Speaker may miss 3-month deadline in HJC MLAs case
Chandigarh, December 1 Having tripped and fractured his leg, Sharma is unlikely to be able to attend office and meet the three-month deadline set by the Supreme Court in September this year to take a “final decision” on HJC chief Kuldeep Bishnoi’s plea for their disqualification. The HJC MLAs had “merged” their party with the ruling Congress on November 9 and 10, 2009, soon after the Congress government came to power for a second consecutive term in Haryana. The “fall” could especially be to the advantage of the “defector” MLAs who are likely to get “more additional weeks” yet again before the Speaker decides their disqualification case which began in December of 2009. Sources close to Sharma said though he was “hopping around” with a plastered leg despite the doctor’s advising him six to eight weeks rest, he was seeking “expert opinion” from doctors in Delhi before taking a call on attending to his duties. Sharma said, “Since I have suffered a fracture in the leg, the doctors attending to me have recommended complete rest. However, I shall see how I can best discharge my duties and decide the case to meet the deadline of January 13 next year, if at all that is possible.” The five “defector” MLAs of the HJC, Rao Narender and Satpal Sangwan (both Cabinet ministers), Vinod Bhayana (Chief Parliamentary Secretary), Zile Ram Sharma and Dharam Singh Chokker, had “merged” their party with the Congress. Bishnoi, the party chief as also the only sole member of the HJC in the Vidhan Sabha then, had filed separate petitions before the then Speaker, Harmohinder Singh Chatha, challenging the “merger”. Even as the Speaker was hearing his pleas, Bishnoi had moved the Punjab and Haryana High Court challenging the Speaker’s approval to the merger. On this, a Single Bench of the court directed the Speaker in December 2010, to dispose of the issue within four months. Meanwhile, in 2011, Chatha joined the Bhupinder Singh Hooda government as minister and Sharma, a first-time MLA, was named Speaker. Also, later in the year, Bishnoi contested the Hisar Lok Sabha election and won after which the “defector” MLAs moved an application seeking the dismissal of the case since the former had ceased to be a member of the Vidhan Sabha, This, however, was turned down by the Speaker. The Speaker challenged the single bench order before a Division Bench. An order upholding this order was passed by the court in which the five MLAs were declared as “unattached” members and restrained them from discharging their duties as MLAs, pending the final decision by the Speaker. All the five MLAs, Bishnoi and the Speaker then moved the SC, challenging the HC verdict. In its verdict, the SC set aside that part of the HC verdict which had restrained the MLAs from discharging their functions, but upheld the directive to the Speaker to dispose of the disqualification pleas within a time-frame. |

Stage sets for HJC rally today
Sirsa, December 1 Besides HJC supremo Kuldeep Bishnoi, BJP leaders Nitin Gadkari, Sushma Swaraj and HJC leaders Chander Mohan, Renuka Bishnoi and Dharampal Malik will be addressing the rally. The rally has become important because of several reasons, one of them being that it is being held in the INLD's stronghold Sirsa. The rally has also assumed importance due to the announcements by HJC leaders that several former ministers and MLAs will join the party on this day. Political observers have set their eyes on the turnout that Bishnoi is able to manage in this rally.
