State on road to development, claims Hooda
Kalanaur, November 6 Addressing a Congress rally here he said development works all over the state had got off to a rapid start after these were hampered by the enforcement of the Moral Code of Conduct for panchayat and other byelections after he took over reins of the government. He said the impact of the development initiative by the government would be visible in a few months as new projects begin to take shape. The Chief Minister said the Congress was living up to its reputation of being a farmer-friendly government. As proof he cited the power arrears waiver costing the state exchequer whopping Rs 1600 crore. He said the previous governments had not fulfilled their promise of making Haryana self-reliant in power. All governments combined had taken the generation level in Haryana to just 4000 mw which was much below the demand for energy. He said he was working overtime to ensure that the next five years saw Haryana raising its power generation capacity to at least 9000 mw. He said at the moment he was not in a position to promise round the clock uninterrupted supply, but he hoped to achieve something very near to that. Mr Hooda referred to the new canals planned by his government for southern Haryana and assured the people of the area that once the project was completed no future government would be able to cut supply of irrigation water to these districts. Union Minister Ms Shelja said the UPA government’s policies were all directed towards amelioration of the lot of the poor and the development of the rural areas. She claimed that no government at the Centre in the past had allocated more money for these projects than the Manmohan Singh led UPA government. Others who spoke on the occasion were Health Minister Kartar Devi, Mr Deepender Hooda, MP, and Mr Anand Singh Dangi, Mr Raghbir Singh Kadian and Mr Shadi Lal Batra, MLAs. |
Paddy procured even on holiday
Hisar, November 6 All-India Kisan Sabha leader Pradeep Singh told The Tribune that government purchase agencies procured paddy even on Sunday, despite it being a government holiday. The Hansi SDM, Mr Satish Jain, and the secretary of the local market committee today met farmers and assured them to smoothen the procurement process. Officials of the government purchase agencies, including Hafed and the Agro-Marketing Board, also went to the grain market and tried to placate the angry farmers by purchasing their produce. According to the kisan sabha, even the paddy, which the purchase agencies had earlier refused to lift on account of high moisture content, was purchased today. However, though the paddy purchase was smoothened at the Hansi grain market, farmers who had taken their produce to Narnaund village in the district had to face inconvenience due to the slow pace of procurement. According to reports, farmers, annoyed over the callous attitude of the authorities concerned, blocked traffic to register their protest. The kisan sabha had alleged that the government purchase agencies, in connivance with rice millers and market committee officials, were harassing farmers by not lifting their paddy and adopting delay tactics. Meanwhile, the dharna started by the sabha at the Hansi grain market continued today. Addressing protesters, Communist leader Prithvi Singh Gorakhpuria asserted that the condition of the farmers was deteriorating due to the government policies of privatisation and economic liberalisation. |

No paddy auction for two days
Sonepat, November 6 “There will not be any auction on Sunday and Monday. The two-day time will be utilised for lifting of the purchased stock,” secretary of Gohana Marketing Committee, Mr Mahender Singh Dahiya, informed mediapersons last evening. According to Mr Dahiya, heavy arrivals during the week created problems of space in the Mandi and of traffic jam at many places in the town because of the large number of
tractor-trollies, pneumatic-carts and other four-wheel vehicles. In order to overcome the problem, a meeting of the market committee officials and commission agents was held and it was unanimously decided that there should not be any auction for two days and the farmers should be appealed not to bring their produce in the mandi for two days, Mr Dahiya said. There was arrival of 50,000 quintals on Wednesday and Thursday and it increased to 60,000 quintals on Friday and Saturday. |

Farmers to grow organic wheat
Panchkula, November 6 The organic wheat flour which sells for Rs 60 to Rs 70 per kg in the departmental stores and is a rage in many high-society homes, will now be available at almost one- third of this price. The farmers, through the Pragatisheel Kisan Clubs, will be supplying
the wheat directly to the consumers. Since the wheat sowing begins next week, the C- 306 variety of wheat
(desi wheat) will be sown without use of chemicals, insecticides or pesticides. The Pragatisheel Kisan Club has invited orders for organic wheat from residents as well as shops to book their requirement at the rate of Rs 1300 per quintal (Rs 13 a kg ). This wheat will be delivered in April next year. Officials from the Agriculture Department will conduct regular checks on the farmers’ fields (where organic wheat is being cultivated) to ensure that no chemicals are used. Even after its harvesting, the wheat will be thoroughly checked to ensure that it is free from chemicals, before it is supplied to the customers. The Director, Agriculture, Haryana, Mr R K
Khullar, informed TNS that only after they received the orders, the area on which the organic wheat was to be sown would be decided. “We have to be sure of the marketing of the produce. Since it is sown without any chemicals, the yield is less, and so is the water requirement. The diversification of the same crop (from inorganic to organic) will also augur well for the soil health, as soil
nutrients are not lost,” he said. The Director, Agriculture, informed that the organic sowing of wheat and its marketing would be taken up in the three districts of Panchkula, Faridabad and Gurgaon. “A pilot project has been launched at Panchkula, and about 70 farmers have come forward to try organic wheat cultivation in Panchkula. After the success in Panchkula, this will be replicated in Gurgaon and Faridabad,” he added. |

Haryana to implement
biomass energy plan
Chandigarh, November 6 While stating this here today, the Director, Haryana Renewable Energy Department (Hereda), Ms Sumita Mishra, said the Union Ministry of Non-Conventional Energy Sources had earmarked Rs 4 crore for its implementation. She said the bio-mass gasifiers and non-baggase co-generation power projects were being promoted for generation of thermal energy and power. The Union Ministry was providing financial assistance at a rate of Rs 2 lakh per 300 KW for thermal application, Rs 2.50 lakh per 100 KW for electrical applications in dual-fuel mode, Rs 8 lakh per 100 KW for electrical applications with 100 per cent gas engine and Rs 6 lakh per 100 KW for 100 per cent gas engine alone. She said co-generation projects, excluding baggase co-generation, would be promoted in industry with at least 50 per cent of power for captive use and with the provision for surplus power to be exported to the grid. The Union Ministry would provide financial assistance at a rate of Rs 20 lakh per MW to the promoters for installation of bio-mass co-generation
(non-baggasse) projects. The Union Ministry was promoting co-generation projects based on conventional fuels like coal, oil, lignite, gas and unutilised waste, semi-utilised waste and rejected material like coal rejects and refinery muds for meeting requirements of power and energy. She said Hareda had already got installed 100 KW bio-mass gasifier at Yamunanagar which had been operating successfully for the past nine months. Two more such systems were under installation in Yamunanagar and Gurgaon districts. The Union Ministry of Non-conventional Energy Sources had invited proposals from sheller owners and other potential industries for availing Central assistance. Power corporations’ scheme on disputes
Hisar, November 6 The scheme will remain open up to November 30, 2005. A spokesman for the Dakshin Haryana Bijli Vitran Nigam (DHBVN) said here that the scheme was applicable in case of all disputes pending in courts including the District Consumer Dispute Redressal Forums, State Commission or in Arbitration ending August, 2005 and still pending on date of settlement where penalties had been levied. The scheme will not be applicable to the cases where amount had been charged after ascertaining the date of slowness of meter as load data or where disputes were on account of applicability of multiplying factor and to the cases where full payment had been made by the consumer. The spokesman added in cases where unauthorised load detected resulted in change of category from low-tension industry to high-tension Industry, LT surcharge at the prescribed rate of 25 per cent of sale of power would be payable in addition to the amount charged for settlement out of the court. Where the court case has arisen on account of surcharge levied and the principal amount has already been paid, the matter may be settled out of court by levying surcharge at the rate of 12 per cent (simple interest basis) from the date of charging the amount till the date of payment of the principal. The amount charged due to checking by M&P from the last date of checking to the present date of checking on account of slowness of meter can also be considered for settlement provided the consumer pays the reduced amounts of 50 per cent along with simple interest at the rate of 12 per cent per annum. The scheme will also be applicable to the cases where amount charged on average basis and the dispute can be settled after payment of 50 per cent amount along with 12 per cent simple interest. The power to settle these cases would vest with the Sub-divisional Officer (Operations). They will contact all consumers concerned whose disputed principal amount is less than Rs 1 lakh. In case principal amount is more than Rs 1 lakh, the Executive Engineer concerned would contact the consumer. |

Jind, November 6 More than 10,000 persons from different parts of the state attended the function. A majority of the brides belonged to weaker sections of the society. Mr Gian Parkash Chopra, national president of
DAV institutions, and prominent leaders of Arya Samaj, were present at the function. Mrs Asha Hooda, wife of Mr Bhupinder Singh Hooda, Chief Minister of Haryana, was the chief guest at the
function. Speaking on this occasion Mrs. Asha Hooda said Maharishi Dayanand throughout his life worked for the eradication of social evils from Hindu Samaj. He also worked for the upliftment of women. She said Maharishi Dayanand encouraged women education and was in favour of widow marriage. Mrs Asha Hooda expressed concern over the female foeticide. Although there is a law banning foeticide, the practice was still going on. She said there is a need to create awareness among the people against female foeticide, adding that women can play important role in stopping foeticide. She claimed that the Haryana Government had started several welfare schemes for the upliftment of women in the state. Mr Jai Parkash, member of Parliament, said because of poverty, rising prices and unemployment it has become difficult for poor people to solemnise marriages of their daughters. He said that
DAV institutions are helping poor people by arranging marriages of their daughters. He congratulated
DAV institutions for arranging mass marriage of 154 poor girls. On this occasion several social organisations presented gifts to the newly wed couples. |
Teachers’ plea to Chancellor
Rohtak, November 6 In a communication to the Chancellor, the association has pointed out that the next meeting of the council was slated for November 11 and it feared that his inclusion in the highest decision making body of the university would harm the interests of the university. It added that if the nomination was not withdrawn, it would approach the President and the Prime Minister to seek their intervention in this regard. The association has also taken a serious note of the violation of the MDU Act and statutes by the Vice-Chancellor by scheduling a meeting of the executive council five months after the last meeting though as per rules it should be held every month. In a press note it pointed out that the minutes of the last meeting of the council had not been issued by the statutory authority and as such these could not be termed as legal. It said the association had documentary evidence of the Vice-Chancellor turning overruling decisions of the council though he had no power to do it. It also objected to the pick-and-choose policy followed by the Vice-Chancellor in preparing the agenda for the council meetings. While several important items had been pending for years, others were placed before the House during the meeting itself. |

‘Utilise youth’s energy for development’
Jagadhri, November 6 He added the Hooda government would fulfil the promises made during Assembly elections. He expressed concern over adverse sex ratio and called upon women to come forward to fight and save the girl child. Later talking to the mediapersons, Dr Ram Prakash said that there was no groupism. He said that corruption would be eliminated at all levels and good functionaries rewarded and the corrupt punished. He informed a syllabi review committee had been constituted by the party to examine if there were any distortions or factual mistakes in school books. Pangolin strays into village
Rauwala (Pinjore),
November 6 The pangolin was seen near a small water body in the fields of Banarasi Das. Some children, who were playing in the fields, were the first to see the animal. Scared at the sight of the strange animal, they first hurled some stones at it. The scared pangolin, curled itself in a loop, with only its scaly body visible. The children then rushed to the village and informed the elders about the animal. Some of the villagers, carrying lathis for protection, rushed to the spot, while a few of them rushed to call in the forest staff from near the Chikan guest house nearby. Mr Tarsem, a forester then accompanied them to the village, and calmed down the villagers, telling them that the animal was harmless and would never attack anyone. By this time, he had flashed messages to the Divisional Forest Officer, Mr A. Kadian, and Wildlife Inspector Sada Ram. The latter, along with wildlife guard Ramesh, went to the village, put the animal in a sack and brought it to the Forest Guest House in Pinjore. Dr Anil Kumar, veterinarian, then inspected the pangolin for injuries. He said the animal was around eight to 10 years of age. Forest officials said the animal generally came out of the forest in the rainy season. They said the pangolin could have strayed out of the jungle at night in search of water, but later lost its way. The officials later released the animal in the Bir Shikargah forest area. |

Land dispute: officials of Haryana, UP to meet today
Karnal, November 6 This is not for the first time that farmers of Japti Chhapra village in Karnal district and Kaleri village in Saharanpur district of Uttar Pradesh are at loggerheads over the possession of a piece of land. Three farmers were killed last year in the exchange of fire among residents of both the villages. Tension among the farmers again heightened on Friday when several farmers of Kaleri village made an attempt to destroy the crop at Japti Chhapra village. Though their plan was foiled by the villagers and the administration, farmers of both the villagers exchanged fire. However, no one was injured. |
Truck drivers beat up arhtiya, clerks
Sonepat, November 6 According to a report, the Kharkhauda police has registered a case against 17 person and launched hunt to apprehend them. The complainant sent two truckloads of paddy to a rice mill the owner of which had purchased the produce some days ago. When the truck drivers Kirshan and Anil, under the influence of liquor demanded the money from the rice mill owner he promised to give the money after a week. They returned to Kharkhauda and went to the shop of the arhtiya Mr Jai Bhagwan Sharma and demanded money from him. When he asked them that the payment would be made by the owner of the rice mill they became furious started beating him and his clerk. When he informed the police about the incident, they escaped. |
Hooda lays stone of nursing college
Rohtak, November 6 Estimated to cost Rs 1.70 crore, it will have facilities for admitting 180 nursing students every year. The Chief Minster also dedicated two ultra state-of-the-art radiotherapy machines installed in the PGIMS to the public. These two machines worth Rs 2.25 crore. He also laid the foundation of stone for the new tehsil complex here. Estimated to cost Rs 72 lakh, the building would have a court room, a
patwarkhana, a record room, a strong room, naib tehsildar’s office and a lock-up. He also laid the foundation stone for a sewerage treatment plant at kanheli village on the outskirts of the town. It will cost around Rs 4 crore. The plant will take about an year to be commissioned. |

Two killed as trucks collide
Sonepat, November 6 The victim was identified as Ram Narain Rai, a truck cleaner and the injured as Shatrughan Singh a truck driver. The injured was hospitalised and stated to be out of danger. The police has registered a case against Aman Singh truck driver on the charge of rash and negligent driving and causing the death of the victim. The body was sent for a postmortem examination. According to another report, Mr Bhagwan Dass a resident of Akbarpur Barota village died on the spot when he was hit by a Haryana Roadways bus of Sonepat depot near his village today. The police has registered a case against the bus driver and sent the body for a postmortem examination. The victim was going on foot to his village when he was hit by the bus. Meanwhile Rahul was injured seriously when he was hit by a vehicle on the National Highway No. 71-A near Garhi Ujale Khan village 45 km from here today. He was going on his motorcycle when the accident occurred. The police has registered the case and injured youth was hospitalised. |

4-year-old girl raped
Sonepat, November 6 The police has registered a case of rape against Vikki. Vikki was caught red-handed by people who gave him a severe beating but he escaped. The girl was said to be playing in front of her house and the youth lured her and took her to a nearby school where he raped her. When she failed to return to her house her parents started a search for her and they heard her seeping near the school they went inside and found the girl there. The youth on seeing them tried to flee but was overpowered by people but he escaped. The police took the girl to the Sonepat Civil Hospital for medical examination but she was referred to the PGIMS, Rohtak, for treatment and medical examination. |

Chandigarh, November 6 Stating this today, the Health Minister, Ms Kartar Devi, said the Chief Minister, Mr Bhupinder Singh Hooda, would release this card at a multi-speciality mega health camp at Nagina in Mewat district tomorrow. Mr Hooda would also inaugurate the camp. She said the health cards would keep a record of important events in the growth and development of children for six years and prove useful in maintaining the health of both the mother and the child. |
Shopkeeper ends life
Yamunanagar, November 6 The body of Mam Chand, a sweat shop owner, was found along a railway track near the Gandhinagar crossing this morning. Mam Chand had left his shop last evening to collect money from a person but never returned. Police sources said that he committed suicide. In a road accident, Babu Ram (65) was seriously injured after being hit by an unidentified scooter last evening. He was admitted to a hospital, where he succumbed to the injuries. A case has been registered. |
