Biggest hawala catch in a decade at IGI Airport
New Delhi, July 30 Customs officials suspect that the currency was meant for making some hawala transactions, Joint Commissioner Customs Neeraj Kansal told reporters here. The currency, in varied denominations of US dollars, Euros, Sterling Pounds and Saudi Riyals, was seized from Arjun Singh, a Dubai-based cloth merchant this morning, he said. The case was detected on the basis of passenger profiling done by Air Customs, the official informed. Singh, a frequent traveller to India, was on the Customs’ watch-list since the September 2004 arrest of his son Hardeep, who was caught when he attempted to smuggle foreign currency worth Rs 4.5 lakh, the Joint Commissioner said. Customs officials suspected some foul play when Singh, on his way to Dubai by a Gulf Air flight, hurried to clear bales of cloth through X-ray security check. Upon close observation it was found that the cloth was rolled over wads of currency instead of a wooden or and iron rod to make it a bale. “It was all genuine foreign currency comprising Euros, US dollars, Saudi Riyals and Sterling Pounds,” Kansal said. He said officials suspect that the case was a typical example of hawala transaction. “Airport Customs have detected 12 cases of smuggling of currency and seized Rs 57 lakh since April this year. But today’s was the single biggest haul in 10 years,” Kansal said. Total seizures made by Delhi Customs this financial year, in its first three months itself involving 13 cases including the present one, has yielded Rs 1.43 crore Singh, a frequent visitor to Greater Kailash-II colony, always travelled business class and this was his third visit to the national capital. During interrogation he said he had visited Delhi 11 times since January. “It appears that the accused and his family have been involved in hawala business for some,” Joint Commissioner Kansal said. In September 2004, Singh’s son Hardeep was arrested while attempting to smuggle out foreign currency worth Rs 4.5 lakh. Both the father-son duo have been on the Customs’ watch-list since then, he said. Kansal said they believe Singh was involved in Hawala transactions wherein payment of cash is made in other countries in hard currency against money deposited with an agent in India or against luxury items smuggled into India. He said Dubai was a haven for money launderers as they manage to move cash proceeds to the financial system there. |
Custodial death: Charges framed against five men
New Delhi, July 30 Observing that a “prima-facie case is made out”, Additional Sessions Judge Mr. Chandra Gupta charged Sub-Inspector Ram Kumar, Assistant Sub-Inspector Ramesh Chand, Constable Lukmaan Ali, Shakti Tyagi and Kanwar Pal Singh under section 34 (common intention), 342 (wrongful confinement) and 302 (murder) of the IPC. SI Ram Kumar had picked up deceased Kishan Singh on March 16 from Jhilmil industrial area in Delhi on the complaint of Tyagi and his driver Kanwar Pal that he had forcibly taken away their van. As per the prosecution case, the victim was brutally assaulted by the police in the lock-up resulting in his death the next day. The victim’s son, Sanjeev Kumar, lodged a police complaint on March 17 regarding his father’s death due to physical assault in police custody. The medical report said the “cause of death is shock due to haemorrhage occurring as a cumulative effect of injuries on the body caused by repeated assaults by hard objects upon the deceased”. Considering the medical report and other facts the court said, “there is sufficient material on the record for framing of charges against all the five accused”. |
MCD asked to construct 13 school buildings
New Delhi, July 30 This direction was issued after he made a tour in these areas to inspect the lamentable conditions of these schools. He said that very soon the construction work of the buildings would be started so that the students did not feel any difficulty next year. All official formalities will be completed to get sanction of finance from the corporation. Najafgarh area is a rural area where majority of the children rely on government-run schools for education. When asked why 238 classes are still run under tents, he said within two years all MCD schools would have concrete buildings. When the Congress Party came to power in the corporation, majority of primary schools were under tents. Now the condition is very much different. This year the students have been given all books and uniforms which has never happened, he claimed. However, the Leader of Opposition, Mr Subhash Arya said though the corporation has fund in the plan head, it would take at least one year to begin the construction work of the buildings as the proposal had to come before the Standing Committee and House. Later, tenders will be invited. It will take one year to complete all these formalities, he said. |
DU’s SOL to get computerised
New Delhi, July 30 “We want this to become a paperless organisation. Currently we are in the process of computerising the whole SOL and hopefully we will be able to even have on line admissions soon,” said the Executive Director, Prof H C Pokhriyal. Lamenting that not enough attention is paid to the SOL, which can emerge as an institute of repute owing to its ability to reach out to a large scale of students, he said, “distance education needs more support, this has also been reiterated by a study conducted in Kolkatta sponsored by Prof. Amartya Sen”. Listing the reasons for having all information and profile of students on the computer, Prof. Pokhriyal said, “there are lakhs of students who enroll with us each year and it is not possible to dig out files for information. But if we have the whole thing computerised then it is just a click away and we can keep track of students”. With students often complaining that the study material delivered through post goes missing, the SOL has decided to make it mandatory for students to fill in their pin codes on the admission forms. “The forms will not be accepted if the pin code is not filled. More often than not students do not receive the study material because they fill in the wrong address and do not write the pin code,” Prof. Pokhriyal said. The advantages of technology driven administration being many, the SOL is confident that the problems encountered by students like delay in receiving admit cards and date sheets will also be solved. Another first that the institution can now boast of is a unique bar code on each prospectus, which enables the administration access to the entire information about new students. |
ABVP girdles up for DUSU elections
New Delhi, July 30 Though the ‘blueprint’ is still being worked out, the party has managed to put together its election committee, which will identify the faces chosen to represent its ideology in the campus. In fact, the party has already identified 30 candidates, nine of whom are women, though the final decision on them will be taken later. Having faced a humbling defeat in the last two elections the party may have a lot of sprucing to do, but it blames the “interference of the political parties” for contributing to its defeat. Over the years, the elections have gained in importance due to the fact that they have proved to be a springboard for many student leaders to graduate to bigger playing fields. But the ABVP insists it has nothing to do with mainstream politics, and is quick to point out that its arch rival NSUI (National Students Union of India) enjoys the patronage of the Congress. “The fight is not between the ABVP and the NSUI. The fight is between the ABVP and the Congress. Senior leaders of the party not only help in campaigning, but also with the finances,” said Nakul Bhardwaj, State President of the ABVP. “We are a cadre based party. Unlike the others, we do not rely on the glamour factor, but let the workers choose the candidates,” said Bhardwaj. Stating that the party is keen to have a free and fair election, he said, “we are ready to take the lead. Let all other parties also refrain from using posters…we were the only party that opted to have the least number of posters and pamphlets”. He went on to add, “we want the elections to be conducted without any interference, use of power, money and violence”. Taking a dig at the NSUI- led outgoing DUSU, Bhardwaj said, “they have been event managers, who have failed to take up the cause of students. Not a single Central Councilors meeting was held in the last one year, and there was just one EC meeting to decided the budget”. Pointing out that the party’s performance as an “active and effective opposition” will bring more votes this time, the party also gave a sneak peek into the list of their demands, more hostels, direct elections in all universities and representation of students in the Academic Council and other decision making bodies. Though the party seems to agree with others on the need to raise the ceiling amount for elections from Rs 10,000, it maintains that the “amount of money being spent should be within limits”. Apart from the issue of delay in the announcement of results and the need to set up an admission grievance committee, the party says it will raise a demand for the setting up of a Students’ Union Tribunal and a National Students Act. |
