Chief Minister Virbhadra Singh yesterday said that hamlets without electricity would be given this facility in the next two years.

Addressing a public gathering at Jhajja village after dedicating the newly constructed Solan-Jhajja road to the public, he said the state government was committed to ameliorating the lot of the rural masses.

Expressing concern at large-scale desertion of cattle by the people, he said a cattle census at the panchayat level would soon be conducted across the state. He said killing of the wild boar that destroyed standing crops would not be considered a punishable offence.

He presented details of developmental works carried out by his government and said investment worth Rs 1,75,000 crore had been made in Himachal after announcement of the central industrial package.

Reiterating the government’s resolve to provide 70 per cent employment to the state youth, he said industrial units not abiding by this policy would be strictly dealt with. Vacancies in the Education Department would be filled soon.

Rubbishing the claim of the former BJP government of having laid a network of roads, he said a mere 300- 400 km length of roads had been added by it.

He dedicated a Rs 24.5-lakh Jhajja irrigation scheme and a Rs 65-lakh lift irrigation scheme to the public.

Irrigation and Public Health Minister Thakur Kaul Singh, addressing the gathering, said the department would endeavour to channelise the riverwater to the fields.

CM’s no to BJP demand

Himachal Chief Minister Virbhadra Singh, today rejected BJP demand for his resignation and asserted the reports of the Avay Shukla committee and the Harsh Gupta committee were politically motivated. He maintained that no illegal appointments had ever been made at his behest.

Talking to mediapersons, here today, he said the two government officers, who conducted the inquiry were under pressure from the then BJP government. The Congress had opposed and rejected the twin reports in the Vidhan Sabha, which was not supported by any credible evidence Thereafter, the Dhumal government also did not take any action on it as it knew that there was nothing in the reports to warrant action. The matter was closed.

Now that the issue had been raised through the court the government would decide the future course of action after studying the court order.

The high court had directed the government to register a case and bring all those instrumental in making illegal appointment to book.

The Chief Minister maintained that he had not desecrated the holy chariot of Lord Raghunath during Kulu Dasehra and the allegation levelled by BJP leader, Maheshwar Singh, was false and politically motivated. He said he only paid obeisance to the deity and even pulled the chariot for some distance barefooted as a devotee.

Regarding government take over of the temple of Raghunath he said it was only a idea and it was for the local people to decide.

CM to visit Sirmaur today

Nahan, November 10
Himachal Chief Minister Virbhadra Singh will arrive here tomorrow morning on a two-day visit. He is scheduled to inaugurate state-level Shri Renukaji Fair at Renuka Tirth on November 11 afternoon.

The Chief Minister will lead the Shobha Yatra of Lord Parshuram from Dadahu to Shri Renukaji. He will also inaugurate Renuka Fair and other religious and development programmes and exhibitions in the Mela ground. — OC

Chilly winds sweep Kinnaur areas

Harsh weather conditions with chilly winds have started gripping the region with reports of temperature as low as -5°C overnight in most areas of middle and upper Kinnaur district, thereby disrupting normal life.

The higher reaches in and around Reckong Peo, district headquarters of Kinnaur and Sangla valley, are already covered with snow.

This Correspondent today visited Raksham and Batseri villages in Sangla valley and found that water in the pipes had started freezing, resulting in shortage of drinking water.

People in these villages said they had to keep taps open for 24 hours to prevent pipe bursts.

There were reports of disruption in power supply in villages of Chitkul, Raksham, Batseri in Sangla Valley, Kalpa, Pangi and villages of the Pooh sub-division, adding to the woes of the people.

Even if power is being supplied, the voltage is very low, complained people. Thus, the electric heaters have become useless. Kerosene heaters that have replaced electric heaters are in great demand with the supply of kerosene almost satisfactory at the moment.

People in the villages of the Pooh sub-division have also complained of shortage in LPG supplies amid freezing conditions. The people of Leo village, who had earlier faced the fury of floods, said there had been no supply of LPG cylinders during the past 20 days. The telecommunication system to this village is yet to be restored even after four months of the flood.

Schools sans qualified teachers

The government primary schools in the state are facing an acute shortage of qualified teachers, which is affecting the overall quality of education. To make up for the shortage, the Education Department is filling the places with vidya upasaks and grameen vidya upasaks, for whom the minimum qualification is Class XII.

In Kangra district, the average distribution of teachers comes to a little over a single teacher per school as out of the total 3,875 sanctioned posts of JBT primary teachers, only nearly 2,700 are filled up. There are a total of 1,755 government primary schools in the district.

The schools are doing the work with the help of 127 vidya upasaks and 136 gram vidya upasaks against the vacant sanctioned posts in the district. The HP Government Primary Teachers Federation, however, feels they are not much of a substitute for qualified JBT teachers.

Mr Shiv Prasad, president of the Kangra unit of the federation, said even though the monthly budget for primary schools was nearly Rs 35 lakh, only Rs 7 lakhs per month was being used as the vidya upasaks have been employed for meager amounts against the sanctioned posts in most schools.

Mr Sanjay Choudhary, another executive member of the association, said in nearly 6 per cent of the government primary schools in the district, only one vidya upasak or grameen vidya upasak had been appointed, that too on deputation.

The sole teacher has to take every class in the school and it becomes impossible to give quality education to students with too much of burden on him.

Major Vijai Singh Mankotia, Senior Congress leader and MLA from Shahpur, said even if the primary school has two teachers for nearly 300 students, one of them remains busy with the functioning of mid-day meal scheme, keeping stock of vegetables and rice and getting them cooked for the students.

Besides, he said, the primary government school teachers are put on various government duties like census work, which further aggravates the problem. Major Mankotia said he had taken up the matter with the government at different levels to ensure filling up of the vacant posts of government primary teachers in the area.

The Deputy Director, Primary Education, Mr J.S. Thakur, said they were in the process of appointing 252 more para-teachers in the district, some of who have already joined duty. Besides, he added, his office had submitted a report seeking addition of 2,000 more para-teachers to make up for the shortfall in the district. The situation, he said, was the same in almost all districts of the state.

Copter service for tourists soon

In a step that would go a long way in promoting tourism, the Himachal Pradesh Government would soon introduce a helicopter service for tourists from various destinations of the country, said the Tourism and Transport Minister, Mr G.S. Bali, today.

“The government would soon introduce the helicopter service for which tenders have been floated,” he said during a meet-the-press programme organised by the Chandigarh Press Club here.

Claiming that the government was keen to make the state an all-season destination, he said plans were afoot to introduce helicopter service from New Delhi, Chandigarh and Bathinda to Shimla.

The government is inviting the expression of interest for a few identified projects from the private investors. These projects included resort-cum-golf course at Baddi, resort at Jhatingri in Mandi district, film city at Suketi in Sirmour district, eco resort at Carignaino and water-based activities at Pong, Chamera and Gobind Sagar.

The Himachal Pradesh Tourism Development Corporation, which had been running in losses, had registered a net profit of Rs 59 lakh during the last fiscal year and the operational profit was Rs 2.30 crore. During the current year, it had already registered a profit of Rs 3.22 crore up to September, he said.

Ruling out immediate hike in bus fares, he said people must pay for the services provided to them. The minister said several international companies were keen to invest in Himachal in the hotel industry. He said that the government was committed to provide best facilities to entrepreneurs keen to invest in the state.

Woman driven to commit suicide

Kangra, November 10
Lakh Raj, Santosh Kumari, Pawan Kumar and Sanjay Kumar were arrested by the Nurpur police today for forcing a 27-year-old Indera Devi to consume poison in Laholi Chater village in this district, the police said here today.

Mr Nathu Ram, SHO, Nurpur said today the arrests were made today following the registration of a case under Section 306, 201 and 34 of the IPC. He said following the investigation it was found that Indera Devi daughter-in-law of Lakh Raj and Santosh Kumari was fed up with the attitude of her father-in-law, who was allegedly a drunkard and was torturing Indera Devi which forced her to commit suicide.

SHO said that Pawan Kumar husband of Indera Devi, his mother Santosh Kumari and brother Sanjay Kumar were arrested in the case for destroying the evidence.

Indera Devi, according to Harbans Singh of Sholda village brother of the deceased, was dead yesterday in the morning and he was not communicated and her dead body was consigned to flames hurriedly to destroy the evidence. He suspected that she was murdered by her in-laws. Mr Uttam Dhiman, Zila Parishad Member alleged that the way body was cremated hurriedly without informing her brother who was suspecting a foul play in the case. He demanded a high-level probe into the matter.

Training programme for tribal youths

The Tribal Development Department of Himachal Pradesh has initiated a training programme for tribal youths for entry in armed forces and paramilitary forces.

According to Mr Subash Chander Negi, Tribal Development Commissioner, of the State, the training would be for six weeks at the HP Academy of Defence Services, Una. Training would be free of cost along with free lodging and outdoor kits.

Criteria for selection will be same as that for the selection of general soldiers. He said that for the paramilitary forces five years relaxation has been given.

Applicants from all over the State can apply to the District Magistrate, Kinnaur, Additional District Magistrate, Kaza, District Magistrate, Lahaul and Spiti, Resident Commissioner, Pangi and Additional District Magistrate, Bharmour on or before November 30, 2005.

Three cows perish in fire

Three cows and a calf perished in a fire in a cowshed in a distant village Talayee Madh in Bhaleyye sub-Tehsil of Chamba district last evening, according a delayed reported received here today.

A portion of house of Amar Nath was also damaged in the fire which broke out and people around could not get time even to bring cattle out of the cowshed.

Revenue officials of the Bhaleyee sub-Tehsli reached to the site for relief and rescue operations, the report revealed.

HC direction to MC on encroachment

The Himachal High Court has directed the Shimla Municipal Commissioner to file fresh affidavit explaining the steps taken by it to remove encroachments on forest land of the corporation.

A Division bench comprising Chief Justice Vinod Kumar Gupta and Mr Justice Deepak Gupta passed this order on a matter pertaining to encroachments on forest land with in Shimla Municipal Corporation. The court further observed that the affidavit filed by the Commissioner in compliance of order passed on August 9, this year, was not satisfactory.

The MC has apprised the court that 916 encroachments were detected over forest land under the MC area and action initiated in 499 cases.

It said that 292 cases, order of eviction has been passed.

The court has directed the commissioner to file a fresh affidavit by December 6, when the case will be listed for further hearing.

7 months’ jail for keeping opium

Mr B.R. Chandel, District and Sessions Judge, Kulu, Lahaul and Spiti sentenced Chet Ram son of Jhanu Ram of Chhuchhal village in Mandi district to seven months imprisonment and fined for keeping opium. In default of non-payment of fine he would have to undergo additional imprisonment of one month. Mr R.L. Saini, District Attorney, in a press note here today said that the accused was caught on October 9, 2005 near Manali police station with 35 gm of opium. The accused had confessed that he was in drug trafficking, the release added.
