Hundreds of followers of Sage Balmiki today thronged the residence of Congress chief Sonia Gandhi here to celebrate the birthday of the author of epic Ramayana. Young women in colourful dresses steadily balanced earthen pots on their heads as they danced in circles to folk and film songs outside the barricaded gates of Gandhi’s home. Delhi Chief Minister Ms Sheila Dikshit and state party president Rambabu Sharma were among the host of state leaders and Union Ministers to top AICC leaders also attended the event.

A day after some policemen allegedly beat up two youths riding without helmets, Delhi Police Commissioner K K Paul today ordered a probe into the incident. Joint Commissioner of Police (New Delhi range) B S Brar has been asked to investigate the incident and submit a report soon, a Delhi Police spokesman said.

‘E-governance must reach grassroots’

Chief Information Commissioner Mr Wajahat Habibullah today said that e-governance must reach the grassroots if the Right to Information Act is to succeed. At an e-governance conference organised by the Delhi Government and the Centre for Science, Development and Media Studies (CSDMS) here Mr Habibullah said “Right to Information and e-governance are two sides of the same coin and we hope that in the near future the country’s democracy would be more participatory.”

Rape accused acquitted

A city court has acquitted an accused in a rape case maintaining that the statements of the victim during cross-examination were not in line with her earlier stand. “The flip-flop of the prosecutrix has failed to help legal proceedings and her changing stances have baffled the court. She in her earlier deposition supported the prosecution down the line and in her cross-examination started singing a different tune,” Additional Sessions Judge J M Malik said acquitting Dilshad alias ‘soldier’.

Two held with stolen gold

The Noida Phase-II police have arrested two persons with 5 kg gold valued at Rs 35 lakh in the market. The gold is believed to have been stolen from a jewellery, gift item and souvenir making factory.

2 export house employees murdered
Gurgaon, October 17
Three persons, suspected to be Bangladeshis, murdered two employees, including a security person of an export house in Udyog Vihar Phase-I, last night. The criminals came to IENA Export House just after midnight and stoned the security personnel at the entrance to death. Thereafter, they entered the firm and reached to the accounts section where they were challenged by the cook.

Police fails to crack MTNL fraud case

The Delhi Police has sought to close a December 2003 case against some unknown persons, who caused a huge pecuniary loss to the MTNL by making STD and ISD calls from cloned Garura CDMA mobile phones.

Teenager gangraped by four youths
Third such incident over the past one week

An 18-year-old woman was allegedly raped by four youngsters, including a Delhi University student, in Subzi Mandi area of North Delhi after being lured into a car last night.

The girl, a resident of Modinagar in Uttar Pradesh, was approached at about 2200 hrs last night by one of the four accused while she was walking on Roshanara Road, taken to a shop close by in a car and raped, according to a senior police official.

The police have arrested all the four accused. They were identified as Jatin Handa, Gaurav Gandhi, Chanakya Dua and Prateek alias Samir, all between 20-24 years of age.

The mobile repair shop where she was raped is owned by Handa’s brother. The accused persons later dropped the victim outside the ISBT at around 3 am and fled the area.

The girl immediately noted down the car’s number and lodged a complaint with the Subzi Mandi police station.

She was later sent to St Stephen’s Hospital for medical examination where the ‘assault’ was confirmed.

One of the accused Gaurav Gandhi is a Commerce undergraduate of one of the colleges of Delhi University. A case has been registered at the Subzi Mandi police station.

The car used in the crime, which belonged to an acquaintance of the accused in Chandni Chowk, has been seized.

This is the third incident of gangrape in the city in just eight days.

A married woman had been sexually assaulted in Vasant Kunj area last Sunday and another woman in a Delhi Metro parking lot on Wednesday.

In another incident, a teenaged girl today alleged that she had been molested by a Delhi Police constable.

The girl, a resident of Dwarka in south-west Delhi, claimed that the constable had come to her house on the pretext of having water and molested her.

She also said that the constable had beaten her mother and a relative when they protested. However, a senior police official said no case had been registered against the constable.

Fire safety: Delhi safer than glitzy Gurgaon

A fire disaster may not be a distant possibility around the swanky colonies and glitzy skyscrapers dotting Gurgaon city. Industrial units have come up without adhering to the requisite fire safety norms.

According to experts, the National Capital Territory of Delhi is better placed than Gurgaon and other cities of Haryana falling in the NCR region. This is because Delhi has a sound fire policy.

According to the Deputy Chief Fire Officer, Delhi, Dr G. C. Mishra, Delhi has the Fire Prevention and Safety Act, 1986, which gives power to the authorities concerned to book those not conforming to fire safety measures in buildings. In contrast, Haryana has no such Act, rendering the Fire Service Department impotent to dole out punitive measures against the rule violations.

A former Chief Officer, Shipping, Mr Suraj Parkash Batra, said in terms of the growth of Gurgaon, including the industrial clusters in the city, such a legislation was badly needed.

A local officer of the Haryana Fire Services, Mr H. C. Sihag, expressed helplessness in the absence of such a legislation in taking action against those who did not conform to fire safety measures. He, however, revealed that Gurgaon would soon have the proposed hydraulic platform machine to take care of fire-fighting operations in high-rise buildings. It would enables the firemen to tackle tragedy effectively till about 13-stories tall buildings. The state government has already placed the order and Rs 8.25 crore has been paid to the Support and Disposal

Department for the same. The procurement of the machine has been delayed on account of a dispute relating to its width. While the state wanted it to be 60 metres, a technical body of the Centre was in favour of 40 metres. Now, a decision has been made in favour of 40 metres. It was felt a machine having 60-metre width would not have space for manoeuvring in times of crisis.

The experts were here in connection with the launch of the Institute of Fire and Security Management by Delhi-based Institution of Fire Engineers (India), a government recognised body which conducts degree course exams in the field of fire management.

In the absence of legislation, the authorities in any part of Haryana can only check the buildings to see if their constructions conform to the National Building Code of India. This code, however, is not strong enough in the context of Gurgaon, the experts added. The experts were critical of the layout plans of the petrol stations in Gurgaon which make them susceptible to fire. According to them, as per the rules, there should be no construction or blockades in a 1.5-metre distance from the tanks at the stations the and the dispenser.

Mr Batra, who is also the vice-president of Institute of Fire Engineers (India) said that his organisation submitted its consultancy report to the Haryana Government about two years ago, suggesting the setting up of 16 more fire stations in the towns and cities of Haryana falling within a 100-km radius from Delhi.

Mr U. S. Chhillar of the Institution of Fire Engineers (India), said the courses started at the institute in Gurgaon would be of diploma level. Crash courses are also on offer. The Governments of Delhi and Haryana will be approached to give recognition to these courses.

Two brothers shot at near mosque succumb to injuries

A trivial dispute had taken an ugly shape in Kakode on Saturday when a group opened indiscriminate fire on another group. Two of the grievously injured have succumbed to their injuries.

One man had died on Saturday on the spot. The other died late at night in the Bulandshahr district hospital. The victims were brothers. Their death has cast a pall of gloom in the area.

The police and PAC jawans has been deployed in the village for security and in view of tension in the area. The police have registered a murder case against seven persons in the matter. All seven have been arrested. Firearms and ammunition were also seized from them.

On October 13, both groups had used lathis clubs over a trivial matter. At least six persons were injured. No case has been registered even after a complaint was made.

When Yusuf was returning after offering namaz at the mosque at 7 pm along with his sons Imran and Faroukh they were attacked by at least 12 persons of the other group in which firearms were also used by the assailants. Imran, 18, and Faroukh, 26, both sons of Yusuf, were seriously wounded. Imran succumbed to his wounds on the way to hospital while Faroukh died in the Bulandshahr district hospital late on Saturday night.

A murder case has been registered against Chand Khan, Sahil, Rais, Vaseen, Rasid and Harinder. They have been arrested. Hundreds of residents gheraoed the Kakode police station on getting news of the arrest of the accused. The crowd raises slogans demanding that the killers should be handed over to them.

Want to exercise the right to information which has come into force? In western UP, it seems you have to go through the all-prevailing system of touts. For any new law or rule, people here quickly think of devising loopholes to defeat or counter it.

Already, certain touts have started acting as the vital link in the process. If the public has the right to information it seems the right to give this information has been reserved not with the officials but the agents who have become a trifle too active.

There is a crowd of applicants for learner’s driving licence at the office of the Regional Transport officer. One man, who contacted the RTO to know when he would get his licence, is sent to the motor driving inspector. The MDI in turn sends him to the head clerk. The head clerk refers the applicant to the dealing clerk who shouts at the peon to bring the file, which after an hour’s wait is not brought. The applicant goes back home.

This scene is repeated for the next two days. While chasing the peon the man is approached by a “friend” who assures him he would get him information in return for a “crisp Rs100 currency note”. The friendly agent tells him it will take another two days and adds: “You can come to me. I shall manage it for you, Okay”

This is a very trivial piece of information. One can imagine the ordeal and price of getting information pertaining to a very import public matter.

As a matter of fact, the agents and touts have become so influential for public dealing in the state it is doubtful if under the Right to Information Act an ordinary man will be any better for getting information from the police, the media, the Noida authority or the district administration.

CBI seeks to drop charges against NALCO officials

The CBI has sought to close a 2002 case against four top former NALCO officers and some others who had been accused of causing a loss of Rs 11 crore to the government exchequer.

In a closure report filed before a Special Judge at the Tees Hazari district court, the investigating agency has submitted that it had not been able to find any incriminating material or evidence to support the allegations against Dr. S. K. Tamatia (former CMD, NALCO, Bhubaneswar), former GM (Finance) P. L. Sahu, Deputy GMs D. B. Pathari and S. K. Jain and others.

The case had been registered on the basis of an information received on June 7, 2002 alleging that the accused NALCO officials had made illegal gains by facilitating pecuniary advantage to private firms by sanctioning value-based advanced licence for import of caustic soda in 1994.

The private firms had made unlawful gains by saving considerably on the customs duty for import which was 85 per cent at the time. The court will take up the matter for consideration on November 9.

Two die after taking hooch, another critical

Two persons died after taking hooch in a Greater Noida village, Kaamnagar, while the third, who was rushed to a Delhi hospital, is in a critical condition.
Illicit liquor had been freely made available to voters on Saturday by candidates in connection with the area panchayat poll. The condition of three persons became serious after taking the liquor.

They were rushed to hospital where two were declared brought dead while the third was referred to a Delhi hospital.

SSP Piyush Mordia said the police had started investigations. But villagers were not cooperating with the police and avoided saying anything in the matter.

In the panchayat elections, hooch is being distributed freely by candidates to win over the voters. A candidate had distributed liquor in Dairy and Kaamnagar villages on Saturday evening. After taking it, some people had vomited.

According to villagers, the candidate’s supporters and the police are pressing them to cover up the incident. Senior police officials have said according to preliminary investigations it has not yet been proved that death occurred due to consumption of hooch distributed by the panchayat election candidates.

The cremation was done in a hurry, confirming the suspicion that something was fishy.

Balmiki day celebrated with traditional fervour

Young women in colourful dresses steadily balanced earthen pots on their heads as they danced in circles to folk and film songs outside the barricaded gates of Gandhi’s home.

Delhi Chief Minister Ms Sheila Dikshit and state party president Rambabu Sharma were among the host of state leaders and Union Ministers to top AICC leaders also attended the event.

Gandhi flagged off a procession led by a marigold-decorated chariot from her home in a ceremonial homage to Maharishi Balmiki.

“He (Balmiki) showed the way of real human life by creating Mahagranth Ramayana. He is our main source of inspiration and strength,” she said.

Party leaders Ambika Soni, Moti Lal Vohra, Sajjan Kumar, Ashok Gehlot, Jagdish Tytler, Ajay Maken and many more cheered the procession’s departure from Gandhi’s home with a rapturous applause.

The “Shobha Yatra” procession ended at the historical Balmiki temple at Panchkuian Road.

Dreaded Sunder Bhatti, wife romp home unopposed

Dreaded criminal Sunder Bhatti has romped home as the unopposed winner as a BDC in the panchayat elections. His wife Sunita has also been declared elected unopposed.

Sunder Bhatti is lodged in the Bulandshahr jail at present as he is wanted in a number of cases of loot, murder, kidnapping in Bulandshahr, GB Nagar, Delhi and Ghaziabad.

In the panchayat elections, which are considered a first step for a political career, a criminal background pays. None had taken up the cudgels to file papers to contest against the couple, it is learnt.

The Dankore block is to go to the polls on October 20. Sunder Bhatti, the dreaded criminal was contesting from ward 66 in Dhandhola and his wife was contesting from Kalipura – because the seats for Block Pramukh was not reserved for either a man or a women.

The papers were scrutinised on Thursday and it was found no one else had filed nominations to oppose this couple. Now, there are 241 candidates in the field from the Dankore block after some people had withdrawn and nomination of some others were rejected.

Bid to murder manager

Certain unidentified assailants made a murderous attack on a foodstuff manufacturing company manager on Saturday evening.
Though the manager had a providential escape, the assailants had tried their best to kill him.

The assailants, four in number, had come in an Indica car. However, no case has been registered yet.

Mr D. N Singh is an administration manager in Inland International Export Co in D-2, Sector 3 here. He was pounced upon at Sector 25 when he was returning from office.

The assailants overtook his car and blocked it. He was hit with lathis and clubs. One of them tried to stab Mr D. N. Singh in the stomach but the blow was diverted by him. In the process, his hand was injured badly.

As a crowd of people had collected, the assailants quickly fled from the place. Mr D. N. Singh was rushed to a nearby private nursing home. Later, Mr D. N. Singh lodged a complaint with the Sector 20 police station. The police have yet to initiate any action in the matter.

The youths, Sarfaraz (17) and Rizwan (16), were riding on a motorcycle without helmets when policemen at a picket in Nand Nagri in north-east Delhi signalled them to stop yesterday afternoon.

However, the teenagers tried to speed away.

According to the local police, they rammed then into a road divider and fell down. However, residents said a policeman threw a lathi at them, which hit one of the youths resulting in his losing control of the vehicle.

The youths were then brutally assaulted and had been hospitalised in serious condition.

Angry relatives and friends of the youths later gathered in the hospital and allegedly beat up some police personnel.

‘E-governance must reach grassroots’

Chief Information Commissioner Mr Wajahat Habibullah today said that e-governance must reach the grassroots if the Right to Information Act is to succeed.
At an e-governance conference organised by the Delhi Government and the Centre for Science, Development and Media Studies (CSDMS) here Mr Habibullah said “Right to Information and e-governance are two sides of the same coin and we hope that in the near future the country’s democracy would be more participatory.”

He also said that “we must concentrate on developing our villages and unless a concerted effort is made in this direction of taking e-governance to village panchayats, Indian democracy would not get justice.”

According to Mr Habibullah, the 240,000 village panchayats of the country needed to have their own portals followed by the networking of these administrative units in synergy with the IT ministry.

“The portals should contain information about family survey, property list, pension scheme, census data, education, health, sanitation, water facilities, natural resources and bio-diversity in that area,” he added.

Rape accused acquitted

The prosecution had alleged that the accused, who was on familiar terms with the victim’s elder sister, on the evening of July 22, 2003 enticed her away when she was on her way to the market in Khazoori Khas area of east Delhi.

Later, the accused took the victim to Babar Nagar in the capital and sexually assaulted her by keeping her in confinement. The girl was rescued after the accused tried to take her out of Delhi, the prosecution alleged. The accused was booked under Section 363 (kidnapping) and 376 (rape) of the IPC.

However, the accused was acquitted after the victim retracted from her earlier statements alleging rape and kidnapping.

Two held with stolen gold

According to the police, the two, having taken the gold, were trying to flee. The owner of the factory manufacturing jewellery and artefacts, Sandeep Mehra, had reported to the police that he had given 5 kg gold to contractor Gopal, a resident of West Bengal. After taking the gold, Gopal along with companions Uttam Nirinjan, Pawan and Pappu had absconded.

The police started a search in right earnest. Gopal and his friend Uttam were nabbed and 4.800 kg gold jewellery was recovered from them.—OC

The criminals came to IENA Export House just after midnight and stoned the security personnel at the entrance to death. Thereafter, they entered the firm and reached to the accounts section where they were challenged by the cook.

They beat up the cook, used stones to injure him and later strangulated him to death.

They left on foot towards the national highway. This was confirmed by the sniffer dog used by the police to trail them.

Police fails to crack MTNL fraud case

New Delhi, October 17
The Delhi Police has sought to close a December 2003 case against some unknown persons, who caused a huge pecuniary loss to the MTNL by making STD and ISD calls from cloned Garura CDMA mobile phones.

In a closure report filed before Chief Metropolitan Magistrate, the Special Cell of the Delhi Police has submitted that it had failed to trace the accused who cheated the telephone department by making long-distance national and international calls to gulf countries. The Special Cell had been entrusted with the investigation of the case registered on a complaint by the telephone department on December 7, 2003.—TNS
