9 Independent MLAs extend support to Cong
Chandigarh, August 23 Announcing this here today the Chief Minister, Mr Bhupinder Singh Hooda, said in the presence of the Independent MLAs that they had written separate, but identical, letters to the AICC President, Mrs Sonia Gandhi, expressing faith in her leadership. The MLAs who extended their support to the Congress are Mrs Shakuntla Bhagwaria
(Bawal), Mr Sukhbir Singh Jonapuria (Sohna), Mr Naresh Kumar Sharma (Badli), Mr Habib-ur-Rahman
(Nuh), Mr Harsh Kumar (Hathin), Mr Radhey Shyam Sharma (Narnaul), Mr Dinesh Kaushik
(Pundri), Mr Tejender Pal Maan (Pai) and Mr Bachhan Singh Arya (Safidon). In their identical letters addressed to Mrs Gandhi they said: “The dynamic leadership shown by you had brought back the Congress to power. The sacrifice made by you in declining the office of Prime Minister of the country has no parallel in history... I would like to support the policies and programmes pursued by the government under your able guidance. “Mr Bhupinder Singh Hooda, Chief Minister, has provided a neat, clean and transparent administration which has also enhanced the image of the Congress in Haryana...”. The MLAs told newsmen that not only leaders but also party workers were getting due respect. They said that the people of their respective constituencies also desired them to extend their support to the Congress. Mr Hooda said that with these Independent legislators extending their support, the Congress had become more strong. Also, it was an endorsement of the decisions taken by his government within a short period for the welfare of all sections of society. |

Conflict in Haryana Cong: INLD
Chandigarh, August 23 A resolution to this effect was adopted at a meeting of the state executive of the Haryana unit of the INLD held here, which was presided over by the former Chief Minister, Mr Om Prakash Chautala. Briefing newsmen after the meeting, the president of the party, Mr Ashok Arora, said the state had to observe blackouts during the nights because of the power shortage. The party also charged the Congress government with having failed to fulfill its promise of employment to each household and taking back retrenched employees. “Instead of providing employment, protesting workers are being lathi charged,” Mr Arora added. The INLD also alleged that the Chief Minister, Mr Bhupinder Singh Hooda, was unsure of the support of the Congress MLAs and, therefore, he was seeking the support of Independent legislators. Reacting to the announcement of the support of nine Independents to the Hooda government, the INLD MP, Mr Ajay Singh Chautala, said the move was motivated by the internal conflict within the Haryana Congress. Regarding the Rohtak Lok Sabha byelection, he said the INLD would contest the seat alone and the party supremo, would soon announce the candidate. He said eight anti-Congress regional parties had decided to coordinate within and without Parliament to raise issues concerning their respective states. |

Cop abandons wife; changes religion to hoodwink law
Hisar, August 23 Bimla maintains that a local court had ordered her husband to give her monthly allowance for herself and her two sons. However, he did not accept the summons issued by the court, nor has the order been implemented. Moreover, apparently in an attempt to hoodwink the law, the policeman adopted Islam and changed his name from Daya Nand to Mohammad Dilawar Nabi. “The petitioner is now Muslim whose belief is now in Allah and his whole life has changed now. Therefore, the civil death of the petitioner has crept in…” he states in his plea for divorce submitted in a local court. On being apprised of the matter, the Hisar Range Inspector-General of Police, Mr Mohinder Lal, said that appropriate said would be taken in this regard. Bimla of Bobua village in the district was married to Daya Nand of Ramayan village near Hansi. According to Bimla, Daya Nand had illicit relations with other women. On being caught, he apologised and promised to be loyal to her in future. However, his extramarital affairs continued and he allegedly started living with a local woman illegally. Daya Nand and the woman were nabbed by the police in Bhiwani, but he again apologised and was let off. Bimla lodged a complaint with the Crime Against Women Cell of the district police in this regard. Daya Nand promised in writing to mend his ways and was given a last chance. Instead of honouring the commitment, he allegedly asked his nephew to kill Bimla. In June 2004, a nephew of Bimla’s husband allegedly stabbed her with an intention to kill her at Ramayan village. Bimla lodged a complaint with the Hansi police regarding the attack on her. In view of her critical condition due to stabbing, she was admitted to the Civil Hospital in Hisar. She alleges that since then, her husband has been threatening her with dire consequences. Bimla is living under constant fear as her poor parents are unable to support her and her children. She has approached many senior police officials and the authorities concerned, but to no avail. She wants that a fresh inquiry be instituted against her husband and she be given the due maintenance allowance? |
Faridabad tops in child marriages
Panchkula, August 23 While on the one hand, Haryana boasts of rapid advancements in industrialisation, but large scale incidences of child marriage are prevalent even in the most urbane cities of the state — Gurgaon and Panchkula. While Panchkula has the lowest incidence of child marriages in the state (38, 641 children up to 17 years), Faridabad, regarded as the industrial hub of the state accounts for the highest child marriages, with 3,00,742 children having married before they attain 17 years of age. Even at a place like Gurgaon, which the government claims is the face of development in Haryana, 2, 71, 314 children are married off before the legal age
of 18 years. In districts in the south of Haryana, especially those bordering Rajasthan (the state records the highest number of child marriages), the maximum instances of child marriages are recorded. Bhiwani (2.97 lakh), Hisar (2. 96 lakh) and Mahendragarh (2.003 lakh) record higher instances of child
marriages. Comparatively, districts in the northern part of state, Ambala (82, 474) and Yamunanagar ( 89, 377) have lower instances of child marriages, mainly because social reforms have made in-roads here. The Census 2001 data, classified by age and religion, released by the Directorate of Census Operations, Haryana, reveals that 2. 78 per cent of married population (2. 92 lakh) in the state are less than 10 years of age, while 31.62 per cent of married persons in Haryana are less than 17 years
of age. The data also reveals that a glaring 47. 86 per cent of married females in the state are less than 17 years. Urbanisation in the state has surely meant more awakening, and child marriages in urban
areas are less
(6. 53 per cent of married population) than in rural areas (25. 9 per cent of married population). This Census data classified by age and religion, is also a telling tale on the child rights violations in the state. Other than highlighting the child marriages, prevalence of child labour is also recorded. Of the 83 lakh population classified as workers over 2.53 lakh workers are within the age group of 5-14 years. The
industrial towns of Gurgaon and Faridabad have the highest number of child labourers (20.52 per cent). |

Chandigarh, August 23 The appointments have come more than four months after the VCs of these two universities had resigned following directives from the state government. The previous Chautala-led government had made Mr Vishnu Bhagwan, former Chief Secretary of Haryana, VC of
GJU. Dr A.K. Chawla, a college teacher from Jind, was made VC of KU by the previous government. The post of VC of Ch Devi Lal University at Sirsa had also fallen vacant following the resignation of Mr Vishnu Bhagwan who was given the post of VC of CDU in addition to his responsibilities at
GJU. The appointment of a full-fledged VC for CDU is awaited. The Commissioner of Hisar division is now also the VC of the university at Sirsa. While Dr Bajpai is Director and Grade
Scientist, Central Scientific Instruments Organisation, Chandigarh, Dr Hooda is Director of the Apeejay Institutions at
Dwarka, New Delhi. Dr Bajpai has done his MSc from Agra University, PhD from IIT, Delhi, and DSc from Hokkaido University, Sapporo, Japan. He has also been a visiting professor in France and Japan. Dr Hooda, who retired as Professor from Kurukshetra University before he joined the Apeejay Institute, has supervised 18 PhD students and has done six major
research projects sanctioned by the UGC, the ICSSR and the Haryana Government. |

Villagers block traffic, seek man’s arrest in rape case
Jind, August 23 It may be recalled that the victim was abducted while she was sleeping in her house on the night of August 17. She was taken to a field where she was raped allegedly by Leela, a youth of the village. The girl was recovered in a state of unconsciousness from the field in the morning. She was brought to the local General Hospital and was medically examined. In view of her serious condition, she was referred to Medical College Hospital at Rohtak. Due to the road blockade at Igrah village, the traffic between Bhiwani and Jind was diverted through other routes. The Subdivisional Magistrate, Jind, Mr Dinesh Yadav and Jind Deputy Superintendent of Police Ashok Saini reached Igrah village and on their persuasion the villagers lifted the blockade. They assured the villagers that the culprit would be arrested soon. The road had remained blocked for about eight hours. |

9 booked for killing newly married woman
Karnal, August 23 An FIR has been lodged at the city police station here on the complaint of the mother of the deceased Lajwanti of Sector 11, Panchkula, against the victim’s husband Vickey, his father Ved Prakash, his brothers Sanjay, Arun, their wives Kiran, Shilpa, Vickey’s sister Anju and her husband Mohan. No one had, however, been arrested at the time of the filing of this report. According to the FIR, Parveen Bala of Panchkula had been married to Vickey on June 8 two years ago. However, her in-laws allegedly started demanding more dowry after their marriage. Lajwanti alleged in her complaint that her in-laws had given her daughter some poisonous substance on August 12, following which she was admitted to a private hospital here. However, she was referred to a Delhi hospital, where she died yesterday. |

Chandigarh, August 23 Eight accused had been arrested by the Haryana police for their alleged role in the crime. However, the petitioners had claimed that the police was not doing the job properly and hence the investigation should be handed over to the CBI. On an earlier hearing, the CBI had told the High Court that the murder appeared to be a case of rivalry between the slain journalist and then Haryana Chief Minister, Mr Om Prakash Chautala. However, the CBI had said that the CID wing of the Haryana police was well-equipped to investigate the matter and the court could direct the State CID, Haryana, to form a team and conduct investigation in the case. A Division Bench comprising Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta on Tuesday issued notice of motion to the State of Haryana on a PIL seeking directions to restrain contractor Ashok Khatana from carrying out mining and quarrying activity in Bighawali village of Faridabad district. The Bench fixed September 16 as the next date of hearing. The petitioners, Mr Shekhar and another, have challenged the grant of contract to Mr Khatana on the ground that mining activity would cause nuisance and injuries to the villagers as the village is situated on top of a hill. They also claimed that the contract could not have been given as the land belonged to the gram panchayat and not the government. |

Residents rally behind fasting youth
Sonepat, August 23 Ravinder had started an indefinite relay fast on July 22 last in front of the office of the Block Development and Panchayat Officer, Rai, for demanding immediate dismissal of the sarpanch of Jatheri village and a high-level probe into irregularities and malpractices of the sarpanch. After a fortnight, he was admitted to the Civil Hospital but he is still continuing his fast. The residents assembled at the hospital and took out a procession which passed through the main bazars of the city before reaching the mini secretariat. They shouted slogans against the government and the panchayat department. The residents also submitted a memorandum to the DC demanding immediate dismissal of the sarpanch. — OC |

6 hurt in road mishap
Ambala, August 23 A Haryana Roadways bus of the Narnaul Depot studded off the GT road near Shahpur village. The bus was coming from Delhi and heading to Chandigarh and the incident took place at about 3 am. The injured include Rohit, Subhash, Vijendra Kumar, Chandra Prakash, Ram and the bus conductor. The injured passengers were taken to the Civil Hospital, Ambala Cantt.

Ambala, August 23 Mr Kaushik said besides seven ration depots, action was also being considered against 26 other depots. He added that the Food and Supplies Department officials had carried out inspections at various ration depots last month. |
