Sonepat, October 27 According to a report, when Pushpender Kaur, who is the president of the Jan Naik Tau Devilal Yuva Club of Sports at Tharu
Uldepur, was going on a rickshaw, she was stopped by a drunkard police constable on the way. The constable reportedly dragged the woman from the rickshaw and tried to molest her. But she resisted and snatched “danda” of the constable and started beating him. A large number of people assembled there and some informed police officials about the incident. Mr Subhash Chander, Deputy Superintendent of Police (Headquarters), reached the spot and his security guard tried to save the constable from the woman. Thereupon, the woman became more angry and she started beating up the police constable again in the presence of the DSP and other people. Then the DSP intervened and he assured the woman that the erring police constable would be booked and arrested. The woman let the police constable off. He was taken to the police station and arrested. The police constable was identified as Satbir Rao and he was posted at the naka of Sector 23. He was placed under suspension. According to another report, a police constable was also beaten up by a motorcyclist at Thana Kalan Chowk in Kharkhauda town, 19 km from here, today. Later, the motorcyclist was overpowered and taken to the police station by the police. A quarrel between the police constable and the motorcyclist was the cause of the incident. |
HC orders CBI probe into constables’ selections
Chandigarh, October 27 Disposing of a bunch of petitions, challenging the decision of the present Congress government to quash the recruitments and oust the selected constables from various Haryana Armed Police battalions, the Division Bench comprising Mr Justice H.S. Bedi and Mr Justice Viney Mittal ordered the CBI to also inquire the role of senior police officers involved in the selection process. The Bench has given six months' time to the CBI to complete the investigation and submit the report. It may be recalled that the Chautala government had carried out selections of the constables in September-December, 2004, and one of the first things that the Congress government did after coming to power in Haryana was to set aside the selections on grounds of irregularities. Former DGP, Haryana, MS Malik's role in the selection process was also put under the scanner. The petitioners - Mr Suresh Kumar, Mr Ajaib Singh and others - had claimed that they had been issued appointment letters only after they cleared all tests. They had alleged that their ouster was the result of political rivalry between the previous government and the present Congress government. However, during hearing, the Advocate-General, Haryana, Mr H.S. Hooda, and the Additional Advocate-General, Mr Anmol Rattan Sidhu, said there was nothing wrong in the government decision and the selections had been quashed only because the entire process was arbitrary and illegal. They told the Bench that the four selection boards constituted to make the selections flouted rules. The selection process had also been questioned by the Election Commission of India (EC), which had cited the provisions of the model code of conduct to make the Chautala government stop the process. Orders sent by the EC, asking the government to stop the selections, were also produced in the court. However, the government did not follow the EC directives and finalised the appointments. The government also informed the Bench that an inquiry conducted by the IGP (Provisioning and Welfare), Haryana, had established serious irregularities in the selection process. The IGP found that interviews scheduled to be held till the end of December, 2004, were advanced following the issuance of notification for the elections. This, the officer concluded, was done without giving any proper notice to the candidates and under extra-departmental pressure. Also, the number of candidates shown to have been interviewed on a single day exceeded the time required for conducting reasonable interviews. The same was the case with the physical verification tests. All four physical tests were conducted in a single day. |
Action plan to check avian flu
Panchkula, October 27 Officials in the wildlife wing say that Cormorants — one of the three suspected carriers of the avian flu — have been sighted in Sultanpur Bird Sanctuary and Bhindawas during the past two days. The wildlife staff posted in the two sanctuaries as well as along the Yamuna river have been put on high alert. They have been provided with special uniforms, including headgear, shoe covers and gloves, to remove any (suspected) infected bird. Special thermocol boxes are also being given to wildlife officials so as to put the dead birds (if found) and send them to laboratory for examination. Considering thousands of migratory birds arrive here from Central and North Asia in the winters, the state government is gearing up to check any incidence of the H5Y1 virus strain (that leads to bird flu) in these birds. Last year, 26,000 migratory birds visited Sultanpur and 36,000 visited Bhindawas, including the suspected carriers of the virus- Gulls, Cormorants or the Bar Headed Geese. The deadly virus in these birds is known to jump from birds to territorial animals and even human beings. After the disease struck Thailand, China and the UK, the threat of the avian flu now looms large over India. A meeting of officials of wildlife wing was chaired by the Chief Wildlife Warden, Haryana, Mr R.D. Jakati, yesterday. The action plan prepared by the forest officials was unveiled before the field staff. They have been asked to conduct a thorough surveillance in their areas and report any sick birds or bird mortality (especially the Gulls, Cormorants or the Bar Headed Geese). The field staff was given instructions on how to handle the dead birds (if found), while protecting themselves. The wildlife officials have been asked to create public awareness about the disease. While instructions have been issued to install boards near the Wetlands in the state, asking visitors to report any death in birds. Since surveillance along the large expanses of Yamuna river is difficult by the skeletal Wildlife staff, it has been decided to approach panchayats of the villages along the river, requesting them to help in the surveillance. “We do not intend creating a scare among people. But since our staff can survey the areas of the Yamuna only twice a week, we would appreciate the help of the local population. The boards to be installed near wetlands, too, would be softly worded, so as to avoid any scare,” says a senior wildlife official. The Animal Husbandry Department, too, has formulated an action plan for surveillance in poultry birds. Mr H.C. Disodia, Financial Commissioner, Animal Husbandry, said that they were providing techno- advisory services. “District-level committees have been found to ensure that poultry farmers use all scientific practices in terms of burial of birds, their treatment and fumigation. |
Recruitment of regular teachers likely
Chandigarh, October 27 The Education Department has so far received about 1.5 lakh applications from aspirants seeking contractual appointment as teachers. There are approximately 13,000 posts of teacher for various classes, starting from the primary level, that need to be filled at the earliest. The recruitment has already got delayed. Initially, it got delayed due to the revision of the criteria regarding reservation for aspirants who were students of village schools and it got further delayed when the code of conduct came into force in the wake of the byelection to the Rohtak Lok Sabha seat. Now that the Staff Selection Commission (SSC) has come into being, the question has arisen whether the SSC or the Education Department will carry out the recruitment. The Education Department was supposed to do so as per the previous plan. In any case, once the decision to recruit teachers on a regular basis is formalised, fresh advertisements will have to be issued inviting applications from aspirants. This will delay the process of recruitment further, but this is a formality that will have to be complied with. It is learnt that even if the task of recruitment is assigned to the SSC, the applications that have already arrived in the Education Department seeking contractual appointments are unlikely to be ignored. The Education Department had formulated some criteria for the recruitment of the teachers. The SSC, if it is now given the job of recruitment, will perhaps come up with a set of fresh criteria for this purpose. The government went by merit while announcing the list of candidates selected for admission to the D Ed course, which enables a candidate to have a better chance of recruitment as a primary school teacher. The list, announced on October 15, did not go down well with a section of the ruling party legislators. People in general, however, are pleased with the fair selection and consider it a step which will pay dividends to the Chief Minister, Mr Bhupinder Singh Hooda, in the long run. The vacancies of teachers have once again led to a scramble among legislators as well as ministers who want their supporters to get jobs as school teachers. It is going to be a major challenge for the Chief Minister to withstand the pressure from his political associates and let the meritorious candidates be recruited. |

Balli, in her statement to the police on Sunday. The police had taken the statement of Ms Gill on the orders of the National Commission for Scheduled Castes, after the commission, acting on media reports in this regard, had sought report from the Superintendent of Police. Ms Gill had alleged that Mr Balli had been making amorous passes on her and asking for sexual favours ever since she took office early this year. When she refused to oblige, he allegedly started misbehaving with her in the office. The things reached such a pass that on July 14, Mr Balli ridiculed her and asked his staff to keep the chair belonging to Ms Gill away from his seat as he did not want to sit with a Dalit. In her statement given to the police on Sunday, Ms. Gill accused Mr Balli of her sexual exploitation. Talking to mediapersons, Ms Gill said she had already given her statement to the police and she stood by her allegations. Clerk in dock for embezzling Rs 9.5 lakh
Karnal, September 27 The clerk, Sanjeev Kumar Chopra, posted at the Government Senior Secondary School, Barota, allegedly withdrew the above-mentioned amount from the General Provident Fund accounts of the teachers after making bogus signatures of the school Principal, Ms Vinod Bala Bhatia, between May and August. When the matter of embezzlement came to light some time back, the then DC directed the City Magistrate to look into the matter. The City Magistrate found the clerk guilty of embezzling the amount. Following the inquiry, an FIR under Sections 409, 420, 467, 468 and 471 of the IPC was lodged against him at Madhuban police station on the statement of the District Education Officer, Ms Vidyawanti Kamboj. The accused is still at large. |

–Nalvi canal has been recommended to be listed in ‘Bharat Nirman’, a Central Government scheme. When asked about the flood-affected areas of the district, Capt Yadav said the girdwari would start soon as the district administration had already started calculating the damages. He admitted that illegal mining in the area was the reason behind the damage to land. He also announced that to check flooding, four check-dams on different rivers would be constructed at an estimated cost of Rs 200. He said the Butana branch link channel would be completed by December next year. The channel would benefit 16 districts. Earlier, he inaugurated the computerised revenue records office at Jagadhri. Now, residents of 153 villages of Jagadhri could get copies of their land records by paying a small fee. The minister said the deadline of December 31 had been set for the computerisation of all land records in the state. He, however, admitted that some districts would not be able to meet the deadline but those districts too would digitalise the records by early next year. |

Hisar, October 27 This was stated by the Additional Deputy Commissioner, Mr Pankaj Agarwal, while addressing a training camp of panches and sarpanches at Panchayat Bhavan here today. He maintained that to ensure speedy disposal of dirty water, the village panchayats should send an appropriate plan for the approval of the department concerned. Of the amount available for water disposal, 75 per cent would be spent by the panchayat, 10 per cent by the panchayat samiti and 15 per cent by the zila parishad.

Funds sought to modernise police
Gurgaon, October 27 According to sources, in the administration. The Chief Minister, Haryana, Mr Bhupinder Singh Hooda, has written to the Union Home Minister, Mr Shivraj Patil, to provide the state with Rs 165 crore to strengthen the police force in geographical areas of the state which now were part of the National Capital Region. Although finer points of the proposal on which the amount sought is to be spent by the state, could not be ascertained, broad contours of the correspondence encompasses upgradation of men and material needed for effective policing. The proposal was drafted by the state’s Home Department, the source said. The fund sought is proposed to be spent in the areas falling in the two police Ranges — Gurgaon and Rohtak of the state. Major chunk of the two ranges has been brought in the fold of the NCR. The feeling in administrative and political circles in Haryana is that a good chunk of the state’s geographical area has been included in the NCR, to sponge the ever-increasing load of the national capital. The areas have been included to set up satellite towns of Dehi. Hence, the state’s manpower and logistics require to be upgraded to raise the level of policing to match that of the neighbouring Delhi. General feeling in Haryana is that Delhi, as part of the NCR, is feted by the Centre on account of its strategic importance. The view in various quarters of the state is that the Centre’s magnanimity in dispensing its “justice” to Haryana vis-a-vis Delhi was urgently called for. The rationale is that when Haryana is sharing the load of Delhi in the national interest, it was only proper that the Centre helped the state in effective policing in NCR areas covered under the NCR. Logic is that the state’s police has the calibre to policing in a traditional way. But with modernisation, industrialisation, influx of outside population,
expansion of urban settlement, etc, especially with the Centre’s decision to expand the areas of the NCR in Haryana, the state has lot of work to do. |

Kapal Mochan Mela from Nov 12
Yamunanagar, October 27 Amid protests from the local mahants and traders, the district administration yesterday made clear that the mela would be organised as per a master plan. As per the plan, which would be implemented for the first time, no shops, kiosks or stalls would be allowed on the roads leading towards the gurdwara. A special area will be marked for the shops and parking of vehicles. All officials concerned have been asked to complete the arrangements by November 5. The applications for allotment of stalls at the main venue would be accepted till October 28.
Meahwhile, the Haryana Roadways run special buses during the mela from Kurukshetra, Ambala and Yamunanagar. A temporary bus stand will also be set up at Bilaspur. |
