Woman found dead, husband off to Hardwar
Meerut, July 31 According to some eyewitnesses, Janki (30), wife of labourer Ratan of H-220, Ganga Nagar locality, was found dead in her house. Her three children were also inside,
while her husband was off to Hardwar. The children informed the neighbours of the incident. When her neighbours went inside, they found the woman in the nude and a ‘cloth’ was put in her private parts. The police, on the other hand, were saying that it was a suicide case though they had taken three friends of her husband in custody. The Circle Officer, Daurala, Miss Ruchita Chaudhry, said prima facie it was a suicide case though the investigation was on. The Senior Superintendent of Police, Mr Rajive Ranjan Verma, said that the action would be taken after the postmortem report. |
Two held for woman’s murder in Punjabi Bagh
New Delhi, July 31 According to the police, a PCR call was made yesterday that a woman was murdered in the Punjabi Bagh area. The police identified the deceased as Noosrat. She was lying dead on the floor. Many items were found missing and the entire room appeared to have been ransacked. During investigation, the police found that Rs 95,000 were also missing from a bag in the house. Police said that one of the accused, Mirza Alam, was a relative of Noor Hassan, husband of the deceased. He brought him from his native village to Delhi for job. He gave the accused job in his shoe-making unit. The accused has seen Noosrat several times putting cash in a particular briefcase. He had a plan to murder her and then rob the cash. He plotted the murder and robbery with his roommate Zia and allegedly committed the crime. The police also recovered the entire amount from them that they had looted from the house. |

Faridabad, July 31 It has described the recent agreement between the union and the management of Honda Scooters in Gurgaon as the victory of workers. But the Sangh has warned of agitation in both government and private sector, if the government ignored the ‘lesson’ from the recent Gurgaon incident and chose to turn a blind eye to the pending issues. At a meeting held here yesterday, the Sangh condemned the decision of the authorities concerned to dismantle as many as eight sub-divisions of the Haryana Vidyut Prasaran Nigam
(HVPN). A spokesperson of the Sangh described it as the continuation of the so-called privatisation launched by the previous governments and claimed that handing over the work to the contractors or private companies would not lead to reform, but create a general malfunctioning in the power department. Claiming that interest of the employees, both in private and public sectors, had not been taken care of due to the ‘wrong’ policies followed by the government in the name of globalisation, he said the labour unrest at Honda could be solved soon, as this had shaken up the whole country and the government had to support the workers at last. It asked the government to take up the cases of many other companies where the ‘exploitation’ of workers was still on. Demanding reinstatement of the sacked employees in the past five years in the state, the Sangh has asked the government to take steps to solve the pending demands of the government staff. It has announced to take part in the proposed nationwide strike against the alleged ‘anti-employee’ policies of the UPA government, on September 29. |

Allottee has to pay maintenance charges, rules HC
New Delhi, July 31 “The maintenance charges are paid for the upkeep of the society and the flats. Whether or not a flat is occupied or utilised has no bearing on the liability for the payment of maintenance charges,” Justice Mukul Mudgal said in an order. The Central Government Services Co-operative Land and Group Housing Societies Ltd had cancelled allotment of petitioner S Gulshanjit Singh Ahluwalia’s LIG flat despite payment of cost as he failed to clear the maintenance charges. His counsel had submitted he was not required to pay any maintenance charges as he had chosen not to occupy the flat. Terming the argument as untenable, Justice Mudgal said, “The petitioner has been allotted an LIG flat and whether or not he chooses to occupy the flat, he cannot be heard to say as an allottee that the maintenance charges shall not be paid as he does not occupy the LIG flat.” The court set aside the cancellation of his flat subject to the petitioner clearing the arrears of maintenance charges within six weeks. It also restored Ahluwalia’s membership of the society and asked him to clear membership dues in four weeks. Ahluwalia had applied for an HIG flat, but the society allotted the same to certain other persons in violation of the court’s order. Additional Collector, Co-operative Societies had on July 6, 1990 asked the society to allot him an LIG flat immediately and make arrangements for an HIG flat for him. The HC said his right to an HIG flat subsists. |
Patparganj TB Hospital to be upgraded
New Delhi, July 31 The Trans-Yamuna Development Board has finally taken up the task of upgrading Shayama Prasad Mukherjee TB Hospital, Patparganj. The board has sanctioned a fund of Rs 1 crore to the hospital for this purpose. According to the chairman of the Board, Dr. Narendra Nath, this two-storey hospital will be upgraded to a four-storey super-speciality hospital. Another 50 beds will be added to the existing 50 beds capacity of the hospital. Half the beds will be reserved for women. He said that the Board had directed the concerned officials to make a complete report in this regard. “After that exercise, the work will be started. Apart from upgrading the building and bed capacity of the hospital, we are also planning to add some other basic health care facilities so that general patients of this area benefit.” He informed that about 35 poly-clinics are being run by the government in Trans-Yamuna area. However, these are insufficient for the roughly one third population of Delhi residing in this area. “Keeping this fact in mind, we are toying with the idea of developing this hospital as a big poly clinic for other patients also. Basic amenities like round the clock water, electricity supply facilities will be installed. Parking lots of the hospital will also be improved,” Nath said. Dr. Narendra Nath said that the entire exercise would be completed by the start of next year. “We can provide only funds and nothing else. It is the responsibility of the Municipal Corporation of Delhi (MCD) to look after and run this hospital.” At present, the condition of this hospital is pretty sad, as could be gauged from the fact that its walls haven’t been painted for more than 15 years, when it came into being. |
BJP warns of stir on non-conforming areas
New Delhi, July 31 BJP Industry Cell, President, Mr Anil Gupta said that the government for the sake of its political and economic interests has been avoiding to declare the non-conforming areas conforming areas. Even the former Industry Commissioner who had surveyed the areas and prepared a draft of the notification for legal nod was transferred overnight, said Mr Gupta. He also said that the government by filing an affidavit had informed the Supreme Court in connection with the pending case that as many as 24 areas have been earmarked after a formal survey. Of these 24 areas, only 14 areas have been sent to the Union Ministry of Urban Development. Meanwhile, the Laxmi Nagar Mandal, Burari Mandal and Bawana district minority morcha of the BJP blocked the traffic and staged demonstrations in connection with the recent power tariff in the Capital. The Laxmi Nagar Mandal also burnt an effigy of the Chief Minister, Ms Sheila Dikshit. Delhi BJP President Dr Harsh Vardhan today attended a padyatra from the Mangal Bazar chowk, carried out by the Laxmi Nagar Mandal. Dr Vardhan said that the procession will take place until the government withdraws the power tariff hike. |
Seminar on ‘Labour Law Reforms’
New Delhi, July 31 While inaugurating a seminar on ‘Labour Law Reforms’ organised by the Institute of Company Secretaries of India here, he said “Better labour laws have recently become a well-discussed phenomenon not only in the corporate sector but also with the Indian government machinery.” He also stressed the importance of labour in four key sectors of production. Keeping this in view, Mr Singhal said, the government had enacted a number of legislations for the benefit of workers. Knowledge of such laws was necessary for every corporate executive, professional or consultant, he said. Industrial relations played a crucial role in establishing and maintaining industrial democracy. Industrial relations do not emerge in vacuum, they were born out of “employment relationship” in an industrial setting, he added. According to Mr Singhal, without the existence of the two parties—labour and management— this relationship cannot exist. He said that both conflict and co-operation characterise industrial relations. This was the basis of adverse relationship. So the focus of industrial relations was on the study of attitudes, relationships practices and procedures developed by the contending parties to resolve or at least minimise conflicts, Mr Singhal said.“Here comes the role of professionals or consultants who are skilled in the subject and who can provide a direction to the negotiations,” he said, adding “there were significant debates and discussions on the subject of Labour Laws Reforms in India also.” |
ISI network deeply entrenched in Javer
Noida, July 31 This has been disclosed by Yusaf who had been nabbed recently for passing on classified military information to the ISI. Yusaf was awaiting his Pak trip. His relative Ishhaque, an active ISI agent, who was on a visit from across the border and was staying with him, had egged him on to visit Pakistan. Ishhaque is also understood to have tutored Yusaf on the ways to make money fast. According to sources, a village in Aligarh district, adjacent to Javer, is known for production glassware. One can buy three bags of glass items for Rs 3,000 which the Pak smugglers buy for Rs 5,000 which are in turn sold in Pakistan for Rs 20,000. Carriers up to the border get Rs 7,000 per trip. In view of the fat monetary sum, many families are reportedly working at the behest of these agents. All these persons were having links with Hanif who was arrested from Phase-II Noida. The unemployed Muslim youths especially find themselves vulnerable to the lucrative bait of the Pak agents who brainwash them into carrying out anti-national activities of collecting and transmitting classified military information to Pakistan. According to sources, the members of this network smuggle in dry fruit boxes from Pakistan in which they carry arms and ammunition also. This network is spread in the areas like Shahid Nagar, Javer. According to sources, these agents often use smart, educated young girls for procuring the classified data from the defence establishments. |
Panchayat polls: 111 Noida villages declared hyper-sensitive
Noida, July 31 Another 117 villages have been declared sensitive. Some 31 villages among 45 villages under six Noida police station areas have also been included among the sensitive and hyper-sensitive villages. According to information, 52 villages in Dadri police station area are going to poles. Out of these 23 villages are included in sensitive and 20 among hyper-sensitive category. Similarly in Dankaur, 26 out of 51 villages are sensitive while 10 out of a total of 40 Javer villages going to poles are placed in sensitive category. In Kakode police station area, 10 are sensitive while 5 are hyper- sensitive villages. In Rabupura also 10 out of 32 villages have been declared sensitive. According to sources, out of a total of 30 villages in Surajpur police station, 6 are sensitive and 9 hyper- sensitive. The 28 villages in Kasna, 5 are sensitive. Jarcha has 26 villages going to polls out of which 7 are sensitive and 7 are hyper- sensitive villages. Under Jahangirpur police station, 21 villages 4 are sensitive and 12 hyper-sensitive, while Bisarak has 9 sensitive and 7 hyper-sensitive villages among its 19 villages. In Noida Sector-20, out of 4 villages, one is sensitive and 3 are hyper-sensitive. In Sector-24, one of 5 villages is sensitive while 4 are hyper- sensitive. Similarly in Sector-58 and 39, two are sensitive and three hyper-sensitive and 2 each are sensitive and hyper-sensitive out of total 12 villages. In 49 Sector, 3 are hyper-sensitive while two are sensitive, while in Phase II, 5 each are sensitive and hyper-sensitive out of a total of 10 villages. The District authorities and the police department are taking all precautions to ensure fair and peaceful Panchayat elections. |
Seminar on infertility cure
New Delhi, July 31 During this symposium, discussions were conducted on the newer advances in infertility. Special focus was kept on methods to improve pregnancy rate in IVF & ICSI, according to Dr Hrishikesh Pai, gynecologist at Batra Hospital, Delhi. Dr Nandita Palshetkar, Infertility Specialist at Batra Hospital, threw light on the newer advances in stimulating multiple egg development by using newer drugs such as highly pure gonadotrophins and new drugs called antagonists. The highly pure gonadotrophins perform consistently. They have the additional advantage of being given subcutaneously. This has reduced the discomfort to the patients who have to take these injections for many days. Dr Rishma Pai of Batra Hospital, Delhi, and Lilavati Hospital, Mumbai, explored ways of improving pregnancy rates in Intra-Uterine Insemination. She discussed the newer techniques of semen processing that have helped increase pregnancy rates. Dr Pai explored the newer methods to improve pregnancy rates in In Vitro Fertilization (test tube baby). In blastocyst culture, the embryos are grown for 5 days in the incubator and then replaced back into the womb. |
Protests continue against power tariff hike
New Delhi, July 31 Speaking at a meeting organised by the Committee for Campaign Against Power Tariff Hike at the weekend, Mr Seth said the government had lost touch with reality and was forcing the ‘agenda of the few’ down the throats of the common people. “It’s unfortunate that the government was passing the buck to private power distribution companies,” he added. The Committee, set up in reaction to the terms on which power supply was transferred into the private hands, highlights the problems and complaints about “faulty meters, scarcity of electricity, unreasonable billing and mismanagement in the sector,” Convenor of the committee Promod Chawla said. According to Mr Chawla, the government itself has admitted that terror tactics were employed by its agencies, so the RWAs and individuals have the right to file FIR against government and its agencies and claim compensation. “The act of forcibly changing meters either through intimidation or through sleight or during the absence of the male member of the house are all criminal acts with a defined set of procedural actions in the law,” he added. Other members of the committee Anant Trivedi and Kamal Sharma also alleged that there was an understanding between the Delhi Government and certain private players that the latter’s interests will be protected whatever be the public opinion. “Look at the terms of privatisation and you will find all evidences of such a tacit agreement within it,” they added. Mr M.K. Mohanty of the North-West federation of RWAs told the meeting that residents of the entire North-West belt had decided to withhold 10 per cent of their bills from next month as a symbolic gesture of protest against power tariff hike. |

‘Power shortfall only 225 MW’
New Delhi, July 31 “There was a shortall of 525 MW till 5 PM yesterday after which Himachal Pradesh resumed supply of 300 MW from the Nathpa Jakhri plant,” Transco spokesman Rishi Raj said. This shortfall in supply from Nathpa Jakhri plant is 160 MW, he said, pointing out that four units of the Nathpa Jakhri plant were still not functional due to high silt levels and only two of its units were working. About 65 MW are falling short from other sources. Delhi has been witnessing acute power problems and the two private distributing companies, particularly BSES, have come under severe all-round criticism for failing to maintain a steady supply. “The weather conditions have improved. This is expected to result in improvement in power situation,” Raj said. Earlier reports, quoting Discoms sources, had claimed that Delhi was going to face a shortage of 900 MW of power. The Transco spokesman said the discoms had been instructed not to carry out loadshedding at any particular area for more than an hour at a stretch. “The discoms have been asked to carry out loadshedding on a rotational basis so that no single area suffers due to it,” Raj said. |
Karkardooma lawyers observe strike
New Delhi, July 31 S C Raghav, Shahdara Bar Association President (SBA), termed the strike as complete and said “police officials in a meeting with the Bar had assured that they will look into the matter and adequate steps will be take to avoid such situations in future”. SBA had called a strike in protest against an FIR lodged by the police on the complaint of one Rajesh Kumar, against two advocates. Advocates claim that the complainant was a pickpocket and had beaten them at the gate of court complex when they objected to his attempts at snatching their purses. — TNS |

Sunday health scheme for senior citizens
New Delhi, July 31 The president of Delhi Pradesh Congress Committee, Mr Ram Babu Sharma inaugurated the scheme. The chairman of the Standing Committee, MCD, Mr Mukesh Goel was also present on the occasion. Mr Ram Babu Sharma said that Hindu Rao Hospital model would be replicated in not only other MCD hospitals but also in the Delhi Government hospitals. He said that he would catalyse this type of facility in private hospitals also. Senior citizens deserve special treatment keeping in view their fragility and complications due to age. In normal OPD, they face inconvenience due to rush. Moreover, it is convenient for their family members to bring them to the hospital on Sunday. |
