Sirsa, October 28 The police said the accused, who was known to the victim’s father, came to the house when her grandmother was working in the kitchen and the victim was sitting in front of the television alone. The girl’s grandmother rushed to the room after hearing her cries and found the accused sexually assaulting the little child. She brought the matter to the notice of her son who informed the police. The victim’s medical examination at Dabwali’s government hospital confirmed rape. Superintendent of Police Rajshree Singh said a case under Sections 376 (rape), 323 (assault) and 452 (criminal trespass) was registered against the accused and he was produced before a juvenile court today. The accused is the son of a truck driver and he often visited the victim’s house, as he had friendly relations with her father. |

Woman alleges rape, cops doubt her version
Sirsa, October 28 The 26-year-old woman, who was shifted to General Hospital here for treatment of her injuries, alleged in her complaint to the police that the youths knocked at her door when her husband was away to the market to purchase some household goods. When she told them her husband was not at home, they forced their entry into the house and bolted the room from inside. She alleged while one of them gagged her, the others attempted to rape her by trying to remove her clothes. She, however, freed herself from the clutches of the youth and raised the alarm after which the youths tried to escape after hitting her. The woman alleged that while they had barely gone out of the house, her husband arrived and asked them the reason for their hurry. The youths allegedly hit her husband with some object and ran away. She said some neighbours also arrived and they rushed them to hospital and informed the police. While the couple was still in the government hospital at Ellenabad last night, the youths also arrived there with two of them having injuries caused by sharp-edged weapons. While the woman was alleging that a rape attempt was made on her, those who came along with the injured youths created a ruckus in the hospital and alleged that the woman’s husband had attacked them with sharp-edged weapons. The police later shifted them to General Hospital in Sirsa. SHO Hans Raj said prima facie, the woman’s accusations did not seem reliable. The SP, however, said the Ellenabad DSP Ravinder Kumar would inquire into the matter and the police would register a case if the situation so warranted. |
Schoolgirl raped by two youths in Naraingarh
Ambala, October 28 Sources said the girl is a student of Class XI,
studying in a government school located close to Naraingarh. Two youths of Pinjora village of Yamunanagar district had been sexually exploiting her for the past several months. The girl told the police that she did not dare to disclose the matter to anyone because the youths had been threatening her with dire consequences. On the complaint of the mother of the victim, the police have registered a case against Amit and Balwinder in this regard. Doctors at the Civil Hospital, Ambala, referred her to the Civil Hospital, Panchkula, for an ultrasound to confirm pregnancy. Yesterday, a married man from the Ambala City was booked for repeatedly raping a girl student of Class 6 of a local school. The victim was found pregnant when she was brought to the Civil Hospital for medical checkup, after she complained of stomachache. |

Girl killed for marrying against family's wishes Panipat, October 28 Indu died under mysterious circumstances yesterday and she was cremated in a hurried manner. Accusing his in-laws of murdering Indu, Ajay claimed that there were injury marks on indu’s face and her family members had used petrol to burn the body. "Indu remained with me for two days after the marriage and her parents took her away on October 12 but the police did not act. Even after I told the police about her death and the subsequent cremation, they were slow to act. The family members lit the pyre when I reached the cremation ground along with the police, which allowed the body to burn, thwarting the possibility of a postmortem," Ajay alleged. Ajay alleged that Indu’s parents pretended that they had reconciled to the marriage and took her home on the pretext of marrying her according to rituals on October 24. "But it was a conspiracy hatched by them and instead of getting information about the marriage, I got a call from my friend, who told me about death," said Ajay. Ajay has filed a complaint against five persons, including the father, the mother, two brothers and an uncle of the girl. Police station in charge, Model Town, Jitendra Rana, said a case has been registered against five persons and some people had been rounded up. When asked why the postmortem was not conducted and the cremation not stopped, he said the body had already been burnt by the time they reached the cremation ground. |

October 28 Citing the example of three different theft cases reported from
DLF and Sohna Road, the cyber crime wing has highlighted that the
burglars were friends with the victims on Facebook. The victims though
claimed to have added them in the usual ‘befriending spree’, they
had to pay a heavy price, as thieves were able to extract all important
information from them easily. “A majority of us add people to our
friends list without thinking twice. These people, who may be criminals
are not very active but are able to keep a close tab on you, your mental
state, and your routine and plan out thefts. The case was the same in
all three recent thefts, where culprits got every thing they wanted at a
click of the mouse,” said a senior police official. It is not just
accepting friend requests but even the minute-by-minute updating of
status which lands people in trouble. The trend recognition report of
police mentions how in a recent theft in DLF, a woman had updated her
Facebook status as "Going on family trip for five days to Bangkok”
and when she returned her entire home was ransacked. In another case,
a woman’s idea of telling the world that her husband was going out of
country and she was going to her parents made her an easy target for the
criminals who were on net prowl. “People need to be more cautious.
Over divulgence on social networking sites is being misused. Not only
thefts but a criminal can easily judge your financial and emotional
status from your profiles on these sites and use it for his advantage.
Responsible social networking is a key to avoid any such trouble. Status
messages are not meant to be your routine diaries and one should abstain
from adding strangers to friend list and keep all information including
photos completely guarded” said Suresh Kumar, Inspector, cyber crime

Rule of law allows societies to prosper, says Pak Chief Justice
Kurukshetra, October 28 Speaking on the occasion, Chief Justice of Pakistan Iftikhar Mohammad Chaudhary said, "One of the results of the terrorist and militant tendencies in our society is less commitment to the constitutional order due to which we also suffered many injuries in the past. Pakistan should regain its position as a civilised and progressive country which is at peace with itself and with countries in the region and beyond." He further said “it is a proven opinion of historians, scholars of law and politics that only those societies thrive and prosper where the twin principles of "Rule of Law" and "Supremacy of Constitution" are
practised.” He recalled that Pakistan and India were among two nations, the existence of which was possible primarily because of the visionary leadership of their founding fathers who were also distinguished jurists of their times. World Stroke Day Rohtak, October 28 While stressing on the need to recognise mini stroke to prevent major stroke, Dr Gupta says the stroke was the third leading cause of death in the country and the second most common cause of long-term disability than any other diseases. “A number of stroke patients was on the rise and between 2000 to 2008, the overall stroke incidence rates in low to middle income countries exceeded that of high-income countries by 20 per cent. Adding that today, two-thirds of all individuals that have suffered from a stroke in developing countries where health systems are already challenged to the limit, the WHO estimates for India that a number of deaths from stroke to increase from 5,98,000 in 2000 to 94,5,000 in 2020,” he added. Gupta said in mini stroke (transient ischemic attack, TIA) many patients initially experience minor attacks with stroke-like symptoms which go away within few minutes. This attack he claims was a mini-stroke or a warning stroke and this is caused by a clot blocking brain blood vessel for a short while. While in stroke blockage last long enough to cause permanent damage, in mini stroke it is temporary and the clot dissolves before permanent happens. The mini stroke is a warning sign, asserts, Dr. Gupta who said upto 30 percent of patients with this warning will go on to have a major stroke often leading to permanent damage. Early treatment can help prevent a future major stroke. However, up to 70 percent of patients do not correctly recognize their minor stroke and go on to have a major stroke which could have been avoided. Once stroke happens, approximately one in four people die within one year. Even those who survive, up to 30 to-50 percent do not regain functional independence. Therefore, prevention is better than treatment, he opines . Dr Gupta said the warning signs of a TIA were exactly the same as of a stroke, which include sudden numbness or weakness in the face, arms or legs, especially on one side of the body, sudden confusion, trouble in speaking or understanding, trouble in seeing and walking, dizziness, loss of balance or coordination and severe headache. He adds that the most important treatable factors linked to mini stroke are high blood pressure, smoking, heart disease, diabetes and heavy use of alcohol. Lifestyle changes such as eating a balanced diet, maintaining healthy weight, exercising and enrolling in smoking and alcohol cessation programmes can also reduce these risk factors.” |

Citrus cluster seminar in Sirsa from today Sirsa, October 28 A spokesman for the department said that as a part of the Indo-Israel cooperation in agriculture, citrus experts and representatives of CoEs from four states of Maharashtra, Punjab, Haryana and Rajasthan would share knowledge and experience along with acquiring Israeli know-how and technologies in growing citrus. He said the participants would also observe first-hand citrus varieties from Israel which were introduced and planted in the Mangiana Centre, such as the world famous “Jaffa” orange, the “Michal” easy peeler, the late harvested “Valencia” and the early harvested “Newhall” oranges. These proven varieties have been grown successfully in Israel and exported around the world, and have become a symbol of Israeli agricultural excellence. The workshops will be led by one of Israel’s leading citrus experts, Dov Rabber, together with the Indo-Israel citrus cluster head, Dr Dewanand Panchbhai, Professor of Horticulture, College of Agriculture, Nagpur University. |
NGOs, cops join hands to train women in self-defence to fight atrocities
Karnal, October 28 President, Fight for Justice Club of India, Harish Arya, who had earlier launched a drive against drug abuse, has taken the initiative to arm women and girls by imparting adequate training in martial arts to instill confidence in them and make them feel secure. “The very concept of women empowerment would become a farce if the atrocities like rape and crime against women continued unabated and as such it is imperative that girls must be trained in martial arts and combat to protect themselves against sexual assaults, molestation, violence and other crimes”, Arya said. He added that academies should be opened in rural areas also to train women in self defense, to empower them in real sense. BT International School and Doon International School were the first to join the initiative and provide martial arts trainers to start the classes. The first session started at Doon International School from Sunday to Sunday. Arya said a large number of schools and colleges had offered to start defense classes but there was acute shortage of well qualified trainers to cope up with the demand. Demanding martial arts training to be made an integral part of school and college curriculum and made mandatory for females, he said “we should follow the example of Israel, where military training is compulsory for all college going students, both boys and girls.” Arya said the problems of security of females, marriage of girls and social evils like dowry were responsible for the mindsets that considered girl child a liability and lead to inhuman acts like female foeticide, domestic violence and dowry deaths. The relevant laws dealing with crime against women should be suitably amended to provide for deterrent punishment to the accused to send a right signal to perpetrators of crime and violence against women, he asserted. ‘Kingdom of Dreams’ faces closure threat
Gurgaon, October 28 HUDA officials said the six-acre plot was given on a lease of 15 years to Great Indian Nautanki Company on an agreement which required the owner to pay Rs 36 lakh every month
to HUDA. “The company has been defaulting on payment for past 15 months and now the total unpaid amount stands at Rs 11 crore. We have on several instances reminded the company concerned about outstanding amount but they have so far failed to pay any heed and clear accounts. The contract clause entitles us to cancel the lease in case of non-payment of dues and we will start the proceeding soon as we have no choice now,” said a senior official. Praveen Kumar, HUDA administrator, said the dues were of two different kinds. “The first case in question is lease money, which has not been paid for the past 15 months. The second issue is disputed as we calculate from time when we gave possession in 2009 but thy insist that as project was delayed by an year so calculation should be made accordingly. We are
currently looking at dues of the past 15 months,” said Kumar. Sources say that the the dispute with company has been reported to the chief administrator as its crores of rupees are on stake and a decision in regard will be taken soon. The entertainment company was served its latest notice last month and officials claim they are yet to get any reply though company has promised to respond by next week. “The company will have to pay 11 crores before we talk or we will be forced to shut the venture,” said an official. |

Impersonator dupes BPL families
Rewari, October 28 In his complaint, Singh alleged that Kumar, with a fictitious name of Manoj Kumar, visited Nangal Bhagwanpur village on February 22, 2011, and told the villagers that he was from Raneela village. He said he was a field officer of a government agency ‘Sonia Gandhi Development Project’ which would provide cooking gas connections to BPL families, on completion of
certain formalities and payment of Rs 1,500 per connection/per family. The Sarpanch further stated that after having taken Manoj’s credentials as granted, heads of 91 BPL families of the village, paid him Rs 1,36,500, at the rate of Rs 1500 per connection and accomplished the requisite formalities as well. However, at the expiry of the specified period of 15 days, when nothing concrete emerged, the aggrieved BPL families brought the matter to the notice of the village
panchayat, which, after prolonged inquiries, came to the conclusion that the swindler’s real name was Sandeep and he had duped the BPL families of the above-noted huge amount. |

Teachers walk for new transfer policy
Jhajjar, October 28 Later, interacting with mediapersons here, Vinod Thakran, president of the sangh, said the ‘padyatra’ was being held in support of their pending demand to frame a policy for inter-district transfer of primary teachers from Mewat to other districts in the state. Thakran said the ‘padyatra’ would conclude in Chandigarh on November 4, after holding a massive demonstration outside the official residence of Haryana Chief Minister Bhupinder Singh Hooda, to mount pressure on him for fulfilling their demand. “The government is adopting ‘indifferent’ attitude with primary teachers posted at Mewat district as it has not included these teachers in its transfer policy, under which applications have recently been invited from primary teachers posted at other districts for inter-district transfer,” said the president. He stated resentment prevailed among the primary teachers of Mewat district following this decision of the government and they wanted a chance to get their transfer done from Mewat to other districts. |

Airport at Kurukshetra sought
Kurukshetra, October 28 Ishwar Singh said he had come to know that a team of the Civil Aviation Department would visit Karnal to select the site for the proposed airport. He said he had also received representations from various religious and social organisations demanding that the airport should be developed at Kurukshetra. He had written a letter in this regard to the Prime Minister. Kurukshetra is a historic and religious place, which is being developed by the state government as an international pilgrim tourist centre and a number of important temples like the Balaji Temple and ISCKON are being constructed here. Six policemen jailed for 3 years

Sirsa, October 28 The victim’s son, Bhola Ram, had accused six cops - Ujjagar Singh, an Inspector, Gharsa Ram, an Assistant Sub Inspector, Kuldeep Singh, Mahla Singh, Naveen Kumar and Krishan Kumar, all head constables, of the murder of his father during their custody. Bhola Ram alleged that his father was beaten up mercilessly in police custody, resulting in his death. Though the victim’s son lodged a complaint, the police refused to register an FIR. Bhola Ram moved court with a criminal complaint, but a local court that tried the case at that time did not find the policemen guilty. The victim’s son moved the HC to the District court for trial. The Additional District and Sessions Judge, RP Goyal, who heard the case now, convicted the policemen and pronounced his judgment. |
Approval of SPE meetings deemed
Chandigarh, October 28 A spokesman said a decision to this effect had been taken because the board of directors of SPEs generally has a nominee director of the Finance Department. Therefore, it was not necessary to again route the decisions through the Finance Department. However, this deemed approval would be subject to certain conditions, he said. As per the conditions, the agenda notes of the board meeting should have been received by the members of the board of directors and the nominee director of the Finance Department at least seven working days before the meeting. |
FDI ‘no magic wand’ to solve country’s problems
Kaithal, October 28 Majra said the Congress was campaigning that by bringing more FDI in the country, farmers would get a higher price for their produce, people would get more employment opportunities and countrymen as a whole would get items of daily use on competitive rates. He said these were bogus claims made by Prime Minister Manmohan Singh, AICC president Sonia Gandhi and other Congress leaders and it seemed that the Congress had some vested interest in inviting the FDI proposals. He said it appeared that the Centre was going out of the way to please multinational companies and promote their business interests. |
3 suspected dengue cases reported
Fatehabad, October 28 A patient suffering from fever coupled with low platelets count has been admitted to Punjabi Sabha’s charitable hospital in Fatehabad. In another suspected case of dengue, a youth from Sirdhan village has been referred to Maharaja Agarsen Medical College, Agroha, from the General Hospital, Fatehabad. Dr Amit Munjal, a physician in Fatehabad’s General Hospital, said though the patient had low platelets count, the fact whether he was suffering from dengue or not would be established only after tests.In Sirsa, a Bihari youth reported with symptoms of dengue today. The Medical Superintendent, Dr Viresh Bhushan, however, said the patient, who had tested positive for typhoid, had left the hospital and had perhaps gone somewhere else.

Man creates ruckus in court
Fatehabad, October 28 “Arrest me. What is all this going on? Why my case is not being decided?” the man uttered as he hit his shoe against the wall. The police overpowered him and took him to the police post in Sector 3 of HUDA. Om Prakash, in charge of the police post, said the man was identified as Vikram alias Rahu, a resident of Patiala district in Punjab. He said the man seemed mentally challenged. “No case has been registered against him,” he added. |
