Infants ‘confined’ due to non-payment of hospital bills
(Bahadurgarh) Jhajjar, November 10 According to information, Ms Sonia wife of Neeraj, a migrant labourer, residing in the Baba Haridas Colony in the town gave birth to a girl child at her residence on October 13 with the help of a midwife. She however was taken to the Mission Hospital after another round of labour pain. She again delivered a baby in the hospital after about three/four hours. The woman was discharged by the hospital on October 18, but twins were still in the hospital thus could not be breastfed. Dr Pawan Sharma of the hospital said today that the infants were in stable condition after they were put on the life-support system for a week. He alleged that the husband slipped out of the hospital after the birth of the babies while the woman also left the hospital and “discarded” the children when her condition improved. Dr Sharma asked they had informed the police after some days and the police traced the couple and brought them into the hospital. He maintained that they were ready to provide concession to the couple and wanted them to pay for medicines only. On the other hand, some neighbours of the couple said the hospital authorities had allegedly “confined” the infants due to the non-payment of the bills. Gurudev, one of the neighbours said the hospital had handed over a bill of Rs 25000 after the delivery. When the labourer couple could not foot the bill, the hospital authorities refused to discharge the newborns. He told he had paid Rs 4000 on the couple’s behalf but the hospital wanted entire payment to be made. He told that Neeraj and his wife had gone to his hometown in Sahibabad (UP) to arrange money to get custody of the babies. A relative of the labourer couple hoped that the girls would be with their parents as they were trying to arrange money. No case has been registered. |
INLD to protest in Delhi on Natwar
Panchkula, November 10 This was stated by the Haryana State President of INLD, Mr Ashok Arora, while talking to media persons here today. He said since the name of the Congress party, too, figured as a beneficiary in the report, the Congress-led government should step down on moral grounds. He said that the date of the protest would be decided after the rally at Garhi Sampala in Rohtak on November 24. A rally is being organised there on the occasion of Sir Chottu Ram Jayanti. “We will also demand for the de-recognition of the Congress party by the Election Commission of India. The Commission’s guidelines are clear that no political party can take monetary help of a foreign nation, but the Congress has violated this guideline,” he said. Mr Arora, who was here to address a meeting of party workers, said that though it was just eight months since the Congress came to power in Haryana, but people were already disillusioned with the government. “The government has failed on all fronts. The law and order situation has gone from bad to worse, cases of extortion, kidnapping, murder and rape are on the rise. The state is facing a severe power shortage, and distress sale of paddy is being reported from every mandi,” he alleged. Accusing Chief Minister, Mr Bhupinder Singh Hooda, of being a weak Chief Minister, he said that the infighting within the Cabinet was responsible for the babudom getting more powerful. “Today, Haryana has one Deputy Chief Minister, and all other Ministers in state Cabinet are Chief Ministers. Since there is no centre of authority, the bureaucrats have become all powerful. Because of the internal bickering within the Cabinet, the Congress has so far been unable to even fulfil its election promises,” he added. He also said that the organisational elections of the party would be held later this month. “We are strengthening the party cadre by recruiting party workers,”

Sugarcane price hiked
Chandigarh, November 10 The decision to increase the cane price was taken at a meeting of the Haryana Sugarcane Control Board held under the chairmanship of the Chief Minister, Mr Bhupinder Singh Hooda. There was no hike in the price of sugarcane for four years and the price was increased to Rs 117 per quintal only last year. He said the price fixed for early varieties of sugarcane was Rs 115 per quintal in Punjab, Rs 112 in Uttar Pradesh and Rs 117 per quintal in
Uttaranchal. He said the growers would be paid Rs 123 per quintal of mid-varieties and Rs 121 per quintal of the late varieties. This was an increase of Rs 10 as compared to the last year. Keeping in view the shortage of sugarcane this year, Mr Hooda said no new licences would be issued to “gur” and “khandsari” units in the current crushing season. However, old licences would be renewed. He said Karnal Cooperative Sugar Mill would start crushing operation on November 22; Panipat on November 21; Sonepat on November 27; and the Shahabad mill on November 19. Similarly, the Rohtak,
Palwal, Meham and Gohana mills would start crushing operations from November 24, while the Jind mill would start from December 5. The Yamunanagar and Bhadson Sugar Mills would start the crushing operations from November 15 and the Naraingarh mill from November 21. |

Dairy federation records highest milk procurement
Chandigarh, November 10 The procurement, which was about 3.87 lakh litres per day (lld) during October, last year, crossed the 4.89 lakh litres per day mark last month. Normally procurement reaches its peak in December and starts declining from February. However, in the current year, it has touched the 6.16 lakh litre-mark in November itself. “This is primarily due to the number of policy initiatives which include decentralised decision making with respect to pricing of milk, and launching of a number of schemes. The introduction of group insurance of societies members, introduction of white card on which the members can avail of credit for the purchase of cattle without any collateral security and affordable veterinary services to members are among the incentives being offered,” the Managing Director, Mr Devinder Singh, said. Farmers who were earlier supplying milk to private dairies have turned to the federation. Last year an average of around 3794 milk producers cooperative societies were supplying milk to the federation while 500 new societies have been started this year. There are 650 women dairy cooperatives of which 105 new women societies were added this year. Under the white card scheme a disbursement of around Rs 4 crore has been done and about 2000 cattle heads inducted, raising the milk procurement by 10,000 litres per day. These policy initiatives and new schemes were launched during the current year for the benefit of producer members to inculcate in them a feeling of loyalty and belongingness, trust and stake holder participation. The sale of liquid milk, under the brand name VITA has also increased with a daily off-take of about 2.82 lakh litres, excluding one lakh litres in bulk sale. VITA’s major market is Haryana, Himachal Pradesh and Delhi where it sells about 2.82 lakh litres a day. On May 10 this year about 3.82 lakh litres was sold, the highest so far in federation history. The daily sale, which was about 93,000 litres six years ago, has gradually increased to average of 2.04 lakh litres in 2004-05. During April, 2005 to October, 2005, average sale per day was 2.82 llpd as against 2.14 lld during the same period. Improvement has been reported in the sale of milk products also.The sale of milk products has reached the Rs 67 crore mark in 2004 -2005, up from Rs 45 crore in 1999 -2000. This was possible with diversification of milk products and introduction of new products like lassi ( sweet & salted), Jal Jeera, Kaju Pinni, Burfi, Mata ka Prasad (in collaboration with Shri Mata Mansa Devi Shrine Board). The federation recently contracted for the supply
of 8,000 litres of milk to different units of defence, prestigious five-star hotels like Maurya Sheraton, Kendriya Bhandar,
Hyatt Regency and other five-star hotels. |

Strictures passed against petitioner on PIL
Chandigarh, November 10 Not only did the Division Bench comprising Mr Justice H.S. Bedi and Mr Justice Viney Mittal dismiss the PIL filed by Dr B. Singh, seeking a CBI inquiry into the alleged encroachment of public land, particularly that owned by HUDA, it also directed the High Court Registry not to entertain any PILs filed by him in future. The Bench also ordered that copies of today’s judgement be appended to all pending PILs filed by Dr B. Singh. In a scathing indictment of the petitioner, who was dubbed a “busybody” and a “masked phantom working for personal gains and meddling in judicial process”, the Bench said it was refraining from initiating contempt proceedings against the petitioner for making “scandalous and obnoxious” allegations against a Judge, who was part of the Bench. This, it said, was necessary because initiation of contempt proceedings would only mean giving publicity to Dr B. Singh, which he assiduously seeks. In his petition, Dr B. Singh had alleged that large tracts of land owned by government agencies like HUDA and the Municipal Corporation, Panchkula, had been encroached upon by influential persons. Apart from praying that the encroachments be got removed, the petitioner had also sought inquiry by the CBI into the matter. The matter first came up before a Bench comprising the then Chief Justice, Mr Justice B.K. Roy, and Mr Justice S.S. Saron. Notice of motion was issued to the respondents. Later, following Chief Justice Roy’s transfer, the matter came up before the Bench of Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta. Dr B. Singh sent a letter saying that “he lacked confidence” in Mr Justice Hemant Gupta and hence he must not hear the case. He also sent two letters to Mr Justice Viney Mittal, saying that matter should not be heard by a Bench comprising Mr Justice Mittal. Commenting on this ploy adopted by Dr B. Singh, the Bench noted that it was “apparent that from the face of the record that the tendentious attitude of the petitioner is merely based upon persistent reiteration of his frustration rather than facts”. The Bench also noted that “sweeping allegations” had been made against former or sitting Judges of the High Court. Reiterating the view of a Bench of the Supreme Court with regard to the PILs, the Bench held that there must be a genuine public interest involved in the litigation. “We reiterate that no person can be allowed to besmirch the reputation of a Judge on wholly irrelevant considerations,” the Bench said, adding that petitioner made attempts to overreach the Division Benches hearing the case. |
Probe ordered into watershed scheme irregularities
Fatehabad, November 10 A meeting of the District Grievances Committee was held here today. Besides the minister, the local MLA, Mr Dura Ram, the Deputy Commissioner, Mr O.P. Langayan, the SP, Mr Bhim Singh and officers of various government departments were present at the meeting. Mr Charan Singh, a resident of Tamaspura village had alleged in his complaint before the committee that the APO, Mr N.P. Singh had done gross financial and other irregularities in the Watershed Scheme approved for his village. He said the Government of India had approved three watershed projects for Fatehabad block of this district. One of those projects was approved for Tamaspura village having a population of 18,000. He alleged that the APO diverted the funds of this scheme to provide undue benefit of Rs 10 lakhs to a farmer of Haroli village. The complainant also accused the APO of many other financial irregularities. The minister ordered a probe. In all ten complaints were placed before the minister in the District Grievances and Public Relations Committee. |
Sarvdeshik sabha vows to check female foeticide
Kurukshetra, November 10 Swami Agnivesh, who had launched, ‘Sarvdharm Jan-Chetna Yatra’, from Tankaara in Gujarat on November 1, 2005, has reached here today. Expressing his concern over the situation, Swami Agnivesh said so far as the ratio of male and female was concerned, Haryana and Punjab were the most affected states where the female number was less in comparison to the male, and was further declining. Swami Agnivesh said that according to a census in 1996, 2.5 crore females were less in number than males and in 2001, the decrease in female number was 3.5 crore and in case the same situation continued, then in 2005, there would be 5 crore less females than the male number. He said that ‘Sarvdharm Jan-Chetna Yatra’, would conclude in Amritsar in Punjab on November 15, 2005, Shri Guru Nanak birthday. On this occasion, Swami Agnivesh asked the college girls attending the function, to take a pledge neither to give dowry and nor to marry the dowry seekers. The pledge was taken by the girls by raising their hands. Valmikis for quota on
population basis
Karnal, November 10 Talking to The Tribune here, the president of the ABVM Shukracharya Darshan Rattan Ravana said separate reservation in Centre as well as state government jobs was necessary for proper upliftment of Valmikis. Mr Ravana said Valmikis were not getting government jobs according to their population as other Scheduled Caste communities were taking more benefit of the reservation. The Valmikis should be provided reservation within reservation according to their population so that they could get sufficient jobs, he added. Mr Ravana said some of the state governments including those of Punjab and Haryana had already made provisions for reservation within reservation for them. The Union as well as other state governments should also make same provisions, he added. Elaborating his point, he said the population of Valmikis was almost eight per cent in the entire country, so the Union Government should reserve eight per cent jobs for them in Central government jobs and state government should also reserve jobs for Valmikis according to their population in respective states, he added. Endorsing his point, he said reservation was based on population when it was started according to Pune Package, 1932. He said Punjab and Haryana Governments had been providing separate reservation for Valmikis since 1975 and 1995, respectively. In Punjab, 12.5 per cent state jobs were reserved for Valmikis and Mazabhi Sikhs, that is half of the total 25 per cent reservation for SCs. Similarly, in Haryana the Scheduled Castes have been put in two categories. Those in block B are Chamars, Jatia Chamars, Rahgars, Raigars, Ramdasias or Ravidasias. The remaining 36 castes including Valmikis are in block A. Both the blocks are offered half of the total 25 per cent reservations for SCs in state government jobs. Mr Ravana also demanded that reservation should be revised and those castes should be excluded from the list which had risen sufficiently and which had proper representation in bureaucracy and politics. |

Students regale audience at KU youth festival
Panchkula, November 10 From the rustic music of sarangi, flute and tumga to the beats of dumroo, from the folk songs of Rajasthan to the loud Punjabi beats - the students came up with the best of talent in the field of music. But it was not just the rustic that found flavour with the audiences. Western instrumental and western vocal competitions, too, drew a lot of cheers. For the intellectually inclined, the thought provoking one-act plays staged by as many as eight colleges of Panchkula and Ambala district were a treat. Dwelling on diverse issues like national integration, communal harmony and freedom struggle - the plays enacted by the students stirred the consciousness of the audiences. In order to keep the audiences’ enthusiasm, the one- act play competition was interspersed with a mimickry competition, where the participants from eight colleges had the gathering in splits. The enthusiasm among the 100 odd participants was palpable, and the entire college campus reverberated with cheer and gaeity. As many as 17 colleges from the Ambala zone, including students of Kurukshetra University departments, are participating in the three day youth festival. Woman killed for dowry
Jhajjar, November 10 According to information, Amar Singh, a resident of Paitawas village in Bhiwani along with village panchayat called on SP K.K. Rao this morning and apprehended that his sister, Manisha might have been killed by her husband Sunil and in-laws as she was reportedly missing for a couple of days. However, when the panchayat went to the Madana village where the girl was married, some villagers told that a body had been spotted in a well outside the village. When the body was taken out, it turned out to be that of Manisha. The deceased’s brother told that his sister had a three-year old son and she was married five years ago. He complained to the police that the in-laws were harassing his sister for dowry but they were unable to meet it. He alleged that she was dumped in the well after being killed. |

Vigilance inspector Rattan Singh informed that his two accomplices, who were arrested earlier, had been granted bail by the Punjab and Haryana High Court. The three had been found involved in the misappropriation of over Rs 33,000. |

Saxena promoted as Financial Commissioner
Chandigarh, November 10 Mr Saxena was chargesheeted by the government in August for his alleged acts of omission and commission during his stint as Managing Director of the Seeds Development Corporation. The 1955-born IAS officer was accused of being involved in financial irregularities in the corporation and charges under Rule 7 of the rules governing the conduct of government employees were slapped on him. However, the charges against Mr Saxena were later dropped by the government in October. The government apparently found his reply to the charges against him satisfactory and decided to close the chapter. As a result, Mr Saxena was promoted and posted as Financial Commissioner and Principal Secretary, Science and Technology Department. He was earlier holding the post of Commissioner and Secretary in the same department. His promotion would be effective from August 11, when two other IAS officers of the 1979 batch were promoted as Financial Commissioner and Principal Secretary. Mr S.C.
Jain, Director and Special Secretary, Rural Development, was also given additional charge of the Director and Special Secretary, Development and
Panchayats. He was given the additional charge in view of Mr Abhilash Likhi being assigned an election duty.

Procurement of paddy stopped for one day
Sonepat, November 10 Mr Hari Parkash Jindal, President of the Grain Market Association said today that this had been done to enable procurement agencies to lift paddy purchased by them. He said arrival of paddy had increased and no space was there for unloading operations. Paddy growers, he said, are forced to wait for several days to unload paddy from tractor-trailers. He also blamed
procurement agencies for delay in lifting the paddy purchased by them. |

Three-hour power cut in urban areas
Chandigarh, November 10 Announcing this here today, a spokesman for the utilities said the northern grid was facing power shortage due to breakdown of 4,500 MW at certain central power generating stations like Nathpa Jhakri, Rihand, Dadri, Anpara and the nuclear power plants at Narora and Kota. He said one 110-MW unit at the Panipat Thermal Power Station had been shut down for five days for annual preventive maintenance and another unit of 250 MW at Panipat was under repair. He said efforts were being made to purchase additional power from other sources. The power position is likely to improve after four or five days. |

No trust move against MC president
Ambala, November 10 The application for the no-confidence motion was submitted to the Deputy Commissioner, Mr JP Kaushik, this evening. Twelve councillors are signatories to the application seeking no-confidence motion against Ms Sharma. The application states that a section of Municipal Councillors have lost faith in the MC chief. The application seeks that a special meeting of the Municipal Council should be called. The move for a no-confidence motion against Ms Sharma had been in the offing. However, the rebel Municipal Councillors’ spirit was dampened after Vikas Parishad president, Mr Anil Vij, categorically stated that their party MCs would not support the move. In the past few weeks, the rebel Congress MCs had managed to garner support and get the signatures of 12 MCs appended to the application seeking no-confidence motion. With the application being submitted to the Deputy Commissioner, the rebel MCs have thrown a major challenge to Ms Sharma. Out of the 12 MCs who have signed on the application, nine of them were present at the Deputy Commissioner’s camp office. Those who have signed include Mr Kamal Kishore Jain, Mr Suresh, Ms Riya Ratra, Mr Roop Chand, Ms Dimple, Ms Nisha Goel, Mr Omkar Nathi, Mr Sudhir Jaiswal, Mr Vikas Bhateja, Ms Nisha Parmar, Mr Navin and Ms Ajay Walia. Ms Sharma said she had not yet received any information regarding the application seeking no trust motion against her. “I would like to stress that I have carried out a significant number of development work. I have also given appropriate honour to whosoever has come to me,” she said. |

Gurukul student found dead
Ambala, November 10 Harish Jain, father of the deceased who rushed to Ambala after getting the information alleged that the death of his son was not a natural one as several injury marks were found on his neck , stomach and back of the body. The police shifted the body to the Civil Hospital for post mortem. According to information Neeraj was found lying under the cot in the morning in his room. His inmates informed the teacher of the incident. A doctor was summoned who declared him dead. |

Vehicle carrying LPG cylinders catches fire
Ambala, November 10 As soon as the driver of the vehicle realised that it was on fire, he went towards the open Gandhi Maidan and unloaded the LPG cylinders. Fire Brigade personnel rushed to the three-wheeler and doused the flames. |
