MCD effects steep hike in slaughtering fee
New Delhi, October 26 Preamble of the new bylaws for the modern slaughterhouse was tabled today before the Standing Committee by the Municipal Commissioner, Mr Rakesh Mehta, in which the fee was also mentioned. The hike in the slaughtering fee for animals has evoked protests from the opposition benches which claim that it will increase the retail price of red meat in Delhi. At present, the slaughtering fee for one goat or sheep is only Rs 5 and for a buffalo, Rs 12. Under the new bylaws, it will be Rs 35 and Rs 400 respectively, resulting in the increase of meat rate for seven to 10 times. This issue was raised today by the Leader of Opposition in the Standing Committee, Mr Vijender Gupta who appealed to the ruling party and the administration to review the preamble in the interest of citizens who eat meat. Besides, illegal slaughtering will also increase as butchers will avoid bringing animals to the MCD-run abattoir. This will be costly for them, he claimed. He alleged that the ruling party as well as the administration had intended to benefit the private company which would maintain the slaughterhouse. Giving clean chit to the corporation, the Municipal Commissioner said that the MCD had nothing to do with the hike in fee. After an affidavit submitted before the Delhi High Court by the BJP MP, Mrs Maneka Gandhi, Idgah Abattoir Committee was constituted. The committee was headed by Justices J. D. Jain and C.K. Chaturvedi who recommended the current fee. Later in a meeting with the press, the Leader of Opposition threatened to launch an agitation if the fee was not reduced. |
Largest ever camp for the disabled in region
Faridabad, October 26 This is perhaps the first time in the history of the district and the state that such a massive camp has been organised by various social organisations with the help of the district administration. The 10-day free camp, which started on October 21, will be on till October 30, expecting a turnout of about 10,000 affected persons. The Governor of Haryana will be presiding over the concluding function. According to the organisers, the camp had been a comprehensive one in which OPDs for the orthopaedically handicapped and patients suffering from ear and eye ailments were being held simultaneously. The camp, which has been offering free treatment and lodging facilities to the patients and their attendants, has set up facilities to provide aids like the Jaipur foot, calipers, crutches, tricycles, wheelchairs besides conducting polio corrective surgery to many of the affected persons. As many as 50 persons had already been identified for the surgery which was being conducted in the Civil Hospital, Ballabgarh, by a doctors’ team which has been arranged by Bhagwan Mahavir Viklang Sahayata Samiti, Jaipur. While different days had been fixed for persons hailing from various subdivisions, the organisers claimed all facilities were being provided free of cost. Mr H. C. Jain, SDM and coordinator of the camp, said the camp had also been attending to patients suffering from ear and eye ailments. Teams comprising eye doctors and ENT specialists had been present on the spot to conduct eye operations for cataract surgery and recommend hearing aids to the patients. As many as 35 cataract operations were being done each day in the camp, he added. He said a workshop had been established at Aggarwal Dharamshala here to prepare the exact size of the equipment for the affected ones. It was the organisers’ aim to provide the required facilities within 12 hours to each patients, though lodging and boarding facilities had been taken care of for persons undergoing surgery. The Deputy Commissioner, Ms G. Anupama, who formally inaugurated the operation theatre for polio surgery at the civil hospital, claimed it was one of the largest camps held so far in the region where the treatment and the facilities were free. She said although the state government had been offering various kind of benefits to the physically challenged persons, including financial aid, the camp had been unique as it aimed to provide helping aids and surgery to the affected persons at one place. She said more such camps could be held in the region to extend the coverage. The Chief Minister who had visited the camp on Sunday last had announced that the Haryana Government would be spending more than Rs 33 crore on welfare schemes for the handicapped persons. He had asked the authorities concerned to hold such camps at the district headquarters in the state. The District Red Cross Society and the Lions Club besides several voluntary bodies had been actively associated with the camp. |
PM seeks clarification on 24x7 water project
New Delhi, October 26 The Prime Minister has written to Chief Minister Ms Sheila Dikshit seeking clarifications over Delhi Jal Board’s 24x7 water supply project in view of the opposition to the scheme from UPA’s Left allies and
NGOs such as Parivartan, sources said. The project, to be funded by the World Bank, in the face of widespread opposition to it, has been sent to the Planning Commission for its recommendations. The Left parties had earlier made a representation to the Prime Minister’s Office, alleging that the scheme was anti-consumer, designed to benefit private parties. Delhi government, meanwhile, has earlier decided to put on hold a proposal to receive funds from the World Bank for the 24x7 water supply project as it has been referred to the Planning Commission for its recommendations. In a letter to the Union Ministry of Home Affairs, Delhi Government requested that the application for receiving loan from the World Bank be put on hold as the projected timelines of the scheme were likely to get affected. The 24x7 water supply project is meant for supplying water round the clock. |
DU teacher assaulted in broad daylight
New Delhi, October 26 Mr C.S. Savita, a senior teacher at Shyam Lal College, was attacked by an unidentified man in broad daylight outside the college premises. While the assailant fled after the incident, a baffled Savita is yet to figure out the identity of the culprit. “I cannot think of anyone who wants to settle scores with me. I have no enemies and robbery was not the motive,” said Mr Savita. Recalling the incident, he told ‘The Tribune’: “I was on my way back to my residence at about 2.50 pm yesterday when a youngster wearing a helmet, approached me and attacked me with a sharp-edged weapon. He tried to stab my left arm with it, but I managed to push him.” In the scuffle that lasted a few seconds, Mr Savita received injury on his right hand. Onlookers who ran to help the teacher, saw the assailant flee on a motorcycle. “There was an accomplice with him and he fled just after attacking me,” said Mr Savita. Having reported the incident and filed a complaint with the police, Mr Savita is now trying to deduce what could have led to the attack. “Such incidents occur at the time of annual examinations, but even then I have never had any dealing or interaction with students. I was on an inquiry committee about five years ago, but I don’t think anyone would want to seek revenge after five years,” he said. While the police have begun investigation, the Delhi University Teachers’ Association has demanded a thorough inquiry. The teachers at Shyam Lal College went on a day’s strike to mark their protest. Incidentally, the teachers have also been protesting against the increasing lumpenism in the college and the failure of the authorities to appoint a principal for the last 15 years. |
Govt, power companies misleading people: Mukhi
New Delhi, October 26 At a press conference today, Prof Mukhi said that under pressure from the public, the Delhi Government and the Discoms have reluctantly agreed to install meters of the choice of public, but the factual position is altogether different. After receiving applications from the public, the BSES issues a list of five meter companies like Larsen and Tourbo (L&T), Secure Meters, Kaifa, Genus and TTL Ltd. However, when people approach these companies for meters, except Kaifa, the other companies have been saying that there is no stock available with them, Prof Mukhi added. Prof Mukhi said initially L&T had refused to provide meters to the BSES, but after persuasion, a few meters were provided to the BSES, which were again rejected. Now the L&T has gifted some meters to the BSES, which were installed parallel to Kaifa company to check the quality of these two meters. He questioned as to why the BSES has now installed the gifted L&T meters parallel to the Kaifa company. |
Police helpline in Gurgaon to get 10 more lines
Gurgaon, October 26 This was disclosed here today by the new Inspector-General of Police, Gurgaon Range, Mr Mohinder Lal. Mr Lal, who took over charge on Monday, today held a marathon meeting with the police chiefs of the districts of the range: Gurgaon, Faridabad, Mewat, Rewari and Mahendragarh (Narnaul). Giving details of the meeting, he said he reviewed the overall preparedness of the police to meet any challenges in the districts concerned. He claimed although incidents of crime had reduced in Gurgaon district, the police was making efforts to further scale them down. With regard to providing multiple connectivity to the police helpline number 100 in Gurgaon, he said that it would be given 10 more additional connectivity lines with equal number of operators manning them so that the number was never found engaged by callers during times of distress. Mr Lal further said that an effort would be made to make arrangements with cellular telephone operators so that those wishing to make calls from Gurgaon and Faridabad from their cellphones to the police helpline in Gurgaon could get connected to it. Gurgaon and Faridabad districts fall in the Delhi circle of various cellular companies. Consequently, if any one from Gurgaon makes a call on telephone number 100 from the cellphones, he gets connected to the Delhi police helpline number. He claimed the registration of the cases was done promptly in Gurgaon and other districts of the range. He said visibility and mobility of the police would be further increased. When pointed out that incidents of crime had increased in Gurgaon, he said the police was doing a good job, given the manpower at its command and the rapid expansion of the city. He said the district police has already put forward a proposal to the state government for strengthening the force here. The proposal would cost about Rs 6 crore. This included the procurement of articles, vehicles etc. He further said his other priority area would be to improve the image of the police among the
public. |
23 cases settled in ‘telephone adalat’
Noida, October 26 The General Manager of the Nigam, Mr A. K. Garg, was the judge in the ‘telephone adalat’. After examining their documents, Mr Garg gave his decisions on the spot, which satisfied most of the consumers on Tuesday. It is learnt that the next adalat will be held in December 2005. The BSNL organises ‘telephone adalat’ every second month to sort out the complaints, disputes etc. of the

SC refuses to stay CBI probe into draw of plots
Noida, October 26 It may be recalled that the Allahabad High Court had ordered a fresh manual draw and a CBI probe in the residential scheme draw on October 4, 2005. The Noida Authority had gone to the Apex Court against the Allahabad High Court’s direction for a CBI inquiry. The special leave petition of the Noida Authority was rejected by the Supreme Court Bench presided over by Chief Justice of India. It is feared that a CBI probe might expose a number of officials and people connected with the ruling party in Lucknow, on whose behest the draw was “rigged”. As many as 1,250 plots were allotted in the draw held on July 2, in which improprieties on a large-scale had been alleged. In its order for a CBI probe, the High Court had directed the agency to identify the officers and employees, who had played a key role in the draw as also to identify the people connected with the government on whose behest the draw was rigged. The High Court had also set up a two- member committee to oversee the allotment of the plots. The High Court had directed the CBI to present its report within 90 days. |
BSES nails two factories stealing power
New Delhi, October 26 A plastic factory was allegedly stealing more than 240 KW of power. Located at WZ 14/15 Golden Park, Rampura, Punjabi Bagh and owned by one Choudhary Ranjit Singh, this factory was illegally drawing power by hooking on to LV mains, using a combination of teflon and
aluminum wires. The factory had no electricity meter and was thus booked for around Rs 1 crore, based on its consumption pattern of 240 KW. BSES has filed an FIR No. 929/2005 in this regard at the Punjabi Bagh police station. The other case involving theft of 90 KW was booked at Jawala Nagar, Shahdara, when the local BSES enforcement team spotted a direct supply line hooked on to an LV main. The direct supply line led to a plastic dana (pellets) factory. Taking support from the Vivek Vihar police station, the enforcement team raided the factory and found equipment having an assessed load of over 90 KW. BSES slapped a fine of Rs 37 lakh on the owner of the factory, Narayan Gupta. In addition, a case of direct theft has also been registered against the factory owner. According to BSES spokesman, “Power theft constitutes a significant proportion of BSES’ AT and C losses. BSES will be enhancing the intensity and scope of its enforcement drive after Divali. The enforcement teams are currently preparing to undertake the massive anti-theft drive.” A dedicated helpline number 39999777 has been set up by BSES to help report cases of power theft. An average of 150 cases of theft are reported on this number every day. Consumers can use this number to report cases of power theft. |

New Delhi, October 26 Recording her statement as a prosecution witness before the Additional Sessions Judge Chandra Gupta, Rukma alleged that the accused
(Suhaib) used to demand money from her family and put her daughter into severe mental agony. “Suhaib did not used to give money to Anju even for her daily expenses and there used to fights between them over money,” Rukma alleged. Accusing Suhaib and his family members for cruelty, she said “Anju was forced to wear ‘burka’ at her in-law’s house by her mother and sister-in-laws, which was not liked by her, and they were not good towards her”. After taking serious view of non-recording of statement by her since April 17, 2004, the court on the last date had given her the “final opportunity” to depose in the case. However, the court on August 5 had rejected Rukma’s plea to get the case re-investigated by CBI. Meanwhile, the prosecution had suffered a serious set back when two key witnesses K P Singh and Prashant Kumar, the father and brother of Anju Ilyasi respectively, turned hostile. Anju was found in a serious condition with stab wounds on the night of January 10, 2000 at her matrimonial home at Mayur Vihar in East Delhi and she later succumbed to her injuries at AIIMS. |

Onion rates move southwards
New Delhi, October 26 Mr Bhanot further said that NAFED has arranged 125 metric tonnes of onions from Rajasthan and its sale and distribution has been undertaken using four mobile vans and four
distribution centres in the Capital. NAFED is selling onions at Rs 16 a kg in retail outlets, the NAFED AMD said. He said distribution centres have been operative at NAFED Bazar, Ashram Chowk, Krishi Bhawan, Lawrence Road Nafed complex and NCERT complex. Four additional mobile vans are also activated in the areas of Janakpuri, Vikaspuri, Dwarka, Moti Bagh, R K Puram and other areas also. In Nasik where an estimated 60,000-70,000 tonnes of onions had been damaged due to heavy rains, the rates today came down to Rs 1330 per quintal from Rs 1590 per quintal a day before. NAFED has also started a Helpline at 2718-0460 for advising residential welfare associations (RWAs) from 0800-2200 hrs for booking orders with assured delivery within 24 hours, Mr Bhanot added. Meanwhile, Delhi government today decided to cut prices of superior quality onions by Re one per kg at its vends across the city. This was decided at a meeting, chaired by Delhi Food and Civil Supplies Minister Raj Kumar Chauhan, with officials of the Agricultural Produce Marketing Committee and Food and Civil Supplies Department. Superior quality of the bulbous vegetable that was being sold at Rs 19 per kg would now be sold at Rs 18 per kg at the 25 stalls set up by the state government, official sources said. Lower quality onions would, however, continue to be sold at Rs 15 per kg. Wholesale prices of the superior quality was Rs 16 per kg while the lower quality onions were going at Rs 6.5 per kg. The decision was taken following arrival of 1,350 tonnes of the commodity in the capital mainly from Rajasthan, which was major source of the cheaper variety of onions. Onion prices could be reduced further as more onions were expected from Rajasthan, Haryana, Maharashtra and Gujarat. |

Tihar sting operation: Wanted official surrenders
New Delhi, October 26 R D Bahot, wanted since May, gave himself up before Special Judge Dinesh Dayal who sent him to one day’s police custody for his interrogation. Twelve other officials arrested in connection with the case are already on bail. They were nabbed by the Anti Corruption Bureau after raids on their houses following the sting operation carried out by a TV channel on May 4 which showed them allegedly helping its reporters posing as persons wanting to smuggle in banned items to the jail inmates in lieu of bribe. The court of Additional Sessions Judge P K Bhasin had on August 10, after watching the CD of the sting operation, rejected their bail application accusing them of making the high-security prison a “money making mill”. |
Three killed in road accidents
Greater Noida, October 26 The Kasna police said the two youths were going from Greater Noida to Noida late in the night, when their motorbike rammed into a stationary dumper on the Expressway. Both were killed on the spot. It appeared the man driving the motorbike did not see the dumper parked in the middle of the road. The two youths killed could not be identified nor anything could be gathered about the dumper driver. According to commuters, police patrols were absent on the Expressway yesterday. In the second accident, the victim, Om Veer, was going from Dadri to Noida when he was run over by a bus. Agitated employees of a nearby company blocked the road in protest against the behaviour of the police, which failed to arrive on time at the accident site. |
Father-son duo held for cheating banks
New Delhi, October 26 The accused have been identified as V.K. Chawla (52) and his son Karan Chawla (24). Police said that the duo also got cash credit limits of Rs 2.75 crore from these banks on forged documents. The matter came into the notice of the police after the officials of Department of Family Welfare, Ministry of Health, made a complaint regarding illegal activities of the duo. The matter was given to the ACP Economic Offence Wing, Crime Branch,
M.K. Sharma. During investigations, it was found that the accused have given forged bank guarantees to the Ministry of Health for procuring branded contraceptives from the Department of Family Welfare under a special scheme. When the department cross-verified the documents, they were found forged. The accused were called by the officials of the department but they went underground. Subsequently, an FIR was lodged in the Tughlaq Road police station. The investigation also revealed that similar complaints have given to the police by the Indian Bank and UCO Bank, Nehru Place. |

Man gets 10 yrs’ RI for drug peddling
New Delhi, October 26 The court also imposed a fine of Rs 1 lakh on the convict Rajesh Kumar Singh, aged 22 years, a resident of Bhagalpur in Bihar from whom 4 kg of ‘charas’ was seized. Additional Session Judge Narottam Kaushal overruled the defence of the convict that he was a rickshaw-puller and the contraband seized from him actually belonged to a man who had hired his rickshaw and had jumped off and fled when the Narcotics Control Bureau officials nabbed him. The court held that the contraband was recovered from the accused’s rickshaw and there is no mention of any person fleeing from the scene. The court, however, decided to take a lenient view of the poverty and other circumstances of the convict. Singh was arrested on October 10, 2001 near the Odeon cinema in the Connaught Place area of central Delhi by the Narcotics Control Bureau on a tip-off that a man who smuggles drugs from Nepal would bring ‘charas’. |

Youth gets 7 yrs’ RI for attempting extortion
New Delhi, October 26 Additional Chief Metropolitan Magistrate Vinod Kumar convicted Anil Sisoli by observing “if any lenient view is taken while sentencing the accused, the same would encourage the gangsters, who are involved in the business of extorting money from traders”. The court also imposed a fine of Rs 10000 on the convict while punishing him under section 387 (attempt to extort by threatening), 452 (trespassing with an intention to hurt) and 34 (common intention) of IPC. The other accused in the case, Ranvir Rathi, a dreaded gangster, who was earlier employed with the Delhi Police, was killed in an encounter after the court had declared him a proclaimed offender. Rathi and his accomplice Sisoli, on July 13 last year, forcibly entered the house of one Swati Balani in Anand Vihar
locality of East Delhi. The duo asked her to either pay a sum of Rs 50000 within 15 days or they would kill her husband, a property dealer, and her son. |
