6 dacoits held after encounter

Six Haryana-based dacoits were arrested in the Capital this afternoon after a brief exchange of fire with the police in South district. Five killed in auto accident

New Delhi, July 24
Five persons, including a woman and a child were killed in an accident that took place last night in New Usmanpur area in Northeast district. All the victims were travelling in an auto. The driver and another passenger escaped unhurt.

Police said that the accident took place at 2.15 am when an unknown vehicle hit the TSR from behind leaving five persons dead on the spot. The person who got serious injuries has been identified as Om Prakash.

In a statement given to the police, he has said that he did not know what exactly happened last night. The auto was hit and he found himself lying on the road. When he regained consciousness, he found himself in the hospital.

The other five persons who died on the spot has been identified as Kanti Devi (42), Ravinder (42), Umesh (22) and a seven-year-old child who was still to be identified.

Two victims were taken to the Trauma Centre where they were declared brought dead while others taken to the GTB hospital. Police said that except the seven-year-old, all the victims have undergone postmortem. The case has been registered in the New Usmanpur police station.

Police said that the victims were carrying Rs 80,000 that was found intact in the TSR.

JNU turns down students from private madrassas

Students who passed their class XII exams from private madrassas in the country and were aspiring for admission to JNU have been taken unawares by the university’s decision to not treat them at par with candidates from other educational boards.

In a decision, which led to a protest in the campus, the university has announced that students from private madrassas are not eligible for admissions. The university has also set up an Equivalence Committee this year to assess the Almiyat Fazilat certificates of students.

“We have taken up the issue with the University. In the past, we have had students from the madrassas in the university, but this year these students have been refused admissions. We have written to the Vice-Chancellor urging him to revoke the decision and if our demand is not met, we will take necessary steps,” said Mona Das, President of the JNUSU.

The University has also refused to admit students seeking migration in the second year. Madrassa students often enrol themselves in other universities like Jamia Millia Islamia and Aligarh Muslim University and them seek admission in the second year in JNU.

The Undergraduate programme in Arabic offered by the School of Languages in the University is much sought after by the students who complete their Almiyat Fazilat from madrassas.

Agitated students complained that the University has changed its rules without any prior information. “If the University had to change the rules, then it should be done in the true JNU fashion; there has to be a debate, students and teachers opinion should be sought. Changes cannot happen overnight,” said Das.

Students are also peeved that even though some madrassas are not recognised as equivalent to Class XII by the Association of Indian Universities, universities like Jamia Millia consider them for admission. “There should be a parity in treatment. Why should universities have different rules for admitting students? Besides, when government-run madrassas are recognised, why should they single out students from private madarssas,” said a student.

Woman hanged for dowry

A married woman in Shankar Vihar Colony under Indirapuram police station area was allegedly hanged to death by her in-laws. Police are understood to have registered a dowry death case on a written complaint.

The victim is a resident of Garhi Shahdara of Surajpur area in Gautam Budh Nagar district.

Sumitra, daughter of Maharaj Singh, was married to Sanjay of Shankar Vihar area two years ago. On Saturday, the police got the information that Sumitra’s body was hanging from the terrace of her in-laws’ house. The police took the body and informed her parents. Sumitra’s parents alleged that Sanjay and his parents had been torturing Sumitra for dowry, ever since her marriage. The in-laws had repeatedly asked for money. Some of the demands had been fulfilled by Sumitra’s parents, but the demand list seemed to be endless.

It is alleged that Sumitra was beaten up on Friday evening and then hanged from a noose. The police have registered a case for dowry death against her husband and his parents under Section 304-b of IPC. But none of the accused has been arrested so far.

Pregnant woman raped in Noida

Noida, July 24
A pregnant woman, returning from her parents’ house along with her husband, was offered a lift on a bike by a youth of her village, who later raped her in the fields. Later, the village panchayat chose to cover up the crime and forced the victim to keep quiet.

The youth, who had offered the lift, took the woman in a field and sexually assaulted her. As she raised the alarm, her husband rushed to her help, but the rapist pointed a gun at him. After the incident, the criminal sped away, warning the man of dire consequences.

Subsequently, the village panchayat is said to have tried to save the culprit. Even the father of the woman signed an agreement under duress while the local police were remained a mute witness.

Later, as the woman’s condition deteriorated, she was rushed to a Ghaziabad nursing home. Her husband filed a report with Ghaziabad Kotwali, that she had been raped. The case was sent to Sector-49 police station, Noida, by Ghaziabad Kotwali as the case pertained to village Sorakha under Sector-49 in Noida.

According to information, Bhapat’s Raisuddin was coming with his seven-month pregnant wife, Saira (name changed) to her parental village Sorakha with a two-and-a-half-year-old child.

One Pritam Yadav of the same village met them a little distance short of the village and offered to drop Saira in the village on his bike. Rais agreed to put his wife on the pillion as the man was from the same village. He himself started walking towards the village.

After sometime, he heard Saira’s shrieks for help. He raced to the field where Pritam put a gun on his head and, threatening to kill him, sped away.

Saira narrated her story to her husband and her parents. The Sector-49 police had also reached the village, but the village panchayat forced the victim and her family to keep quiet.

Cable cabal having a free run

The residents of the city are served with a high dose of unethical and unlawful practices by cable operators.

To cap it, the operators have formed a cabal. There are three big operators who have given their business to many small-timers on franchise and the authorities appear to be soft-pedalling the issue.

The general view is that the private operators show uncensored ad strips and news on TV network. The development militates against a directive of the Punjab and Haryana High Court. The overwhelming view is that the cable operators use power of press through backdoors.

The other sore point is the misuse of governmental assets like electric and telephone poles to lay wires to the houses for cable connections. This misuse mars the overall look of the residential colonies. When a consumer gets his cable disconnected, the operators snap up the wires leaving them dangling outside the houses.

One would not know whether they are live wires of the electricity department or telephone. Generally the wires of the operators are so laid up with the electricity wires that there is always a danger of an accident arising out of possibility of wires getting electrically charged up with current.

The cable mafia has wields considerable clout, not only in Gurgaon, but in other parts of NCR towns.

According to sources, a notice was issued to the cable operators in Gurgaon sometime in 2000-2001 by the electricity department directing them to remove their wires from its electricity poles. But the operators did not give two hoots to the notice.

Reports have it that the operators keep the politicians of the ruling party and a section of those in the administration and the police in good humour.

One way is apparently to keep the influential persons in the political spectrum happy by giving them goody-goody publicity through the channels of TV network.

The mafia also tries to play a key role in during elections. The operators adopt bulldozing approach against the average consumers, whether in terms of laying down rentals or the quality of services.

Plan 2021 underlines need for more power plants
in NCR

Identifying inadequate power supply as one of the main obstacles in the sustained economic growth of the National Capital Region (NCR), the regional Plan 2021 has underlined the urgent need of creating a sub-grid in the Northern Grid to serve its power needs.

While additional power required by the NCR by 2021 will be 23,345 MW, there are no plans for additional capacity generation beyond 2012, the Plan 2021 says.

The region comprises the entire national capital territory of Delhi, five districts of Uttar Pradesh, seven districts of Haryana and one district of Rajasthan. These are Meerut, Ghaziabad, Bulandshahr, Noida and Baghpat (UP), Panipat, Sonepat, Rohtak, Gurgaon, Faridabad, Rewari and Jhajjar (Haryana) and Alwar district in Rajasthan. The three states are sub-regions of the NCR.

In order to meet the additional power demand, there is the need to have more power plants in the region and to have share for NCR in allocation of power expected to be generated by the newly proposed power plants under the Central sector power projects.

The plan recommends that the Ministry of Power consider allocation from the 15 per cent unallocated quota from the central sector projects.

Besides, the state governments should ensure the allocated quota to their respective sub-regions from the present allocation/generation of power.

Since the total investment required for additional generation of power in the region will be about Rs 93,380 crore, there is the need of roping in the private sector for expansion and strengthening of transmission and distribution system.

The plan notes that transmission and distribution losses are the main causes of power shortage in the NCR. Fraudulent extraction of energy from the metered supply by customers, including industrial and commercial establishments, drawing electricity without legal connection in the electrified colonies, illegal direct tapping from the mains by the residents of JJ clusters and unauthorized colonies are a constant problem.

The plan also points out lack of inter-agency coordination as one of the causes of the bad power scenario in the region. It says that basic management of the power supply system in the constituent states was through their respective electricity boards, which is now being done by different companies/corporations in different areas due to unbundling of state electricity Boards.

The plan also calls for adoption of modern technique for load management to minimise load and reduce peak demand in the system to a manageable proportion.

It also stresses the need for promoting energy efficient housing besides use of non-conventional sources of energy.

A double gold medallist in economics and an MBA from a foreign university, Singh had every thing going for him. He had a well paying job with a multinational company and his career on the right track. But there was something missing. The responsibilities at the office left little or no time for art and this weighed heavily on his mind.

After considerable introspection, Singh decided to give up his job to pursue painting full time. He had been dabbling with paint and canvas from quite an early age and his talent was apparent. Encouraged by his family, he finally took the decision some 10 years ago and has never looked back since then.

Singh is now holding an exhibition of his recent paintings at the Shridharani Art Gallery, Triveni Kala Sangam here from July 26 to August 5. Singh has participated in several group and solo exhibitions in the last few years and his paintings have come up for critical acclaim.

A self-taught artist, Singh has been able to lend his individual stamp to the paintings—a clear and strong personality. Interestingly, Singh does not confine himself to any one particular subject. His subjects range from the “abstract to the overtly ideographic, to the mysteriously symbolic. Much of his appeal is subliminal”.

Singh claims that his works are directly about life and living. There is virtually an outpouring of a “multitude of people in all shapes, sizes and emotions” in his works who experience all the human emotions, particularly joy and pain, and still continue to live their lives. There is no comment, only a visual record of life as it exists. No wonder that he has aptly called his exhibition, “Maya”.

Parminder Pal Singh, popularly known as Bubbles in the art circles here, has put together “Mono”, a collection of furniture and accessories designed to make spaces comfortable and beautiful at the Anant in Defence Colony here from July 23 to August 10.

Extolling the beauty of Nature

After having earned accolades for her “Prakritim Vande–Salutation to Nature”, the well-known artiste, Komala Varadan of the Kalaikoodam fame, is bringing out a CD of the programme which combines her talents as a dancer and photographer.

The artiste has selected poems, both ancient and modern from various Indian languages extolling the beauty of Nature and these have been tastefully synchronised with specially choreographed dance sequences.

The video version of the “Prakritim Vande” had won a Certificate of Special Merit in the International Film Festival organised by World Wildlife Fund (WWF) on Nature and Nature related subjects. The CD will be formally released by Mr S Jaipal reddy, Minister of I and B and Culture at a function at the Alliance Francaise auditorium in Lodhi Estate on July 26.

Exhibition of sculptural installations

The Sakshi Gallery here is presenting “Blind Bulb etc”, an exhibition of sculptural installations by Sunil Gawde from July 23 to 30 at the India Habitat Centre. Gawde is a well-known name and some of his exhibits are indeed unique.

DVD of fusion concert

Music Today has released the DVD of the fusion concert performed at the 2002 Swar Utsav on the India Gate lawns here as part of its Amazing Fusion Concert series. This particular DVD features Taufiq Qureshi, the talented son of the legendary tabla maestro, Allah Rakha and brother of the world renowned percussionist, Zakir Hussain. He is accompanied by maestro Karl Peters on the bass guitar, Sridhar Parthasarthy on the mridang, Brazillian percussionist, Bondo Fernandez, Nishad on the keyboard and Niladri Kumar on the sitar.

Four-day dance fest

Students of Guru Mayadhar Raut from Germany, Holland, Japan and India are celebrating the 75th birthday of the living legend of Odissi at a four-day dance festival entitled, “Guru Shishya Parampara” at the India International Centre here beginning July 24.

The festival began with the Guruji himself performing his legendary abhinaya composition “Ashtapati-Yahi Madhava, Yahi Keshava”.

Lt Gov asked to scrap MCD tax on electricity

The Leader of Opposition in the Standing Committee, Municipal Corporation of Delhi, has written a letter to the Lt. Governor, Mr. B. L. Joshi demanding that the tax levied on consumption of electricity at the rate of 5 per cent by the MCD should be scrapped.

He said that the tax was being collected by the private electricity distribution companies at the rate of 5 per cent on the billing amount of the consumed electricity.

Mr Gupta said that income received from the tax on consumption, sale or supply of electricity is mainly for discharging of the duties under the obligatory function of street lighting of public roads. After signing and implementation of the memorandum of understanding made between the Delhi Government and Discoms, the maintenance and providing of lighting on public streets and other public places will be transferred to Discoms. It was therefore, not justifiable to levy the tax anymore.

The MCD is totally against the draft and scope of the MOU for transferring of maintenance of street lights by power distribution companies as approved by the Delhi Cabinet. However, under some mysterious unrecorded compulsions, the MCD eventually has fallen in line with the Delhi government.

When the terms and conditions of the MoU come into force, all the assets of the corporation pertaining to the street lighting department and the duties will stand transferred to the Discoms concerned.

Presently, the corporation has one chief engineer, one superintending engineer, four executive engineers, 16 assistant engineers and 350 other staff members for looking after the work of the maintenance and providing of lighting on public streets and other public places. With the transfer of the street lighting function from the corporation to the Discoms, most of them will obviously become surplus.

Mr. Vijender has also demanded that total expenditure to be incurred by the corporation on the salary of the surplus staff of the street lighting department should be reimbursed by the Delhi Government, as in the case of the terminal tax staff which was rendered surplus due to abolition of the terminal tax by the government.

Commission for senior citizens soon

The Delhi Government will soon set up a Senior Citizen Commission to ensure the well-being of the aged and elderly citizens in the Capital.

Speaking at the concluding session of the Bhagidari workshop for senior citizens here, Chief Minister Sheila Dikshit said apart from looking into and settling problems and grievances of senior citizens, the commission would also suggest and formulate policy guidelines in this matter.

She said that lifestyle changes and the emerging socio-economic ethos had led to a situation where the elderly needed a lot of support to overcome the problem of marginalisation that they were facing.

Ms Dikshit also said that Bhagidari has been successful in involving citizens in a day-to-day governance of city and had started a new chapter by trying to evolve a bonding between them and schoolchildren. Besides senior citizens, a large number of schoolchildren participated in the workshop.

According to the release, students from across the world under the Chinese Government programmes will be placed in Chinese institutions of higher education designated by the Ministry of Education of China. There are more than 300 specialties in science, technology, agronomy, medicine, economics, laws, management, education, history, liberal arts and philosophy available to international students in the institutions of China.

The dacoits fired at a police party while the vehicle in which they were travelling was intercepted at the Balbir Saxena Marg near the Defence Colony police station, police said.

“All the six criminals have been arrested,” a senior police official said. Police returned fire after the dacoits shot at them, he said adding no one was hurt in the encounter. An investigation was on to ascertain if the dacoits planned to strike in the city, police said.

While the DCP south remained unavailable for comments, the Additional DCP of the district, Anil Shukla refused to divulge the information about the criminals arrested.

Two held for rape in Rohini

Two persons have been arrested while they were allegedly raping a married woman in the park of Sector-8 in Rohini area. The incident took place at 4.15 am today. Responding to the woman’s calls for help, the passers-by called the police control room who immediately reached the spot and arrested the accused on the spot. The accused and the victims were taken to the nearby hospital for medical examination where the preliminary investigation has confirmed rape.

The accused have been identified as Sultan (25), a resident of Jhajjar and Ravinder (22), a resident of Rohtak.

It was on its way back to the jail after production of the accused in the court
at Palwal.

The injured include ASI Om Prakash and three policemen who were escorting the undertrials. All of them have been admitted to a local hospital.

Speaking on the occasion, the Delhi BJP president Dr Harsh Vardhan informed the residents of the area that the Delhi Government in connivance with the private power companies had increased the tariff by 10 per cent.

Delhi Lt Governor Mr B L Joshi inaugurated a seminar on ‘Challenges to Administration in the Era of Globalisation’ organised by the Alumni Association of IIPA here on Saturday.

Mr Joshi spoke on different dimensions of globalisation and how it can lead to growth and national development.

Former Governor of RBI Dr Bimal Jalan, who also spoke on the occasion, said that nations can determine the extent of process of globalisation that suits their requirement and termed it as ‘discretionary globalisation’.

He also stressed that India should not follow globalisation blindly and the national monopolies such as railways, oil sector and also profit making public sector units should not be privatised.

He noted that there is a need to study and apply reforms which should be sector specific. Reacting to a question regarding possibility of import of agricultural goods in the future given the low growth of agriculture, he stated that there is a need for growth of investment in agriculture management.

Birth Anniversary of 8th Sikh Guru Harkishan Sahib was celebrated today with great fervour in the Capital. A Deepmala was held in the gurudwaras. Sweets were distributed on this occasion among devotees and people of all communities took part in the celebrations.

Guru Harkishan Sahib stayed at Bangla Sahib Gurudwara and saved the citizens of Delhi from the dreaded disease of small pox.

All India Shiromani Sewadar Committee greeted all citizens of the country on the occasion and appealed them to follow the path of service to the mankind by guruji.

IO apologises for granting bail to Vipin Handa

A Delhi Police officer, who investigated an assault case against noted film director Vipin Handa, on Saturday apologised before a city court for granting bail to the accused under the misconception that the offence was bailable.

Appearing before Metropolitan Magistrate S K Sharma, Investigating Officer V R K Singh told the court that he had taken note of an order by former Delhi High Court Judge J D Kapoor which said that Section 506 was bailable while enlarging Handa on bail.

Admitting that the law in this regard was clear and Section 506 of the Indian Penal Code (IPC) was still non-bailable, he said, he had granted bail to Handa without any mala fide intention and due to misconception of law.

As per law, police officers can grant bail in case of bailable offences while bail in non-bailable offences can only be granted by a court.

One killed, six hurt in house collapse

New Delhi, July 24
One person was killed and six were seriously injured as a house collapsed after a cylinder blast in the Nand Nagri area this afternoon. The incident took place at 1 pm at D-1/361, Mandoli Chungi, Nand Nagri.

The deceased has been identified as Vasudeva (22). The injured were taken to the GTB hospital where their condition is said to be critical.

According to the police, Vasudeva was lightening a petromax gas cylinder that somehow caught fire. Within no time, the cylinder blasted and the roof of the ground floor collapsed in the explosion. Subsequently, the entire building collapsed injuring all the persons.

The victims have been identified as Bobby (8), Jai Mala (6), Mahesh (13), Preeti (14), Jitender (22), Raj Kumar (22). The fire department was also informed immediately who saved the victims from the mangled house.

Plan to widen important city roads

New Delhi, July 24
The Delhi Government has initiated an eight-pronged action plan to widen and strengthen all roads, including the national highways, to ease the commuting between the Capital and neighbouring towns in the region.

Delhi Urban Development and PWD Minister A K Walia said a strategy had been chalked out to effectively tackle the problem of traffic congestion on roads keeping in view the fast increasing quantum of vehicles. “All the projects relating to widening of existing important roads are being implemented in a phased manner,” he said.

National Highway number one, two and ten, and Nizamuddin Bridge-Uttar Pradesh and Mehrauli-Gurgaon roads were being widened. Besides, the Gurgaon Expressway, being constructed by National Highway Authority of India, would also reduce travelling time between Dhaula Kuan to Gurgaon to just 20 minutes, he added.

Last date for admission extended

New Delhi, July 24
The last date for admission in all classes in secondary schools of Delhi Government as well as aided schools has been extended up to July 30.

All Deputy Directors of different districts have been issued instructions to directly pass the orders to concerned schools and a hand-written report of the admitted children has to be submitted to the Directorate by them.

The Deputy Directors have been made authorised officers for admission of such children. — TNS
