CM inaugurates video-conferencing

The progress of relief and rehabilitation measures in flood-hit areas, drive to remove encroachments on government land, important cases pertaining to law and order and the state of health institutions dominated the inaugural video-conference of district-level officers presided over by Mr Virbhadra Singh, Chief Minister, from his office chambers here today.

The Chief Minister, who formally dedicated the video-conferencing facility set up by the National Informatics Centre, interacted with the Deputy Commissioners and other district officers for 90 minutes. Himachal became the fourth state in the country to have the facility after Madhya Pradesh, Chhattisgarh and Uttaranchal.

He said it must be ensured that all secretaries and heads of departments held their meetings with the district-level officers regularly using this facility. It would lead to substantial saving in TA, DA and other expenses, besides making the meetings more result oriented. The zonal and divisional officers should also carry out their periodical reviews in a similar manner. In fact, ministers and seniors officers could even interact with the citizens directly using video conferencing. To increase the utility and efficacy of the video conferencing, the Information Technology department should make a department-wise monthly time table for video conferencing.

The Reference Monitoring System software must be implemented in the entire secretariat, all the departments and deputy commissioners’ offices without exception. While this software had been recognised at the national level by way of a Silver Icon Award, some branches in the secretariat and quite a few departments had not yet put this excellent e-tracking tool into operation.

While substantial progress has been made in the field of computerisation of land records, but some districts were lagging behind the target and not been able to bring even a single tehsil online. Lame excuses like transfer of patwaris were being advanced to justify the delay. He said computerisation of land records had to be achieved in a mission mode and the employees deployed on this task must continue till the job was over. The data entry along with full corrections should be over by September 30 and at least three tehsils in every district come online by the date. Computerised Jamabandis in the remaining tehsils should be made available to the common people by the end of this calendar year. There would be no extension in the deadline and achievement of this target would be an important parameter in assessing the performance of every Deputy Commissioner.

The Deputy Commissioners, subdivisional magistrates and tehsildars should monitor their court cases using computers. Similarly, all data pertaining to the developmental works should be fed into computers at the block level, so that information is available readily at every level. To ensure that there was no laxity in the implementation of IT, he would be reviewing the progress regarding computerisation in every department personally.

During the videoconferencing he complimented the district administration of Kinnaur for efficiently handling the Parechu floods and putting in place an effective advance warning system, which prevented any loss of life. He specially also encouraged the officers of remote tribal districts to come up with any problems.

He made it a point to ascertain the fate of the case registered I connection with the release of water from the Baspa dam without warning and the situation at lake formed to blockade of nullah at Kala Amb.

He was very particular about the removal of encroachments and told the revenue and forest officers that their performance would be judged on the basis of their achievement on this front.

Tributes paid to martyrs on Kargil Day

He highlighted the need to organise such functions to help infuse a spirit of patriotism and present a glimpse of our rich, valorous history.

Himachal Pradesh, he said, was a land of warriors, who had played a significant role in the service of the nation. The first Param Vir Chakra awardee was also a Himachali.

“Even during Operation Vijay in Kargil, two soldiers of the state made the state proud by winning two PVCs. The motivation, dexterity and bravery of the sons of the soil has been the driving force for such outstanding achievements and grandeur of sacrifices and dedication,” he added.

Giving details of the steps taken to facilitate the ex-servicemen of the district by 9 Corps, he said that the raising of the Headquarters in Yol would certainly generate many benefits for the state. He also thanked the Chief Minister Virbhadra Singh for allotting substantial funds for the development of War Memorial.

Earlier, he laid a wreath at War Memorial to pay tributes to the martyrs, who sacrificed their lives during the Kargil Operation in 1999. He also sowed a plant in their memory. The soldiers in uniform presented a salute by reversing their arms and rich floral tributes were paid by a large number of ex-servicemen present on the occasion from across the district.

District Police Chief S.P. Singh and ADM P.D. Chaudhary represented the district administration at the function. Lt-Gen Jamwal also interacted with the ex-servicemen and discussed their problems.

18 villages cut off due to heavy rain

Eighteen villages were cut off from the rest of the world due to heavy rains during the past three days in the Manikaran valley in this district. A delegation of Bradha Panchayat met the Deputy Commissioner here yesterday and apprised him of the grave situation which had arisen due to heavy rains.

The delegation led by Mr Ramesh Sharma, Pradhan, of the Gram Panchayat, said the 6 km patch of the road within Bradha panchayat from Bradha to Sangchar was badly damaged. The telephone lines were also damaged. Mr Sharma said their vegetable and fruit produce worth Rs 50 lakh would be destroyed if immediate action was not taken. He said that the vegetables amounting to the same amount were already on the verge of rotting. He further said that the copies of the resolution passed in the emergency meeting of the panchayat was also forwarded to the Chief Minister and the Superintending Engineer, PWD, for immediate action.

The panchayat demanded that immediate repair of the damanged stretch should be carried out and farmers be given adequate relief against their losses.

State to scrap policy on encroachments

Mr Virbhadra Singh, Chief Minister, today said that his government has decided to scrap the ill-conceived and politically motivated policy of the Dhumal regime for regularisation of encroachments and a formal decision in this regard would be taken by the Cabinet soon.

Talking to mediapersons here today, he said the issue had been informally discussed in the Cabinet during its last meeting and the Revenue Department had been asked to put a memorandum for a formal decision in the matter. It was observed that no responsible government could come out with such a disastrous policy, which led to a six-fold increase in the cases of encroachments on government land overnight. It also had an adverse fall out on the environment as vast stretches of forests had been encroached and trees axed. It was nothing but crude vote-catching measure and blatant instance of political bribery to stay in power.

He said not only influential persons occupied chunks of government land but employees also filed affidavits for regularisation of illegally occupied land. He said the government had taken a serious view it and to deter the employees from indulging in such acts, conduct rules would be amended. It would be made a punishable offence which could lead to even dismissal from service.

The Chief Minister said that a sustained campaign would be launched to remove encroachments and the focus would be on “big sharks”.

Regarding the appointment of Mrs Viplove Thakur as the new PCC chief, he said the newly elected delegates had authorised the Congress President , Mrs Sonia Gandhi, to make the appointment and her decision would be respected by the all the partymen. He said that he had not opposed Mrs Thakur at any stage and she was among those whose name was under consideration.

He said she would get full cooperation from him, his ministers and the government to help strengthen the party. He asserted that party interest was supreme the Chief Minister, ministers and legislators were partymen first.

Regarding the decision of the arbitrator on the Wildflower Hall dispute, he said the government’s point of view had been taken care of to a large extent but any further action in the matter would be taken after studying the award and examining all aspects on the issue.

Minister dedicates Chetna Kendra to people

Mr Harsh Mahajan, Housing and Animal Husbandry Minister, today dedicated the Chetna Kendra complex to the people, which was constructed at a cost of Rs 16 lakh under the Sahoo-Protha Watershed Development Scheme at Sahoo, an interior belt of Chamba district.

The centre, which is equipped with a computer centre and a library, besides being a livestook and vegetable production centre, is a benchmark in the history of any watershed project in Chamba district.

Addressing the gathering on this occasion, Mr Mahajan said that the Chetna Kendra was a trendsetter for other watershed schemes.

Mr Mahajan said Rs 35 crore had been earmarked to be spent on the construction of road and bridges to link the distant areas in Chamba district during the current fiscal year.

He said Rs 3 crore had already been spent in 17 panchayats of Chamba block on allround development.

Earlier, Mr Mahajan laid the foundation stone of a bulking of veterinary hospital at Sahoo and planted a sapling in the 56th vanamahotsav at Sahoo.

CPI decries police action in Gurgaon

The Himachal Pradesh unit of the Communist Party of India has criticised the brutal action of the police against the agitating employees at Gurgaon yesterday.

In a press release issued by Mr Desh Raj Sharma, member, state executive, demanded action against guilty police officials and free medical aid and compensation for those who were injured due to lathi charge.

The party criticised the anti-employee attitude of the company and demanded strict action against the company also.

It was further stated that more than 700 workers were injured and more than 1,000 were detained by the police illegally .

BSP threatens dharna against govt apathy

Large number of workers working in various government departments like Public Works Department, Irrigation and Public Health and Forest have been working in the houses of officials but getting their salaries from the government exchequer. It was alleged by the Kangra district Bahujan Samaj Party president, Mr Amer Singh Kaundal, in a press statement here yesterday. He said the BSP would not remain a silent spectator over the inhuman treatment and injustice being meted out to hundreds of workers engaged by the government for working in government departments but they had been forced to work in the houses of officers as bonded labour. The government knows the ongoing illegal practice but remains as mute spectator.

Mr Kaundal alleged that lakhs of rupees from government exchequer were being spent on these workers who were engaged in the odd household jobs like cleaning utensils, washing clothes and caring kids of the officers.

He said at Nurpur even some retired officials have been enjoying this luxury at the cost of state exchequer. He said either the state government should allow working of daily wagers in the houses of the department officers by issuing the necessary notification or issue strict orders to withdraw the so-called bonded labour supposed to work in the field on government duties.

Alasia hotel to reopen today

The Alasia hotel here will reopen tomorrow. The decision to this effect has been taken at a meeting of workers and the management at Solan Labour office this afternoon.

Taking suo motu notice of a news item published in these columns of The Tribune under heading ‘Alasia hotel staff get stay order’ on July 24, Mr Ranbir Sipahiya, Labour Officer-cum-Conciliation Officer, Solan, had convened a meeting of both parties.

During the meeting, the management agreed to reopen the hotel. Over 20 workers, who were rendered jobless, would rejoin their duties from tomorrow.

As per a memorandum signed mutually between both parties, the workers would be paid wages for the days when hotel remained closed.

The Hotz Industries Limited-based at New Delhi had closed the hotel on July 18.

The plea for closure was taken to carry out the renovation and repair work.

It was much to the shock of hotel workers on July 18 when they got to know of this decision as no prior information of closure was made to workers.

Police remand for 2 Inspectors

The Mandi District Courts today remanded the two suspended inspectors of the Cooperative Department, who were auditors for Mandi Urban Cooperative Bank Ltd. (MUCBL) in police custody till July 28.

According to MUCBL’s sources, the two inspectors, Mr Pravin Malhotra and Mr Bhargat Raj Sharma, who were put under suspension following their involvement in the bank scam last year, were sent to police remand till July 28 as their bail applications were rejected by the court.

The police had arrested the accused last evening after their names figured in the defaulters’ list as they availed loans, violating the provision of the cooperative act.

The sources said that the accused also availed loans from another society worth lakh of rupees misusing their power under the cooperative Act.

IAS officer creates scene

In a bizarre incident, Mr Bijender Kumar, Managing Director of the State Small Industries and Export Corporation, today locked some employees of his office and created a scene on the premises located on The Mall.

Wielding a revolver and a “khukari,” he allegedly used abusive language against the employees and threatened them with dire consequences. A big crowd gathered outside the office and some one informed the police which rescued the employees.

The employees have lodged a complaint with the police against the officer. The erring officer was taken to Indira Gandhi Medical College Hospital for a medical examination. The police said that an appropriate legal action would be taken against the officer after investigation.

Rs 10,845 looted from petrol station

Solan, July 26
Two scooterborne youths looted Rs 10,845 from a petrol pump situated at Panjhera on the Nalagarh-Swarghat road in the wee hours today. The salesman working at the petrol pump informed the police that two scooterborne men who had come to refuel their scooter snatched the bag containing cash and fled away.

The employees of the petrol pump later informed the petrol pump owner who lodged a complaint with the police. A case under Sections 382 and 34 of the IPC was registered at Nalagarh police station and the police was on the look out for the culprits.

The salesmen also said that the youths were armed and while one of them snatched the bag containing cash, another kept the scooter ready to flee.

8 detained on trespass charge

Eight persons were detained in a case of trespass and causing damage to private property at Kasol village in the Manikaran valley yesterday.

It is alleged that they entered a hotel and beat up employees besides damaging property on Saturday. The owner of the hotel, Raj Thakur, was also beaten up.

A case under Sections 452-323-174-149 has been registered. The hotel owner has sought police protection.
