Onion prices expected to stabilise after Divali
New Delhi, October 27 The panic-like situation was expected to subside after the Festival of Lights. Supplies will further improve and fresh crops will start coming to the mandis within a fortnight. The wholesale price of onions at Asia’s largest fruits and vegetables market ranged between Rs 1000-1600 per quintal downing the retail price between Rs 14 to Rs 20 a kg in different parts of the Capital against Rs 20 to Rs 25 a kg prevailing earlier. Mr Rajendra Sharma, President of the Potato and Onions Traders Association at Azadpur Mandi, said 150 tempos and nine trucks arrived from Rajasthan, 8-10 trucks from Maharashtra and an equal number of trucks from Madhya Pradesh besides 2-3 trucks from Gujarat. He said although the consumption of onions in Delhi was merely 400 tonnes a day, but the Azadpur Mandi catered to the needs of the entire National Capital Region (NCR). Rajasthan’s Alwar mandi was also catering to the needs of the Capital’s consumers. The rates for onions coming from Maharashtra was ranged between Rs 1500-1600 a quintal, from Madhya Pradesh between Rs 1400-1500 and from Rajasthan Rs 1000-1400 a quintal. Mr Sharma further informed that NAFED procured about 12 trolleys weighing over 250 tonnes of onions from Alwar to supply in Delhi and the NCR. “The NAFED committed a very big mistake by procuring onions from local ‘mandies’ and selling in the other parts. The nodal agency should have imported the onions to meet the demand-supply gap. It bought from Alwar and other markets and sold in Delhi resulting in hike in prices at both the places,” Mr Sharma suggested. To restore normalcy, NAFED should import the commodity at the earliest and keep doing so in the next 15-20 days to fulfil the demands until the fresh crop enters the Capital and other cities in the next fortnight, he added. NAFED has been selling onions through its distribution centres at NAFED Bazar Ashram Chowk, Krishi Bhawan, Lawrence Road Nafed complex and NCERT complex. Four additional mobile vans were also activated in the areas of Janakpuri, Vikaspuri, Dwarka, Moti Bagh, R K Puram and other areas also. To provide onions at cheaper rates, Delhi government yesterday decided to cut prices of superior quality onions by Re one per kg at its vends across the city. Superior quality of the bulbous vegetable that was being sold at Rs 19 per kg would now be sold at Rs 18 per kg at the 25 stalls set up by the state government. Lower quality onions would, however, continue to be sold at Rs 15 per kg. Onion prices could be reduced further as more onions were expected from Rajasthan, Haryana, Maharashtra and Gujarat. |
MCD chief allays fears on drastic rise in meat prices
New Delhi, October 27 He said the increased fee for slaughtering animals clearly indicated to have marginal impact on the retail price of per kg meat. At present, the retail price of one kg mutton is Rs 140 while buffalo meat is for Rs 40 only. The slaughtering fee per goat or sheep is Rs 5 and Rs 12 per buffalo and the new fee has been proposed as Rs 35 and Rs 160 respectively. Once the new fee is implemented, the impact on increased retail price per kg will be Rs 1.75 and Rs 0.88 respectively. The price impact will be reduced due to higher volume of output from 2,500 goats and 5,000 buffaloes per day with possibility of doubling output on account of double shift operations. The Municipal Commissioner allayed the apprehension that the new slaughtering fee under the proposed bylaws would result in drastic increase in the price of meat. The new bylaws seek to regulate functioning of the abattoir in a scientific manner taking into consideration the requirements of public health and ensure the highest standards of quality. |

Faridabad, October 27 According to the notice served by advocate Rajender P. Gautam on behalf of his client, Mr Krishan Lal
Gera, there had been a spurt in the illegal and unauthorised constructions in the city, with conversion of residential and other areas into commercial zones without prior approval of Change of Land Use
(CLU) or sanctioning of the site and building plans as per the law. Alleging the involvement of certain officials and employees of the departments concerned, he has claimed that besides causing a huge revenue loss to the government, the encroachments have proved to an obstacle in the planned development and beautification of the city. It has also caused problems for the residents, besides causing traffic congestion and air and noise pollution. It is stated that apart from the ‘superficial’ notices, the departments concerned have failed to undertake follow up action against the culprits. It is alleged that shops, which had been leased out by the civic body, have become multi-storied commercial complexes due to the apathy of the officials. Several residential plots known as bungalow plots in the NIT have been converted into commercial complexes in an unauthorised manner. It accused the land mafia of taking the help of the officials for the conversion of industrial plots without CLU or proper permission, violating the zoning plan of the government. The district authorities have been warned that a PIL would be filed in the High Court if appropriate actions are not taken soon in this regard. |
Delhi Govt sends comments to PMO on 24x7 project
New Delhi, October 27 Meanwhile, Ms Dikshit also informed that UP Chief Minister Mulayam Singh Yadav has written to her, assuring that the neighbouring state would give water to the capital for its Sonia Vihar Treatment Plant. “The PMO asked for comments from Delhi Government on the 24x7 project based on the representations made to it by NGOs about it. The government has given a point-by-point reply to the PMO on the issue,” Ms Dikshit told reporters here. “There is no intention whatsoever of privatising water,” she clarified. The Prime Minister had written to the Chief Minister seeking clarifications over Delhi Jal Board’s 24x7 water supply project in view of the opposition to the scheme from UPA’s Left allies and NGOs such as Parivartan. The project, to be funded by the World Bank, in the face of widespread opposition to it, has been sent to the Planning Commission for its recommendations. Meanwhile, Dikshit said Delhi could hope for 300 cusecs water from the Tehri Dam next month onwards for the Sonia Vihar Treatment Plant. |

Greater Noida, October 27 All of them are new faces as voters have dumped all old members. Last time, only three women members had romped home successful. from the wards out of 13 members, including
Dharmwatti, Amla Nagar and Pushpa Nagar. None of these women members were part of the election contest this
time. Dharamwatti’s husband Pitamber had, however, contested from ward no 1 but was dumped by the electorate. The administration had reserved the seat of the zila panchayat Chairman for an SC woman. It is a coincidence that the maximum number of women have been declared elected this time. Seven women candidates have been successful in a total of 15 seats. Usha Chauhan in ward no 7, Uma Chaudhry from ward no 8, Premwatti from ward no 9, Rekha from ward no 10, Anita Dolla from ward no 11, Bala Devi from ward no 14 and Vimla Devi from ward no15 have all romped home successfully. Among these, Ms Bala Devi, daughter of the BJP’s former MLA Ho Ram is being considered a strong contender for zila panchayat chairmanship. Only two women from the Scheduled Castes have been able to make it to the panchayat this time. The Bahujan Samaj Party had to contend with three seats while the Samajwadi Party was in for a shock. The BJP was able to save its honour by winning four seats. The Samajwadi Party and the Dehat Morcha had to contend with two seats each. |
Loni trader killed brutally
Ghaziabad, October 27 Mohar Singh, alias Mohar Jatav, originally a resident of Bhogpur village, had been living in Loni for some time as a leather trader. A fortnight back, Mohar Singh had came to his native village Bhogpur but the next day, on October 19, Anil and Pradhan of Karimpur village under the Bahadurgarh police station came and took him along in the evening. Subsequent to this, Mohar Singh reached neither Loni nor Bhogpur. Looking for him, his worried wife then came to Bhogpur. Here, she was told by relatives that Anil and Pradhan of Karimpur village had taken Mohar Singh along on some

New Delhi, October 27 The 25-year-old woman alleged that Ali Zafar and Harish had pulled her into a car in Dilshad Garden area and assaulted her sexually. Police reached the spot after she raised an alarm and apprehended the accused. Further investigations were on into the case, the sources said. |
Man gets life term for raping minor
New Delhi, October 27 “In an attempt to eliminate the beast in male chauvinist, a befitting punishment is called for,” observed Additional Sessions Judge J M Malik convicting Dilshad alias Kalia for sexually assaulting the victim and keeping her in confinement for five days after inducing her to accompany him. Dilshad, who hails from Loni in Ghziabad, on the morning of November 14, 2003 enticed the victim, who had gone to fetch water at a nearby tubewell in Shiv Vihar locality of east Delhi. Later, the convict took her to the house of one Zakir in Gokul Puri area and kept her in solitary confinement for five days and sexually assaulted her. |
Youth sentenced to life for murder
New Delhi, October 27 After hearing the arguments of both the prosecution and the defence, Patiala House Court Additional Sessions Judge
(ASJ) S L Bhayana, held Ashish guilty of brutally murdering 21 year-old Sapna, and sentenced him to life imprisonment. Being a minor, the trial for the other co-accused is being going on in the Juveniles court. The court further slapped a fine of Rs 10,000 on Ashish. The
deceased, Sapna was working as a salesgirl in Rama Gallery in Lajpat Nagar since last 2000. Shankar Lal, the father of the deceased, deposed in the court that Ashish and another boy used to harass his daughter. Ashish was forcing Sapna to marry her, threatening to kill her
otherwise. Sapna’s father further deposed that his daughter was killed by Ashish and his associate on July 23, 2002, and her body was found in East of Kailash. The police recovered a sharp-edged knife and a blood-stained cloth of Sapna. One week prior to the incident, the marriage of Sapna was fixed to another boy and this allegedly made Ashish take this drastic step. |
SC notices to Delhi Chief Secy, IP varsity on
New Delhi, October 27 A Bench of Mr Justice Y K Sabharwal, Mr Justice B N Srikrishna and Mr Justice R V Raveendran issued the notice on the application of Northern India Engineering College and All India Medical and Engineering Colleges Association (AIMECA). Their counsel contended that non-supply of the list by the Delhi Government and the university amounted to committing contempt of the court for not following its directive of September 29, 2005 to all the states and universities to supply the CET list to all the engineering colleges affiliated to them so that no seat could remain vacant and maximum students were benefited. The court had permitted the private colleges to admit students outside the CET to students on the basis of merit secured in board exams after ensuring that every student in the list was given admission first. The relaxation was given by the court only for current academic year in view of over 12,000 seats remaining unfilled with private colleges across the country. The engineering college, which wanted to fill up the vacant seats as per the court order, submitted that the Delhi Government and IP University failed to supply the CET list despite repeated requests. The counsel for the college said if the list was not provided to it by the university and Delhi Government, many of the seats with it would remain vacant which would not only deprive students of getting admission as per the court order but cause its management financial loss. No private college could sustain financially if it was not able to fill all the available seats, the counsel argued. |
HC rejects Illyasi plea for security
New Delhi, October 27 Justice Vikramjit Sen said, however, the interim arrangement to provide security at his own cost would continue. The Court transferred the matter for regular
proceeding. Illyasi had filed a petition in the court in January 2005, seeking a direction to the Delhi Government and the Delhi police to provide him security at the state cost. In his petition, he submitted that he required security as he was allegedly receiving threat calls from a Bollywood actor for conducting a sting operation on a racket of trapping and exploiting innocent girls in the name of giving them breaks in the film industry. He submitted that the actor had allegedly started threatening him after he came to know about the recording of his conversations with such girls on audio tapes by him. He further stated that the actor threatened him with dire consequences if he dared to telecast the conversations in his serial. Appearing for the government Counsel Gautam Gambhir stated that the police was ready to provide him X- category security as recommended by the security agencies after studying the threat perception to him. He submitted that Ilyasi did not deserve security above the X-category as he was neither on the hit list of any terrorist outfit nor his programme was a venture, which could be defined as a public interest one. Countering Mr. Gambhir’s submission, Counsel for Ilyasi submitted that though his serial was a commercial venture, it had helped the Delhi police solve several cases in the past. |
Revised NCERT syllabus to make Mathematics interesting
New Delhi, October 27 The syllabus speaks of reducing phobia through the use language that a child can understand. “Mathematics should emerge as a subject of exploration and creation rather than finding old known answers to old complicated and often convoluted problems, requiring blind application of un-understood algorithms,” the draft of the syllabus says. With emphasis also on taking teaching outside the peripheries of the classroom, it talks of using shapes and symbols found in a child’s immediate environment as teaching props. For the primary levels, in addition to textbooks, there would be workbooks with footnotes for the teachers giving suggestions to deal with a particular topic. “The books should not appear dry and should be attractive in various ways,” the draft says suggesting the use of illustrations and even cartoon strips. Encouraging the child to seek a correct answer in more ways than one, exercises that require children to formulate and create a variety of problems for their peers and others have also been suggested. For the upper primary, it calls for consciousness about the difference between verification and proof and making mathematics a subject of exploration. For the secondary and higher secondary classes among the major departures from the ongoing syllabus are, “the development and flow is from class I upwards, not from college level down”. Linkage between a learner’s life and experiences and across curriculum needs to be focussed upon to allow realisation of how and why mathematics is all around us, the draft proposes. |
JNU goes to polls peacefully; results today
New Delhi, October 27 And if the first half of the polling saw a low turn-out, it was the second half that witnessed the students lining up to choose their representatives. “It always happens, the first half is usually dull and polling picks up in the second half. Lots of people in JNU are late risers and then a lot of people are also busy preparing for the UPSC exams, so they prefer coming in during the second half,” said a NSUI activist. Sloganeering in fits and starts, an almost conspiratorial whisper campaign and chits of paper with names and ballot numbers thrust into hands were the hallmarks of this peaceful election. Unlike the previous year when violence had erupted on campus after a faction demanded extra time from the election commission, this year all parties tried their best to stick to the code of conduct. “Nobody wants to take a chance. What happened last year was unfortunate, all factions have taken extra care not to indulge in any activity that can be questioned…everyone is striving to make it a peaceful process,” said an ABVP activist. And if the parties were low on histrionics, they were high as far as confidence was concerned. “We have the support of the students and we are sure of making it to the JNUSU,” said Mona Das of the AISA. Incidentally, all her opponents expressed the same views. While the SFI-AISF too claimed to be on the winning path, NSUI and ABVP were quick to draw attention to their stronghold in individual schools. “There are some schools like the School of International Studies and School of Languages where our candidates are sure-shot winners,” the NSUI pointed out. Apart from the elections to the central panel, students also cast their votes to choose their school councillors. The counting scheduled to begin late at night, students in the interim are being kept busy speculating and predicting the winners. Expected to be a close fight between Mona and Shona of the SFI-AISF, the results will be declared in the morning on Friday. |
Auction of HUDA booths fetches rich returns
Gurgaon, October 27 The development is also reflective of the galloping appreciation of prices of landed property in Gurgaon, considered to be one of the fastest growing city in the National Capital Region(NCR). HUDA conducted public auctions for 38 of the 57 commercial sites which were listed for today. The cumulative reserve prices for the 38 sites was about Rs 7 crore. But the cumulative money from their auctions fetched HUDA about Rs 11 crore, a difference of about 48 per cent. The high final prices of the booths is a talking point in various circles here. Some of the areas where the booths have been auctioned are Sectors 4,7,5,31,32 and 46 of HUDA. HUDA officials say the agency went for the exercise today after doing complete homework during the past two days. The apparent success of the agency today is seen in the context of allegations in the past of selected bidders having the final laugh by underpricing the final returns to the government during auctions by rigging the entire process. HUDA officials says that the reason why all 57 sites were not put up for auction today as the authorities felt the reserve price fixed for them was low. A case will be sent to the HUDA headquarters for review of the reserved prices for the remaining 19 booths. The feeling among the officials is that had the auctions for the left out sites been conducted at the given low reserved price the returns would have been several times more. But in the final run the government would have been the loser. |

Noida, October 27 SDO Sanjay Sharma of the raiding party said the meter had been tampered with. The Power Corporation had sanctioned 80 KV load to the company. SDO Divakar Gupta and Assistant Engineer, Metres, Sunil Tyagi were called to the spot. The meter was impounded and sent for testing. The owner of the press and the Power Corporation officer were seen discussing the penalty amount. If the company did not pay the penalty on the spot, an FIR would be lodged with the Sector 20 police station, SDO Sanjay Sharma said. Later, the penalty would be recovered like land revenue. Police Inspector, Vigilance, P. K. Jain, and engineer Deepender Narayan were also involved in the action along with other police officials. Besides, the NPCL had caught 20 power thieves in six sectors in Greater Noida yesterday. The power connection of one company was severed as power was illegally being passed on to another company in a clandestine way. A sum of Rs 1.70 lakh was recovered as penalty from another company in the industrial sector. |
Farmers demand hike in land compensation
Greater Noida, October 27 Among the demands of the farmers include land compensation at higher rates, payment of higher D.A. with the land compensation amount and allotment of a residential plot to each family whose land is acquired for development of Greater Noida. The farmers have also demanded that they should be allowed to retain 10 per cent land instead of 5 per cent at present. Moreover, the Saki Pur ‘maha panchayat’ will decide on the course of action in case the demands of the farmers are not accepted by the Greater Noida Authority. Even as land is being acquired from the farmers, the government is making superficial announcements of concessions for the farmers, said secretary, Greater Noida Kisan Samiti, Mr Surinder Singh Bhatti. |

Five dreaded gangsters nabbed
New Delhi, October 27 The Crime Branch of Delhi Police got a tip-off that the accused would be coming to Sanjay Jheel in Mayur Vihar to plan dacoity. Subsequently, the place was raided and the accused were arrested from the spot. Police said the accused were allegedly involved in murder-cum-dacoity that took place in Anand Vihar in which the accused killed a chowkidar in the industrial area. The accused were in their Tata 407 which has also been seized by the police. The police have recovered two spring-actuated knives from their possession. All the accused were in the age group of 20 to 28 years. Police said that it was a huge gang in which about 12 accused were from Bihar and the rest from Eastern UP. Among them, one Afzar knows both Hindi and English. |

Ghaziabad, October 27 As the traders showed their inability to pay immediately, the cops in plain clothes started beating them mercilessly. One of them, Pappu, was a physically challenged person.
