Governor sacks VC
VC of Meerut’s Charan Singh University Dr RP Singh
found guilty of corruption charges

Meerut, August 7
Facing several charges of financial irregularities and corruption charges, the Vice Chancellor of Charan Singh University (CCS Varsity) Dr Ram Pal Singh was sacked by the Chancellor, UP Governor Mr T V Rajeshwar Rao on Saturday.

Dr R P Singh is the first ever VC in the history of CCS Varsity who has been terminated on corruption charges.

Besides him, six other employee of the university including the Registrar, Raj Kumar, Finance Controller C K Singh, his son Asstt Engineer Vikas and three class III employees including SC Bhardwaj, SC Piplani and Rajkumar Bansal have also been found guilty after an enquiry set up by the Chancellor against the VC.

A special messenger from the Raj Bhawan, Lucknow delivered the orders to the VC as well as the Meerut Divisional Commissioner Mohinder Singh.

In his message, the Governor has asked the Commissioner to perform the duties of VC till further orders next order or till a fresh appointment is made.

The Governor had ordered an enquiry against the VC on March 11 after receiving some complaints against him of financial, administrative and academic irregularities.

Principal Secretary Agriculture, J B Patnaik was appointed enquiry officer and a show cause notice was served to Dr R P Singh on June 7. He was given time till June 27 to respond to it.

The enquiry officer found Dr R P Singh guilty of various charges and submitted his report to Raj Bhawan.

Reacting to the sack order, Dr R P Singh told mediapersons that he was shocked with the order of Chancellor. He claimed that he was not given a proper hearing before the action was taken.

Meanwhile, the university campus seemed relieved by the order. Although no official or teacher was available for comment, a student leader, National Secretary General of Student Lok Jan Shakti Party, welcomed the decision by saying that ‘corrupt’ people like Dr Ram Pal Singh was not worthy of holding the high post of a VC.

Committee blasts DDA for corruption, nexus
with dealers

The Parliamentary Standing Committee on Urban Development has taken strong notice of complaints regarding commercialization of upcoming DDA houses even as it recommended strict action against officials encouraging their sale at higher prices.

Activities of property dealers operating hand-in-glove with field staff and officers of the DDA in areas where allotments are due defeat the very purpose of providing cost-effective housing to weaker sections of society, the committee observed in its report for 2004-05.

The report cited proliferation of hoardings and boards in Mayur Vihar put up by property dealers, advertising sale and transfer of upcoming DDA properties at higher prices.

“Moreover, most applicants acquire property on wrong grounds and the DDA is incapable to check the same,” it said, referring to what it called oral evidence from resident welfare associations and individual complainants.

The committee observed with distress that a large number of corruption cases had been registered against DDA staff, with as many as 115 pending disciplinary action.

It recommended strengthening of the DDA’s internal vigilance to make the Authority more accountable, transparent and reliable.

“Further, the DDA should take timely disciplinary action against officials who are found to be involved in cases of bribery and in malpractices in allotment of land, flats.”

The committee also recommended that the structure and functioning of the DDA’s vigilance organisation be effectively and comprehensively reviewed by forming an internal working committee.

The parliamentary panel also found procedures for DDA building approval plans lengthy and cumbersome.

It recommended simple procedures be laid down to eliminate delay and unnecessary harassment to customers.

Besides, the committee expressed concern over change in land use earmarked in the zonal master plan, suggesting such a move be implemented only for compelling reasons and for the benefit of the residential population.

It recommended that resident welfare associations must be consulted before carrying out changes in the planned land use.

Such changes should be avoided in localities designated as “green areas” in zonal plans, the committee said.

Also, the panel noted with concern that more than 10,000 houses could not be allotted by the end of the third quarter of 1999 just because they had no electricity connections while more than 5,000 houses had no water supply.

The DDA, the committee said, should satisfy itself about availability of water and power connections and sincere efforts should be made by the DJB and electricity authorities to take corrective action.

Teenager raped by nine men for over a week

A gory and vile incident of man’s lust came into light when a 16-year-old girl was induced, kidnapped and raped repeatedly by more than nine persons for seven days.

The victim, a seventh standard student belonging to a lower class section of society, ran away from her house after her mother had scolded her for going to a neighbour’s house without taking her permission.

As per Senior Superintendent of Police Mr Hanif Qureshi, the girl, a native of village Shia at Rewari came to Gurgaon on July 29 and took a private bus from Rajiv Chowk to go to her relatives at Sohna. Finding the girl confused and terrified at Sohna bus stand, the conductor-cum-cleaner of the bus Naresh induced her and took her to a nearby farm house.

After some times, his two friends Sonu alias Ravinder and Pala Gujjar came to the farm house. These three persons allegedly raped her repeatedly for two days.

On July 30, Naresh took her to Sohna bus stand and dropped her after threatening her not to reveal anything to anybody. There a police constable, Khurshid Ahmed of Haryana Armed Police found the girl and took her to his close relative at a nearby place unknown to the girl.

There he allegedly raped her for two days and took her to Delhi and left her at Dhaula Khaun on July 31.

However, the girl again reached Sohna where her miseries did not end. Two accused, Jadeja and his colleague came in a car and abducted her to a lonely place and raped her. There, their four more friends joined them in sexually exploiting her for five days. They reportedly dropped her on August 5 at a remote place.

Luckily, Jai Narayan, sarpanch of village Nagina found her and took her to Sohna police station where she narrated her ordeal.

The police came into action and arrested the police constable Khurshid Ahmed. SSP Hanif Qureshi claimed that the police had already identified four more accused in the case and would soon arrest them.

He further added that the medical examination of the girl had confirmed the rape. The police is presently working on the line to identify four more accused in the case, said the officer.

Ironically, the girl’s father is a CRPF constable, currently posted at Jammu and Kashmir.

Taking exception to the “insincere” effort of a Delhi police official in arresting a person accused of raping a minor last year, a city court has ordered the arrest of the culprit within a month.

Pulling up the Investigating Officer Maninder Singh, a Sub-Inspector, who appeared before the Court only after a non-bailable warrant was issued against him, Additional Sessions Judge B R Kedia expressed anguish over the casual report filed by him on the progress of the probe into the case.

“Seeing the conduct of the IO, I do not find that he has made any sincere efforts for apprehending the accused and it appears that because of the lethargic approach as found and reflected on the part of such police personnel, it encourages the commission of such heinous offences like rape in Delhi,” the Judge said.

The case related to rape of a minor studying in class V in Mandawali area in East Delhi on June 30 last year. Police has not yet arrested the main accused Rajiv Tyagi who along with a minor Ashwini Kumar is alleged to have sexually assaulted the girl in his house.

According to the complaint, the victim used to go for tuition in the building where Tyagi was residing. On the fateful day, Tyagi told the victim that her teacher had called her and when she was going to the third floor he pulled her into his room on the second floor and locked it.

Court acquits youth accused of raping mother-in-law

After a decade-long trial, a Delhi court has acquitted a youth accused of raping his mother-in-law and rebuked the 55-year-old woman for levelling “improbable and unrealistic” allegations owing to a property dispute.

“The complainant must realise that even if she is not his mother by birth, the status comes to her by law. By making such false allegations against her son-in-law, she maligned the sanctity of this relation and it is shameful”, Additional Sessions Judge Rajiv Mehra said while acquitting Santosh Kumar.

Santosh, who was residing with his in-laws at Vikaspuri in North Delhi, was married to the eldest of the woman’s three daughters.

On August six, 1995, the woman went to the police station and said the accused had been raping her for the past two months and had threatened to kill her husband and children if she disclosed it to anyone or refused to continue such a relationship.

She also said that on that day, the accused had beaten her up and tried to attack her with a knife and blade. Police lodged an FIR under Section 376 (rape), 506 (criminal intimidation) and section 25 of the Arms Act against the accused and arrested him the next day.

In her statement before the court, she said her house consisted of two rooms. While the others slept in one room in the night, the accused was regularly subjecting her to rape in the other room and all this occurred while her husband was sleeping in the verandah.

Refusing to believe her version, the judge said “the conduct of the complainant in remaining silent and continuously suffering the sexual assault without disclosing it either to her husband or the wife of the accused staying in the house is unnatural and least convincing”.

Criticising the prosecution for siding with the “false and motivated” allegations, the court said they had failed to produce the medical report to prove the charges of rape against the accused.

The court also absolved the accused of charges of criminal intimidation and under the Arms Act following “material contradiction in the statements of witnesses”.

The complainant and her husband Jag Jeevan Gupta had told the court during their cross-examination that they have a plot of 50 yards which was in the name of their daughter and the accused.

They also admitted that there was a dispute with the accused as they had refused to hand over to him documents of the property despite repeated demands and there were several quarrels over this.

The court came to a conclusion that the “improbable and unrealistic” allegations of rape and criminal intimidation were a result of this property dispute.

Schoolboy kidnapped in Gurgaon

An eleven-year-old child was kidnapped for ransom near his house at Sector 15, Part 2 in the heart of the city when he came back from his school on August 4.

Shubham, a sixth standard student of Summer Fields Public School, DLF came back in his school bus as usual. He was dropped at a chowk near his house on August 4. However he never reached his residence.

Unidentified criminals later telephoned at the child residence and sought a big amount as ransom for releasing his son. Police was informed about the incident.

Confirming the kidnapping, Senior Superintendent of Police Mr Hanif Qureshi said that he could not say anything about the kidnapping as it might hamper the police investigation.

However, according the highly placed sources, the police have formed various teams to trace the whereabouts of the criminals. Mobile phones and public booth phones are being tapped to reach at the hideouts of the criminals.

The close relatives of the child said that the child had been kidnapped but he would soon be released by the kidnappers as the negotiations is at the final stage.

DJB to enhance insurance cover for employees

The Delhi Jal Board proposes to enhance the insurance cover of its employees, especially the sewer workers, by as much as 10 times.

Sources said that the Finance Department of DJB has proposed to enhance the insurance amount for all four categories of employees under its Group Insurance Scheme, the maximum hike being for Group D employees.

While the present insurance cover for Group D employees of DJB is Rs 50,000, the proposed insurance amount is Rs 5 lakh. The insurance amount for Group C workers is proposed to be enhanced from Rs 1 lakh to Rs 7 lakh, while that for Group B employees is proposed to be increased from Rs 1.5 lakh to Rs 9 lakh.

As for Group A employees, the proposal is to enhance the insurance cover from Rs 2 lakh to Rs 12 lakh, the sources said.

DJB has a total of 22,000 employees including 16,000 in Group D and 7,000 sewer workers, who will benefit the most from the proposed changes. It is also proposed that the burden of increase in the monthly subscription on account of enhancement of the insurance cover be suitably shared between the employees and the Board.

Presently, Group D employees pay a monthly subscription of Rs 30, Group C employees Rs 60, those in Group B Rs 90 and the Group A workers Rs 120.

DJB Officials said although the insurance cover was more than that provided by the Centre, it was still felt to be insufficient considering the hazardous nature of work being performed by the employees of the water authority.

Of late, there has been a persistent demand from the employees of DJB that the insurance cover be increased.

Justice BA Khan appointed Chief Justice of Delhi HC

Justice B A Khan has been appointed acting Chief Justice of Delhi High Court with effect from today to succeed Justice B C Patel who has retired.

President A P J Abdul Kalam has made the appointment of Justice Khan, the senior most judge of the Delhi High Court, under Article 223 of the Constitution.

Justice Khan, a leading lawyer in Kashmir, was appointed as a Judge in Jammu and Kashmir High Court where he served for seven years before being shifted to Madhya Pradesh High court.

He was transferred to the Delhi High Court in the year 2000. Outgoing Chief Justice Babulal Chandulal Patel was accorded a ceremonial warm send-off by the judges and staff of the court yesterday.

Although he officially retired today after attaining the age of 62, the ceremonial send-off was organised yesterday since today is a Sunday.

Justice Patel He was administered the oath of office as Chief Justice of the High Court at Delhi on March 5, 2003. He was transferred from Jammu and Kashmir High Court.

An upright and honest Judge, Justice Patel had delivered many landmark judgements to remove encroachments from public places, historic monuments and getting rid of the capital’s roads of stray cattle.

He was elevated to the Bench of Gujarat High Court as Permanent Judge on June 21, 1990. As a Judge of Gujarat High Court, he had delivered landmark judgments particularly on town planning and building activities in urban areas.

The celebrated judgments delivered by him paved the way for removal of encroachments for public places and installation of safety devices in high-rise buildings.

Justice Patel was born on August 7, 1943 at Ahmedabad. He obtained BA (Hons) with Economics, LLB, MA from Gujarat University in the 1960s.

He started practice as an advocate in the City Civil Court, Ahmedabad, from 1968. Since 1970 he shifted to Gujarat High Court and appeared in Civil, Constitutional and Criminal matters.

He was Acting Chief Justice of Gujarat High Court between March 5, 2002 and March 16, 2002. He was elevated as Chief Justice of Jammu and Kashmir High Court and took oath on May 15, 2002.

Children administered polio drops

Aiming to achieve ‘zero polio transmission’ by the year end, authorities today conducted a fresh vaccination drive administering the oral drops to children in the high-risk areas of the country including Delhi, UP and Bihar.

“The vaccination was done in whole of UP, Bihar, Delhi, two districts in Haryana - Faridabad and Gurgaon, and four districts in Uttaranchal - Dehradun, Hardwar, Nainital and Udhamsingh Nagar,” Health Department officials said.

Though no case has been detected in Haryana, authorities have included it for vaccination this time due to proximity to high-risk areas. Delhi was also included in the drive due to continuous flow of population into the state.

So far 25 polio cases have been reported in the country this year, with 12 from UP, 10 from Bihar and one each from Delhi, Jharkhand and Uttaranchal. The last case was reported from Bihar in June. Though trends are favourable for controlling the disease, authorities are keeping their fingers crossed as July to September is the peak season when number of infections generally go up.

“We are hopeful to achieve the target of zero polio transmission by the end of this year,” they said.

The Pulse Polio Immunisation Programme in the Capital, under which all children below five years are to be administered polio drops, was formally launched on Saturday by Delhi Chief Minister Sheila Dikshit who administered polio drops to several children at her official residence here.

State Minister of Health and Social Welfare Yoganand Shastri and office bearers of WHO, UNICEF, Rotary International, senior officials and government doctors were present on the occasion.

Speaking on the occasion, Ms Dikshit said the result of the Pulse Polio Campaign was satisfactory and it seemed that soon the country would become polio-free.

She particularly appealed to the parents of children below five years to provide their children with the required polio drops by taking them to the nearest polio booth and also motivate their neighbours so that no child was left out.

Dr Shastri thanked the print and electronic media for all the publicity being given to the programme and conveying the message to each and every home of the city.

Trade tax evasion worth crores detected

The special investigation cell of Trade (Sales) Tax department of UP has detected tax evasion and other violations of over Rs 11 crore in raids in Noida, Greater Noida, Ghaziabad and Bagpat on the premises of some builders.

Important documents have also been seized by the raiding parties in these raids. The raids have created a furore among builders and big property dealers.

According to sources, some other builders are likely to be squeezed in Trade Tax department’s drag net shortly. Some of the property dealers and builders had downed their shutters and fled away while the raids were in progress.

The Trade Tax department, according to sources, had been getting information about tax evasion by some builders of Noida, Greater Noida, Ghaziabad and Bagpat engaged in construction of multi-storey buildings. The department had then raided the premises of six builders in Noida, Greater Noida, Nehru Nagar, Ghaziabad and Bagpat main road.

According to Assistant Commissioner, Rajiv Rai, some builders were found to have violated Section 3-F of trade tax in their business. Some of them had given the local address while being involved in other business and traders. Many papers and documents of the builders were not found to be in order. Certain traders had not got their business registered while others were guilty of frauds and tax evasion to the tune of Rs 11.25 crore.

More areas to get piped gas

The Government plans to extend Piped Natural Gas supply to 13 more residential areas in the Capital within the current financial year.

New areas were identified each year for extending PNG supply to newer residential areas in the city subject to economic viability. The line would be extended to 13 localities besides expanding the supply network in R K Puram in Central Delhi and Rohini sub-city in north-west Delhi.

The colonies that would be covered this year are: Rohini Sector-15, Pitam Pura, Paschim Vihar, Vikas Puri, Mayur Vihar, Phase II, Vasundhara Enclave, Uday Park, Anand Lok, Gulmohar Enclave, Kidwai Nagar, Laxmibai Nagar, Netaji Nagar, R K Puram Sector 8, 9 12 and 13, Andrews Ganj and Chanakya Puri.

Oncology conference held

IMA- East Delhi branch in association with Fortis Hospital, Noida today organised a national-level conference on Oncology.

The conference focused on the management of breast cancer, cancer of large intestine, gynecological cancers and prostrate cancer. The day-long conference also had a special session on cancer prevention.

The Dhoomimal Art Centre here is presenting the second solo exhibition of the recent paintings of well-known artist B. R. Bodade from August 8 to August 20.

Born in Shahapur in Madhya Pradesh, Bodade has been pursuing art from a very early age and has now carved out a prominent niche for himself in the highly competitive world of contemporary art.

Bodade excels in painting the very basic of human nature and carries an element of a narrative. Every painting tells a story, the forms beautifully drawn and the colours vibrant.

“My paintings are a shared celebration of the soul of a rooted and thriving community, like festivals that are celebrated with great thrift but also with great human energy. This celebration must be enthroned within the very cores of our being,” is how Bodade describes his works.

A free trip to Japan

Budding artists up to 15 years of age can win a free trip to Japan if their vision of a dream car of the future is selected by the organizers of the “2005 Toyota Dream Car Art Contest”.

To participate in the contest, children are required to collect the entry forms from any of the dealers across the country and these accompanied by entries in A3 sized drawings in colour have to be submitted by September 30. This is the second year of the unique contest which gives children an opportunity to visualize the dream car of the future. The album features some of the ace artistes of the country like Pandit Jasraj, Shubha Mudgal, Shakar Mahadevan, Alka Yagnik, Sonu Nigam, Suresh Wadkar, Rahul Sharma, the Bangash brothers and sitar wizard Niladri Kumar. The album is being described as a unique album of excellence.

Celebrating colour through handloom sarees and fabrics

Celebrating the Indian tradition of colour, visualiser Shahiv Chandran presents ‘Rang Pratha’, a celebration of colour in handloom sarees and fabrics. The exhibition premieres at the Aga Khan Hall on Bhagwan Das Road here on August 11 and will be on till August 13.

Bharatnatyam by Prerna Martin on August 13

Geeta Chandran, the well-known classical dancer, presents the Bharatnatyam arangetram of her disciple Prerna Martin at the India International Centre here on August 13.

Prerna has been dancing at the Natya Vriksh ever since she was eight-years-old and has matured as a full fledged exponent of the ancient dance form under the tutelage of Geeta Chandran.

A student of Delhi Public School R. K. Puram, she has excelled in her studies and has won a full scholarship at the Harvard University in the United States where she will study Biology leading to a career in medicine.

From August 9 to September 9, the Little Theatre at Copernicus Marg here will come alive with the staging of the “Gods, Graves and Grandmother”. Based on Namita Gokhale’s novel of the same name, the play retells the classic tale of an ordinary individual thrust into extraordinary circumstances.

The script has been adapted by Nicholas Kharkongor and Shena Gamat and is directed by Sanjoy Roy. Starring Zila Khan, the play has been produced jointly by Surina Narula and Teamwork.

One held for Gagan Vihar murder

New Delhi, August 7
With the arrest of a person, Delhi Police claimed to have solved a murder case in which a person Harish, a resident of Gagan Vihar was shot dead.

During investigation, the police arrested one Gajraj, a resident of Kundan Nagar and recovered a .32 bore licensed pistol from his possession that actually belonged to the deceased Harish.

Police said that Gajraj has given Rs. 20,000 to the deceased some time back. On the day of the incident, the deceased called Gajraj to take his money back. When he reached the house of Gajraj, he returned only Rs 9,000 to him and also told him that he would not be able to repay him money as he was under huge debt.

The accused further disclosed that Harish then handed over his licensed pistol to Gajraj and asked to shoot him and thereafter to take his money by selling his pistol. Gajraj then allegedly shot him dead.
