CM blames police for Gurgaon fiasco

The police and the Power Department were in the firing line in the meeting of the Deputy Commissioners and Superintendents of Police of districts here today held under the chairmanship of the Chief Minister, Mr Bhupinder Singh Hooda, at the Haryana Niwas here.

The Chief Minister, who started the meeting by saying that hardworking officers would be rewarded and the lazy ones punished, was particularly scathing on the police for the Gurgaon fiasco.

Even as the police officers present at the meeting fumbled for words, the Chief Minister pulled up the Police Department for messing up at Gurgaon. Mr Hooda told the cops that one day before violence broke out at Gurgaon, he had received information that 5000 persons armed with crude weapons were going to hold a demonstration at Gurgaon. Given the number of demonstrators, how could the police send only a small contingent to deal with the agitating workers, Mr Hooda asked.

Mr Hooda also criticised the police for using excessive force after violence broke out at Gurgaon. “Who asked the cops to hit the agitators on heads with their canes,” the Chief Minister asked the police top brass. He also remarked that the intelligence gathering system of the police was “zero”.

On the Gurgaon issue, the media managers of the government present at the meeting also received flak from the Chief Minister for failing to project the government’s point of view in the media.

Officials of the Power Department also received severe drubbing from the Chief Minister as the Deputy Commissioners raised a chorus about the deplorable power scenario in the districts. While a senior Power Department official feebly claimed that domestic supply of power had increased recently, the DCs said little power was being supplied to domestic consumers. The DCs also challenged the Power officials’ claim that damaged transformers were being changed within three days time.

The DCs of Kaithal, Bhiwani, Faridabad as well as some other districts, said that damaged transformers were not changed for months. The Chief Minister then asked the Power Department officials to ensure supply of domestic power and also quickly change or repair defected transformers.

The Chief Minister expressed concern about sting operations by foreign media on Gurgaon call centres. Ms Deepa Mehta, IG of Gurgaon range, said the latest sting was regarding a call centre in Kolkata. It had been erroneously reportedly that it pertained to a Gurgaon call centre.

The Chief Minister also came down heavily on Education Department and Health Department officials for various problems relating to these two departments.

Gurgaon to have cyber crime centre

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today announced the creation of a post of SP, Gurgaon city, and another post of SP Faridabad (Rural) for strengthening of the police set-up in the two Haryana districts neighbouring Delhi.

Addressing a press conference here soon after a meeting of the Deputy Commissioners (DCs) and Superintendents of Police (SPs) of districts, Mr Hooda said the government would set up a cyber crime centre at Gurgaon and also organise a special training camp to prepare its personnel for combating cyber crimes.

He claimed the law and order scenario in the state had improved considerably, and added that in the recent past 14 dreaded criminals had been shot by the police while 221 had been arrested. Regarding the slain criminals, he said the police was compelled to fire upon the criminals as the latter had attacked the police.

The Chief Minister said while the registration of cases under IPC had gone up by 5 per cent compared to the corresponding period last year, cases under special laws had gone down by 10 per cent. He claimed the cases under IPC had gone up as a result of the government’s decision to allow people to register FIRs freely. He said the police had also succeeded in recovering large amount of goods stolen or robbed from the public by criminals.

The Chief Minister said the DCs and SPs had been asked by him to be accessible to the public any time of the day.

Mr Hooda said all DCs had been instructed to prepare detailed report on the state of infrastructure in villages — on the condition of roads, sanitation, water supply, education, transport etc — and submit their reports to the government within next six months. He added that state government would also prepare district development plans during the next six months on the basis of the reports from the DCs.

The Chief Minister said that it had been decided that the DC himself, or an administrative officer deputed by the DC, would regularly pay visit to the hospitals and schools in the rural areas to put a check to the practice of absenteeism by doctors in the rural hospitals and teachers in the village schools.

Mr Hooda said in view of the huge number of pending revenue cases, it had been decided that all the cases that were more than six months old would be decided within the next two months. The remaining cases would be decided within the next six months, he said. The Chief Minister said work of computerisation of land records of all 19 districts in the state would be completed by the end of this year.

Mr Hooda said that to make the functioning of the Town and Country Planning Department more transparent, the government had instructed HUDA Administrators to hold ‘durbars’ periodically and get feedback from the public.

Mr Hooda said people with 100 per cent disability would be given free passes to travel in Haryana Roadways buses. He said there was no proposal before the government to increase the fare of buses.

CM’s wife not to contest Rohtak seat

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today said the Congress party was fully geared for contesting the by-election for the Rohtak Lok Sabha seat.

The seat has fallen vacant after Mr Hooda resigned from the Lok Sabha after having entered the Haryana Vidhan Sabha. Mr Hooda said any contestant from Congress would win the seat by a margin of over five lakh votes.

Replying to a question, Mr Hooda said there was no possibility of his wife contesting from the constituency.

In reply to another question, Mr Hooda said work of the government was not affected by the small size of the Cabinet headed by him.

Rs 9.51 cr for power works in Panipat

The Union Government has sanctioned Rs 9.51 crore under the “Rajiv Gandhi Grameen Vidyutikaran Yojna” of the Rural Electrification Corporation for carrying out various power development works in Panipat district.

A spokesman for the Uttar Haryana Bijli Vitran Nigam (UHBVN) said here today that a tripartite agreement for implementing the scheme in the state was signed by the corporation, the Haryana Government and the Haryana Power Utilities last month.

The scheme would cover 180 villages of the district. There had been a provision of 90 per cent subsidy on the implementation of various schemes like improvement of power distribution system, installation of distribution transformers, erection of 11 KV and other lines.

He said it had been planned to provide 22,706 domestic connections to the rural people of the district living below poverty line. The connections would be provided free of cost to the applicants under the scheme and the nigam would get 100 per cent subsidy for this purpose.

He said 278 km-long 11-KV lines and 36-km-long transmission lines would be erected and 300 distribution transformers would be installed under the scheme. Meters would be installed on the distribution transformers. With the completion of all these works, there would be a significant improvement in the power distribution system of the district, he added.

Traders pay Rs 10 cr for plots, fail to get possession

Thanks to red tape and the alleged irregularities in the functioning of the government departments, more than 100 traders, who had been allotted commercial plots years ago and have paid nearly Rs 10 crore, are yet to get the possession of the plots.

The traders had been allotted plots in the wholesale cloth and medicine market under Phase I of the Vyapar and Vyavsai Kunj scheme. The traders maintain that the scheme had been launched in 2001 and the plots were allotted through a draw of lots.

However, while floating the scheme the district administration allegedly ignored a letter sent to it by the Archeological Survey of India (ASI) in 2000, in which it had been directed to seek a no-objection certificate (NOC) before undertaking any construction activity at the site as it was in a prohibited area. But the district authorities went ahead with the scheme and started accepting payments for the proposed complex.

The ASI shot off another letter to the local Deputy Commissioner in 2002, but the authorities still continued with the project.

In 2003, the ASI wrote to the Administrator of the Improvement Trust, Hisar, asking it to stop the “unauthorised” construction activity at the site immediately. Following this, the exercise of developing the site was stopped. The Improvement Trust had also spent lakhs on the project.

The traders, who had paid crores to the government by then, requested for the allotment of plots at some other site. An alternate site was then identified and an NOC from the ASI was also procured.

However, since the alternate site was under the possession of the Animal Husbandry Department, a new exercise to get it transferred to the Improvement Trust, Hisar, was initiated.

Finally, after passing many hurdles, the proposal was cleared by the then Chief Minister Om Prakash Chautala, who approved the transfer of land in December, 2004. However, the orders have not been implemented till date.

Despite all efforts, the traders have not been able to get the possession of plots. They have also met Chief Minister Bhupinder Singh Hooda and several senior Congress leaders in this regard, but to no avail. Perturbed by the lax approach of the authorities concerned, the traders have now decided to take legal recourse.

Muslim family alleges intimidation, seeks security

Members of a Muslim family approached the Superintendent of Police here today and urged him to provide them security as a group of persons belonging to another community had threatened to kill them if they did to leave the village, Juan, in the district.

According to a report, they have alleged that the Mohana police was taking the side of the other community. They further said members of the other community had forced their way into their house yesterday and tried to take them forcibly to the police station. But they managed to escape from the village and reached here.

The SP has deputed the DSP (Headquarters) and the SHO, Mohana police station, for conducting an inquiry and asked them to provide security to the family.

The members of the Muslim family were identified as Munshidin, his wife Sunehri, Mahardin, Wazir and Nasir. Munshidin stated that her daughter was gangraped on April 16, 1998, by four persons of the village but the police declined to register a case of rape against the guilty.

It was only on the intervention of the National Human Rights Commission and the Women Commission that a case of molestation was registered. But later on the directions of the courts the police registered a case of rape and arrested the culprits. On May 7, all four were sentenced to 10 years RI.

Members of the other community had pressurised them not to give evidence in the case, but they had declined. However, in a bid to take revenge they were now forcing them to leave the village.

Haryana Police to have more women cops

With a view to checking the increasing incidents of violence and crime against women, the Haryana Government has decided to induct more women into the state police force.

According to official sources, the strength of women officials in the Haryana Police would be enhanced from the existing 3 per cent to 20 per cent.

Every police station in the state would now have a woman Sub-Inspector (SI) and two women constables so that women could freely lodge their complaints regarding domestic violence or atrocities.

The Police Department has been directed to post women officials in every police station, on the Tamil Nadu pattern. The department has been told to ensure that at least 20 per cent officials in the state police force were women.

In the existing system, nodal cells have been established to control crime against women. However, these nodal cells are functioning only at the district or division level.

Meanwhile, the district police has registered 27 cases of looting during the previous month. Mr Arshinder Singh Chawla, SSP, said stolen goods worth Rs 6.65 lakh had been recovered during this period.

BJP leader threatens fast

Senior BJP leader Randhir Singh Kapriwas has declared that he would start a fast here on August 20.

At a press conference here today, he announced that it would be in protest against the victimisation of government employees on political grounds, rampant corruption in transfers of revenue officials and discrimination in the matter of distribution of development funds.

Two prominent BJP leaders — former minister Jaswant Singh Bawal and Lachhman Singh Yadav — who were present on the occasion, announced their full support for the agitational move of Mr Kapriwas.

Citing instances of victimisation of employees, Mr Kapriwas flayed a local minister alleging that dozens of government employees had been transferred to remote places owing to political vendetta. He alleged corruption in the large-scale transfers and retention of patwaris, Naib-Tehsildars and Tehsildars.

Giving instances of discrimination in the allocation of funds for development in the Rewari region, Mr Kapriwas deplored that funds for development were being given to villages which had voted for the Congress candidate in the previous assembly elections, while the other villages were being ignored.

Haryana to observe Urja Divas on Aug 20

A state-level function will be organised at City Centre, Gurgaon, on August 20 to celebrate Rajiv Gandhi Akshay Urja Divas. The Haryana Chief Minister, Mr Bhupinder Singh Hooda, will be the chief guest. He will give away awards to selected panchayats for doing excellent work in the promotion of renewable energy programmes.

Disclosing this here today, Mrs Sumita Mishra, Director, Renewable Energy Department, Haryana, said prizes would also be given to the students, who would excel in various competitions.

She said August 20, the birthday of the late Rajiv Gandhi, was being celebrated as the Rajiv Gandhi Akshay Urja Divas in the country to create awareness among the people and students about renewable energy sources and technologies.

In Haryana, various renewable energy programmes were being implemented with the involvement of the panchayats. To encourage the panchayats to take part in the programmes of the department, cash awards of Rs 2 lakh, Rs 25,000 and Rs 10,000 were awarded to the panchayats standing first at the State, district and block level, respectively.

Mrs Mishra said Mr Hooda would also lay the foundation stone of the Rajiv Gandhi Renewable Energy Park to be built over 1.6 acre at City Centre, Gurgaon, at a cost of about Rs 1.25 crore on August 20. The park would have a technology area with indoor exhibits and posters, a solar display area with live outdoor exhibits, and a central court with foldable shading devices.

The energy requirement of the park would be met from a 10-KW solar power plant.

Migration worries Devi Lal varsity authorities

The decision of the state government to allow inter-university migration to students has become a cause for worry for officials of Chaudhary Devi Lal University (CDLU).

With a number of students already queuing up to secure character certificates from the University College (UC), teachers are worried that students have started to leave the college to get degrees from other universities of the state.

Enquiries made by this correspondent revealed that there was a heavy rush in district colleges affiliated with universities other than the CDLU.

Terming the decision of the state government unhealthy for the CDLU, sources said the students had started showing their interest in leaving the CDLU.

In one of the first steps by the Hooda government, colleges of all five districts — Hisar, Jind, Fatehabad Bhiwani and Sirsa — were disaffiliated from the CDLU to Kurukshetra University and Maharshi Dayanand University (MDU), Rohtak.

But only National Government PG College was granted affiliation with the CDLU and given a status of University College. Interestingly, rests of the colleges of the district are affiliated with the KU and are now attracting students from the CDLU.

Talking to the TNS, Principal of CMK Girls’ College Vijaya Tomar admitted that the college had started getting students who have migrated from other colleges. She said the college was encouraging response from girls of Government National PG College.

She said following the directions of the government to allow inter-university migration, the college was confidant of getting a large number of students.

She said students who had already deposited the fee at the college were also approaching for admission even if they had to pay extra fee.

She claimed there was a noticeable inclination of students towards the KU or the MDU than the CDLU as the latter had failed on all fronts even after three years.

On the other hand, sources in the CDLU are worried over the migration issue. According to a senior faculty member, the trend had severely affected the institution.

The manner in which students are securing character certificates to get migration to colleges affiliated with universities is really worrisome, say university officials.

Bail to 51 in fake arms licence case

The Special Judge for CBI cases in Haryana, Mr R.K. Saini granted bail to 51 accused, including the then SDMs of Gurgaon and Faridabad, in the famous’ fake arms licence case here today. Around two months back, the CBI had filed chargesheet in this regard in this court against 51 persons.

According to the chargesheet in 1994 a number of fake arms licences were issued to some residents of Jammu and Kashmir, Punjab, Delhi and Uttaranchal in connivance with some arms dealers on fake names.

Some officials of the SDM offices of Faridabad and Gurgaon and some police officials were allegedly involved in it. The CBI had registered four FIRs against 51 persons in this regard after a long investigation in 2001. Two SDMs, Mr R.C. Panwaria and Mr Jai Singh, were also made accused in the FIR. Today, during the argument on the bail applications, counsel of some of the accused, Mr Man Singh Kakran, said there was no solid complaint against the accused and the CBI had registered the case only on the basis of source reports.

He said the charges against all accused were almost the same, but even then instead of one, four FIRs were registered in the case to confuse the matter. On the other hand, counsel of the CBI opposed the bail applications and requested the court not to grant bail to the accused as most were influential persons and could influence witnesses.

After hearing the arguments of both side, the judge ordered bail to all accused. The next hearing in FIR No 11 and 12 would come for hearing on September 5 while the FIR No 12 and 13 would be taken up for hearing by the court on September 6.

Gang of highway robbers busted

With the arrest of three persons, the police has busted a gang of highway robbers operating in parts of Haryana and other neighbouring states for the past few months.

The arrested persons were identified as Sandeep of Juan Village (Sonepat, Satish Alias Kala of Guhna village (Sonepat) and Naresh of Asan Village (Rohtak) The police, he said, had also recovered a Maruti van, two country-made pistols, a loaded revolver and 10 cartridges from the possession. Sandeep was the leader of this gang.

Policemen were on patrol duty on the Farmana-Sonepat road and he saw a Maruti van coming from the side of Farmana village. A policeman gave it a signal to stop. When the van stopped, the police started inquiry from three youths who were sitting in it. Then the police searched their van and recovered arms from their possession.

The culprits told the police that they had hired the Maruti van for Rs 700 from Faridabad for going to Farukhnagar.
