IAS officer served with charge sheet
Chandigarh, August 16 The 1955 born IAS officer, who is currently posted as Commissioner and secretary, Science and Technology Department, is also facing another probe in connection with
irregularities that allegedly took place in the Department of Lotteries when he was the Director of Haryana Lotteries. However, it is his alleged role as the MD of the seed corporation that prompted the government to slap a charge sheet on him. He has been reportedly charged under Rule 7 of the rules governing the conduct of government officials, and asked to give his reply to the charges within the time-frame stipulated for this purpose. The probe against Mr Saxena had started when the Indian National Lok Dal (INLD) was ruling the state. The inquiry had been reportedly completed long ago but the file kept gathering dust. The file started moving in July. Subsequently, the approval of the Chief Minister was taken and Mr Saxena was served with the charge sheet for “major penalty”. Interestingly, the timing of the charge sheet has created some controversy in the governmental circles. Mr Saxena was given the charge sheet on August 10, one day before a
committee headed by the Chief Secretary was to take up the issue of the promotion of the IAS officers of the 1979 batch to the rank of Financial Commissioner and Principal Secretary. Sure enough, Mr Saxena was not promoted when the committee met the next day. Two other officers of the same batch, however, did get promoted as Financial Commissioners as their records were clean. It is being alleged that serving the charge sheet on Mr Saxena shortly before the meeting could have been done by design so that he did not find time to respond to the charges against him. The allegation, however, is denied by the government. Defending the step, an official said that with the inquiry pending against Mr Saxena, he could not have got promotion in any case. |
No staff shortage, claim dons
Chandigarh, August 16 In a representation to The Tribune, they have claimed that there are as many as 12 regular teachers, including three each for Computer Science and Biotechnology, besides two each for Food Science and Technology, along with Mathematics. In addition, 22 teachers are still working on contract basis. They have added that practical classes were held in the university and also in nearby institutes, including Cotton Research Centre and Chaudhary Devi Lal Vidyapeeth. The Tribune Correspondent adds: I stand by my story. The university failed to get grant from the University Grants Commission (UGC) following its inability to appoint the required number of teachers. There are 39 faculty members for running 20 departments. Practical classes were not held in the university as the process of procuring apparatus and other requisite material started only in March. The Cotton Research Institute has also denied the university’s claim of being allowed to hold practicals. |
Villagers to keep watch on mining
Yamunanagar, August 16 At a panchayat of the villages held at Deodhar village of the block today the villagers also demanded that special girdawari announced for the flood-affected villages should be held at the earliest so that the farmers could be compensated for their loss. Mr Bhupinder Chaudhary, a spokesman of the villagers, also said that a delegation of the villagers would meet the Deputy Commissioner tomorrow in connection with the illegal mining. It is also learnt that Stone Crusher Association has also decided to form a five-member committee to keep watch on illegal mining in the area. Illegal mining is considered to be one of the reasons behind the recent change in the creek of Yamuna river and the subsequent flooding of several villages. The government has announced that an enquiry would be held in the incidents of illegal mining. Meanwhile, a large number of villagers who had left their homes after Yamuna water entered their villages for relief camps have returned home. Sources said that only a few villagers are now left in relief camps. Villagers who had dispatched their cattle to safter places were also bringing back the animals. |
Cases of canal water theft on rise in Sonepat
Sonepat, August 16 According to a report, officials of the Irrigation Department are hand in glove with instrumental in hushing up the cases of canal water thefts. As a result, the standing crops at the tail end of the villages have been damaged. Sources said whenever canals were cut by some unscrupulous and influential farmers, backed by legislators or politicians, these were hushed up by projecting them as mishaps. In this way, officials get opportunity to dupe the government and misappropriate the public funds by preparing bogus muster rolls in connection with the repair works. A few farmers alleged that they had not received the canal water for the past six months even during the rotation period and this had ruined their standing crops. Expressing concern over the inadequate and erratic supply of the canal water, farmers of many villages blamed officials of the Irrigation Department for not cleaning the canals and the distributaries. |
Haryana to set up kisan seva kendras
Kaithal, August 16 While blaming the previous state government for the present power crisis in the state, the Deputy Chief Minister gave an assurance that new power projects would be started soon and every possible step would be taken to solve the power shortage problem. He stated that the state government had decided to set up kisan seva kendras on the premises of cooperative sugar mills so that farmers of the state could get insecticides, fertilisers, seeds and sugar of high quality at reasonable rates. Besides, the farmers would be imparted training in the latest methods of growing sugarcane and other crops. He said the government had raised the pension of freedom fighters from Rs 1,400 to Rs 3,500 per month and the CSD items had been exempted from VAT. Expressing concern over the declining sexratio, he said efforts were being made to eradicate this menace from the society. He added that a model school would be opened in each district of the state and special thrust would be given on job-oriented education. He further said 300 maternity centres would be opened in the state. |
Power corporations to employ ex-servicemen
Chandigarh, August 16 General Lochab said that Mahendragarh would be the first district where ex-servicemen would be employed for these services. He said the two corporations would launch a statewide campaign in September and November to give on-the-spot domestic and non-domestic regular connections in place of kundi connections. The corporations would also restore permanently disconnected connections during the period to achieve the target of electrifying 100 per cent houses in the villages. |
Lovers jump into canal, boy dies
Yamunanagar, August 16 Rajat of Harbanspura was in love with a girl of the locality and the two wanted to marry each other. But the families of both of them were not ready to accept their relationship and tried to stop them from seeing each other, sources said. Yesterday, the two reached a bridge over the canal near Tirathnagar and decided to end their lives, the sources said Rajat reportedly telephoned his friends and informed them about his decision. It is learnt that the friends tried to counsel him. Rajat threw his wallet and a mobile phone on the ground and jumped in the canal. The girl followed him. Passers by jumped into the canal to save them. They managed to fish out the girl but Rajat was washed away as the discharge in the canal was more than 14,000 cusecs at the time of the incident. |
Three-wheeler driver held for killing man
Yamunanagar, August 16 The accused, Hardeep of Sanghipur village, who drives a three-wheeler has reportedly confessed to the crime and has been arrested. The victim, Vinod Kumar had left his place to meet his relatives at Dhaura — Jagir village in Bilaspur here on July 30. He left his relatives, house the following day but never reached home. A report was lodged on August 6. Police sources said he was last seen with Hardeep. The village panchayat asked Hardeep to tell the whereabouts of Vinod Kumar. When Hardeep did not give any satisfactory answer, he was handed over to the police. Later, Hardeep reportedly told the police that he and Vinod consumed liquor on August 1. The two entered into an argument over a small amount of money. The sources said Hardeep got angry and pushed down Vinod from the moving three-wheeler. Then Hardeep got down of the vehicle and hit Vinod with an iron rod and stones. When Vinod died, Hardeep dragged his body into the sugarcane field and fled. A case under Sections 302 and 201 of the IPC has been registered against Hardeep. |
Kidnapped girl recovered
Sonepat, August 16 Giving this information, Mr Anil Kumar Rao, Superintendent of Police, told mediapersons here today that the girl student had been recovered from a Dharamshala near Bhim Goda at Hardwar in Uttaranchal during the raid conducted by the police. A youth Sawan was also arrested on the spot. Both the youth and the girl student were taken back to Gohana where they were medically examined in the community health centre at Gohana by doctors. It was confirmed that the youth had allegedly raped the girl student. A case of alleged kidnapping and rape has been registered by the police against the youth on the complaint lodged by Mr Gopal Dass, father of the girl against Sawan, his father Rampal, his mother Mrs Brahmo, his brother Ravi and Dharam a son of Mr Hazari. The SP further disclosed that Mr Gopal Dass, in his complaint, stated that his daughter had left her house on August 10 for the school. When she failed to return to her house, a search was launched and it was found that Sawan was away from his house. Thereupon, the father of the girl lodged an FIR with the police. The girl, during interrogation, told the police that she was forcibly whisked away in a car by Sawan and his two other associates Bharat and Chandan when she was on her way to the school. She was taken to Hardwar on that day. On the following day, she was brought back to Gohana where she was raped by Sawan at a deserted place. Thereafter, she was again taken to Hardwar where the police recovered her and arrested Sawn. |
Murder case solved: SP
Ambala, August 16 Superintendent of Police Rajbir Deswal said one person has been nabbed and the police was on the lookout for two more. He said Sailendra, alias, Sanju, a resident of Paplotha village, was arrested from Saha at about 4 pm. Mr Deswal said preliminary inquiry revealed that Sailendra had also acted as a facilitator in the escape of Baljeet Singh from outside the Ambala Central Jail recently. He said on the morning of the incident at about 6 am, Sailendra met Nishan Singh and Rajeev outside Pooja Petrol Station. “Also, two more persons, Happy and Binder, came to the spot. There they exchanged mobikes. Mr Deswal said after exchanging motorcycles, Sailendra drove the motor-cycle while Nishan Singh and Rajeev rode pillion while Happy and Binder waited outside the petrol station. “After reaching the residence of Raj Kumar, Nishan Singh and Rajeev went inside while Sailendra waited outside on his motor-cycle. Soon thereafter, Sailendra heard gunshots and he saw Nishan Singh and Rajeev running out of the house. Rajeev was bleeding profusely from the head. Sailendra, who had kept the motorcycle running, drove away with Nishan Singh and Rajeev. They went towards Shahzadpur using a dirt track. Then, the trio went towards Paplotha village. When they arrived near Markanda river, Nishan Singh asked Sailendra to use the bridge while Nishan Singh and Rajeev waded through the river water. Sailendra finally dropped Nishan Singh and Rajeev at the Mullana bus stand. Mr Rajbir Deswal said Nishan Singh and Rajeev left for a place outside Haryana. “We have sent police teams to the area,” Mr Deswal added. |

Later, they handed him over to the owners after torturing him for about five hours, said the victim, adding that the owners took him to the shop where they again beat him up. After the incident, the victim informed his brother-in-law Ashok Kumar. Later, Mr Ashok Kumar took him to the hospital where he
remained unconscious for several hours. Mr Dara Singh alleged that owners of the company Ravindra, his father Bhoop Singh, his maternal uncle Ranbir, along with his several friends, including Ram Rattan and Kala, had also beaten him up with lathis on Sunday morning. Surprisingly, the in charge of the police post, Sub-Inspector Bharat Bhushan, termed the allegations as rumour. It was not the police but the owners of the company had beaten him up, he said, adding that, he had recorded the victim’s statement in this regard. |

Haryana ex-minister J.S. Jog dead
Hisar, August 16 Family sources said Jog suffered a heart attack in Gurgaon late last night where he was brought after a medical check up in Delhi. He is survived by five sons. One of them, Jitendar Singh, unsuccessfully contested the Assembly elections from Barwala on BJP ticket in February. Born in Chhaan village of Hisar district, Joginder Singh Jog joined active politics in 1967. He won his first Assembly election from Narnaund constituency in 1968 as an Independent candidate. He was again elected MLA from Barwala constituency in 1991 and became Social Welfare and Jail Minister in the then Bhajan Lal government.
