. He, however, parried a question as to how they were removed within a day of his election. He denied that the school received any amount of money back from its teachers after their salaries were paid through their bank accounts. |
Kurukshetra residents to get unique card by March
Kurukshetra, November 1 This was disclosed by deputy commissioner Mandip Singh Brar today on Haryana Day while launching the AADHAAR enrollment process here at the local municipal council. Under the scheme, all 419 villages would be covered within the specified period, he added. Brar said the unique identity, AADHAAR, treated to be the single source of identity, would have many benefits for the cardholder as a citizen. Providing a clear proof of identity, AADHAAR would empower the poor and under privileged residents in accessing services such as the formal banking system and avail themselves of various other services provided by the government and the private sector. Brar told mediapersons that AADHAAR could be used by the government to directly credit the benefits, like pension for old age directly to the bank account, medical benefits, health check-ups, education to poor children and the public distribution system. Chandigarh, November 1 Health Minister Rao Narender Singh said here today that anti-hemophilia factors (AHFs) that is the medicine for treatment of mild bleeding episodes would be provided at these centres. The facility of free surgery would also be provided to hemophilia patients in the district-level government health facilities under the surgery package programme, he added. |
Two youths tease, thrash 2 sisters
Sirsa, November 1 The police has registered a case on the statement of the younger sister, who is admitted in the General Hospital here with injuries. Two sisters, aged 19 and 27, have alleged that two youths made unpleasant remarks against them when they were going to Ekta Bazar last evening. When they protested, the youths allegedly thrashed them and tore the clothes of the younger sister, who was admitted to the General Hospital. Later, the youths, Pintu and Sonu, along with Sonu’s wife went to the girls’ house and thrashed them and in the process the girl’s clothes were torn. However, the police did not mention the girl’s allegations of eve-teasing and outraging of modesty in its FIR. As per the guidelines of the Haryana State Legal Service Authority, the police is supposed to inform the woman advocate empanelled on the District Legal Service Authority for providing legal assistance to victims of crime against women. Advocate Sunita Verma, who is on the panel of the DLSA for City Police Station, said she had not got any information about the case. |

Rewari, November 1 Subsequently, the cheat withdrew Rs 1.11 lakh in two instalments from the account of Dinesh’s father by using the stolen ATM card. Dinesh came to know of the fraud when he failed to withdraw money the following day by using the ‘fake’ card in his possession. Doctor held under MTP Act
Yamunanagar, November 1 The authorities yesterday seized various equipments and injections used to terminate the pregnancy and recommended cancellation of the centre's license, said official sources. Following a tip-off, the district administration formed a team to conduct a sting operation. A decoy pregnant woman contacted Dr Usha, who runs Janki Nursing Home at Satsang Vihar, to terminate her pregnancy. The doctor, who agreed to perform the procedure, accepted Rs 2,500 from the patient. Immediately, a team of health officials and the district police arrested the doctor. A case has been registered against the doctor. |
