Rickshaw puller moves court against police
Worker allegedly thrashed after complaints
to Commissioner, DCP

Tribune News Service

New Delhi, November 6
In a rare show of courage, a rickshaw puller has moved a Delhi court seeking protection from “corrupt police officials,” who allegedly threatened to implicate him in false cases if he did not pay them Rs 2,000.

In his complaint filed in the court of Chief Metropolitan Magistrate (CMM), Lalit Sharma, a resident of Kishanganj Chowk in North Delhi, also demanded a departmental inquiry against a Sub-Inspector (SI) and a beat Constable of Dev Nagar Police Station.

CMM Reena Singh Nag has already taken cognisance of Lalit’s complaint filed on October 28 and directed the Desh Bandhu Gupta Road police to file a report in this regard by Tuesday.

Lalit, who also owns a few rickshaws in partnership with his friend Manoj Kumar, was allegedly stopped by the said Beat Constable on October 21 near his rickshaw stand and asked to pay Rs 2,000 as bribe to let him continue in the business. On Lalit’s refusal, the Constable forcibly took his permit and asked him to meet him next week with the money if he wanted it back, he said in the complaint.

Three days later, Lalit was summoned to the police station where he met the SI, who allegedly told him that “even we have to give money to our superiors, you cannot do anything to us”.

According to the complaint, written complaints to the Police Commissioner and Central District DCP did not produce any positive results and on the contrary the Constable thrashed one of his workers when he came to know of it. Next day, four of his men were also taken to the police station.

Seeking corrective action against the police personnel, Lalit said “Protect me from these corrupt police officials and allow me to work.”

NBW against SI for contempt of court
Tribune News Service

New Delhi, November 6
A Delhi Court has issued a non-bailable arrest warrant against a Sub-Inspector, who is the Investigation Officer (IO) in the rape case of a minor, for failing to appear before it and took exception to his casual approach in the case.

“As the (IO) Manvendra Singh has not bothered to appear before this court despite the service of the process, hence, a non-bailable warrant, which is to be executed through the Deputy Commissioner of Police, is issued against him,” said Additional Sessions Judge (ASJ) B. R. Kedia expressing anguish over the casual approach of the police.

Earlier also, on August 2, Singh had appeared before the ASJ only when a NBW was issued against him, which prompted the court to observe that “it was because of such approach of the police that heinous offences like rape are taking place in the Capital.”

The police arrested an accused Rajeev Tyagi only after the ASJ gave it a deadline to show results within a month.

According to the complaint, an 11-year-old girl, who was studying in class V, was sexually assaulted by Rajeev Tyagi and a minor of Mandawali area of East Delhi on June 30, 2004.

The minor, who was later found to be a major, is absconding after being granted bail by the Juvenile Justice Board, the police said.

The victim used to go for tuitions in the building where Tyagi was residing and on the day of the incident, Tyagi told the girl that her teacher had called her and when she was going to the third floor, they pulled her into his room and raped her, the complaint said.

‘Consumer to pay more for power in Haryana’
Bijendra Ahlawat
Tribune News Service

Faridabad, November 6
While the conditions on power front would remain dismal, it is certain that the consumer would have to pay more for the power supply once the work of generation and distribution was handed over to the private companies.

This has been the gist of the campaign launched by the All Haryana Power Corporation Worker Union (AHPCWU) against the ongoing privatization process in the state.

The AHPCWU has decided to hold the meeting of its members at the unit level to create awareness among the staff and involve them in the state and nationwide drive against the present policies of the Union and state governments, stated Mr Subhash Lamba, general secretary of the AHPCWU in a press statement here today.

He said that the move to hand over various functions of the power department to the private sector had failed to produce results. The government was firm on not reviewing the policy being followed under the pressure of foreign agencies like the World Bank.

He claimed that there had been hardly any improvement in the power supply in Delhi, especially in the summer season.

Stating that almost all the provisions under the new Electricity Bill had been against the common man and the employees of the power department, he said, once the bill comes into effect, it would have a telling effect on the consumers as well as the staff.

It is reported that the union is against the move to segregate the consumers into the urban and rural sector, as it would lead to discrimination against the rural people, especially farmers.

According to the union, the quality of the material and the service given by the contractors to the Haryana Vidyut Prasaran Nigam had been sub-standard.

Delhi’s pavilion to resemble Parliament House at India International Trade Fair
Tribune News Service

New Delhi, November 6
The sprawling Pragati Maidan, venue of the annual international trade fair scheduled to begin here on November 14, is bustling with activity as workers race against deadlines to complete the state pavilions before the inauguration.

Hundreds of craftsmen and artisans are engaged in giving final touches to the pavilions, which are supposed to showcase the natural resources and the achievements of the respective states.

While Kerala, ‘God’s own country,’ is focusing on its natural beauty, the National Capital Territory of Delhi is shaping its pavilion to resemble the Parliament House, only a stone’s throw away from the Pragati Maidan. The theme of the Delhi Pavilion this year is power and communication.

The officials at the site said that the work was going on full speed and is expected to be completed at least a few days before the inauguration.

Some of the skilled workers have specially brought materials from their respective states to give authenticity to the pavilions. The entire exercise is being closely monitored by senior officers.

Meanwhile, the residents of the beleaguered Capital were not really looking forward to the annual event, which invariably disrupts the normal life by throwing traffic into utter chaos as lakhs of visitors vie for space daily.

The organisers, however, said that like last year, elaborate arrangements were being worked out in coordination with other agencies so that there was little or no disruption in the normal life of the Delhiites. “However, when so many people come to one particular place, some confusion is bound to take place,” a senior official said.

The Delhi Traffic Police were also engaged in finalising an elaborate plan to ensure smooth movement of traffic in and around the venue. The movement of vehicles would be restricted and adequate parking areas were being identified.

Security measures for the elderly found wanting
Manish Kumar Singal
Tribune News Service

New Delhi, November 6
The recent killing of an elderly couple in South district has once again raised several questions on the security measures for the elderly couples.

The killing took place in the R-Block of Greater Kailash Part-I even after claims made by the police to provide close assistance to the elderly couples in the Capital.

According to the police, S.D. Khosla and his wife Santosh were hit with sharp object in residence.

When the police reached the spot, they took both the victims to the AIIMS where Santosh was declared brought dead while S.D. Khosla later succumbed to his injuries.

It was a gory incident in which the elderly couple was hit so badly that the thumb of Khosla was hanging to his skin and he was groaning for help when the police reached the spot.

According to the DCP, South district, Praveer Ranjan, “We have got some clues and are working on that. We are expecting to crack the case soon.”

This was not the first incident of such type. On March 17, one servant decamped with Rs. 4 lakh after brutally killing a 62-year-old woman. In another incident that took place in the same month, two elderly women were strangled in Mukherjee Nagar.

There are several other cases in which elderly couple were brutally killed while senior officials claimed that an effective policing for the elderly was in place.

The police sources said that the victims were in the list of the elderly people to whom the local police used to talk frequently. However, the response of a beat constable incharge of visiting senior citizens gives clue to their thinking: “Are yaar pahle crime kya kam hai jo in logon ki responsibility bhi hamain de di”.

Retired major’s land in dispute

Tribune News Service

Gurgaon, October 6
Little did Major (retd) J.K.Bhalla realise at the time of making post-retirement investments in village Kadarpur falling in Sohna Assembly segment that he would be subjected to trickery and torture by the vested interests who would go all-out to dislocate him and his family from their farmhouses.

The plight of Major Bhalla, a resident of Delhi, has caused ripples in several farmhouse owners in the area.

The role of the police has also come into question.

The armyman had planned to bring in foreign investment for a project in the village for the uplift of the weaker sections of society.

However, his plan seems to have gone awry.

His staff is scared even to stay at the farmhouse because of the terror of some persons who have developed vested interests in the major’s land.

Mrs Bimla Devi, wife of Major Bhalla and a social worker, has a farmhouse in her name on about two acres. The major bought the adjoining two-acre land to set up another farmhouse on it.

His relatives have also purchased some land nearby and he convinced his friends to make investments in the village.

However, some villagers have been using a portion of his farmhouse as a thoroughfare.

When Major Bhalla wanted to set up a boundary wall a couple of months back, the wall was allegedly broken and a dispute on the ownership erupted between the villagers and him.

A clash ensued and he along with others was booked under Section 308 of the IPC. He was also in judicial custody in Bhondsi Jail.

In a letter to the Deputy Commissioner last Tuesday, he has described the case registered against him as ‘false’.

He further alleged that after the incident, the boundary wall on the other side of his farmhouse built of concrete has been broken by the vested interests in the village.

Tribune News Service

New Delhi, November 6
The week of festivities and the serial bomb blasts in the Capital last week had its effect on the art scene as well. The visitors to the art galleries and shows were few. The organisers of art exhibitions and shows also preferred to keep a low profile during the preceding week, keeping the launches and openings to the minimum, waiting for the festivities to end which generally marks the beginning of the real art season as winter gradually sets in.

Delhi Chief Minister, Ms Sheila Dikshit inaugurated an exhibition of paintings by Shalini Passi titled “Through my eyes”.

The three-day exhibition, which opened yesterday, is being held at Visual Art Gallery, India Habitat Centre. The collection displayed at the exhibition is Shalini Passi’s maiden solo outing as a painter. Trained under ‘powerful’ colourist Bishamber Khanna, Shalini’s preference for bold colours is an inspiration from her ‘Guru’. Ms Dikshit, herself an ardent lover of art, liked the flawless use of ‘vibrant’ colours.

The festival was started with Girish Karnad’s monologue in English, “A Heap of Broken Images” followed by Sansaptak’s “Atmadaho” in Bengali and finally the evergreen, perennial favourite “Ghasiram Kotwal” by the students of the National School of Drama here.

“A Heap of Broken Images” was performed for the first time in the Capital. Innovative and highly charged, it is an intellectual debate between an actor and her alter ego.

“Atmadaho”, set in the war-ravaged fields of Kurukshetra, revolves around the non-warrior protagonists of the Mahabharata.

Renuka, a student of the Delhi Public School Dwarka and a disciple of Guru Kanaka Sudhakar, performed her Bharatnatyam arangetram at the Shri Ram Centre auditorium here, impressing the audience with her mudras and dancing grace.
