275 donate blood on I-Day eve

As many as 275 units of blood were donated at a camp organised by the District Red Cross Society on the eve of Independence Day at Maharaja Agrasen College here today. Haryana Governor A.R. Youth shot at

A youth was shot at in Ambala Sadar late this evening. The shooting incident comes close on the heels of four members of a family being shot at in Sarsehri village, in which one person was killed. The incident took place on Cross Road no.1. At about 9.15 pm.

30 sacked trainee cops hurt in police lathi charge

More than 30 dismissed trainee constables of the disbanded Haryana Industrial Security Force were injured when the police resorted to lathi charge to disperse them near Chhotu Ram Chowk here today.

Clash took place when the police prevented them from proceeding towards the venue of a function where Chief Minister Bhupinder Singh Hooda was the chief guest.

The sacked constables have been on a dharna and fast in front of the residence of the Deputy Commissioner here for the past five days. They decided to burn an effigy of Mr Hooda at Chhotu Ram Chowk today. After doing that 70 of them started moving towards the Bhiwani Stand Chowk.

When they reached Narain Complex, the police blocked their way. After exchange of hot words, the police resorted to lathi charge to disperse them

A spokesperson for the dismissed personnel later told reporters that an ASI of the police blocked their way near Narain Complex even though they were marching peacefully. He alleged that just as they were arguing with policemen the SP arrived on the scene and ordered a lathi charge.

He said eight persons, including two women, were admitted to the Post Graduate Institute of Medical Sciences here while 30 others were treated in private hospitals.

He also alleged that 40 of them, including 19 women, were taken into custody by the police. Some of them had since returned but the whereabouts of others were not known.

On the other hand, the police claimed in a press release that the protesters wanted to block the Chief Minister’s route. It said senior police officers including the SP himself, pleaded with them to hold their protest elsewhere but the mob began pelting them with stones. It added that the police then used “mild force” to disperse the mob.

The press release claimed eight to 10 policemen including the SP, were injured in stone throwing.

The CPM, the CPI and several other Leftist organisations have condemned the lathicharge. Capt Abhimanyu, senior Bharatiya Janata Party leader, also deplored the police action.

Rs 16 crore okayed for power schemes

Sonepat, August 14
The Central government has sanctioned Rs 16.88 crore under the Rajiv Gandhi Gramin Vidyutikaran yojna for launching power development schemes in Sonepat district during the current financial year.

Disclosing this, Mr S.K. Goel, Deputy Commissioner told mediapersons here yesterday that all the 331 villages of the district will be covered under this scheme. As many as 28,422 power connections would be given to the people living below the poverty line in the slums areas free of cost under this scheme.

Such people would also be given cent per cent subsidy if they apply for getting power connections. He also disclosed that under this scheme 595-km long high voltage and 93-km-long low voltage transmission lines would be laid in this district. Moreover, 223 new transformers would be installed under this scheme.

The DC claimed that with the completion of these works, the power supply system would certainly improved in this district.

He also disclosed that the UHBVN has regularised 8,614 KW unauthorised load of electricity under the ongoing Voluntary Disclosure Scheme (VDS) in Sonepat district. The nigam, he said, regularised 2,558 KW unauthorised load of domestic consumers, 426 KW of non-domestic consumers and 5,630 of tubewell consumers in the district.

He said that the scheme would continue until August 15 and the consumers have been given this opportunity to get their loads regularised without penalty. Thereafter the consumers would be charged 30 per cent extra amount for regularisation of the load from August 16 to September 15. The Nigam would conduct special checkings of loads extended unauthorisedly after September 15.

RJD blames CPM, CPI for Gurgaon unrest

The Rashtriya Janata Dal (RJD) today came out against the CPM and the CPI for “orchestrating” and “magnifying” labour unrest in Gurgaon for their vested interests and said that it would act as political bulwark to thwart their designs. Also it attacked the Left for sustained campaign against the establishment of Yoga guru, Swami Ram Dev in Hardwar, in the name of labour problem.

The RJD also demanded of the Haryana government to solve labour disputes in various courts in the larger interest of the polity. The development assumes significance as the RJD is part of the Congress-led UPA government at the Centre and Left provides crucial outside support to it.

National spokesman of the RJD and former Union Minister, Dr Sanjay Paswan, levelled unqualified charge against the CPM and the CPI for “fomenting” and “aggravating” labour problem in Gurgaon, and targetting Swami Ramdev in Hardwar. The Left is doing it in Haryana and Uttranchal-both the Congress ruled states-to keep its constituency of West-Bengal where Assembly election is due next year. The Congress is main adversary of the Left in West Bengal. "It wants to send a signal to its bastion that it has not buckled to the Congress” even though it is supporting the UPA government at the Centre. It has a vested interest in having adversarial status against the Congress party and its governments, he added.

To queries from mediapersons, he said that his assessment of the situation should be seen both as that of his RJD as well as that in his individual capacity.

He said that labour unrest in Gurgaon in respect of workers of Honda Motorcycles and Scooters Ltd was designed by the Left and the episode was given a hype in planned manner to derive maximum political mileage. He said that the Left parties were ironically in the midst of a national campaign presently to project as if Gurgaon was on the boil with labour unrest. However, there is no sign of it here.

He said his visit to Gurgaon was to assess the situation and know the truth. He said that both the CPM and the CPI took a policy decision, about three months ago, to expand their social and political base in North India. Since then they have targeted emerging industrial city of Gurgaon in Haryana and spiritual city of Hardwar. For this they are keeping their trade unions in the front, he added.

He said that the RJD would organise a public meeting on December 3 in Gurgaon on the occasion of birth anniversary of the first President of the country, Dr Rajendra Prasad.

Education, health govt’s top priorities: CM

Chief Minister Bhupinder Singh Hooda today said his government was committed to providing quality education and better health services to the people of the state.

Addressing a series of functions here, he said keeping this in mind, the government had raised the allocation for education and health by 50 and 66 per cent, respectively, over the last year’s allocation.

Mr Hooda said the government was looking at several options for raising the standard of higher education, including technical education, in a phased manner.

The education city planned for Kundli was a step in this direction and more schemes were in the offing, he added.

Similarly, it was government’s aim to make health services a model for the nation to follow. The Budget allocation for this sector would be steadily raised to improve health infrastructure, he assured.

The Chief Minister said as a result of the decisions taken by him during his five months in office, proposals for investment of Rs 900 crore had already been received.

This was an indicator to investors’ faith in the government and these projects would help generate employment, he said.

He reiterated that with the implementation of the schemes finalised recently for the National Capital Region, the state would attract huge industrial investment over the next few years and unemployment would be wiped out once these projects took off.

He warned people against the “nefarious designs of some bad elements” who were trying to disrupt industrial peace in the state and appealed to them to help the government in defeating them in their purpose.

Addressing a function at Ravi Das Hostel here, Mr Hooda said the Congress was instrumental in creating awareness among the Dalits in the country.

Tension eases in Badram

Timely intervention by the authorities has helped ease the tension that had gripped Badram, a sleepy hamlet in Palwal subdivision of the district recently following a clash between a temple priest and some Dalit youths. A six-member committee of villagers was formed to sort out the matter in a peaceful manner under the supervision of the Tehsildar of the area.

Though the police has started investigation into the issue, the Deputy Commissioner, Mrs G. Anupana, who held a meeting with the village elders for about four hours last evening, asked the committee, consisting of three members each from upper caste and the Dalits, to work out a peaceful solution to the dispute.

Disputing the reports appearing in a section of the media about the incident, she claimed that no house of any Dalit was set on fire, but the fire was deliberately put on a spot having a heap of cow dung cakes.

She said there was no damage to any house or property and there was hardly any tension left over the issue as the persons on both sides had admitted that it was wrong to level allegations against each other and were ready to mend the things to avoid any clash or dispute. According to Mrs Anupana, the police had been asked to keep a close vigil.

The problem had erupted after a Dalit youth was prevented by the priest of a local temple to sit inside the premises a few days ago. The priest was beaten up by a group of youths in the temple on July 27. They also reportedly damaged the idol and ransacked the spot.

A complaint was lodged with the police a few days ago that houses of some Dalits were set on fire. The district authorities, however, found the allegation wrong.

The Deputy Commissioner revealed that a person was involved in extorting money from persons belonging to the upper caste on various pretexts and threatening to file a case under the SC/ST Act for not obliging the Samaj Sudhar Samiti that had come into being a few years ago and a statue of Dr Bhim Rao Ambedkar had been installed in a park named after him about three years ago.

50,000 Haryana students to get Rajiv Gandhi scholarships

The Haryana Government will give “Rajiv Gandhi Scholarships” to 50,000 outstanding students of government schools under a special programme aimed at encouraging students to continue their education.

This was stated by the Chief Minister, Mr Bhupinder Singh Hooda, in his address to the people of the state on the eve of the Independence Day.

Mr Hooda said the plan budget for education sector had been increased by 50 per cent and vacancies of teachers were being filled. It had also been decided to reserve 50 per cent posts of teacher for those who had passed the matriculation and plus II examinations from government schools in rural areas of the state. Apart from increasing the amount for stationery and uniforms being given free of cost to students belonging to the Scheduled Castes and Backward Classes, the amount of attendance award had also been increased.

While paying rich tributes to freedom fighters, Mr Hooda said our freedom struggle was unique as it was for the first time in the history of the world that a nation had attained freedom on the basis of a non-violence struggle. The nation was indebted to the freedom fighters and martyrs and also to those brave sons of the soil who had been safeguarding its borders.

He said our first Prime Minister, Pt Jawaharlal Nehru, had laid the foundation of a strong democratic country. Today, the nation was marching ahead to emerge as a big economic power under the able guidance of the Chairperson of the National Advisory Council, Ms Sonia Gandhi, and far-sightedness of the Prime Minister, Dr Manmohan Singh. He said five and a half months ago people of the state had given the Congress a massive mandate with great expectations. The government was committed to make Haryana the number one state in all spheres of development.

Mr Hooda said the long-standing problem of the arrears of electricity bills had been resolved by waiving off arrears amounting to Rs 1600 crore. This historic decision was taken in such a manner that by now about six lakh consumers had started paying their current bills regularly. There was a proposal to set up power plants to generate 3000 MW of electricity so as to make the state self-dependent in power.

A new industrial policy had been introduced which aimed at attracting an investment of Rs 2 lakh crore and generating employment opportunities for 10 lakh people in the next 10 years. As many as 327 small and four large and medium industrial units had been set up providing employment to 3,268 persons during the tenure of the present government.

He said several new initiatives had been taken in the sector of social welfare. The government had banned lottery as it was adversely affecting the poor. As many as 33 per cent posts of teacher had been reserved for women for their empowerment.

As many as 275 units of blood were donated at a camp organised by the District Red Cross Society on the eve of Independence Day at Maharaja Agrasen College here today.

Haryana Governor A.R. Kidwai, who was the chief guest at the function, appreciated the work done by the District Red Cross Society. Dr Kidwai called upon the people to participate in functions like blood donations. He also distributed artificial limbs, hearing aids, tri-cycles and wheelchairs among physically challenged persons.

Teachers of government schools, students of Class XII from different schools, besides students and facility members of the college donated blood.

The Governor flagged off a “chetna” rally in which more than 500 schoolchildren participated. The rally was taken out to spread awareness about AIDS and drug menace.

The loss was estimated in lakhs. As many as four fire tenders of Ambala city and Ambala cantonment were pressed into operation. After three hours of struggle, the firemen managed to put off the fire.

The security guard of the market was the first to witness the incident. He informed the shop owner that smoke was coming out from his shop. The cause of fire could not be established, but the possibility of a short circuit cannot be ruled out.

A youth was shot at in Ambala Sadar late this evening. The shooting incident comes close on the heels of four members of a family being shot at in Sarsehri village, in which one person was killed.

The incident took place on Cross Road no.1. At about 9.15 pm. Ajay, alias Pappy, was shot at from point blank range. Ajay used to work in a scientific instrument manufacturing unit.

Three youths, on a motor cycle, shot at Ajay. The faces of the assailants is said to have been covered. Ajay received a bullet injury on his back. He was rushed to the Civil Hospital, Ambala Cantonment from where he was referred to the PGI, Chandigarh.

Local residents allege that proper treatment was not given to Ajay when he was brought to the Civil Hospital. They said prompt medical intervention should have taken place. They stated that no ambulance was available for taking Ajay to the PGI, Chandigarh.

However, a Civil Hospital doctor said that Ajay was promptly attended to.

Police officials do not ruling out the possibility of personal enmity for the attack. Local residents later blocked traffic on the Ambala-Jagadhari road near the Civil Hospital.

12 taken ill after eating sweets

At least 12 persons, including women and children, fell ill after eating sweets during social functions at Himayonpur and Garhi Sisana villages, near Kharkhauda town, 19 km from here, today.

According to a report, all the victims were hospitalised and they were stated to be out of danger. The victims are Mukesh and his wife, Kavita, Ravinder (6), Shiksha (5), Virag (3) and Devi (2), residents of Himayonpur village, and Vijay and his wife, Babita, his sister Poonam, Ankit (5), Yogesh (4) and Omi (65) of Garhi Sisana village in Sonepat district.

Mr Mukesh had purchased two packets of “barfi” from a halwai’s shop at Kharkahuda town and he gave one of them to Mr Vijay of Garhi Sisana village.

The police is investigating the complaint. However, no arrest has been made in this connection so far.

Man arrested for burning wife alive

A person burnt alive his wife over some dispute in his rented accommodation in Vidayanand Colony on Sanauli Road here this morning.

According to the information, Rashid poured petrol on his wife, Saleena (26), and burnt her by striking the match and tried to flee from the spot.

On hearing her screams, neighbours reached the spot and nabbed the fleeing Rashid. They took Saleena to Bhim Sen Sachar Civil Hospital after extinguishing the fire.

However, she succumbed to her injuries at around 4 p.m. Rashid was handed over to the police.

Rashid, a permanent resident of Kairana in Muzaffarnagar, UP, married with Saleena about four years ago and they have a daughter.

Criminal arrested after encounter

The police has arrested Amit, a most-wanted criminal, after an encounter at Sampla town and he has been hospitalised in the Civil Hospital here.

Giving this information, Mr Anil Kumar Rao, Superintendent of Police, told mediapersons here today that Mr Rajiv Kumar, an ASI of the special staff, had received a secret information about the suspect who had come to Sampla town on a motor cycle for taking part in the religious congregation there. The ASI, along with his subordinate staff, rushed to Sampla for conducting a raid.

On seeing the police, the suspect fired at it and tried to escape on the motor cycle. The police party, however, escaped unhurt and officials chased and overpowered him.

The SP said the police recovered two country-made pistols and two live cartridges from his possession. A case under the Indian Arms Act and various sections of the IPC has been registered against him.

He disclosed that Amit was involved in a number of criminal cases registered against him at Kharkhauda and other police stations.

According to the SP, the suspect was also involved in the murder of Dalbir of Jharoti village on June 5 last. Dalbir was the main eye-witness in the murder case of Mr Jagbir who was the close relative of the suspect and he was shot dead by the suspect while he was going on his motor cycle along the Badhana minor.
