Faridabad, July 26 Such violence could also erupt in Faridabad any time as tension has been brewing in certain units due to the ‘apathy’ of the management and the labour department. This has been observed by some political leaders after the lathi-charge on the agitating workers of a mutli-national company based
in Gurgaon. A former minister and senior leader of the BJP, Mr Krishan Pal Gurjar, condemned the police action, describing it as a fallout of the failure of the labour department and the local authorities to sort out worker problems in time. He said the action reminded him of the oppression during the British rule, when no one was allowed to speak against the exploitation of the workers. Pointing out that the Gurgaon issue had been brewing for well over two months, he wondered what the authorities had been doing all along. He said the silence of the Labour Minister of Haryana, Mr Birender Singh, was intriguing as he did not visit the place or gave any version of the department. Charging the authorities with an anti-labour stance, Mr Gurjar observed that no initiative had been taken by anyone to solve the issue. He warned that similar development could also take place in Faridabad, the industrial hub of the North India, as the officials had been ignoring the demands of the workers in some of the leading units here. He said tension had mounted in an Escorts unit during the past few weeks over the reported sacking of many employees by the management. The agitated workers had been staging dharnas to protest against their ‘maltreatment’. He alleged that the labour officials had always been supporting the management on such issues for their ‘vested interests’. Local Congress leader, Mr Ved Prakash Vidrohi, on the other hand, claimed that the incident had been planned and it could be the handiwork of some political leaders and their supporters to bring a bad name to the Hooda government. He said the protestors had been well-armed and there was a conspiracy to spark violence in the presence of the electronic media. Anti-social elements played a leading role in the entire incident, he felt. He urged the government to ensure that such incidents did not take place again. |

New Delhi, July 26 He also said an enquiry should be ordered at the level of a High Court Judge so that the guilty persons may
be punished. In a statement issued here today, Dr Vardhan said that the manner in which the employees were lathi-charged shows the attitude of the police towards the unarmed, hungry and thirsty employees. Dr Vardhan said that it is a matter of shame that the Union Home Minister Mr Shivraj Patil was holding the employees responsible for the whole incident. “The employees of the Honda company were protesting in connection with their demands for the last six months, but their demands were overlooked. This is the reason why the employees were compelled to block the traffic on the roads,” he stated. He also questioned as to why the Haryana Government has ordered only a magisterial enquiry instead of a high level judicial enquiry. |
Police act against erring landlords
New Delhi, July 26 Evidently, in the case of Parliament attack, no tenant verification was done of the terrorists who were living on rent in the North district. “It is necessary to take action against the erring landlords otherwise they would not listen to any precautionary warnings given by the government,” said a police official. The DCP Northwest district, Rajesh Khurana, informed that a total of 2,607 verifications were conducted by the police
in three days from July 23 to 25. In those verifications, 11 landlords were booked under the section 188 of IPC which provides for imprisonment of either description for a term that may extend to six months or with a fine upto one thousand rupees. |

New Delhi, July 26 In a written reply, Urban Development Minister Ghulam Nabi Azad informed that 80 MGD of water seeps through the distribution system of about 9,000 km in the capital. The main points of leakage are the service connections of the consumers and unauthorised use of online boosters. Leakage has been reported from different places all over Delhi, he said. Meanwhile, the House was also informed that 14 water distribution projects of DJB are under construction, completion of some of which are delayed due to a number of reasons. He also informed that there was a backlog of over 14,000 flats with Delhi Development Authority (DDA) under its various housing schemes. At present, there is a backlog of 14,039 flats under various housing schemes, which is expected to be cleared by the end of 2005, Azad informed the House through a written reply. During 2003-2005, the DDA constructed 17,093 houses of Various categories. During the same period, 39,184 houses were allotted. It was also informed that 22,244 flats are planned to be constructed in the next two years by the DDA. |

by the doctors also leaves them financially drained,” pointed out Dr R C Jiloha, Head of the Psychiatry department in GB Pant
Hospital. Pointing out the need to sensitise general physicians about the aspects of mental health, he said, “we want to help them recognise the signs of mental ailments. Many a times doctors start
a cumbersome investigation in trying to cure the patients, while it is the patients
mental state that needs attention”. In association with VIMHANS and the Indian Medical Association (IMA), GB Pant has started a four-week course for doctors to be able to deal with mental disorders at the preliminary stages. “Conditions like stress, anxiety and depression can be handled by these doctors once they are equipped to deal with them. Serious cases will naturally have to be referred to mental health experts,” said Dr Jiloha. “According to the WHO, at any given time, about 10 percent of the population needs mental health care and one percent need regular treatment or hospitalisation. We need to involve the general practitioners, because they are the primary link with the patients,” he added. Training is provided to doctors in batches over the weekend. “Each batch of 40, will have 12 lectures and once their course is over, they will have to refer back to us with details,” Dr Jiloha pointed out. Through a discussion group, the doctors will then share experiences and list the number of cases treated by them or referred to experts. “The feedback that we have asked these doctors to send us will help us understand the impact and the effectiveness of the programme,” added Dr Jiloha. |
Decision on unauthorised colonies next week
New Delhi, July 26 The government was likely to submit its report on verification of the unauthorised colonies in Delhi to the union urban development Ministry the next month after compilation of verification status prepared by all revenue districts, Municipal Corporation of Delhi, Delhi Development Authority, Delhi Jal Board and the Forest Department, official sources said here. “More than 90 per cent verification exercise had been completed. One or two revenue districts were yet to complete the exercise for which another extension of 15 days had been granted,” Dr Walia said. He also expressed hope that the process of regularisation would definitely gain momentum after submission of report by the Delhi Government. |

New Delhi, July 26 Justice Vikramjit Sen asked the authorities to respond by August 2. Justice Sen questioned why there is no uniform academic calendar including the dates of examination, results and admission are being framed by the University Grants Commission as a guideline to be followed by all colleges and universities across the country to prelude the sufferings of students. Petitioner Anu Agarwal, through her counsel, alleged that the denial of admission into the LLM course for the academic session 2005-06, for which she had already qualified the relevant test on ground that her LLB final year result has not been released by Delhi University, was illegal and arbitrary. The last date for the wait list admission into the LLM course is July 29 and her final year result of LLB course would be declared before that, as evident from the noting of Professor-in-charge of the Campus Law Centre of Delhi University, submitted the petitioner. Petitioner was communicated through a letter dated July 20 that she was provisionally selected for admission to LLM course for the academic session 2005-06 in the faculty of law of Jamia University. But when she went to deposit the fees for the course, she was denied admission on the ground that her final year LLB course results were awaited. |
Authorities asked to keep dengue in check
New Delhi, July 26 So far the only four cases of dengue have been reported in the National Capital, he said. He directed that health department of all the civic bodies have to work to prevent the diseases. Last week, 59 cases of cholera were reported in Delhi. Of them 36 cases were from Delhi, 15 from Uttar Pradesh, 3 from Haryana and five from other areas. Civil Lines is the most affected area from where eight cases of cholera have been reported. The minister asked the authorities concerned to make arrangement of clean potable water in these areas. Free medicines should be distributed in the areas where cholera cases are being reported, he said. |

CM unhappy with incomplete work on drain
New Delhi, July 26 Ms Dikshit had visited the area on July 16 and during an inspection this morning, accompanied by Chairperson, Trans-Yamuna Development Board Dr Narender Nath, she felt that the work has been left incomplete. Later she issued strict instructions to Additional Commissioner, MCD, Mr K D Akolia to complete the remaining work soon. The Board has already approved a scheme amounting Rs 9.76 crores for covering the drain and other developmental work around the area. The work of covering the 6-kilometer stretch could take about two more
