Ambala, November 3 The Deputy Commissioner, Ambala, Mr J.P. Kaushik, has taken a serious note of the incident. “It is an unfortunate incident. I have already sought an explanation from the doctor on duty,” he said. Mr Kaushik said the duty doctor had claimed that she was preparing MLR when the accident victim was brought to the hospital. She has claimed that she had sent a Class IV employee and the condition of the accident victim was found to be alright. She also claimed that a person accompanying the accident victim had said that he was from Amritsar and he wanted to take the victim to Chandigarh. The duty doctor stated that though it was a head injury case but the condition of the victim was stable. Mr Kaushik observed that there seemed to be a major lapse on the part of the duty doctor who had relied on a Class IV employee to know about the condition of an accident victim. “The duty doctor should have looked at the accident victim. Saving the life of a person should be a top priority for a doctor,” he said. The victim Jagdish, had met with an accident in Mullana yesterday. He was taken to Mullana hospital from where he was referred to Civil Hospital, Ambala City. A police official stated that the duty doctor was not available in the hospital. After waiting for a considerable period of time, the policemen accompanying the victim returned to Mullana with the victim. The accident victim was then referred from Mullana hospital to GMCH-32, Chandigarh. |
Mining leases cancelled
Chandigarh, November 3 The demand for the cancellation of these leases had been made for a long time by various political parties, which had been alleging that the lease-holders had been collecting "goonda tax" from those who took out stones from their own land in the Khanak and Dadam areas of Bhiwani district. Several political leaders, including a former Chief Minister, Mr Bansi Lal, had alleged on the floor of the Assembly that the "goonda tax" was being collected under the patronage of the then ruling Indian National Lok Dal. However, the then ruling party and the lease-holders had denied the allegations, saying that they were only collecting royalty and reasonable profit from the quarries, the lease of which they had obtained through an open auction. After the change of government, the demand for the cancellation of the leases had again surfaced with a number of Congress MLAs of the area lending support to it. The Chief Minister, Mr Bhupinder Singh Hooda, had personally intervened and tried for a compromise. However, his efforts did not succeed. Notice was given to the lease-holders and the Commissioner and Secretary, Mines and Geology, Mr P.K. Choudhary, gave a personal hearing to the parties involved in the dispute. While two leases were in favour of Baba Mungipa Mines and Minerals Company, one was in favour of Rajpal & Company. |

Breach in minor inundates fields
Sonepat, November 3 According to many farmers, the release of more canal water and its overflowing from the embankments were the main causes of the breach. On the other hand, officials of the canal department disputed the claim of the farmers and alleged that the farmers had removed the barriers of the flow on the head of the canal minor and this had resulted in the more flow of water in the canal minor. Employees of the Irrigation Department affiliated to the Haryana PWD Mechanical Karamchari Union have already announced that they would not do the night duty where there was no arrangement for their night stay on the embankments of the canals, distributaries and minors. Meanwhile, representatives of various farmer organisations criticised the unsatisfactory and inefficient working of the Gohana water service division of the Irrigation Department and indifferent attitude adopted by the Executive Engineer and other officials towards the farmers. They urged the Chief Minister, Mr Bhupinder Singh Hooda, to order a high-level probe into the complaints of the farmers and take stern action against the erring officials. They also threatened to launch an agitation and gherao of officials if no action was taken against the official found responsible for the negligence and anti-farmer attitude. |
Bank staff hold protest
Ambala, November 3 The All-India SBOP Employees Federation, had given the protest call. Mr R.P.S. Sarao, general secretary, lamented the attitude of the management towards their demands which includes holding of bank’s welfare committee meeting and compelling employees to sit beyond normal working hours without any compensation. He blamed the management for the strike in the bank as it did not take steps to improve relations with the employees. Panchkula: Employees of State Bank of Patiala on Thursday held a demonstration in front of the Zonal Office building and raised slogans against the management of the bank. The employees were demonstrating on a call given by the All-India SBOP Employees Federation. Mr Sanjeev Sharma, Assistant General Secretary of the Union, lamented about the adamant attitude of the management towards their genuine demands like the management stopping them from holding welfare committee meetings and withdrawal of special allowance to the single-window operators. He said the strike was being organised in all states and after the strike in Haryana today, the demonstration in North India would continue till November 10. “The branches in Delhi will strike work on November 5, while the Punjab and Chandigarh branches of the bank will go on strike on November 10,” he said. Ms Neelam Rekhi, District Secretary of the Union and Comrade Devender Singh, President of the All-India SBOP Employees Federation, also addressed the employees. |

Hisar, November 3 While Daya Ram, Inder and Phool Singh died after consuming liquor, Sadhu Ram was taken ill. Since all three persons were cremated, the post-mortem examination could not take place. Soon after the matter came to the notice of the district administration and the police authorities, the SDM and a DSP were sent to the village for investigation. The Excise Department has taken nearly 20 liquor samples from the village vend, which have been sent for laboratory examination. The district police chief, Mr Arshinder Singh Chawla, said appropriate action would be taken in this regard after getting the laboratory test report. He, however, asserted that it was not a case of consumption of illicit liquor. |
Sanskrit teacher suspended
Chandigarh, November 3 While stating this here today, the Commissioner and Director-General, School Education, Mr K.K. Khandelwal, said it had been decided to immediately register a criminal case against her. He said that a directive was received from the office of the Chief Minister, which was duly signed by the OSD-I to the Chief Minister, Dr K.V. Singh, stating that Ms Sunita Devi might be transferred to any of the three places mentioned in the note, against vacancy. After the receipt of the note, a photocopy of this note was also received in the Directorate wherein in addition to the proposed places of transfer, another station had also been added and it was handwritten. Believing the photo copy to be the true, the department issued the transfer orders of Ms Sunita Devi to that place which was added and handwritten. Later the matter was put up to the Chief Minister's Secretariat for confirmation, but it was found that the OSD-I to the Chief Minister had not added any station to the note. |
Farm development officers made accountable
Panchkula, November 3 The ADOs across the state have been asked to ensure that at least 50 acres of land in the villages under their jurisdiction is diversified from the wheat- paddy crop rotation. The area where the crop diversification is to be executed should have
traditionally been in the wheat- paddy crop rotation for the past five years, as per the revenue records. This will not only keep a check on the ADOs performance, but also help in crop diversification. In case the ADOs are able to convince farmers to divert over 100 acres of land in their jurisdiction, to crops other than wheat and paddy, they will be issued an appreciation letter by the department. If the crop diversification is on an area over 200 acres, the ADOs will be awarded at a state-level function. The Director, Agriculture, Haryana, Mr R K Khullar, informed TNS that the step had been initiated after he had received numerous complaints from farmers that agriculture extension workers did not attend meetings with farmers on the prescribed day, thus depriving the farmers information on improved agricultural operations. "The training and visit system of these extension workers had worked well for transfer of recommended agricultural practices till a few years ago. As agriculture technology is continuously advancing, training and education of farmers has to be a sustained process. Thus, we have also decided to ensure their presence in villages by asking the Deputy Directors of Agriculture in each district to supervise and monitor the working of extension
workers. The progress of these workers will also be submitted to the Agriculture Directorate. As many as 13 senior officers from the Directorate will also regularly supervise and monitor the work done by these ADOs in all districts of the state, " he said. Besides, the ADOs have also been asked to attend every sawani (kharif) and Hari (rabi) meetings of each gram sabha of the villages, falling in their jurisdiction. These extension workers will apprise the members of the gram sabha about the agricultural practices to be followed, the various schemes and programmes of the Agriculture department. |
Volcker report issue to be raised in Parliament: Sushma
Ambala, November 3 Talking to mediapersons here today, Ms Swaraj said many countries had been named in the Volcker report of the United Nations. “Some action or investigation is being carried out against those named in the report in their respective countries. However, nobody has dismissed the Volcker report,” she said. She said India was the only country which was claiming that the allegations made in the report were baseless. “Why has the Congress and Mr Natwar Singh named in the Volcker report. The Congress simply can’t get away with this,” she said. Ms Swaraj said the case was similar to the Mitrokhin paper in which the Congress had been named as a beneficiary. “The Volcker report and the Mitrokhin papers issue will definitely be raised in Parliament in the forthcoming session,” she said. To a query, she said the NDA would win the Bihar elections with absolute majority. “This time, there has not been any fragmentation of the anti-Lalu votes and the votes in favour of the NDA have been consolidated,” she said. She said political alliances had changed in Bihar for the UPA. She stated that in earlier elections, the Congress was with the LJP and this time, the Congress is with the RJD. “People have lost trust in the Congress. The image of Mr Ram Vilas Paswan has also taken a beating,” she said. Ms Swaraj said terrorists had lost fear of the government. “The security does not seem to be the top priority of the UPA government. Removing POTA, opening border, reducing Army along the border and terming illegal entry as a humanitarian issue are some of the factors leading to increase in terrorism,” she said. |
Family planning incentive hiked
Chandigarh, November 3 Announcing this here today the Health Minister, Mrs Kartar Devi, said two mega camps would be organised in each district during this financial year to undertake vasectomy and seek the participation of men in the family welfare drive. She said all civil surgeons in the state had been directed to follow the new guidelines for paying incentive money to those undergoing vasectomy. The dates for these mega camps would be finalised
soon. Vasectomy would be undertaken with a new technique without the use of scalpel and stitch. Mrs Kartar Devi said at present camps were being held in 12 districts where doctors were also being imparted training in performing vasectomy using the new technique. Four doctors were being trained at each such camp. |
4 killed in car mishap
Rohtak, November 3 They have been identified as Nadir Khan, Mohd Ismail, Shahbad Khan and Mohd Niaqat Khan. Two women who were also in the car were critically hurt and have been admitted to the Postgraduate Institute of Medical Sciences here. The car was on its way to Unnao in Uttar Pradesh from Sirsa. |
