Builders to pay trade tax in UP
Ghaziabad, October 14 According to sources in the government, the Principal Secretary, Mr Atul Chaturvedi, in a meeting with the Additional Trade Tax Commissioner, Ghaziabad, yesterday decided that the builders in UP will now have to pay 1 per cent trade tax. The tax will be received from the ‘karta’. Accordingly, it is believed that the Trade Tax Commissioner has issued a circular to all the builders, who have also been directed to get their firms registered with the Trade Tax Department. According to experts in the area of urban development, it might push the prices of flats and shops in commercial complexes through out Uttar Pradesh upwards. It may be recalled that the Apex Court in its decision in ‘Raheja Development Corporation vs Karnataka Government’ in May 2005 had averred that if a builder constructs flats or commercial complexes after agreement with buyers, it falls under works contract category, which will should attract trade tax. |
Election code of conduct being flouted openly
Greater Noida, October 14 The UP Election Commission has announced that contestants will be allowed to use only one vehicle for campaign and publicity. However, almost every candidate is flouting this directive with immunity. Above all, the officials, who are supposed to take action against these violations, have been found to be dragging their feet. According to the circular issued by the UP Election Commission, candidates for the Zilla Panchayat elections have been allowed to use one four-wheeler vehicle for their campaign as also on the voting day. However, all the candidates were seen arriving in a cavalcade during the filling of the nomination process, often holding up traffic for hours. The candidates have been moving around in huge processions during the campaign in the villages. Many of them are known to have hired dozens of vehicles to augment their cavalcade. |
Samajwadi Party accused of ‘misusing state power’
Noida, October 14 Interacting with the media in Noida on Wednesday, he accused the Samajwadi Party of “misusing the state police” for ensuring the victory of its candidates through undemocratic means”. “The ruling party was even capable of destroying ballot papers”, added Mr D.P. Yadav. He alleged that the Samajwadi Party would misuse the government machinery against his nephew Jatinder Yadav, who has filed his nomination papers from ward 6 for Zila Panchayat membership elections. However, he warned that the people will give a “fitting rebuff” to such “high-handedness” by the ruling party led by Mr Mulayam Singh Yadav. He accused the Chief Minister of “destroying all democratic norms and moral values” to crush his political opponents. With all development works in the state having come to a standstill, Samajwadi Party will not be able to win even 25 seats in the Assembly elections, he added. Mr D.P. Yadav, a well-known politician of the area, has been accused of a number of criminal cases, including murder, attempt to murder and other forms of violent activities. It may be recalled that Mr D.P. Yadav has been accused of shielding his son, Vikas Yadav, who has been in jail in connection with the murder of Nitish Katara. The repeated court summons issued to his daughter, Bharti Yadav, has not been carried out under one pretext or the other. Vikas Yadav has been accused of killing Nitish Katara, who was allegedly involved in an affair with Bharti Yadav. Katara, a business executive, was allegedly kidnapped and murdered on the intervening night of February 16-17, 2002 in Ghaziabad where he had gone to attend a wedding of a friend. |
Govt to soon float global tenders for Monorail project
New Delhi, October 14 Meanwhile, Japanese company Hitachi today made a presentation of its proposal for the monorail project to Chief Minister Ms Sheila Dikshit. As per the presentation made by Hitachi, the cost of construction of Monorail in Delhi works out to approximately Rs 120 crore per kilometre, sources said. The Chief Minister is reported to have asked the Japanese company to come back with another proposal that takes into account the geographical conditions of the capital, the sources said. Yusuf, Finance Minister A K Walia and top officials of Delhi government were present at the meeting. A Malaysian company, in collaboration with
the Indian Railways and a Korean company earlier made presentations on the project to Delhi government. A 44-km long stretch has been identified by the Government to be covered by Monorail. RITES had been given the charge of surveying the capital and identifying areas to be covered by Monorail. High capacity buses, Metro, Monorail are all part of the Multimodal Transport System, a proposal which Delhi Government is sending to the Planning Commission for its recommendations. |
UP to get power from Karnataka
Noida, October 14 The Chairman of the UP Power Corporation, Mr Ashok Kumar Khurana, has been assured by the Chairman of Power Grid Corporation, Mr R.P. Singh, that a “power system” will be devised to enable UP to get power from the southern grids. Moreover, Mr Khurana said that attempts are being made to get power from the eastern grids also. According to sources, Uttar Pradesh will now start getting 200 MW of power from Karnataka, which is likely to be augmented to 400 MW by November. By December 2005, the UPPC is likely to get another 500 MW of power from the southern grid, he added. Mr Khurana has also been assured by the Chairman, Rural Electrification, Mr A. K. Lakheena, that all schemes recently sent for electrification of villages in UP have been approved. Mr Lakheena has also agreed to enhance the funds for using high-tension cables in rural electrification schemes in UP, where low-cost cables had been originally proposed to be used. High-tension wires are a must for the advanced technologies being used in the power sector now,

Housewife gangraped by four teenaged boys in Vasant Kunj
New Delhi, October 14 The boys allegedly abducted them and took them to a nearby house where they criminally assaulted her. All the time, the brother was kept tied up in another room, said the police. The accused later released the victim and her brother after warning them not to go to the police. After reaching her home, the woman narrated the entire incident to her husband who lodged a police complaint. Police sources said the victim has alleged that she cried for help seeing the police booth nearby but there was no policemen present. The accused, aged 16 to 18 years, lived in the same locality as the woman and were arrested after she identified them. A medical examination of the victim had confirmed rape, the police said. |
Four persons held for kidnapping
New Delhi, October 14 One S.P Yadav informed the police that his eight-year-old son Adarsh was kidnapped. The kidnappers had demanded Rs 15 lakh from him. A case was registered in the Badarpur police station and investigations were initiated subsequently. The police said that the accused after kidnapping the child, took him to Kalkaji temple. However, fearing the presence of the police, they left the child there and escaped. The police recovered the child from there. The police said that one Uma Shankar was a tenant of SP Yadav. He knew Daleep, a worker at a CD shop in Badarpur area. To earn easy money, Daleep got the details of Adarsh from Uma Shankar. Thereafter, he planned to kidnap him with the help of Mohammed Shami, Mohammed Jalaluddin, Kunwar Pratap Singh and Dhananjay Mishra. The police are yet to arrest the other accused involved in the case. |
‘Cramming facts not important’
New Delhi, October 14 Schoolchildren are being increasingly asked to learn facts which one would require only for reference purposes, he says, while urging teachers to instead answer the “original” questions of their pupils. One such original question out of several which he fields everyday from students was “‘Why do I sound horrible if my voice is recorded?” It is a wonderful question, but asked in a school the teacher would normally say it is not a “school question”, he told the audience at the launch of ‘School Society Nation’, a collection of essays on education brought out by the Springdales Education Society here recently. “If such wonder is taken out of our children, what is left?” he wondered, emphasising the need to be inspired by children so that a “new freedom movement” for education can be created in India. According to Prof Yashpal, a former chairman of the University Grants Commission and a scientist of international repute, the time has also come to tear down the “iron walls” between subjects. “These iron walls create casteism in education.” He added that cooking and music classes are as important as computer classes. Jawaharlal Nehru University professor Sabyasachi Bhattacharya released the book, which contains contributions from Prof Yashpal besides NCERT director Krishna Kumar, former Attorney-General Soli J Sorabjee and St Stephen’s College Principal Anil Wilson among others. “The book is only the first step. We want to carry forward the debate on improving the educational system in the country,” said Springdales Education Society chairperson Rajni Kumar. The society will organise seminars on various aspects of education to be attended by the contributors to the book, which is brought out to commemorate its golden jubilee. |
CBI to probe Asola land compensation claims
New Delhi, October 14 The Cabinet also decided to deposit Rs 130 crore as compensation amount with the Delhi High Court, which had in March 2001 passed the order for the money to be paid to the claimants. Delhi Finance Minister A. K. Walia said: “The Cabinet today decided to approach the CBI for an inquiry into the lapses and irregularities that had occurred in the handling of the compensation claims. It seems nobody bothered to find where the files were and while the process dragged on the compensation amount to be paid just went on increasing.” The land in the Tuglaqabad area of the city was acquired by the Environment Department of the Delhi Government in 1992, but it ran into trouble with some parties approaching a lower court with compensation claims. The court in 1995 ordered that a compensation of Rs 223 per sq yard be paid to the claimants. The matter later went up to the high court, which passed the order in March 2001 that a compensation of Rs 3,000 per sq yard be paid. With an interest of Rs 1.25 lakh adding on to this amount daily, the compensation amount today stands at Rs 130 crore. |
Tips given to tackle corruption
New Delhi, October 14 Sir Srivastava further added that “in dictatorial governance, if the absolute power holder is corrupt, there is no hope. But India is a democratic country and it is still never too late to mend our ways.” He went ahead and prescribed an eight-point programme to tackle the menace of corruption. He advocated that all stakeholders, political parties, businessmen and the industry should unanimously agree that corruption was a hard reality in India and there was an immediate need for this disease to be checked. He proposed that there should be a national convention on ethics whose functioning should not be affected. He declared that corruption was not a party agenda but a national agenda. He further stressed that as far as electoral reforms went it was necessary that contributions to political parties be made through banks and not via cash. Also, it should be mandatory for all political parties to file property returns. Further, no candidates with a criminal record or those involved in criminal litigations should be allowed to contest in an election. He further demanded that punishment for bribery should be exemplary and there should be special courts for corruption cases. He further stressed that public servants should be well-paid so that they were not forced to resort to illegal means. |
CEE scam: Surender Gehlot granted bail
New Delhi, October 14 CBI claims that Gehlot, who surrendered before the court on August 22, had “played a pivotal role in arranging and solving the question paper” with the help of IITians Divey Sethi, Deepak Solanki and Pawan Kaura, all of whom have been arrested. The answers were sent via SMS by kingpin Pankaj Dahiya and five other accused to 21 students during the CEE for admissions to the Delhi College of Engineering in May 2005. Gehlot’s name came up during the interrogation of Dahiya and the candidates. After a complaint from DU Registrar and subsequent probe, CBI booked Pankaj Dahiya and other accused under section 120 B (criminal conspiracy), 420 (cheating) of IPC and Prevention of Corruption Act for helping the students in lieu of Rs 4 lakh per candidate. |
Army jawan killed in Muradnagar
Ghaziabad, October 14 The police said the armyman, identified as Pradeep alias Rinku, was shot dead on Wednesday night by the brothers of a woman with whom the jawan is suspected to have “illicit relationship”, the CO, Modinagar, said. The jawan’s brother has lodged a report naming three persons of the village. The jawan is presently posted in Meerut. A large number of people collected outside the house of the jawan in the morning where he was shot dead. The police have sent the body for the postmortem examination. Man acquitted of rape charges
New Delhi, October 14 After hearing the arguments of the prosecution and defence, Additional Sessions Judge (ASJ) A K Garg, acquitted Naresh due to lack of medical evidence and contradiction of the testimony of the witnesses. The incident occurred in a jhuggi cluster near Moti Bagh flyover on November 11, 2003. Geeta, who lived in the neighbourhood, heard a child wailing nearby and after entering the jhuggi she saw the accused was about to rape the girl. However a medical examination of the child did not support the prosecution case of attempted rape, according to the prosecution. The judge said, “‘The testimony of a rape victim is taken very seriously and corroboration is not insisted upon. However a child witness is always vulnerable to extraneous influences.” The court also said that the possibility of the accused had been framed on account of previous enmity could not be ruled out.— TNS |
Sadhu denied bail
New Delhi, October 14 Additional Sessions Judge R. P. S. Teji denied any relief to Baba Dev Dass, who had fled to Germany after two of his associates were arrested in the Capital last month. The court had granted anticipatory bail to Yogesh Mittal, one of his five key accomplices, yesterday. According to the prosecution, the baba had allegedly hatched a conspiracy with a group of conmen, including two top officials of the Narcotic Control Bureau, to cheat Harbans Lal of Rs 1.5 crore which he had already paid for buying the stone. Just when he was receiving the stone at Kolkata, two days after the payment, an NCB team led by Superintendent of Police G Chatterjee and Inspector Rajesh Vashisth, who were allegedly acting in collusion with the accused, carried out a fake raid in Harbans Lal’s hotel room and ‘recovered’ the stone. Complainant’s counsel A. K. Aggarwal had earlier challenged the bail application of the baba on the ground that his arrest and interrogation was essential to unravel the conspiracy behind the organised crime carried out in collusion with senior police officers. |
Sub-junior boxing in Noida from October 16
Noida, October 14 According to Lalit Gupta, Organising Chairman, more than 400 boxers from 26 states have already confirmed their participation for the championship. A total of 140 medals (35 Gold, 35 Silver, 70 Bronze) are at stake to be won in 35 different weight categories The bouts will be monitored by more than 65 officials arriving from various parts of the country. A ‘health checkup’ camp will be held from 8 am to 10 am on October 16. The matches will be held on the two boxing rings located in the indoor hall of the facility centre and on the skating ring of Noida Stadium in the evening session daily, said Mr Promod Kumar, Organizing Secretary. The championship is be organised by the Gautam Budh Nagar District Amateur Boxing Association under the U.P Amateur Boxing Association and the Indian Amateur Boxing Federation. While the Noida authority is the host, Appu Ghar and ONGC are the co-sponsors of the championship. Dainik Jagran is the print partner for championship. It may be recalled that India won 4 gold and 3 silver medals in the senior men’s boxing in Stockholm. The Indian cadets are expected to participate in the World Cadet Boxing Championship next month. One held in Rana murder case
Ghaziabad, October 14 It may be recalled that Anil Rana’s brother had filed a report naming three persons in the murder case. Anil Rana was shot dead in front of his house by three assailants, who had called him out of his residence in P Block, Sector-23, Ghaziabad. Anil’s brother-in-law, Rajinder, was also seriously wounded in the attack. The police are trying to nab the other accused in this case. It is learnt that Rana was trying to wrest a tender worth Rs 1.50 crore in Faridabad last month. The police believe that the murder could be linked to this contract. |
Special Cell SI denied bail in graft case
New Delhi, October 14 Special Judge Dinesh Dayal refused bail to SI Hukum Singh who was arrested on October 4 from a hotel when he was allegedly taking the bribe from one M R V Prasad, whom he had threatened to get implicated in a false case. During a routine check in the hotel, Singh found Prasad with 30 passports and threatened to implicate him in a case of human trafficking, if he did not cough up Rs two lakh. The amount was later negotiated to Rs 60,000. The travel agent informed the CBI who laid a trap and arrested the Sub-Inspector while allegedly accepting the bribe amount.—TNS |
