Jamia denies norms violated in recruitment
New Delhi, October 13 The university authorities allege that “university politics” is the guiding hand behind these allegations and the university has followed AICTE guidelines for recruitments to the Engineering and Management Department’s faculty. The Registrar, Mr S.M. Khan, informs, “There maybe some confusion on the part of complainants but the AICTE guidelines have been followed for selection to the Engineering, Management and Fine Arts Departments. So some teachers are clearly confused.” The Vice-Chancellor, Prof Mushirul Hassan, further adds that, “In the appointments of these individuals the university has adhered to its recruitment procedures. The recommendations had the full approval of the selection committee’s unanimously.” The university authorities stress the selections were carried out by a 7-8 member committee that had experts in addition to the heads of departments and also the VC and the Pro VC. On the other hand, anonymous faculty members allege the selection committee behind these recently concluded recruitments to the Faculty of Engineering and Technology has been “very unfair” and “grossly violated” UGC/AICTE norms. They have cited four cases: Dr Shamshad (N), who has become Professor despite having only seven years of experience where CAS requires eight years, Dr Farhan Kidwai has become professor despite having only four and a half years experience, Dr Gauhar Mehmood has been recruited to the Faculty of Civil Engineering despite having a qualification in geology and not civil engineering and Dr S.M. Abbas was interviewed despite having his real brother as an expert on the selection committee. The university authorities have responded to a representation made by the complainants on these allegations saying that the allegations are “baseless.” They inform that Dr Farhan Kidwai and Dr Shamshad Ahmad (N) were interviewed and later recruited as they fulfilled the prescribed qualifications of the AICTE. In the case of Dr Gauhar Mahmood, he was already working in the department and his promotion to Professor comes well within the guidelines suggested by the CAS-98 in which a Reader is eligible for promotion to Professor irrespective of his specialization. In Dr S.M. Abbas’s case, his brother was an expert on the selection committee but he was not present when Dr Abbas was interviewed. |

Anti-encroachment drive: More farmhouses targeted
Gurgaon, October 13 The demolition squad of the District Town and Country Planning (Enforcement) targeted eight farmhouses in Green Valley. It may be recalled that the authorities had conducted demolition operation against 42 farmhouses recently. While the farmhouses that faced “action” today measured about 50 acres of land, the 42 farmhouses targeted recently measured about five hundred acres. The Deputy Commissioner, Gurgaon, Mr R.P.Bhardwaj, said that the farmhouses fall in the controlled area in which no such construction can be made without procuring Change of Land Use (CLU). It is alleged that the builders purchased the lands in dubious deals involving the revenue department and sold it to customers for setting up farmhouses. Inquiries reveal that a number of those who bought plots were misled about the legal status of the land. The area has been notified as controlled area under the provision of the Punjab Scheduled Road, Regulations Act, 1963. These farmhouses were set up about four years back. According to the Regional Officer of the Haryana State Pollution Control Board, Dr C.V.Singh, these farmhouses have also violated other rules, including the May, 1992 Arvali Notification Act. While some of the farmhouses are on agriculture land, some are on “Gair Mumkeen” land-land, which is the collective ownership of the village
panchayat. The Deputy Commissioner has stated that operation will go on not only against the farmhouses but in other categories too. A large number of such farmhouses are in place in the Sohna area. It is clear that such illegality cannot take place without the collusion of officials. According to many, it is an example of the “unholy nexus between politicians, officials and land mafia”. |
HC orders monitoring of squatters’ rehabilitation
New Delhi, October 13 Justice S. Ravindra Bhat said any deficiencies noticed in the project’s implementation should be brought to the notice of Manushi, the NGO running the project, for remedial action in terms of the agreement between MCD and Manushi. Justice Bhat also asked the NGO to ensure that a suitable written understanding was executed by each street vendor participating in the project, undertaking to co-operate in case the underground water or sewer pipeline needed to be repaired. The court ordered that the format of such an undertaking shall be finalised to the satisfaction of the DJB and it shall be furnished to the DJB within eight weeks. Justice Bhat, however, dismissed a petition against the pilot project, saying that there was no illegality in the impugned agreement entered into between Manushi and the MCD. One Dharam Singh and four others had challenged the project contending that it was contrary to Supreme Court’s directive on the subject and was also against the provisions of law. The court advised Manushi and the MCD to consider evolving a joint grievance committee, which shall consider and redress the grievances of people from surrounding localities in regard to the project. |
