A number of arrests are likely to be made in near future, the sources said.

The Economic Offences Wing of Delhi Police have seized 34,000 pirated books worth Rs 1.25 crores in international market. The police have arrested three persons in this connection, including one Sheikh Imamuddin (52) who ran three pavement stalls in New Friends colony area.

Relying on the dying declaration of a woman, a city court today convicted and sentenced to life her husband who had burnt her to death last year in East Delhi. The court held Anil Kumar, a resident of Seelampur area of East Delhi, guilty of killing his wife Sandhya Sharma, ten years after their marriage.

10 years RI for drug trafficking

A Delhi court today sentenced a drug peddler to ten years rigorous imprisonment for possessing two kilograms of charas. Additional Session Judge Rajneesh Bhatnagar awarded the punishment to Kirit Mehto who was arrested while clandestinely selling the contraband in Narela area of North-West Delhi. The court also imposed a fine of Rs one lakh on the convict.

Baba Sawan Singh’s birth anniversary held

DCE paper leak case: Kingpin,
accomplice surrender in court

Pankaj Dahiya, the alleged kingpin in the sensational Delhi College of Engineering Entrance Exam scandal, and one of his accomplices surrendered today before a Delhi court following which they were remanded to six days’ CBI custody.

Dahiya and Lalit Hooda, against whom non-bailable warrants were pending, gave themselves up before Special Judge Pratibha Rani, who sent them to CBI custody till August 5 for sustained interrogation. CBI alleges that the two accused along with some others helped 21 students to indulge in malpractices during the Common Entrance Examinations for admission to the Delhi College of Engineering in May this year by sending them answers in the form of SMS in lieu of Rs 4 lakh per candidate.

Requesting their custody, the agency told the court that interrogation of the accused was necessary to ascertain as to how they secured the question paper, how many students received the SMS and to arrest their other accomplices.

CBI claimed several incriminating documents including a diary containing the names of some of the examinees were seized during searches conducted at Dahiya’s residence “which clearly established the pivotal role played by him and his accomplice in the whole episode”.

The surrender by Dahiya and Hooda, booked under section 120 B (criminal conspiracy), 420 (cheating) of IPC and Prevention of Corruption Act, comes two days after CBI arrested their co-accused Himanshu Sharma from Bangalore. The CBI, on a complaint from the Registrar of Delhi University, conducted probe and had on July 19 registered cases against the 21 students and some unknown officials of the university in connection with the case.

CBI said the accused had given each candidate a SIM card through which they got the answer keys of the question booklet in the form of SMS.

The matter came to light when it was found that 11 candidates, all ranked 56, scored the same marks in Physics, Chemistry and Mathematics (PCM) in the entrance exam.

Three other students ranked 25 with similar scores in the three subjects. Again, five students, all ranked 13, scored the same marks in PCM. Several parents and students had lodged complaints with the university in this regard.

Following the CBI report, the Delhi High Court had on July 25 directed the Delhi University to cancel the offer of admission of the students who were found to have indulged in malpractices.

HC stays order on selection of streams

A Division Bench of the Delhi High Court today stayed a Single Bench ruling that schools cannot refuse admission to students in a particular stream in Class XI on the ground of merit when seats were still vacant.

Observing that the issue required detailed consideration, a Division Bench of Chief Justice B C Patel and Justice Sanjay Kishan Kaul fixed August 8 to hear the appeal filed by Delhi Public School (DPS), Mathura Road challenging the July 20 order passed by Justice Vikramajit Sen. The court asked the respondent student, Central Board of Secondary Education (CBSE) and the Directorate of Education of Delhi Government to file their replies to the school’s appeal.

Holding that Class-X examinations cannot be regarded as a terminal examination for those willing to continue their study in Classes XI and XII in the same school, Justice Sen had said that schools cannot refuse admission to their students in a particular stream in Class XI on the ground of merit when seats were available.

Justice Sen had directed DPS, Mathura Road to admit a student to class-XI in the science stream as per his choice. In its appeal filed through counsel Puneet Mittal, DPS contended that the impugned order amounted to interference in the internal administration of schools to regulate allocation of streams in the best interest of a student on the basis of his/her overall performance which ultimately determined the ability of an individual student to undertake his/her studies in a particular stream. It cannot be decided on the basis of his/her wish or desire, the school had submitted.

According to the school’s petition, there was no rule, or provision of any Act which was alleged to have been violated by the school. Senior counsel V P Singh and Jayant Bhushan contended on behalf of DPS that the student in question had secured 245th rank among 299 students in the class-X results and that the school was justified in denying him admission in the science stream in Class-XI.

The student, who secured an overall percentage of 65.20 with 60 per cent in Science and Mathematics in this year’s CBSE Class-X examinations, was refused admission to Class-XI by the school on the ground that he had not been able to fair in the merit enough for awarding the science stream. DPS had offered him either Commerce without Mathematics or Humanities which he did not accept and instead moved the court.

The student’s counsel Arvind Nigam alleged that there were seats vacant in the school in the science stream and that students from outside were being given admission for monetary considerations. However, Bhushan countered his argument saying the school had created 100 extra seats for outsiders and those being offered admission to class-XI had better percentage of marks.

The court had taken suo motu cognizance of a news report of the police allegedly misbehaving with three youth who dialled the PCR in the wee hours on July 19 when they were reportedly being harassed by some men in another vehicle while returning home along with their women colleagues.

After suffering at the hands of the police, the victims had to go to jail also.

Justice Sodhi had earlier issued notices to DCP South-West R S Yadav, ACP Bhawan Singh, Kapashera SHO Ramesh Chander and ASI Durgesh Kumar in the matter. As per the court’s order, the police officials filed their affidavit and were present before the court. The court asked the Times of India Reporter Megha Suri to file an affidavit after she stood by her story.

As the court wanted to hear the victims, Justice Sodhi asked Delhi Police counsel Mukta Gupta to serve the court’s notice on the three victims - Ashish, Agnel and Abhijit - and fixed August 26 for further hearing.

Terming the news report as factually incorrect and misleading, Gupta said “this kind of report does no good to the society”. She, however, said “If the police officials are guilty, they must be punished”.

The victims worked with Jindal Telecom Call Centre, Punjabi Bagh, which has also been issued a notice.

Lid off another land scam worth Rs 650 cr

The district administration appears to be quite upset after one of the biggest scams involving 1,000 bighas of government land has come to light in Belakala village of Sadar tehsil. The swindle is worth Rs 650 crore.
Some people reportedly usurped this land and got it registered in their own name.

The District Magistrate, Mr Santosh Kumar Yadav, has ordered an inquiry.

Land scams amounting to 3,000 bigha land have been detected so far in the G.B. Nagar district.

By far the biggest scam pertains to 900 bigha land which is worth Rs 600 crore and is in Kasna village. It is followed by 600 bigha land scam worth Rs 300 crore in Gunpura village. But these two scams have been eclipsed by the latest scam to the tune of Rs 650 crore.

According to information available, a large number of Khasra numbers, including Khasra Nos 75/6, 75/7, 75/8, 75/1, 76/ and 78/8 etc were entered as barren land due to Zamindari Abolition Act. During 1955 crop season, this land was converted in the name of about 12 persons of the family of a known land mafia of Bulandshahr.

While under Zamindari Abolition Act of July 1, 1952, no single person could be allowed such a large chunk of agricultural land.

The probe will establish, among others, as to on what basis this family was allowed to retain this large acreage of fertile agricultural land.

During 1995, the then SDM had also detected this scam, and under Section 33/39, cancelled the names of the owners, and instead entered it in the name of gram samaj on January 2, 1995. Later, these very people had gone to the High Court and got back the land under most remunerative plan (Adhik Dhan Upjan Yojna). The High Court had cancelled the SDM’s order on April 5, 1996.

But during 2003, when the District Magistrate had under Section 198 again got the matter investigated, the present owners could not deduce proof under which the land could be allowed to be allotted to them.

The District Magistrate has ordered the addl. DM to summon these people to be personally present.

Dalit leaders to call on Sonia

In an important Panchayat of the Senior representatives of Dalit Communities from Delhi, Western U.P., Haryana and Rajasthan, it has been decided to meet Congress President Mrs Sonia Gandhi on July 30 to pay their thanks to her for taking certain significant-decisions to protect the socio-economic interests of Dalit Communities.

This was stated by Mr Jai Kishan MLA, Secretary AICC while addressing a press-conference here on Thursday.

He said that prominent persons who represented the states in Panchayat were Mrs Lalti Devi, Mr Shyam Pujari, Mr Ramesh Verma, Mr Shiv Lal Pasi, Dr A K Singh, Mr Naresh Balmiki, Mr Devi Dayal (former IAS), Mr Rai Singh (former IAS), Mr Bhore Lal Shastri, Mr Raj Kumar, Mr Gyanchand Jeenwal, Mr Dara Singh, Mr O P Chouhan, Mrs Indrawati, Mr Sukhbeer Rana, Dr J J Paul, Mr Ramchander Sarwan, Mr Dharmpal Parcha, Mr Toni Sood, Mr Ashok Kumar Rai Saheb, Mr Tarun Kumar, Mr Inderjeet Morya and Mr Hanuman Parsad.

He said that Chief Minister of Delhi Mrs Sheila Dixit, AICC Gen Secretary Incharge of Delhi Mr Ashok Gahlot, DPCC President Mr Rambabu Sharma, Minister of State Mr Namo Narain Meena, MPs from Delhi, MLAs and Members of Municipal Corporation (SC/ST) would also be present on this occasion.

Mr Jai Kishan said that during the period of previous BJP-led NDA government and BJP government in Delhi, certain anti-SC/ST undemocratic decisions were taken and were executed. For example on July 21, 1997, BJP government decided not to issue SC/ST certificates to those families who came in Delhi after 1951. This decision affected 9 lakh people.

“During the period of last eight years no reserved vacancies have been fulfilled. Even the promotions and increments of salaries of SC/ST government employees and officers were restricted,” Mr Jai Kishan Commented.

Mr Jai Kishan said that since the day Congress-led SPA government and Congress government in Delhi came into existence the socio-economic interests of the SC/STs were being strongly protected under the dynamic leadership of Mrs Sonia Gandhi.

Mr Jai Kishan said that Delhi government with the approval of Central government had withdrawn the decision taken by previous BJP government, which was totally against the socio-economic interests of the Dalit-Communities. He said that Congress President Mrs Sonia Gandhi’s initiative in this matter has been appreciable.

Three get 7 years RI for robbery

A city court today sentenced three persons to seven years rigorous imprisonment (RI) for theft of more than Rs four lakh in Chittaranjan Park in South Delhi four years ago.

Additional Sessions Judge (ASJ) A K Garg, held Kishan, Manoj Kumar and Mohd Anis guilty of committing robbery in CR Park on March 2001 and sentenced them to seven years rigorous imprisonment.

The court also slapped a fine of Rs 500 on each of the convicts. However, the court acquitted three others, Devender, Govind Singh and Mohd Yunus due to lack of evidence.

On March 6, 2001 the complainant, Vineet Oberoi, the proprietor of Soami service centre, was going home with his wife Neeru in his car from CR Park. Vineet and Neeru deposed in the court that at about 1130 pm, when they reached near K- Block in CR Park, Kishan, the cyclist came in front of the car and fell down.

The driver stopped the car and went to see him. Kishan pulled out a knife and pushed the driver into the car and forcibly occupied the seat beside the driver’s seat. Kishan then commanded the driver to take the car towards Lotus temple.

The other two associates of Kishan, Manoj and Anis also forcibly entered the rear and sat next to Vineet and Neeru.

After some distance, Kishan injured the left thigh of the driver with a knife and then the three miscreants got down from the car.

They snatched a brief case from Vineet which contained a sum of Rs 4,51,000 and fled on a scooter, according to the Prosecution. All the miscreants were arrested on March 8 in Sheikh Sarai.

The police recovered Rs 4,10,500 from the convicted persons and Kishan, Manoj Kumar and Mohd Anis were convicted under Sections 395 (Robbery), 397, 412, 201 (Destruction of evidence) and 34 (Common intention to commit a crime) of the Indian Penal Code (IPC).

Salt in the mire of controversy

Iodised salt is likely to leave a bad taste in the mouth as various organisations have started protesting against the proposed move of the government to allow the sale of iodised salt only in the country from August 15.

At a meeting held here today, the members of the ‘Yuva Bharat’, a voluntary organisation, discussed the move to ban the sale of uniodised salt in the country. The members resolved that the move would harm the interest of the local salt industry.

Social activist Anil Prakash claimed that the decision was aimed at benefiting the multinationals and to crush the local manufacturers and sellers of this essential commodity.

He said thousands of persons involved in this work would go jobless and the business of salt would go into the hands of big companies as people would be forced to buy only the branded salt even in the rural areas.

He admitted that the uniodised salt caused goiter among several persons, but the disease, he claimed, was found only in the 0.2 per cent of the country’s area. It was caused mainly by the absence of the goitergenic substance in the water or soil in some areas.

He announced that a demonstration would be held at the Jantar Mantar in New Delhi on August 9 to protest against the decision.

Mr Ashok Bharat, national convenor of the ‘Yuva Bharat’, said that some other countries had also imposed this ban, but it had failed to bring positive results, as there was a spurt in the diseases caused by the iodised salt, he claimed.

City facing 900 MW shortfall in power supply

Already facing immense power crisis, Delhi is in for further electricity problems with the supply projected to fall by nearly one-fourth of the demand of about 3,500 MW.
According to sources in the distribution companies (Discoms), Delhi Transco Limited has informed them about 900 MW shortfall in electricity and this may continue for a couple of weeks.

Shortfall is mainly due to shutdown of power plants of the Himachal Pradesh State Electricity Board, which supplies 460 MW to Delhi.

Sources said since 5 p.m. today, Delhi has received only 300 MW from HPSEB and shortly it would be stopped.

Another major shortfall is due to shutdown of Nathpha Jhakri Hydro Power Plant due to silt level. The shortfall is projected to be 238 MW.

Other power plants from where Delhi gets share include Indraprastha Power Plant (42 MW), Singrauli power plant (50 MW), Auraya Power Plant (21 MW), Rihand (62 MW) among others.

Sources said in most of the power plants the shortfall is likely to continue till middle of August.

Bag containing Rs 3 lakh stolen from car in Noida

In another case of theft from a car in Noida’s Sector-18, a bag containing Rs 3 lakh was stolen from the parked car of a property dealer. The bag also contained some important papers.

The police have, however, termed the theft as “suspicious”. A resident of Shahdara, Delhi, Sudhir Dubey is a realtor who had gone to his office in Ocean Plaza building in Sector-18, Noida. He is reported to have given the car keys to Kanahya, the parking attendant of the complex. When Sudhir came back after sometime, he found the brief case missing from the rear seat of the car.

The attendant expressed ignorance on the missing bag. Sudhir then went to the police station in Sector-20 for filing an FIR. The police have taken the parking attendant in custody on the written complaint of the property dealer.

Many instances of brief cases being stolen from the cars in Sector-18 parking lots have been reported in the recent past. But the police have not been able to recover even one of them.

The names of both of them were disclosed by another ISI agents, Hanif and Yaseen, who had been arrested on July 16 and taken on remand by the Guwahati police.

Both these agents were nabbed when they were coming in a bus from Ghaziabad to Noida.

SP City Soumitre Yadav said these people had links with the network which is passing on military intelligence to the Pakistan authorities.

They also recruit youths and brainwash them for jihad. Besides, they have contacts in the Pakistan High Commission and get their visas quite fast. During interrogation, names of some functionaries in the Pakistan High Commission have also come to light along with some of the influential people, the sources said.

Officials of the Central intelligence agencies and defence intelligence had interrogated these people in Noida. Tahir was trying to slip into Pakistan and had applied for visa on July 7.

DJB employee jailed for graft

A Delhi court today sentenced a Delhi Jal Board (DJB) employee to one year imprisonment for demanding and accepting bribe from one person for getting water connection at reduced rates.

Additional Sessions Judge P K Bhasin sentenced Ramesh Chand, a billing staff at DJB’s Shahdara office for demanding bribe from one Nizam Ali for getting water supply at his home at subsidised rates charged from non-residential users.

The court also imposed a fine of Rs 1000 on the convict who was punished under the Prevention of Corruption Act.

When Ali approached the convict for getting a connection at reduced rates, he said he will manage it by mentioning in the records as ‘for non-residential connection’ and demanded a bribe of Rs 1000 for the illegal act.

Ali paid Rs 500 to the convict on May 5, 1999 But was not willing to pay the second instalment and reported the matter to Anti-Corruption Bureau of the Delhi Police.

Pirated books racket busted

The Economic Offences Wing of Delhi Police have seized 34,000 pirated books worth Rs 1.25 crores in international market. The police have arrested three persons in this connection, including one Sheikh Imamuddin (52) who ran three pavement stalls in New Friends colony area.

Police claimed to have recovered a large number of pirated books from his possession.

At his instance, the police arrested one Kailash Chand (35) after raiding his godown in Uttam Nagar. During interrogation, he disclosed that he got the stock from one Amit Wadhwani, a resident of Shalimar Bagh, who was the kingpin of this trade.

The pirated versions recovered from them included prints of popular books like ‘The Da Vinci Code’ by Dan Brown, two books from J K Rowling’s Harry Potter series, ‘The Insider’ by former Prime Minister P V Narasimha Rao and ‘Equal Music’ by Vikram Seth.

Police seized the printing paraphernalia used to produce the books from Wadhwani’s godown in Shalimar Bagh in north Delhi.

Husband gets life term for burning wife to death

Relying on the dying declaration of a woman, a city court today convicted and sentenced to life her husband who had burnt her to death last year in East Delhi. The court held Anil Kumar, a resident of Seelampur area of East Delhi, guilty of killing his wife Sandhya Sharma, ten years after their marriage.

Anil, who was working in a private company, had got enraged seeing the refrigerator not functioning and had started abusing and beating his wife. When she objected to his outrageous behaviour, the accused got angry and poured kerosene and alighted a matchstick resulting into 80 per cent burn injury to her, according to the prosecution.

The victim had narrated the incident of May 27, 2004 before an ASI in hospital.

During a routine patrolling on December 1, 2003, police saw that a man carrying a grey coloured bag was standing near a grocery shop on the Bhawana Road under suspicious circumstances.

When the police party approached him he tried to escape but was soon overpowered. On checking the bag it was found that it carried 2 kg of charas packed in four polythene packets of 500 grams each.
