EFC clears proposals worth Rs 66 crore
New Delhi, October 15 The proposal of PWD relates to construction of a bridge across Neela Hauz Water Body at Aruna Asaf Ali Road, which will provide smooth run of traffic from Outer Ring Road to Mehrauli-Mahipalpur Road to avoid ‘S’ bend on Aruna Asaf Ali Road. The estimated cost of this project is Rs 46.57 crores. The project will be constructed within 24 months after commencement of works. Dr Walia informed that the project would be constructed without filling the pond areas and it will connect two parts of Aruna Asaf Ali Road to enable hassle-free traffic. Another proposal of PWD, which received retrospective nod of EFC, is related to reconstruction of existing bridge across Najafgarh drain on Ring Road, Phase-IV at Basai Darapur. The work has been completed with an amount of Rs 646.40 lakh. EFC has also approved an amount of Rs 3.72 crores for purchase of additional land measuring 2.63 hectare for upgradation of Institute of Liver and Billiary Sciences at Vasant Kunj. The additional land was required to construct a full-fledged state-of-art institute instead of 100-bed general hospital planned earlier. The institute would be developed as a special center for taking care of liver related diseases for citizens of Delhi as well as adjoining states. A proposal of Home Department also received concurrence of EFC today which relates to procurement of fire fighting modern equipment and appliances for use in different fire stations of Delhi. This would involve an expenditure of Rs 9 crore and enhance the fire safety cover. |
Rambabu demands regularising of all industrial areas
New Delhi, October 15 “My demand is simple — all 23 areas surveyed by the Government should be regularised. Why only seven of 23 areas surveyed are being regularised?,” Sharma told reporters after his meeting with Dikshit. The meeting also decided that DPCC would open a cell at its office to address public grievances related to power and water supplies, he said. “This is the month of festivals and it is not proper that people should face any power or water problems at this time,” Sharma said. “This is the reason it was decided in my meeting with the Chief Minister that the DPCC office will open a cell where people can lodge their power or water problems and the party will convey the problems to the government,” he said. The DPCC President had earlier written to the Chief Minister complaining that Delhi Government “misrepresented facts” due to which only seven of 23 areas were cleared by Lt Governor B L Joshi for notification. Sharma in his letter to Dikshit said the Lt Governor had sought certain clarifications regarding 23 industrial areas listed for notification “but the Delhi Industries Minister deliberately misrepresented facts and did not pass on the relevant documents the Lt Governor had asked for verificiation”. |
Gurgaon to get 17 new police stations
Gurgaon, October 15 Mr Prashant also said that there was a plan to separate the normal policing from traffic policing in future in the state. Also, that the state has decided to set up a state level Cyber Police Station in Gurgaon. The projects include strengthening of logistics. He was responding at an interactive sessions with members of SURGE on specific issues of law and order in Gurgaon. Mr Prashant was accompanied by the Commissioner Gurgaon Division, Dr Avatar Singh, the Inspector General of Police, Gurgaon Range, Ms Deepa Mehta, and the district police chief, Mr Hanif Qureshi.
The organisation has been instrumental in effectively drawing the government’s attention on various issues. Its guiding goal has been to improve the civic amenities of Gurgaon and to suggest measures to realise the dream of making the city emerge as an international class. Mr M.C.Gupta, who is also the former head of the Delhi-based Indian Institute of Public Administration (IIPA), drew the government’s attention to the general perception to improve the law and order. He expressed the need for sustained and more effective measures to safeguard the security and safety of people and property. The meeting drew attention to the growing incident of thefts, burglary and of chain snatching in the city. Mr Gupta further drew attention to the poor quality of traffic management on the national highway and city roads and expressed urgent need to ensure smooth flow of vehicles. He pointed out the “ignorance” about the traffic rules among drivers. Also, it was pointed out of large number illegal public carriers plying on the roads had become a danger for the residents. The suggestions made for the effective control and management of traffic on roads and better management of overall law and order include videographing the movements of vehicles, setting up of mobile traffic magistrates, removing stray cattle and dogs from the roads, proper training of personnel on traffic duty and sensitising the general public on road rules. Also, it was suggested that Gurgaon-Mehrauli road right up to Sohna Chowk be made into “Zero Tolerance Zone”, which means that any violation of traffic rules
would not be tolerated. Moreover, it suggested the registration of FIR through the Internet so as to encourage people to promptly complain about crimes. Further, it pitched in for improving the public image of the police and encouraging community participation to curb crime. The government side appreciated the suggestions made by SURGE. |
Mini sports complex yet to be
New Delhi, October 15 According to the MLA of this area, Mrs. Meera Bhardwaj, it is gross negligence on the part of the Education Department. At a time when the Education Department is
publicising its initiative towards promoting sports activities in schools, it is amazing that no body of the department is ready to take up this matter promptly. “Even as the Education Department is reportedly thinking of introducing ‘Sports Schemes’ in schools, then it is not clear why they are not taking up this matter seriously,” she asked. She said that it was a matter of shame that out of 225 government schools of the area, there were no such facilities in any school here. “Leave aside such facilities, not a single school of this area has a well maintained playground. Almost all of them are deprived of even running tracks. We had chosen that school on the ground that the school has a huge playground among all government schools of the area, and it could be easily converted into a good sports complex,” she said. She said that after much initiative the Education Department had handed over that matter to the Public Work Department (PWD). “The PWD had recently charted out construction plan for this sports complex. As per the PWD plan, the complex will have separate courts for games like badminton, tennis, basketball, volleyball and separate fields for cricket, football and hockey. Apart from this, a 200 m long running track will also be developed at the ground. Despite this the construction is yet to be started,” said Mrs Bhardwaj. When contacted, a senior official of the PWD said that they had sent an estimate in this regard to the Education Department. “We have demanded a fund of Rs 42.90 lakh from the Education Department so that the project could start soon. The department has not given any feed back in this regard so far. We had also sent an estimate two years back but that also met with similar fate.” The Vice Principal of the Sarvodaya Vidayalaya, Shakarpur, Mr Aditya Shankar Vatsa, said that there was so much euphoria regarding the proposed mini sports complex. “After the construction of the complex, we will have at least one place where we can organise our annual sports contests and other allied activities,” he said. |
Akali politics hots up in run-up to DSGMC poll
New Delhi, October 15 Mr Badal’s Shiromani Akali Dal (SAD) lost its two-decade grip on the Delhi Sikh Gurdwara Management Committee (DSGMC) in its general election three years ago to supporters of former Shiromani Gurdwara Parbandhak Committee (SGPC) chief Gurcharan Singh Tohra, then at war with the former Chief Minister. But despite a patch-up with Mr Tohra in 2003 Mr Badal has remained out of Sikh religious power in Delhi with loyalists of the late SGPC chief keeping his party at bay in annual executive elections of the DSGMC. A fierce critic of Mr Badal, DSGMC chief Paramjit Singh Sarna, seen as close to Punjab Chief Minister Amarinder Singh, appears set to face a two-pronged strike in the committee annual elections due next month. Insiders say new alignments are emerging in Delhi Akali politics as Badal supporters led by SAD Delhi chief Avtar Singh Hit and a third group loyal to former Akal Takht Jathedar Bhai Ranjit Singh share a common objective to unseat Mr Sarna from power. The jathedar’s loyalists led by senior DSGMC member Manjit Singh have requested Delhi Chief Minister Sheila Dikshit to ensure the executive elections to the DSGMC know for jumping the poll schedule for months or even years are held on time. Insiders said Badal’s son Sukhbir Singh Badal was supervising his party’s strategy for the elections to the 45-member committee, seen as the hub of Sikh religio-political power in Delhi. With allegations and counter-allegations of attempted horse-trading and vote-buying flying high and thick, both pro and anti-Badal camps were busy holding meetings aimed at keeping each other from DSGMC control, sources said. |
Economic factors a major cause of suicide
New Delhi, October 15 The deceased, Naresh Pal, in his suicide note said he was wrongly implicated in the case. He added he was ending his life along with his wife Geeta for no fault of his in the whole episode. This was not an isolated case. In September alone, as many as 71 persons, including 29 women, committed suicide in the Capital for various reasons, taking the graph to a new high. Various factors like dowry harassment, economic reasons, failure in relationships, inability to cope up
with studies and depression, had led them to take the extreme step. Statistics available with the police reveal that at least 60 of them had committed suicide by hanging, five by poisoning, two by shooting, two by jumping from roof, one by fire and one by jumping off the train. Of these, as many as 43 of them were between the age group of 21 and 40, 17 were between 11 and 20 and 11 were above 41 years of age. “Most of these cases appear to be because of economic factors and intense stress. There are several factors which drive them to commit suicide,” says the Delhi Police Commissioner, Dr K. K. Paul. A suicide attempt is a clear indication that something is gravely wrong in a person’s life. No matter the age, how rich or poor they are, it is true that most people who commit suicide have a mental or emotional disorder. The most common underlying disorder is depression, 30 to 70 per cent of suicide victims suffer from major depression or bipolar (manic-depressive) disorder. According to experts working in the field of suicide prevention, some of the warning signs of someone considering suicide are verbal suicide threats, expressions of hopelessness and helplessness, previous suicide attempts, daring or risk-taking behavior, personality changes, depression, giving away prized possessions and lack of interest in future plans. The most common ways to treat underlying illnesses associated with suicide are with medication, talk therapy or a combination of
the two. |
Delhiites face teeth problems,
New Delhi, October 15 Inaugurating the two-day Dental Congress — Delhi Dental Update- 2005 — IDA president Dr Bhagwant Singh here today said a recent national survey by the Dental Council of India has found that a large number of children of the age of 15 years in the country suffer from dental caries, while gum diseases are highly prevalent in adult population to the tune of 90-95 per cent, where as Malocclusion is affecting 30-40 per cent of the children and oral cancer constitute 35-40 per cent of total body diagnosed cancers. Dr Singh further said most of these diseases can be prevented following simple public health preventive measures as causative factors of these diseases are well known and awareness among the children
and community at large is the best solution for India as treatment of dental
disease is ‘’frightfully’’ expensive. He stressed the need for bringing down the incidence of oral and dental diseases in the country by preventive measures which include brushing of teeth twice a day and visit to a dentist once a year. More than 1000 dental experts from all over the country are taking part in the congress, organised by the South Delhi branch of IDA. Experts attending
the meet will discuss ways and means to reduce incidence of dental disease in the country as well as
discuss latest dental techniques. Speaking on the occasion, congress chairman Maj Gen Paramjit Singh said the main purpose of organising this congress has been to bring down the incidence of oral and dental diseases to less than 40 per cent from the existing 80-90 per cent, retaining of teeth by 85 per cent at the age of 18 years, reduction of high prevalence of periodontal disease to lower prevalence, to reduce oral cancers and spread oral health awareness. Dr Manjit Singh, congress co-ordinator, said in India going to a dentist is not a priority and half of the rural India is still not bothered about toothbrush. As much as 60 per cent of people have never visited a dentist in their lives. In fact, only two per cent go to a dentist regularly, according to the survey conducted in 233 cities. Over 50 per cent of people living in rural areas do not use tooth brush to clean their teeth, says the survey, which attributes dental problems in the country to low awareness and poor habits. A special session on “Tobacco Cessation - Challenges in the Indian Scenario” will focus on strategies, which could be implemented through government agencies, NGOs and Dental Professionals in the country to save society from the ill-effects of tobacco, a release here said. |

We have and will continue to raise our voice against the commercialisation and privatisation,” said Das. Buoyed by the multinational being driven out of the campus, Das says AISA will ensure that the, “campus stays out of bounds for Claiming that election issues in JNU need not be limited to within the precincts of the vast campus, Das said, “We stand for a students’ movement. International as well as national issues are as important to us as are domestic ones”. Which means, alongside water woes in the campus AISA will draw attention towards issues of national concern. Arch-rivals, the SFI-AISF combine, too have their battlelines drawn. And quite like the AISA, they are looking at a wider picture. “The promises made in the common minimum programme with reference to students have not been delivered. As for issues within the campus, the SFI-AISF wants, “a punitive body against caste atrocities, financial support for economically challenged students at all levels and making a case for the achievements of the union led by us that have been undone by the last union”. “We want an elected students representative in the Academic Council and the Board of Studies and a body that would address the issues of punishing the communal lumpen element in campus,” said Rohit. Among the other demands raised by SFI-AISF are “24 hours water supply in the hostels, Internet facility for students in hostels, telephone booths in the newly constructed hostels and an auditorium”. The ABVP’s demand list also has a place for issues that are outside of JNU. “We will raise our voice against the present government, which we consider has failed on most counts. How can a government, which has failed to provide water and power to people in the capital secure the future of the students”, questions Shiv Shakti Bakshi. Listing the agenda for the forthcoming JNUSU elections, Bakshi said, “We will protest against the minority status for Aligarh Muslim University and the relaxation to Muslims in Andhra Pradesh. Apart from this we want a Central legislation for all Private Universities and are also against the move to reintroduce old books in schools, a move cleared by the Central Advisory Board of Education”. |
Two men acquitted after 16 yrs’ trial
New Delhi, October 15 Additional Chief Metropolitan Magistrate Manoj Jain acquitted Rajesh Dua and Sahib Singh, who had allegedly defrauded 17 persons by promising them lucrative careers in the investigating agency, for “want of evidence”. According to the complaint, the accused, Rajesh Dua and Sahib Singh, had in 1989 conducted a fake recruitment drive followed by interviews to certain posts in the agency. Out of the many who had appeared, seventeen people, including the complainant, Y K Gupta, passed the ‘tests’. Besides this, the accused had taken payment from all the candidates in order to ‘ensure’ their posts in the agency. Gupta himself had paid Rs 32,000 to the accused. Court decided in favour of the accused after noting that the prosecution could not produce any evidence to conclusively prove the guilt of the accused. |
Backache, heartburn high among journalists
New Delhi, October 15 Doctors attributed these to the erratic lifestyle and professional hazards of journalists. There were only three cases of “significant diseases”, which were referred to hospitals for treatment, doctors said. Backache, which was found common among those who visited the camp, was due to poor posture and long hours of sitting, said Dr Devender Bakhsi, a physician at the Jeevan Mata Hospital in Karol Bagh. The camp, which was held between 1100 hrs and 1700 hrs, had a 10-member strong team of physicians, technicians and nurses. Blood pressure, blood sugar and ECG tests were conducted on-the-spot. The camp, organised by the Sahajanand Medical Technologies Ltd., culminated in a talk by Dr Sunil Modi, senior consultant cardiologist at the Indrapastha Apollo Hospital, on prevention and cure of coronary artery diseases and how lifestyles affect people. |

New Delhi, October 15 She was rushed to the Bhim Rao Ambedkar Hospital where she was declared brought dead. Naresh, who works as a sweeper in the Municipal Corporation of Delhi, did not run from the scene and was later arrested by
the police on a call by the local residents who saw the incident. The accused later told the police that he suspected that she was having an affair for the last several years and his patience had given way now. |

New Delhi, October 15 This decision has been taken following the announcement of the Delhi Government and the Delhi Electricity Regulatory Commission that increased tariff will be withdrawn. When the tariff was increased it had become an issue and opposition pressurised the government to withdraw it. The citizens also opposed hiked tariff of the electricity. Those who have deposited their bills with increased rates will be adjusted in other electricity bills. Both the power companies will be given subsidy by the Delhi Government to cover up their losses. |
Armed robbers decamp with Rs 1.50 lakh
Noida, October 15 One of the bandits lifted 5-year-old Arman and put a knife at his throat while the other two took the lockers keys from Saba. Earlier, when she had refused to hand over the keys they threatened to kill her son Arman and also attacked Saba with a knife, which wounded her. After getting the keys, the robbers quickly took out Rs 1.50 lakh kept from the almirah and tied Saba and her son with cords and fled away. Later, Saba informed her husband and the police. The police have recovered the knife used by the robbers. Later, Saba and her relatives met the Senior Superintendent of Police, Mr Piyush Mordia. Photo sketches of robbers are being developed. However, the police have failed to find any clues in the case so far. |

Delhi Govt to send consignment of
New Delhi, October 15 The decision was taken at an informal cabinet meeting, chaired by Chief Minister Ms Sheila Dikshit, to review the relief efforts of Delhi Government, an official spokesperson said. All Cabinet Ministers, Chief Secretary and Divisional Commissioner attended the meeting. The trucks, loaded with relief material, would leave from Ludlow Castle School from Tuesday onwards, the Spokesperson said adding the Government has also contacted various trade and manufacturers’ associations to make available relief material immediately. The Chief Minister has asked all Ministers to co-ordinate the arrangements to enable the Government to make available maximum quality of relief material for quake victims in Jammu and Kashmir. Delhi government has already contributed Rs 1 crore to the Prime Minister’s National Relief Fund for the relief and rehabilitation of the quake victims. Delhi Jal Board has also despatched 5,000 jars of drinking water (of 20 litre each) for quake-hit people of Jammu and Kashmir. |
GNIDA official arrested for skipping poll duty
Noida, October 15 After learning that the official had absented himself from poll duty, the DM ordered Vivek Goel’s arrest under the Representation of People’s Act. A case has also been filed against Vivek Goel on the order of the District Magistrate’s order. While the case was filed in Javer police station, the police from Sector-20 Noida had arrested Goel from his Noida residence late yesterday evening. The Senior Superintendent of Police, Mr Piyush Mordia, confirmed that Vivek Goel had been detained on District Magistrate’s orders. |
8 years jail for robbing Rs 80
New Delhi, October 15 Accused Praveen Kumar and Krishan Kumar had on September 20 last year attacked one Sanjay with knives near Mangalpuri bus station with the intention of robbing him. They had inflicted severe stab wounds on the victim but could only come up with Rs 80 which the victim was carrying on his person at the time. Additional Sessions Judge S C Malik convicted both the accused after finding them guilty under various sections of the IPC. The court also imposed a fine of Rs 1000 each on the convicts and two months imprisonment in case of default of payment. |
