DUAC asked to review National Police Memorial
New Delhi, August 23 A division bench of Justice Vijender Jain and Justice Rekha Sharma, which is seized of Centre’s appeal against a single judge’s order staying construction of the Memorial, asked well-known architect Charles Correa to complete the whole exercise within eight weeks and fixed November seven for further hearing. The court asked Correa to examine from the point of view of aesthetics, architecture, heritage and environment if it was right to build the National Police Memorial in the Lutyens’ Zone of the capital in the present shape and if it could be permitted to be erected after powering its height. “We are in the dark and we want you to give a completely independent opinion without being influenced by the Centre’s views on the subject,” the court observed. The court rejected Additional Solicitor General (ASG) P P Malhotra’s plea to allow the Centre to at least carry out some repairs otherwise the half-built structure would collapse. The court said it would not like the government to waste public money pending Correa’s report on the project. Irked over DUAC’s affidavit that all norms were followed in giving clearance for building the Memorial, the court had on August 9 summoned Correa after it found that DUAC’s submissions were contrary to those of NDMC which had admitted that the structure’s height was earlier raised from 31.5 meter to 47.22 meter due to political interference. On the last date, the court got angry after perusing NDMC’s affidavit which contradicted DUAC’s submission and narrated the sequence of events and documents that led to the decision of raising the height of the Memorial from 31.5 to 47.22 meter. The Bench had taken a serious view of the fact that the Memorial was being built on a piece of land measuring 6.1 acre shown as a district park in the Zonal Development Plan (Zone D-1) and 1.42 acre of roundabout in Chanakyapuri. Justice Vikramajit Sen had last year stayed construction of the 44.5 meter-high Memorial in Lutyens’ Zone after some social activists and prominent citizens filed a civil suit. Earlier, the Bench had observed that the decision was taken under pressure from politicians and that the bureaucrats should not always toe their line. To the ASG submission that the Minister had a right to take decisions, the Bench retorted “we will not allow the government to tinker with our heritage”. Taking exception to the sanction granted for building the Memorial in the Lutyens’ Zone allegedly in violation of ‘Master Plan of Delhi-2001’, it had sought to know on what basis Urban Development Ministry advised for the construction of the memorial when the same was not allowed under the Master Plan. “If the land falls in the District Park, how the Urban Development Ministry could change the use and under what law?” the court had asked. Earlier, the court had on May 20 asked NDMC Chairperson to produce all the records on the basis of which an order was passed on December 4, 2002 raising the height of the Memorial from 31 meter to 47.22 meter. It had also asked Urban Development Ministry and DUAC to produce all the relevant records in this regard. |

New Delhi, August 23 “The power requirement in Delhi was 1900 MW per day in 1999, which has shot up to 3600 MW per day this year,” Dikshit said after laying the foundation stone of a 220/66 KV grid sub-station in Bawana industrial area. She also complained that many consumers were drawing more power than the sanctioned limit. “So there is power short-fall resulting in power cuts of about two to three hours a day in certain areas,” Dikshit said. The new sub-station, to be constructed at a cost of Rs 27 crore, would get power from the Narela and Bawana grids. “Quality power will be supplied to the industrial units in the area. The 220/66 KV sub-station will be commissioned in about 12 months time,” Dikshit said addressing a public meeting on the occasion. The Chief Minister also inaugurated another 66/11 KV sub-station of New Delhi Power Limited (NDPL) in the area. The load of the industrial area in phase-1 was estimated to soar to 200 mega volt ampere (MVA). Meanwhile, Dikshit said the government would construct 3000 low-cost houses for workers in Bawana industrial area and steps would be taken to solve the water problem in the locality. On the occasion, the Chief Minister also unveiled two new schemes — Gift Electricity and Privilege Consumer — for the people residing in the NDPL areas. She expressed hope that such initiatives would go a long way in ensuring consumer satisfaction. Mrs Dikshit said that the Gift Electricity scheme which starts in October this year is a novel concept whereby even electricity can now be gifted by way of attractive gift coupons for those living in the areas where the NDPL distributes electricity. These gift coupons will be made available at all the NDPL cash collection centres and important merchandise stores in markets. On the sale of every 2,000 gifts coupons, there will be lucky draws and other attractive schemes for the buyers. The privilege consumer would be a bonanza for those consumers who have been paying their electricity bills regularly and on time. Such consumers will be rewarded with exciting offers in the form of discount offers from the reputed brands and outlets, the Chief Minister said. The private company announced that gift coupons for the Gift Electricity Scheme will be available for the amount ranging between Rs 500 and Rs 4,000. Under the Privilege Consumer scheme, the company is offering its consumers attractive discounts and special offers from reputed companies like TATA Teleservices, Voltas, McDonalds, Domino’s, Berco’s and other reputed brands as a reward for paying their bills timely. Dedicating the Grid to consumers, Minister of Power and Transport Haroon Yusuf said that he was happy that the areas under NDPL had seen improvement in terms of power supply and consumer services. |
Three new power projects to come up
New Delhi, August 23 The proposed plants were Pragati-2, Indraprastha Power Station and Bawana power project. While the first two plants would have the capacity for producing 330 MW of electricity per day, the last one would be a mega project with the installed capacity of 1000 MW a day. Work on the Pragati-2 would start soon, Goel said. “The detailed project report of Pragati-2 has already been prepared. Now, the environment clearance is awaited,” he said. “These power plants would help Delhi become self- sufficient in power,” Goel said. The coal-based Indraprastha Power Station would be changed to a gas-based plant, he said. “This plant has been closed and we would start a gas-based plant,” Goel said. Similarly, a detailed feasibility report has been prepared for the Bawana plant. The Gas Authority of India Limited (GAIL) would provide the gas required for the projects. Presently, Delhi purchases about 2000 MW of power every day from the Northern Grid, while it generates about 800 MW per day from its two gas-based and two thermal plants. |
Foundation stone of power plant to be laid by Hooda
Faridabad, August 23 According to the Deputy Commissioner, Mrs G.Anupama, the Chief Minister would also address a public meeting after laying the foundation stone. She said that the state government had acquired land measuring about 90 acres in Mothuka and Arua villages of Ballabhgarh sub-division. The spot was about 18 km from the National Highway passing from Ballabhgarh town. It is learnt that the authorities had earlier acquired this land for the construction of a modern jail. However, the plan was scrapped by the previous Chautala-led government. As per the details of the project the plant will have at least three units of gas and steam turbines. Each of the units will produce about 355 MW of power daily. The main raw materials to be used by the units will be LNG and light oil. According to information, the total cost of the plant would be Rs 3465 crore. While the first unit is likely to be ready in 15 months, the second and third units will be complete within the next 12 months. The Chief Minister will also inaugurate the second plant of the JCB India Limited on Mathura Road near Ballabhgarh prior to this function. The MLA from Ballabhgarh, Ms Sharda Rathaur, has welcomed the move of the government to set up the new power plant in her constituency. She said that with this second gas-based plant work opportunities for the youths would increase and lead to greater development in the region. It may be recalled that the district has been reeling under power crisis. As such, the industrial organisations including the Faridabad Industries Association, Faridabad Small Industries Association has welcomed the move to set up a new power plant in the district. |
DCE scam: CBI asked to finish probe by Oct 5
New Delhi, August 23 A Division Bench of Acting Chief Justice B A Khan and Justice Madan B Lokur directed the University Registrar to issue show-cause notices to those found guilty in the probe within two days of the receipt of the CBI report; give them 10 days to reply; and take a decision by October 21. Directing the university to reserve 33 seats for these students, the Bench allowed all of them to take part in counselling scheduled on August 31. The court also directed the candidates facing charges of using unfair means in the CEE to appear before the agency’s office at CGO Complex, Lodhi Road here from tomorrow between 10 am and 4 pm. The petitioners, successful candidates in the CEE 2005, have challenged the July 25 order of Justice Vikramajit Sen cancelling their admission offer after a CBI preliminary report indicated use of unfair means by them. The order was passed after the petitioners as well as the university and the CBI agreed to such a wayout. Earlier, CBI Joint Director R K Datta and Investigating Officer of the case appeared before it and sought at least three-month time to complete the probe. However, the court said if the CBI was unable to complete the probe within six weeks, it would like some other agency to perform the task. |
GDA allots plot to SP MLA at throwaway rate
Ghaziabad, August 23 This has prompted the GDA to take back two residential schemes so that these can be brought up later with escalated rates. This single act of the
GDA, it is learnt, has dashed the hopes of 50,000 applicants who were waiting for allotment of residential plots at Rs 5000 per sq
mt. According to sources, the Ghaziabad Development Authority had allotted Surinder Munni a 200 sq
mt. Plot (number 677 in Shakti Khand) at Rs 5,000 per sq mt. The MLA, Surinder
Munni, had even deposited Rs 1.75 lakh with the GDA. But the GDA later discovered that the plot had already been allotted to someone else. The MLA took the GDA management to task for this bungling. Since Surinder Munni was an MLA and that too of the ruling Samajwadi Party, the GDA had to go out of the way to accommodate the VIP by allotting him another plot though at one third the market rate. The second best thing for the GDA was to go out of the way to placate the VIP allottee and also to use this God-sent opportunity to hike the rates of two residential schemes in the area, thus shortchanging 50,000 applicants. |
Row over functioning of UGF committee
New Delhi, August 23 The Committee was constituted in 2003 under the Chairmanship of Professor Chisti. Sources said that the committee was constituted to formulate new policy to generate more reveue through renting space for advertisements. The corporation had expected that once the policy was formulated, the corporation would earn at least Rs 300 crore per year. But instead of earning money the corporation has spent Rs 18 lakh on the functioning of the committee. However, Mr Rakesh Mehta when contacted said that formulating a policy for advertisement was a technical job. It needs expertise. Professor Chisti is an expert in this field that is why he has been chosen to appoint as chairman of the UGF Committee. There were a number of advertisement related cases in the court. Since the constitution of the committee the corporation has own maximum of the cases. The advertisement revenue has also increased, he said. Sources said that after the ban imposed by the Supreme Court on display of hoardings, the corporation had lost crores of rupees. The corporation earns Rs 18 crore from some hoardings installed at DTC bus shelters and electricity poles. Besides, the corporation earns advertisement revenue of one and half crore rupees from the Northern Railways. Despite making efforts by senior officers of the department concerned the Delhi Metro is still not giving advertisement revenue share of the MCD. According to the sources, the Mayor Mr Satbir Singh today called a meeting of the department concerned and UGF committee to find out the reason of not formulating new policies. In the meeting, the Chairman of the UGF Committee advised the advertisement department to use subways constructed at different places in the national Capital and balloons for displaying hoarding type advertisement to increase revenue. The Leader of Opposition, Mr Subhash Arya said that the UGF Committee failed to fulfil its commitment made before the standing Committee when it explained the way to generate revenue through advertisement. |
Wanted criminal shot dead
in west Delhi encounter
New Delhi, August 23 Rajpal, alias Kalu, who had a reward of Rs 50,000 on his head, was gunned down by the Special Cell officials in Rohini Sector 24, said a police official. He was wanted in murder, attempt to murder, robbery, dacoity etc. in both UP and the national Capital. According to the police, he used to wear police uniform while committing the crime. The police said that the accused was allegedly involved in the gang rape of the wife of the priest of a temple in Bawana on March 19, 2005. He had been absconding since then. The Special Cell received a tip-off that the accused was scheduled to come to the area. Later, the accused was spotted in the area in the afternoon on a motorcycle bearing the registration number of U.P. When the police signaled him to stop, he reportedly opened fire on the police party. In retaliatory fire by the police, he sustained several bullet injuries. He was taken to the Sanjay Gandhi Hospital where he was declared brought dead. |
Final list for DUSU polls springs no surprises
New Delhi, August 23 The final list that was released here today threw up no surprises. The announcement that Ragini Nayak of the NSUI will contest for the president’s post ended the speculation whether it will be Amrita or her for the main post. The NSUI, which won three of the four seats in the panel last year, was reported to have “split hairs” on the choice of candidate for the president’s post. Reports of “infighting” were also doing the rounds over the choice of candidate. “The party literally went through the issue with a fine comb. The opinion was divided and as other parties got ready to take on the NSUI, they were left to sort out the difference in the party,” pointed out an NSUI member. Though officially the party maintained that there was “no crisis”. “We want to be sure of a candidate’s ability to pull votes. There is no bitterness. The party has one agenda—to win,” said spokesperson Kuntal Krishna. Gearing to put up a “tough fight” to NSUI’s Ragini are A A Sundar Dagar of the ABVP, Arun Kumar Sorot of the INSO and Harpreet Kaur Gill of United Students’ Front. There are 11 other students in the fray for president’s post, while there are six each for the vice-president and joint secretary’s post and seven for the secretary’s post. For the vice-president’s post, the main contenders are Amrita Dhawan of the NSUI, Deen Dayal of the USF, Rahul Sejwal of the ABVP and Sonia Sehrawat of the INSO. Archana Yadav of the USF, Arjun Arya of the INSO, Ajay Kumar of the ABVP and Ramit Sehrawat of the NSUI will fight it out for the secretary’s post. New treatment for colon cancer
New Delhi, August 23 Common side-effects of non-targeted conventional chemotherapy such as nausea, weight loss, anaemia and reduced ability to fight infections are set to be things of the past. Says Dr Purvish M Parikh, Head of Medical Oncology, Tata Memorial Cancer Hospital, “Targeted therapy like Cetuximab is the latest advancement in cancer treatment and ushers new hope for millions of colorectal cancer patients. Cetuximab is a targeted drug therapy designed specifically to fight advanced colorectal cancer that has affected other organs as well.” According to the Department of Surgical Oncology, AIIMS, most patients with colorectal cancer seek treatment only when they are well into the advanced stages of the disease, making its treatment difficult. But the challenge is just the tip of the iceberg. Cancer specialists at AIIMS also reiterate that there is a serious lapse of uniform treatment guidelines and facilities set for treating advanced colorectal cancer patients. Not to mention the nausea, diarrhoea, skin irritation and tiredness that comes with radiation therapy and the side reactions associated with non-targeted conventional chemotherapy. In India, the options of treating colorectal cancer have always been few until now. “The potential to combine chemotherapy and radiotherapy with Cetuximab increases the efficacy of colorectal cancer treatment without significantly increasing toxicity. It is an exciting advancement”, quotes a study published in the International Journal of Clinical Practice. Adds Dr Parikh, “The addition of Cetuximab in combination with Irinotecan prolongs survival in refractory metastatis colorectal cancer patients with poor prognosis.” Cetuximab, a monoclonal antibody, unlike other conventional cancer drugs, precisely targets cancer cells while at the same time sparing the normal ones. This antibody diligently seeks only cancer cells, locks onto their protein receptors (known as epidermal growth factor receptors, EGFR), and signals the body’s immune cells to take charge of destroying the culprit. Naturally, blocking the EFGR by Cetuximab is seen as a one-step approach to controlling cancer growth, which also attributes to the uniqueness of the drug. |
Fourteen cases of dengue reported in city
New Delhi, August 23 Chairing a meeting on ‘Water and Vector Borne Diseases’, Dr Shastri asked the officials to inspect the areas and take action wherever necessary. He said that last week, 27 cases of cholera were reported in the Capital and out of which 16 cases were from Delhi, four from Haryana and four from other places. In Delhi, four cases were registered in Civil Lines MCD zone, three cases in Central MCD zone, two cases each Shahdara North, South, South MCD zone and one each in Karol Bagh and West MCD zone. Dr Shastri also said that 14 cases of dengue were reported in Capital last week. Of these, 13 cases were from MCD area and one from NDMC area. |
Youth shot dead at Khurja
Bulandshahr, August 23 The father of the deceased has filed a report, naming four persons for the murder. Noor Mohd runs a mechanic shop opposite the petrol pump on the GT Road. His sons, Irshad, 20, and Irfan, 12, were there at the shop. One man came there and started talking to Irshad. Meanwhile, Irshad told his younger brother Irfan that he was going to relieve himself. Irshad was surrounded at the back of the shop in a vacant plot by two men on a scooter. They fled after firing shots at Irshad. He was rushed to hospital where doctors declared him brought dead. According to the police, Noor Mohd, his son Irshad and his cousin Naushad were named in the murder of Kalam on February 11, 2004, and had even been sent to jail. The police said Irshad’s murder appeared to be a revenge killing for Kalam’s murder in 2004. |
Man accused of raping neighbour’s daughter
Ghaziabad, August 23 The father of the girl had gone to his hometown, Haldwani, with his wife, leaving his three children in the care of his neighbour. On August 19, Baljit (name changed) went to Ramesh’s house at 9 pm and asked him to sleep in their house as her elder sister was not feeling well. Ramesh has been accused of raping the elder married daughter of his neighbour four times during the night.

Police to appeal Geelani’s acquittal in SC
New Delhi, August 23 Sources said that the police have sent a proposal in this regard to Delhi Administration for its go-ahead. The sources said according to the legal advice taken by the Delhi Police, there was a strong case against Geelani and a review petition should be filed in the apex Court.
