The police seems to be alert and active only when the job entailed concerns the high and mighty while it remains cold and uncaring towards the poor and common man.

A resident of a colony here has been running from pillar to post to get back his wife and four kids, who have been missing for the past 27 days. No FIR has been registered so far, it is alleged.

The complainant, identified as Vakil Prasad, originally hailing from Siwan district in Bihar, has visited the police station concerned several times, but the police have neither provided him the copy of the complaint lodged by him nor said anything about the action taken to recover his wife and four kids who, he suspects, have been abducted by a youth.

According to him, his wife, identified as Savita, alias Babita, whom he married about eight years ago, had been missing along with their four kids from his present house in Indira colony here since October 1. A painter by profession, he claimed that he had gone out in connection with some work but failed to find her and the kids when he came back.

Alleging that a person identified as Munna, who used to come to his house, might have abducted his wife and children as she was young and beautiful. He said he had told the police about the suspected involvement of Munna in this incident. He alleged the police was not taking any interest and had been turning him away every time he made inquiries about the progress.

The harassed man said certain policemen on duty even taunted and rebuked him for coming to the police station in connection with this incident. “Teri gharwali toh apne yaar ke saath bhag gayi ab tu yahaan kya lene aata hai. Tu bhi bhaag ja aur hamara time waste mat kar.” (Your wife has run away with her lover, why do you come here. Go away and don’t waste our time), said a cop one day, according to the complainant.

Police brainstorm to check juvenile crime

The recent spurt in incidents of heinous crime involving juvenile delinquents has alarm bells ringing in the police headquarters here as the law enforcement officers fear that these may swell the ranks of criminals already active in the Capital.

Senior police officers and juvenile delinquency experts are putting their heads together to chalk out a strategy to deal with this new trend in the metropolis.

The law enforcement authorities also plan to involve teachers and school principals as well as parents to stop teenagers from going astray. They are vulnerable due to their exposure to television and movies which often glorify crime.

Every year, the police round up at least 800-900 juvenile delinquents for various crimes, including murder, attempt to murder, rape, robbery, burglary and motor vehicle thefts.

“When the juveniles are found involved in such heinous offences, there is a maximum chance that they could join some criminal gangs to become hardcore criminals.

Those who were arrested by the police have been sent to juvenile homes for rehabilitation. But at the same time, it’s not possible to keep track of others as the police normally don’t mount surveillance on them unless there is specific complaint in some areas about the involvement of juveniles,” said an officer.

According to the officer, the lust for earning quick money, lack of adequate education, poor family background and other extraneous influences that lead them to enter the criminal world and later forge nexus with gangsters. In fact, a 26-year old married woman who was raped by four teenagers in their early twenties in Vasant Kunj area recently was a shocking incident, said the officer.

The police arrested many gangs for burglaries in government colonies in Sarojini Nagar, R K Puram and Munirka and in the posh areas like Satya Niketan, Moti Bagh, South Extension and Neeti Bagh. They were found involved in crimes like burglary, motor-vehicle thefts and robbery, he said.

Statistics available with the police reveal that 802 juveniles were arrested in 2003 as against 909 in 2004.

In 2003, 48 juvenile delinquents were arrested for murder, 18 for attempt-to-murder, 24 for rape, 24 for robbery, 107 for burglary and 41 for motor-vehicle thefts. In 2004, 36 of them were arrested for murder, 15 for attempt-to-murder, 72 for rape, 24 for robbery, 109 for burglary and 95 for motor-vehicle thefts.

Statistics also point out that while juveniles between 7 and 12 years, including girls were active in crimes like burglary and other thefts, the ones between 12-18 years were involved in murder, attempt-to-murder, rape, robbery and motor-vehicle thefts.

JNUSU poll: Even one vote counted

For students campaigning in the open in anticipation of the JNUSU election results, it has been a long wait. Almost 24 hours after the polling concluded, the results are still awaited.

Between occasional bursts of sloganeering and trying to catch some sleep, students kept themselves informed of who was leading on what post. “We are basically trying to keep a tab on leading candidates, because that helps in deducing who the possible winner could be,” said an NSUI activist.

Like the previous’ years fractured verdict where the AISA walked away with one seat and the SFI-AISF managed to win three, this year too could witness seats being shared by the two Left factions.

Till the time of going to Press, Mona Das of the AISA was leading by a very small margin, AISA’s Kanika Singh too was leading with an equally small margin on the vice-president’s post, but the SFI-AISF were running strong on the posts of general and joint secretary.

The delay in the announcement of results was collectively criticised by students, but there were no untoward incidents reported.

“It is upsetting, but we can’t do much because the counting is on and it is a tedious job”.

One reason being cited by students for the delay was that unlike the previous years, there was less panel-voting this year.

“Earlier there used to be panel-voting which made counting easy. This year we have scattered votes, which is making it tougher and with the margins too being modest, one has to be very particular in counting even that one single vote,” said Maruf Hussain of the NSUI, who is contesting for the post of vice-president.

MCD installs computers in Swami Dayanand Hospital

To begin with computerisation in the MCD-run hospitals, the corporation has installed computers in Swami Dayanand Hospital located in Shahdara area to computerise and develop Hospital Information System.

The Municipal Commissioner, Mr Rakesh Mehta, said the main objective
of computerisation of
the hospitals was to improve patient care service and better hospital management.

It will lead to an easy access to information, development of a common clinical database, reduced hospital maintenance cost, increased nursing productivity and other hospital-related information.

He said an agreement had been signed with M/s Wipro Health Care IT Ltd on October 14, for customisation and implementation of the software.

The total project is of Rs 174 lakh.

The expenditure on networking and hardware for swami Dayanad Hospital is Rs 75 lakh approximately. The project is likely to be completed in two years.

The Hospital Information System has a Modular System and has got 35 modules out of which three modules are web-enabled.

The system generates a unique registration number for each new patient registered which is used as the future reference of the patient’s medical record.

Swami Dayanand Hospital is the first project where the process of computerisation has been started. Gradually all the six hospitals run by the corporation will be computerised. Once it is completed, it will allow the doctors to have ready access to past episodes and information of the patient, thus ensuring continuity of care.

The MCD has computerised other departments like property tax, registration for birth and death certificate etc.

A scheme called Online Institutional Registration (OLIR) was introduced under which 285 hospitals, both private and government were empanelled and issued users ID and password.

This was declared the best project in the country by the Registrar General of India and the MCD was awarded outstanding performance trophy for the year 2004 in a conference held in Surat, the Municipal Commissioner claimed.

Demanding fee refund, students block traffic

Students of half a dozen institutes in Greater Noida blocked the road yesterday in protest against the refusal of the institutes to refund the unjustified fees taken in spite of the administration’s directives to the institutes to refund the fees.

They jammed traffic, raised slogans against the college managements for a couple of hours. It hampered the examinations being conducted in a number of institutes. The students warned the administration that in case the institutes failed to refund the extra fee charged they would start a prolonged agitation on a large scale.

Students of six institutes — NIFT, JNIT, Skyline, APJ, IILM and Priyadarshini — had boycotted their classes and disturbed the examinations being conducted in Skyline and APJ institutes. Later, hundreds of students gathered in front of Sigma Girls High school hostel in Beta 1 sector and blocked the Kasna - Surajpur road.

Addressing the students, Gaurav Sharma said the fee committee set by the administration had fixed different fee structures after categorising institutes. The institutes which had charged exorbitant fees had been asked to refund the part of fees charged extra. But the managements have not bothered about these instructions and institutes continue to flout these instructions by charging higher fees.

But students, he said, would not tolerate the high-handedness of institutes and soon a large agitation would be launched against it. On getting news about road block CO, Kasna, S.K. Sharma and SO Ramakant Yadav reached there with a police force. They persuaded the students to lift the road jam.

They said if they had any complaints against their alma mater they could give it in writing. This would be forwarded to higher authorities and action taken against guilty persons. The students gave their complaints in writing to them.

An institute director, however, blamed the local politicians in exploiting the trivial issue. “The politicians find thousands of students a good ground for politicking”, he said.

Nod to conversion of industrial built-up plots

The Delhi government has decided to convert industrial built-up plots from leasehold to freehold on payment of conversion charges irrespective of size of the plot in Delhi and the charges are applicable up to March 31, 2006.

Delhi Industry Minister Mangat Ram Singhal said the scheme covers all industrial built-up plots developed by Industrial Department and the DSIDC, including the industrial sheds.

He also informed that the conversion would be allowed only for the industrial plots on which building has been constructed and Completion Certificate ‘D’ form has been obtained.

The scheme is optional for which the brochure along with the application form is available from the Industrial Department at a payment of Rs 100 per application form. A processing fee of Rs 500 would also be charged.

He said the applicable conversion fee per square meter for industrial plots for zone-wise would be: South Zone Rs 26,080, West Zone Rs 17,870, North Zone (other than Mangolpuri) Rs 17, 870, Mangolpuri Industrial Area, Keshavpur Industrial Area and Manufacturing Udyog Nagar Rs 19,960, East Zone Rs 11,150, Narela and Badli Rs 7,500.

Mr Singhal said the formula for the one-time conversion fee for the total charges payable will be calculated as Plot area x Notified land rate x 10/100.

There would be remission of 40% allowed to the original lessees and there will be surcharge of 33-1/3% on the conversion fee in case of GPA holders also. He said the applicants would have to clear all the pending dues payable like ground rent, regularization charges and other pending dues. The payment has to be made by Pay Order or Bank Draft in favour of Commissioner of Industries.

Underlining the advantages of the freehold policy, Mr Singhal said that it would bring transparency and efficiency, as the subsequent sale of the industrial plots will be regularized in Delhi. Once this is done, entrepreneurs would be in a position to raise loans against the property whereas it will also lead to the revenue increase for the government by payment of stamp duty for genuine transfers, he further said.

The Delhi Industry Minister said it will reduce litigation and there will be uniformity of the land policy in Delhi.

Contractor gets Rs 35 lakh without undertaking work

The Chairman of the Dadri Nagar Palika and Executive Engineer, Mr Rohtash Sharma, had signed a cheque for payment of Rs 35 lakh in a fraudulent manner. This fraud has come to light on the complaint of a Dadri resident, Ramesh Chand Sharma.

Taking action on the complaint, Ms Alka Saxena, Director, Local Bodies, has asked District Magistrate Santosh Yadav to take appropriate action in the matter. The DM had promptly removed the Executive Engineer and in his place posted the tehsildar on the post. The bank authorities have been instructed not to honour the cheque to release the payment to the party. The SDM, Dadri, Mr Ghanshyam Singh, has been asked to inquire into the case. It is learnt the Dadri Nagar Palika Chairman and Executive Engineer had released payment of Rs 35 lakh to the contractor without getting any work done.

After sending the cheque of Rs 35 lakh to the contactor, Executive Engineer Rohtash Sharma had sent a letter to the Directorate that he was posted at the Nagar Palika Parishad in Bachherao, which is 115 km from Dadri and found it difficult to oversee the work of both the places.

Ramesh Chand Sharma had in his complaint said the Nagar Palika Chairman and Executive Engineer Rohtash Sharma had issued a cheque of Rs 35 lakh to the contractor who had not undertaken any work.

According to sources, the Nagar Palika Chairman had withdrawn money last year also from some other account without the approval of the District Magistrate. He was removed from his post but the administration later reinstated him as Chairman of the Dadri Nagar Palika.

After becoming the Chairman of the Nagar Palika again, he has accomplished the latest feat.

Zila Parishad divided over getting chief’s nod for all jobs

The Zila Parishad of the district appears to be divided over the issue of getting the approval of its Chairperson in the matter of every work undertaken by it.

The parishad, at a meeting at Ballabhgarh here today, discussed the issue and even got voting done by the elected members. Certain members supported the idea that the consent of the Chairperson was necessary in every scheme won by a single vote while other members, opposing the move, said it was totally illegal and undemocratic and would not accept this.

They claimed that the Panchayati Raj Act did not have such a provision and to make it mandatory a resolution was required to be adopted at the parishad meeting with at least two-third members voting in its favour. The total membership of the parishad has been 25 and the present Chairperson of the body is a woman. However, about six of the elected members were not present in today’s meeting. More than half of the members of the parishad have been active supporters of the ruling Congress party.

The meeting, attended by the Additional Deputy Commissioner among other officials, however, adopted a resolution authorising the Chairperson to constitute various committees of the parishad and nominate its members. It also decided to invite applications from the Dalits and below the poverty line (BPL) category people from rural areas for getting financial aid for self-employment.

‘HUDA to become more people-friendly’

The Haryana Urban Development Authority (HUDA) has embarked on an effort to streamline its functioning so as to become more people-friendly. The local administrator, Mr S.P. Gupta, said today that a directive has been issued to repair the roads in the various sectors on an urgent basis.

The authorities will also try to remove the stray cattle and street dogs from the roads, which have led to a number of accidents on the roads, said Mr Gupta.

According to him, other priority areas include giving a face-lift to the markets, which has been a long-standing demand of the residents.

In an attempt to streamline traffic management, the agency has decided to install traffic signals at critical crossings in its zone. Reminded of the rampant corruption in HUDA, he said the government is determined to provide a corruption-free administration and efforts are being made to make its functioning more transparent.

He said necessary directive has been issue to the staff to provided information sought by the public in the light of the implementation of the Right to Information Act by the government.

According to him, his office cleared 45 ‘Completion Certificates’ on the second day after he took charge. These certificates were allegedly kept pending for several months by HUDA for no credible reason.

Mr Gupta said that HUDA will try to give a new momentum to private participation in its efforts to urbanise the city in a planned manner, for which the help of the Residents Welfare Associations would be sought. A team led by him would visit various sectors and hold meeting with the RWAs to this effect, he added.

Drunkard shoots wife

A man under the influence of liquor shot dead his wife after a minor argument and threw her body on a nearby vacant plot in Vaishali yesterday. The police have arrested the accused. The deceased has two sons and a daughter.

Mohinder Pal, a resident of a flat in Vaishali, Sector 1 under the Indira Puram police station, was a dairy farmer who used to eke out a living from marketing milk.

According to the police, Mohinder Pal had a tiff with his wife Madhu on Thursday night when he was almost dead drunk. He wanted to lend Rs 30,000 to a friend, which his wife opposed. He beat her up thoroughly and shot her dead with a local revolver. She fell in a pool of blood and died after sometime.

Some customers who came to buy milk in the morning saw Madhu’s body. Soon, the police came on the spot. He said some thieves had barged into the house last night and had shot his wife dead. But his eldest son spilled the beans before the police and helped the cops to recover the revolver kept in the cupboard.

The police said Mohinder had lost his first wife Brahma six years ago, leaving her three sons and three daughters. After their marriages, as Mohinder was living alone, he had then married Madhu who had borne him two sons and a daughter.

While the murder has shocked residents in Vaishali, the police have arrested the accused.

Seminar to mark finale of Premchand’s anniversary celebrations

A four-day international seminar marking the 125th birth anniversary of the legendary writer Premchand began here yesterday.

An exhibition of the writer’s rare photographs, manuscripts and paintings was inaugurated by Delhi Chief Minister Sheila Dikshit.

Speaking on the occasion, literary stalwarts Rajendra Yadav (Editor of Hans that was once run by Premchand), Kamaleshwar and Ms Krishna Sobti voiced the same views that Premchand was the pioneer of short stories in Hindi and Urdu.

He also introduced ‘realism’ through his novels by replacing romances, adventures of medieval patriarchs, dreamland and fantasy with the ‘realities’ of contemporary Indian life, they said.

The litterateurs added that Premchand was greatly influenced by Mahatma Gandhi. However, his writings laid stress on social independence rather than political.

Prof C R King from California University, Berkeley, who has translated Premchand’s short stories into English, also spoke on the occasion. More than 60 prominent writers from across the country and eight distinguished foreign scholars from the US and the UK, Russia, Italy, Poland, Czech Republic, Holland and Pakistan would participate in the event and discuss various facets of Premchand’s literary works.

Sahitya Akademi Chairperson G C Narang announced institution of Premchand Fellowship that would be given annually to an eminent creative writer of a SAARC country.

Farmers go on rampage against faulty weighing of sugar cane

Hundreds of farmers went on a rampage for over 7 hours protesting against “faulty weighing” (Ghattauli) of sugar cane at the main gate weighing centre of Bajaj Hindustan Ltd, Kinauni, Meerut. The agitated farmers also compelled the sugar mill management to suspend weighing activities for seven hours.

Hundreds of agitated farmers forcibly closed the mill’s main gate and sat on a dharna, shouting slogans against the management.

Later, fearing trouble, a large contingent of police force reached the sugar mill.

The management of the sugar mill has ordered an inquiry into the episode.

The trouble began when a farmer discovered that the weighing at the mill’s gate dharamkanta was faulty.

When this news spread, the agitated farmers went on a rampage. Subsequently, the farmers closed the mill’s gate and sat on a dharna. Efforts by the officials of BHL to pacify the farmers failed. Meanwhile, expecting trouble, the CO reached the spot with a large number of police force.

Later, officials started an inquiry into the allegation that the dharamkanta was faulty.

According to reliable sources, the sugar mill has 128 weighing centers in the area. At many of these weighing centres, ‘Ghat Tauli’ is undertaken since they have no fear of cancellation of their license.

DMRC chief accepts extension

Responding to the government’s decision of granting him an extension of three more years, Delhi Metro Rail Corporation (DMRC) Managing Director E. Sreedharan today said he would “honour the decision and continue as the DMRC chief ”.

The decision to grant the technocrat an extension was forwarded by the Delhi Government and cleared by the Union Ministry of Urban Development on Tuesday.

However, Mr Sreedharan, who had been with the DMRC since November 1997, had evinced interest in retirement and written to the Delhi Government, requesting it not to extend his tenure.

Since he was away to Chennai on an official visit during the period when the decision became public, his comments on the issue were not available. However, on his return to the Capital, he put an end to all speculations, saying that he would continue as the DMRC chief.

SI gets one-yr RI for taking bribe

A city court today sentenced a Delhi Police Sub-Inspector to one year’s rigorous imprisonment and imposed a fine of Rs 4,000 for taking bribe.

Special CBI judge Pratibha Rani convicted SI Charan Singh of taking Rs 5,000, which was part payment of his demand for Rs 10,000, from one Amar Nath for not implicating him in a false dacoity-cum-murder case in February 2002. Singh has been convicted under provisions of the Prevention of Corruption Act. — TNS
