Security beefed up for Independence Day celebrations
New Delhi, August 12 Anti-sabotage checks and search operations have been initiated at important installations, Metro stations and sensitive areas of the Capital with close-circuit cameras and sharp-shooters scanning the skyline from rooftops and high-rise buildings, according to a senior police official. “Besides the regular increased patrolling and enhanced positioning of pickets at all sensitive places, this time we have placed back-up teams for quick support in case of emergency.” The border check-posts with the neighbouring states have also been strengthened to prevent anti-social elements from sneaking into the Capital. A close liaison was being maintained with the police forces of the neighbouring states and there was regular exchange of information about the movement of terrorists or militants. As a precaution, all incoming vehicles were being subjected to spot checks. Additional policemen have been deployed at the railway and metro stations. Pill boxes with sandbags have been erected at all the major intersections in the National Capital Territory of Delhi and these would be manned by policemen with automatic weapons. Experienced spotters were also being positioned at some of the prominent places particularly near the Red Fort from where the Prime Minister is scheduled to address the nation on the Independence Day. All the buildings and markets around the historic Red Fort are being sanitized and sharpshooters stationed atop high rise buildings for the occasion. An exclusive wireless network for security forces involved in the I-Day arrangements has been set up which would keep each agency posted on the movement of each other besides providing better coordination amongst them, he said. Market places, prominent buildings and VIP houses have been provided with additional security cover with exit and entry points being regulated through extra police posts and barricading. Nevertheless, the officer said no “specific targets” have been identified or “exclusive intelligence” received for the Capital. The steps are preventive and are taken to make the event pass off peacefully. However, with inputs from Military Intelligence based on intercepts in Anantnag, Baramulla and Kupwara in Jammu and Kashmir of likely ‘fidayeen’ attacks, the Delhi Police has intensified efforts of screening visitors at guest houses, hotels and ‘sensitive’ areas. Senior Police officials maintain that the specific military input talked of preparations by the Lashkar-e-Toiba to ‘strike big’ in Delhi before or on Independence Day. The special drives in the wake of these reports have been on for quite some time but not disclosed to avoid a scare among the general public, he elaborated. |
Karishma case: HC seeks response by August 19
New Delhi, August 12 Justice Mukul Mudgal sought the reply from the actress by August 19 on the allegation by her husband that the passport of their minor child was made by flouting all laws and without his consent. In the meantime, the interim order restraining Karishma from taking the child abroad would continue till the next date. On August 5, the court had asked In another development, the Centre today told the Delhi High Court that no illegality was committed in the issuance of the passport to Samaira. During hearing on Sanjay’s petition seeking to restrain his estranged wife Karishma from taking their child Samaira abroad, Centre’s counsel Kailash Gambhir said that all the norms for issuance of passport to a minor was followed. “As per requirements of the Indian Passport Act, either parent could apply for issuance of a passport to a minor,” Gambhir told Justice Mukul Mudgal. The court asked Sanjay to file his rejoinder by August 24 and fixed August 26 for further hearing. In his petition filed through counsel Manali Singhal, industrialist Sanjay Kapur has alleged that Karishma got issued a passport to their minor child without his consent by flouting all laws and that she was planning to leave for the US along with Samaira without taking him into confidence. The court had then issued notices to Karishma, Centre and the Regional Passport Office (RPO), Mumbai from where Samaira was issued the passport. |
Faridabad to have 1050 MW power project
New Delhi, August 12 He said that an Industrial Model Township and a Special Economic Zone (SEZ) on the lines of IMT, Manesar, would be developed in Faridabad for reviving the old industrial glory of this city. He said after Gurgaon, Faridabad would be linked with Delhi by Metro. The Chief Minister said city’s infrastructure would be strengthened for accelerating its industrial pace. Mr Hooda said work on Badarpur Elevated Flyover was expected to be completed by the end of this year. He said Gurgaon-Faridabad Road would be made into four lanes. Mr Hooda said that the Union Ministry of Industries and Commerce had sanctioned light engineering projects worth Rs 80 crore under the Cluster Development Scheme to promote exports from Faridabad. The Chief Minister urged local industrialists to support state government’s efforts to check shifting of mother units from Faridabad. He said cordial industrial relations was a way to encourage setting up of new mother units. Referring to the demands by the Faridabad Industries Association for abolishing external development charges, the Chief Minister directed the officers concerned to look into the matter. He said labourers should have their due rights and the investors should not face any difficulty in running their units. Earlier, president of the Association, Mr H R Gupta, welcomed the Chief Minister. He said Faridabad was exporting various products worth Rs 1,500 crore every year. Mr Gupta said Faridabad should be developed as a model industrial town of the country. He demanded setting up of Faridabad Development Authority on the lines of Noida and making the labour laws flexible. |
Cops in dark about cause of godown fire
Gurgaon, August 12 A case has been registered, but no arrest has been made so far. The owner of the godown, Mr Narender Narang, fled from the site after the outbreak of fire. The SHO concerned says that a local team of Forensic Science Laboratory (FSL) visited the site yesterday to examine what chemical was stored in the godown. According to him, the question whether the storage of the chemical was legal would only be looked into after its nature was ascertained. The general feeling is that the police are trying to fudge the case. Any chemical, which is volatile and inflammable, is dangerous in nature. Negligence in keeping with any kind of material which, according to common perception, may cause injury to human body or property is simply criminal, as any primer on law would say. It is common knowledge that the godown owner has several other godowns in the city. Some of his godowns, storing the same chemicals, have also witnessed fire in the past. He has wriggled out of a possible legal action every time allegedly on account of his connections. The authorities have apparently failed to check storage of such chemicals at a place where thousands of shops and residential structures are situated side by side. |
Govt nod to power projects of Rs 222 cr
New Delhi, August 12 The entire expenditure will be met from the plan assistance of Delhi Government, Mr Walia told reporters. He said the projects would also meet the future load requirement of South and East Delhi. An amount of Rs 172 crore has been sanctioned for the NDMC areas. Two of the projects involve laying, joining, testing and commissioning of cables from the 400/200 KV sub-station at Maharani Bagh to the 220 KV sub-station at Trauma Centre, AIIMS and a proposed 220 KV sub-station at Electric Lane. A project, with an estimated cost of Rs 38.59 crore, relates to construction, testing and commissioning of eight 220 KV GIS bays at the Maharani Bagh sub-station. Another project, with an estimated cost of Rs 11.52 crore, relates to refurbishing sub-stations at Najafgarh, Patparganj, Narela, I P Extension and Mehrauli. |

Search for manuscripts yields rich collection
New Delhi, August 12 “When our volunteers went to collect data on rare manuscripts in and around Delhi, there were people who offered to share with them history that can be told by coins, medals and even cloth,” said K K Chakravarty, Member Secretary, Indira Gandhi National Center for Arts (IGNCA). With the identification of 85,000 manuscripts, of which 5,000 have been culled from individual collections, IGNCA’s efforts to collect information on the “national treasures” is paying off. The survey to seek information about manuscripts in and around the national Capital conducted between July 23 and August 2 unearthed 4,000 manuscripts in the city, which were hitherto unknown. “People in villages in Noida and Palam were very keen to relay history through the oral tradition. These people are in themselves repositories of history and knowledge,” said a member of the survey team. “Most of the manuscripts that we collected information on from Delhi and neighbouring areas are related to Jainism. Then there is a Quran written on deer skin, manuscripts dating back to 900 years, knowledge on ancient medicine, astrology, tantra and some written on bhojpatra,” he said. The rich haul of manuscripts, which was lying in institutions, places of worship and with individuals, is now being cataloged by the IGNCA. “There are some people who want us to take the manuscripts for preservation, but there were also a handful who wanted to sell them. We will preserve manuscripts under their names, but we are not buying anything. The next step for us is to render the material in these manuscripts in to digital format,” said Sudha Gopalakrishnan, Director, National Manuscript Mission. While the exact details of what the manuscripts contain are yet to be complied, in Delhi the Jain manuscripts top the list among the most organised collection in institutions followed by Persian and Arabic. Pointing out that there is a need for generating awareness about the importance of saving these age-old manuscripts, Chakravarty said, “there is practice to immerse manuscripts in water, to preserve them from desecration, every year hundreds of manuscripts are lost, because of this belief and custom”. |
DCE scam: HC clears ten more candidates
New Delhi, August 12 A Division Bench of Acting Chief Justice B A Khan and Justice M B
Lokur, which on Wednesday had asked the Delhi University to permit Manik Bansal to take part in counselling, passed similar orders in favour of 10 more candidates. The candidates are: Kartik Sharma, Pulkit Kaushik, Ankit Sharma, Rahul Thukral, Ashish Dalal, Ritvik Pandey, Shruti Gupta, Manoj Kumar, Amit Prakash and Pankaj
Thakran. They had challenged the July 25 order of Justice Vikramjit Sen cancelling the admission of 33 candidates. The court also issued notices to the Delhi University Vice-Chancellor, Dean, Faculty of Technology, Directors of Delhi College of Engineering and Netaji Subhash Institute of Technology, Government of Delhi and Karan
Mendiratta, on whose petition 33 candidates’ offer of admission was cancelled. The court asked the respondents to file their replies to the petition by August 22, the next date of hearing. Their counsel submitted that the Single Judge passed the order without giving any opportunity to these students to present their case. Justice Sen had directed the Delhi University to cancel the offer of admission to 33 candidates, who had cleared entrance test for admission to B.E. courses in Delhi College of Engineering and NSIT here, after a CBI report identified them as having been involved in malpractices. Justice Sen had, however, said “in the event they are exonerated, they could be considered (for admission) for the subsequent years”. He advised the 33 students “not to waste one academic year and pursue their studies in some other institution or course”. The admission offer made to rest of the candidates will not be interfered with, Justice Sen had clarified. Justice Sen had further said “if the CBI indicates the involvement of any other candidate in the present merit list, who may have been already granted admission, the Delhi University would be free to consider the cancellation of their admission, if evidence points to their complicity also”. The court had passed the order after perusing the CBI report and holding ‘in-camera’ discussions with CBI Joint Director R K Dutta. According to the CBI report, some candidates had even confessed to their complicity in cheating. It also revealed that question booklets containing answer keys submitted by at least 12 candidates other than those mentioned in the case registered by CBI on July 11 were of a similar dubious nature. Mendiratta, who ranked 1459 in the Combined Engineering Examination (CEE) held in May this year, had filed a petition drawing the court’s attention to the media reports on the alleged irregularities in the examination and demanded that the counselling be stayed. Surprisingly, 11 candidates, all ranked 56, scored the same set of marks in Physics, Chemistry and Mathematics
(PCM). Three other students ranked 25 with similar scores in the three subjects. Again, five students, all ranked 13, scored the same marks Several parents and students had lodged complaints with the university in this regard. |

DDA asked to reconstruct Akshardham flyover cloverleaf
New Delhi, August 12 A Division bench of Justices Ravinder Jain and R S Sodhi asked the Delhi Development Authority (DDA) to submit its reply stating the number of days it would take to construct the cloverleaf according to the modified plan. While fixing the next date of hearing on September 9, the Court asked the DDA to file its reply within four weeks. The Court also said action might be taken against the officials who truncated the plan to allegedly favour certain private persons. In May this year, the High Court had directed the CRRI to inspect the Akshardham flyover and submit a report specifying whether the cloverleaf was constructed in accordance with international specifications or not. The Court had appointed scientist Subhash Chand as court officer and asked him to visit the spot to examine the lapses in constructing the flyover allegedly to extend favour to some “vested interests”. The court also issued notices to Delhi Urban Art Commission
(DUAC) and RITES for submitting details about the plan of the flyover. The DDA Counsel said that no rule was violated and the curve of the cloverleaf was made at 36 degree radius. The cloverleaf was made 36 degree radius instead of 60 degree radius to save 69 buildings and a petrol pump on the high way, said the counsel who had filed the petition. The Project Officer of the DDA, who designed, sanctioned and approved the project was also present in the court to explain the difficulties in executing the project. Due to the faulty construction of the approach road, the traffic had been held up at the approach, the judges observed. The approach and the end of the cloverleaf should have been much broader for the smooth movement of the vehicles towards Noida and Mayur Vihar Phase-I. “It is a serious matter and the guilty should be punished,” said the judges. |

Full rights for flat owners on anvil
Ghaziabad, August 12 On selling apartments in any building, the builders usually give ownership rights for the particular flats to their owners and retain the ownership rights of common utility spaces with themselves. Thus, they continue to be the owners of the apartment buildings. The administration has taken up the matter with a view to giving equal rights of the apartment buildings to the flat owners so that builders after having sold off the flats do not remain owners of the apartment buildings. Charges for facilities like stairs, lifts, lift room, common space, pathways, parking space, community centres, corridors, club, park, generator, swimming pool, etc are collected from the flat owners, but the rights are retained by the builders. This makes the flat owners depend on the builders for these facilities for which the flat owners have already made the necessary payment. Except flats, builders continue to be owners and possess these facilities, spaces and services. The idea of giving this right to the flat owners is that they should know, in a natural calamity, how much they have at stake on the ground. |
Medical college leaves 400 MBBS students in the lurch
Meerut, August 12 Shubharti Medical College, run by Shubharti Educational Trust, is owned by one Dr Atul Krishna. The fact that the medical college has no affiliation is disclosed by the MCI in its report, dated 01-06-2005. An inspection of the college was carried out by a team of Dr Anoop Raj of Maulana Azad Medical College, Dr Alka Kriplani of AIIMS and Dr Malti Mehra, of B R Ambedkar University. According to some documents with The Tribune, Shubharati Medical College (SMC) became operational in July 2000 and started admission to MBBS courses on the management quota seats with a donation of Rs 15 to 20 lakh per student without any affiliation whatsoever. The college remained fully operational, and each year, 400 students were admitted to MBBS courses. Their request for an affiliation was turned down by CCS University in 1998. Meanwhile, Shubharati Educational Trust managed to secure affiliation from B R Ambedkar University, Agra, for the academic year 2003, 2004, valid up to July 1, 2004. B R Ambedkar University rejected the renewal application later. Meanwhile, national secretary general of Student Lok Jana Shakti Party, Satendra Ashok, asked for the CBI enquiry into the matter. All affected students should be attached to other medical colleges and their excess fee be reimbursed, he demanded. |
Wanted killer held after encounter
New Delhi, August 12 Three of Qureshi’s accomplices had been arrested earlier but he was on the
run. Naeem Quereshi alias doctor was captured after a brief encounter near Raj Ghat where a police team was waiting for him on the basis of a tip-off. The police claimed to have recovered a motorcycle, a mobile phone, a country-made pistol, three live cartridges and one fired cartridge from his possession. Police claimed that the accused was allegedly involved in a number of murder cases, robberies, attempt to murder in Delhi and Uttar Pradesh Qureshi was involved in many cases of dacoity and burglary in Delhi and Uttar Pradesh, including eight in which he allegedly shot dead people while committing the crime. |

Car-borne criminals loot Rs 2.5 lakh
Ghaziabad, August 12 Devinder Sharma and Davinder Dhawan, according to the SSP, are employees of a picture tube manufacturing factory in Chhapraula (G.B. Nagar). They were both on the way back to factory after withdrawing Rs 2.5 lakh from UTI bank on Ambedkar Road. Devinder Sharma was driving the bike while Devinder Dhawan was holding the moneybag as pillion rider. At about 1.30 pm between Chhapraula and Lal Quan, a white Maruti car hit the bike with the result that the motorcyclist fell down. As soon as the riders fell down, criminals snatched the brief case and sped away.—OC |

Noida, August 12 The profusely bleeding criminal, Sanjay Garg of Dadri, who was brought from Meerut jail for a court date to Gautam Budh Nagar courts was rushed to Kailash Hospital, Noida, by Phase II police. According to S.O. Phase-II police station, Vivek Ranjan Rai, Sanjay, 25, of Dadri town, had been involved in the murder of Manoj, brother-in-law of MLA of Madan Bhaya, two years ago. He was being brought from Meerut jail for a court date of the same case. |

New Delhi, August 12 A team of doctors started the anti-anaemia campaign with the testing of hemoglobin of the Mayo International School. The programme was initiated under the stewardship of Lion P.K. Aggarwal. Delhi Finance Minister A. K. Walia and Delhi Parliamentary Secretary Nasib Singh and area councillor Ramesh Pandit attended the camp as guests. The free camp was inaugurated by the well-known social worker, Dr Sharda Jain. Similar camps will be held regularly, the organizers said. |
