Govt may ban political activity by HPU staff Shimla, August 23 An indication to this effect was given by Mr Virbhadra Singh , Chief Minister, during an informal chat with media persons here yesterday. He said there was complete freedom to the teaching and non-teaching staff to take part in political activity. Their over-indulgence and pre-occupation with politics were the root causes of many of the ills plaguing the university. He lamented that teachers were taking over as wardens of hostels merely to enjoy the facility of residential accommodation on the campus. They were not at all performing the duties of warden. He said the government would consider creating a separate cadre of wardens in the security wing to ensure that it became an effective tool for maintain discipline. However, he maintained that there was no harm in students indulging in political activity as long as there was no violence. He said the campus of the university had in recent years become prone to students violence and one of the Vice-Chancellors left the post only because of this. Mr Virbhadra Singh also took serious notice of the tendency of the doctors to avoid joining duties after transfer to interior areas. He said the government would take stern action against those who failed to report at their places of posting. |

CPI for probe into JEs’ appointments
Kangra, August 23 Mr Himal Chand, member, state secretariat and district secretary CPI, in a statement here criticised the procedure of the appointment of 100 junior engineers (civil) in the block samitis in the state by violating rules and regulations. He alleged the government had opened the backdoor to accommodate blue-eyed boys. Mr Himal Chand said these illegal appointments had caused great resentment among the unemployed diploma engineers. Meanwhile, the unemployed diploma engineers have lodged a protest against the appointments of the 100 junior engineers (civil). Mr Rakesh Sangrai, president, Himachal Pradesh Unemployed Junior Engineers Union, said all the 5000 unemployed diploma holder in the state would fight against this violation of law by the Virbhdra Singh government. Mr Sangarai said they would move the state tribunal tomorrow and the aggrieved unemployed diploma holders would move the Himachal Pradesh High Court against these backdoor appointments. |

Shimla, August 23 Addressing a press conference here, he said he was raising the issue only to ensure that the disastrous Wildflower deal of 1996, in which property worth hundreds of crore was virtually sold for a song, was not repeated. A copy of the memorandum of understanding (MoU), if any signed, be released forthwith. He said the government must let the people of the state know at what terms and conditions the land was being leased out to the company. Was it government land or private holding to be acquired by the government for the project. Further, the financial standing of the company, its equity share and how it was arranging resources for the project should also be revealed. And lastly, it should be clarified if Mr Alfred Brush Ford, chairman of the American company, came from the famous Ford family of America or he was some other Ford. He said all these points were relevant as in the past some company secured hydropower projects by misleading the government regarding their financial position. In the Wildflower deal the interests of the state were mortgaged by the Congress regime and it was only the BJP government, which came to power subsequently, reopened the issue which led to a favourable verdict after a protracted legal battle. |
Chamba millennium function from Oct 20
Shimla, August 23 Stating this while presiding over a state-level meeting of the Chamba Millennium Celebrations Committee here today Mr Virbhadra Singh, Chief Minister, said that a memorable event would be organised strictly in the traditional form and prominent artistes of national and international standing would perform in it. It was decided that a millennium gate be constructed in traditional local architecture of the area and prominent residents, who migrated, be invited to participate in the celebrations. He said that a mass advertising campaign would be launched at the international level to attract heritage lovers. Mr Virbhadra Singh said that efforts were afoot to get the town declared as world heritage village and the matter had been taken up at the appropriate level. He directed the authorities to prepare a directory of all the old and historical towns which were more than 500 years old so that befitting events could be organised to mark the celebrations. He said that the people having important historical documents and photographs relating to Chamba should come forward and contribute to make the event a
memorable one. |

Shimla, August 23 The Chief Minister stressed that local talent should be encouraged, besides inviting artistes of eminence for the fair to maintain its importance as a traditional fair. He directed that proper arrangements be made for the “Devatas” who assembled in strength during the fair. |

Una, August 23 According to Raghuvir Singh, District Attorney, Una, Raj Kumar visited the residence of Nirmal Devi, mother of Rishu on January 14, 2004 to collect money to be deposited in the post office. Raj Kumar got the signature of Nirmla Devi on a form and told her that the form along with Rs 50,000 be sent him in the post office. Rishu went to the post office to deposit the money but Raj Kumar met him near a well, killed him and escaped with Rs 50,000. |
No plan to make ex-Parliamentary Secys Advisers
Shimla, August 23 An official spokesman said though it was the prerogative of the Chief Minister to appoint anyone on any post, however, there was no proposal under the consideration to appoint Advisers from amongst them.

3 judicial officers transferred Shimla, August 23 While Mr L.N. Sharma, district and Sessions Judge (Forest), Shimla, has been transferred and posted as Registrar (Inspection) in the High Court. Mr J.S. Mahantan, Special Secretary (Law) to the state government, has been transferred and posted as District and Sessions Judge, Chamba.
Shimla, August 23 The observations of the Chief Minister, it said, was an insult to the teaching community. If the Chief Minister thought that by weakening the office of the Vice-Chancellor and appointing ex-servicemen as wardens and chief wardens things would improve, he was sadly mistaken.
