The Senior Town and Country Planning Officer, Gurgaon circle, Mr B.N. Sharma, said he had been asked by his department to submit a report. The then Vice-President of the country, Mr R. Venkataraman, had laid the foundation stone of this institution-cum-residential complex. As per the complaint, nearly two years ago, the NMC transferred the remaining about four acres of the institutional land for a sum of Rs 16 lakh as against the prevailing market price of about Rs 15 crore.
