Karnal, August 15 This was stated by Haryana Chief Minister Bhupinder Singh Hooda while addressing a large gathering after unfurling the national flag at Karan Stadium on Independence Day here today. Mr Hooda said the state government had increased its plan budget for promotion of education by 50 per cent and for health care schemes by 66 per cent during the current financial year so as to impart quality education to the students and provide better health services to the people in the state. The Chief Minister further said that the nation was indebted to the freedom fighters and martyrs and also to those brave sons of the soil who had been safeguarding the borders of our country. Mr Hooda said the state government had reduced the rate of interest on cooperative loans besides abolishing registration fee on tractors, fertilizers and gypsum had been kept free from tax. The Chief Minister said that there was a proposal to set up power plants to generate more 3000 MW of electricity so as to make the state self dependent in power. A 600 MW thermal power plant would be set up at Yamunanagar and two gas based power plants, each of 600 MW would be set up at Hisar and Yamunanagar. The work to set up a 1050 MW gas based power plant at Faridabad would commence soon, he added. Earlier, he visited the war memorial and paid floral tributes to those soldiers who had sacrificed their lives to safeguard their motherland. He distributed 25 tricycles to the physically challenged on behalf of the District Red Cross Society. Mr Hooda also honored 25 officers and officials of the Karnal district with medals and commendation certificates for their outstanding performance in census operation. He also gave away first prize to the NCC Air Wing (Women), second prize to the Haryana Armed Police and third prize to the district police for their excellent performance in the parade. The Chief Minister also took salute from the contingents of police personnel, Home Guards, scouts and guides on this occasion. The contingents of the Haryana Police, Home Guards, NCC, Scouts and Guides performed an impressive marchpast and the students of various educational institutions of the district also gave impressive demonstration of PT show and mass physical exercises. Among other places, I-Day celebration were also held at Rewari, Hisar, Yamunanagar, Sonepat, Kurukshetra, Kaithal and Fatehabad. YAMUNANAGAR:
Haryana has ushered in a new era of economic development and social harmony with the unstinted cooperation from and efforts of the people of the state and with Rs 29,963 annual per capital income, the state stands first in the country. This was stated by the Governor, Dr A.R Kidwai, after unfurling the National Flag in Tejli Sports Complex on the occasion of 59the Independence Day here today. He took the salute from contingents of police personnel, armed police, scouts and guides and NCC cadets. While paying tributes to the freedom fighters who made supreme sacrifices to win freedom for the country, Dr Kidwai said the freedom fighters faced numerous ordeals and untold miseries. The governor said that 65 multinational companies had set up their offices in Gurgaon and 15 in Faridabad. He said Gurgaon has emerged as the third city in the country to export software after Bangalore and Chennai. Haryana freedom fighters remembered
Ambala, August 15 Captain Yadav paid rich tributes to the martyrs who had laid down their lives to attain freedom from the British. He said the freedom struggle under the leadership of Mahatma Gandhi, Subhash Chandra Bose, Pandit Jawaharlal Nehru, Lala Lajpat Rai and other freedom fighters was unparalleled. The people of Haryana significantly contributed towards India’s Independence. He said a number of welfare schemes and progressive steps were being taken by the government. Independence Day was not only a day of celebration but also a solemn occasion for introspection to assess our achievements. The government had increased the pension of freedom fighters from Rs 1400 to Rs 3500 per month. Education had been given top priority with a view to improving the quality of education and it had been decided to set up Rajiv Gandhi educational city. He said a number of steps had been taken in the field of education. He said 33 per cent posts of teacher had been reserved for women. It had been decided to reserve 50 per cent of the post in direct recruitment to various teaching categories in schools for those candidates who have passed matric and class XII from schools in rural areas of the state. Captain Yadav honoured 33 persons for their achievements. He also honoured Mrs Charanjeet Kaur, wife of deceased Lance Naik Harjinder Singh, of Tepla village on the occasion.

Karnal, August 15 Mr Chawla said that while special permission had been taken for uninterrupted power supply in Karnal as Chief Minister Bhupinder Singh Hooda was here to unfurl national flag today. At the same time, he said that Panipat did also not face any power cut as most of the industries remained closed and the power of the industrial sector was diverted to the domestic sector. |

Army makes changes in selection process
Ambala, August 15 “Over the past few months we have further refined our selection process to ensure that there is no scope of any influence or bungling,” Brig R.D. Sharma, Deputy Director General, Recruitment, said. Brigadier Sharma said recently a new trend had been observed where a number of ex-servicemen had set up private academies to prepare candidates for selection. Claiming to have links within the recruitment organisation, the owners of these academies charge hefty amounts from candidates for “ensuring” their selection into
the Army. Citing numerous complaints received by his office from candidates alleging that they have been duped, he said there had been instances where candidates had paid such persons as much as Rs 80,000 for getting enrolled into
the Army. The Zonal Recruitment Office at Ambala is now maintaining a data bank of persons known to indulge in this activity. It has already identified 18 such persons or academies in Hisar, 11 in Rohtak, seven at Charkhi Dadri and five in Ambala. There are also known agents in Himachal Pradesh whose role is being investigated. What is also disturbing is that some of these academies are issuing fake certificates to the candidates. “We once got a certificate where the date of birth of the candidate was mentioned as February 30,” an officer revealed. “In another case, a candidate, who appeared in two different rallies was found t be possessing two certificates which showed his date of birth to be several years apart,” he added. He was found out because he had inadvertently clipped the certificates together. A case concerning fake certificates was sent for investigation to the Delhi Police Crime Branch. The Assistant Commissioner of Police, Delhi, wrote back to the recruiting office last week seeking more details about the matter. A significant change brought in is encoding answer-sheets of the written examination and having them evaluated by a team of specially deputed officers which has no association with the recruiting office. Sealed answer-sheets are handed over to the team after being encoded. Thus the evaluating team has no idea whose answer-sheet is being evaluated. Brigadier Sharma said candidates were now medically examined by three doctors separately instead of just one as was the practice earlier. After the selected candidates reported at the regimental centre concerned, they were required to undergo physical and medical tests again to ensure that no unwarranted element had got in. Besides routine surveillance by intelligence personnel, formation commanders, under whose jurisdiction a recruitment rally is being held, now depute their own observers to keep an eye at the venue. These observers wear civilian clothes. The selection procedure had been completely revised in 1997, when the Army had done away with the system of inviting applications. Instead, open rallies are now organised, where a candidate can walk in for screening and physical tests. Results of the physical tests are announced on the spot
and ineligible candidates are weeded out there and then. Those who pass the physical and medical tests are then called for a written test. |
Rich and famous rush to register wildlife articles, skins
Panchkula, August 15 In the past two years, the wildlife preservation wing of the Forest Department has registered over 400 articles by tagging an electronic chip on all of them. So, while the neighbouring states of Punjab and Himachal used the age-old, and often crude stamping technique for registration and identification, Haryana has received kudos from the Wildlife Institute of India for successfully developing a foolproof technique. Says the Principal Chief Conservator of Forests, Haryana, Mr
J.P.L. Srivastava, “ Our primary concern was to make such tag marks which could not be duplicated, and help in clearly identifying the article in case of a dispute. The micro transponders inserted in the wildlife articles will clearly identify the article, but also flash all details of the owner when such detail was linked with computer data base”. The chip is encased in a tiny tubular glass, and since it is completely non
radiative, it is safe for tagging these wildlife articles and even live animals. Mr Srivastava says that wildlife officials were first trained in inserting these transponders in the articles, so as not to spoil the surface of the articles. The owners of these articles were given demonstrations to reassure them that the articles would not be spoiled, and tagging was done in their presence. A fee of Rs 1000 per application was charged from the owners for purchasing computer chips to be inserted in declared articles, post verification by the Deputy Chief Wildlife Wardens in the state. The verification included checking the legality of procurement, veracity of article, taking photographic record, and taking note of physical appearance. Multiple tagging marks - transponders on shahtoosh shawls, animal trophies and ivory items (by making a small drill and inserting chip); cloth labels with transponders on shahtoosh shawls; stamping of skins and some ivory articles and vibrator marks on ivory items and some trophies. Later registration number was also embedded in these articles. As many as 228 shahtoosh shawls, 72 ivory items, four tiger and 25 leopard skins, 13 live animals and 85 other wildlife articles have been inserted with transponders. It may be mentioned here that illegal and undisclosed possession of articles made from endangered animals protected under Schedules I and II of the Wildlife Protection Act is an offence. Accordingly, the Government of India gave people the last chance of declaring the above mentioned articles so that their ownership
is legalised. |

Work on power plant to start soon: CM
Yamunanagar, August 15 Mr Bhupinder Singh Hooda, Chief Minister, stated this on the sidelines of the “At Home” party hosted by the Governor, Dr A.R. Kidwai, on the occasion of the 59th independence day at Tejli Sports Complex here today. He said the work on the plant would begin soon. Mr Chander Mohan, Deputy Chief Minister, while talking to reporters said that procurement of paddy would start on October 1 and every grain would be purchased. He said the purchase of mustard had increased by 15 times in comparison to the last season. While extending greetings to the people of the state, the Governor and the Chief Minister said that Haryana would achieve new heights in the all-round development in the years to come. The others who attended the “At Home” party included Mr Chander Mohan, Finance Minister Birender Singh, Revenue and Irrigation Minister Ajay Singh, Health Minister Kartar Devi, Education Minister Phool Chand Mulana, Transport Minister Randeep Singh Surjewala and Chief Secretary G. Madvan. Besides, a number of MLAs and senior officials of the government also attended the function. |
19 pesticide samples sent for testing
Sonepat, August 15 According to a report, the raids caused panic among the shopkeepers and most of them kept their shutters down and managed to flee from there. However, the officials seized as many as 19 samples of pesticides from these shops and sent the for testing in the agriculture laboratory. The officials also ordered the stoppage of the sale of fertilisers and seeds as well as pesticides on a seed store at Gohana town and agriculture store at Kundli village as their records were found incomplete. The officials said that this step has been taken in the wake of complaints from the farmers that adulterated and sub-standard fertilisers, seeds and pesticides are being sold in market. This has resulted in the ruining of their crops. The officials declared that the raids on the shops would continue in future in the district. Moreover, the licences of shopkeepers would be cancelled if they are found guilty of selling adulterated and sub-standard fertilisers, seeds and pesticides to the farmers. If any of the shopkeeper closes his shop during the raids, he would be dealt with sternly by the department. According to another report, the Department of Fisheries has banned the pisciculture in authorised ponds in Sonepat district. DA on pension for aided
institution teachers
Rohtak, August 15 Mr Hooda said the government had already released Rs 6 crore in this regard. The benefit of pension had been extended to these categories several years ago but DA had not been included. Mr Hooda also announced that modalities of paying salaries to these categories of employees through treasury were being worked out and they would start getting their salaries regularly on the first of each month. The HCTU has welcomed the measures announced by the Chief Minister. It said the Chief Minister had assured them that all vacant posts in these institutions would be filled soon. |
INLD criticises lathi charge
Chandigarh, August 15 In a statement issued here today, Mr Pradeep Chaudhry, spokesman of the party, said the police lathi charge on unarmed retrenched members of the Haryana Industrial Security Force(HISF) at Rohtak yesterday only proved the contention of the INLD about the Hooda government. Mr Chaudhry claimed that if workers of his party had not forced the administration to act, several boys and girls, who were victims of the lathi charge, would not have got timely medical aid and would have succumbd to their injuries. Asserting that employees of a factory or those posted in a security force were not members of any political party, the INLD leader said it was unfortunate that while the previous Chautala government gave employment to thousands of youth, the Hooda government had rendered them unemployed on political considerations. |
Judicial remand for Executive Engineer
Fatehabad, August 15 A vigilance team had arrested Sikka for allegedly accepting a bribe of Rs 10,000 from a contractor on Tuesday. He was brought to the local courts for producing him before the court on Wednesday, but he complained of uneasiness and fainted in the court. He was hospitalised and the Chief Judicial Magistrate had to go to the hospital to record his statement. |
