Assessment scheme
announced Chandigarh, June 6 The decision was taken at a Cabinet meeting here today, an official release said. It said that dealers would now be required to fill the date both in words and figures. The date and month would also be required to be punched on the strips provided in the margins of the form. Duplicate and counterfoil of the form would now be the carbon copies of the original and the reverse of the original would also bear the carbon imprint. The consignee in Haryana would now be furnishing the original ST-38 form received by him along with the sales tax return to the assessing authority. The Cabinet also approved a proposal of the Prohibition, Excise and Taxation Department (PETD) to divide the state into four divisions for better superintendence and administration of the tax laws as well as redressal of the grievances of people. The divisions would be headed by a Joint Excise and Taxation Commissioner. The four divisions would be Ambala, Faridabad, Hisar and Gurgaon. Ambala division would comprise Ambala, Panchkula, Yamunanagar, Karnal, Kaithal and Kurukshetra districts. Faridabad would comprise Faridabad, Sonepat and Panipat districts. Hisar division would comprise Hisar, Sirsa, Jind, Bhiwani, Rohtak and Fatehabad districts, while Gurgaon would have the districts of Gurgaon, Jhajjar, Rewari and Narnaul. The state was further divided into 119 pucca circles with one ETO and AETO as assessing authority who would be accountable for revenue. The pecuniary jurisdiction of the AETO was raised from Rs 15 lakh to Rs 50 lakh. The Cabinet also decided that tax payers paying tax of Rs 1 lakh in a year would be required to file an annual return giving commoditywise tax details. The Cabinet also approved a proposal of the PETD under which a summary assessment scheme covering dealers having a turnover of up to Rs 1 crore would be replaced by more liberal deemed assessment under which dealers having a turnover of up to Rs 5 crore would be covered and deemed to have been assessed without having to appear before the sales tax authorities or furnishing statutory declarations. Only important cases like those relating to a turnover of above Rs 5 crore, refund of tax, adjustment of tax exceeding Rs 5 lakh, branch transfers exceeding Rs 1 crore, export of goods out of India of Rs 1 crore or above and units availing themselves of tax concession in which the evasion of tax was detected, would be taken up for assessment by calling the dealers. In other cases the assessment would be finalised without requiring the dealers to attend the office. In such cases, the requirement of submission of declaration forms under the local Act along with the returns had also been dispensed with. |
Surplus land given to govt
departments Chandigarh, June 6 An official release said 2,912 sq yd of land along the Hansi-Bhiwani road near Jattu Lohari village would be transferred to the Forest Department. Another piece of land measuring 5 marlas along the Hisar-Tosham road near Khanak village in Bhiwani district would also be transferred to that department. Another piece of land measuring 64 kanals in Ghaso Khurd village in Jind district on the Narwana-Jind road would also be transferred to the Forest Department. A piece of land measuring 8.16 acres on the premises of the old PWD rest house at Dabwali would be transferred to the Police Department. These pieces of land belonging to the PWD were found to be surplus by a committee constituted to identify government land and buildings lying surplus and unused at the district headquarters and outside the state. The Cabinet also decided to transfer the surplus land of the old primary health centre at Kunjpura, measuring more than 11 kanals, and the building on the land to the Education Department for the construction of Government Girls High School. The Cabinet also approved the draft bill to be placed in the Vidhan Sabha to amend the Haryana Municipal Corporation Act, 1994, under which the powers of the Director, Town and Country Planning, would also be given to the Commissioner, Faridabad Municipal Corporation. The Cabinet also approved a proposal of the Transport Department for state government guarantee of Rs 63 crore for purchasing 700 chassis for Haryana Roadways in 2000-2001 and 2001-2002, for the replacement of buses. |
Bring rivers under
Centre’s purview: CM Yamunanagar, June 6 The Chief Minister was addressing a public meeting at Jaidhar village, about 15 km from here, today shortly after the inauguration of the Rs 25.87-crore Pathrala dam by the Union Water Resources Minister, Mr Arjun Charan Sethi, at Dadupur near Yamunanagar. Mr Chautala said the scheme formulated by a former Union Water Resources Minister, Mr K.L. Rao, to inter-link all rivers should be considered in the larger interests of the nation as India had a large number of areas which faced floods and areas which faced drought. He expressed concern over the fall in the level of underground water saying that it was high time to understand the gravity of this problem otherwise it could lead to shortage of drinking water. He said he had urged the Prime Minister, Mr Atal Behari Vajpayee, to introduce the scheme of “food for work” to dig ponds. Referring to the demands made by the local MLA, Mr Kanwar Pal, he said the government would provide assistance to those who would set up educational institutes in the name of their elders or well-wishers. The Union Water Resources Minister complemented the government for setting up projects like the Hathni Kund barrage and the Pathrala dam. He assured Mr Chautala that the Centre would provide assistance on the settlement of inter-state water disputes. He said the Central Ground Water Board had been implementing schemes for replenishing ground water at a cost of Rs 1.35 crore in different parts of Haryana. He said Rs 44.5 crore had been released to Haryana so far as loan assistance under the Accelerated Irrigation Benefit Programme. A sum of Rs 121.29 crore had been released to Haryana up to March, 2001, for the implementation of the Command Area Development Programme. Others who spoke on the occasion included the Haryana Chief Parliamentary Secretary, Mr Ram Pal Majra, and a member of Parliament, Mrs Kailasho Devi. Meanwhile, Mr Chautala today made it clear that his government had not been victimising any political opponent and the law was taking its own course in the case of those who had been caught on charges of corruption. The Chief Minister, who was talking to mediapersons at Dadupur near Yamunanagar, said the INLD was trying to expand its base in the country and the rallies addressed by him in western Uttar Pradesh were part of this programme. Replying to a question on a former Union Minister, Mr Ajit Singh’s
possibility of joining the Union Cabinet, Mr Chautala said neither the Prime Minister nor the BJP had said even a single word about it. It was Mr Ajit Singh himself who had been getting news items to this effect planted in newspapers, he added. |
Dalal alleges plot
to sell HUDA land Chandigarh, June 6 Mr Dalal, who was talking to newsmen here, alleged that the Chautala government was releasing land developed by HUDA on extraneous considerations. He said now the Chief Minister had planned to sell government property in Delhi and various other places. He alleged that this property would be purchased benami by the ruling family. The
property to be sold included a three-acre plot on North Hill Road, another plot on Sham Nath
Marg, beldar huts at Azad Market(Pul Mithai), land measuring 1310 sq yd on Kalidas
Marg, a 5.10 acre site at Sirsapur, 1.8 acres at Samaypur on both sides of the
Delhi-Bawani road and a 15 acre site at Ganga Toli. Criticising the move to sell the government property, Mr Dalal said the matter should have been brought before the Vidhan Sabha which could constitute a committee to supervise the sale, if the selling of the property was a must. While the government was releasing criminals on one pretext or the other, it was not allowing anyone to meet its political rivals or their relatives who had been detained after their implication in “false” cases. He demanded a CBI inquiry into what he alleged was the amassing of wealth by members of the Chautala family. |
DHBVN scheme
for farmers Hisar, June 6 He said with the provision of transformers the existing low-tension lines would be converted into high-tension lines with minor alterations. Electronic meters would be installed on the tubewells of those availing of this facility and they would be billed on actual consumption basis. Farmers could apply for the facility by June 30. |
HUDA decision on conveyance
deeds Chandigarh, June 6 The Town and Country Planning Minister, Mr Dhir Pal, said earlier a conveyance deed was required to be executed before the issuance of the completion certificate, where the schedule of payment for the plot was over. It was not specified under these instructions whether it included the payment schedule for enhanced compensation or not. The Estate Officers insisted on the execution of conveyance deeds during the pendency of recovery of enhanced compensation. He said this decision would benefit thousands of HUDA plot allottees. He said HUDA had also dispensed with the condition of taking integrity certificates for the allotment of plots to Haryana Government employees and those of its boards and corporations for whom 10 per cent of the total plots were reserved by HUDA. |

Poor amenities

Zila Sainik Board gives 11 lakh
loan Panipat, June 6 Giving this information, the Deputy Commissioner and chairman of Zila Sainik Board Mr M.R. Anand, said here today that exgratia of Rs 70 lakh had been given to seven widows of Kargil martyrs of the district. He said that there were 12,630 ex-servicemen, 37 war-widows, 635 widows of ex-servicemen and seven widows of Kargil martyrs in the district. The subsidised loans given last year by the Board include Rs 7.42 lakh as monthly pension for 138 widows of ex-servicemen and 182 ex-servicemen above 60 years. The board has also given Rs 1 lakh exgratia to each martyr, stipends to the tune of Rs. 18,637 to the
dependents and widows of 34 ex-servicemen and children of martyrs and over Rs 85,000 to four blind and 27 disabled exservicemen of the district. Besides giving cash awards of Rs 7,800 to 13 winners of gallantry awards, the board has also arranged subsidised loans for 40 ex-servicemen and distributed Rs 36,975 among 32 exservicemen as additional pension and Rs 12,500 as a grant for the marriage of daughters of five ex-servicemen. |

cure for killer diseases Gurgaon, June 6 Dr Goyal, who was here to attend a patient afflicted with cancer, told newsmen that all kinds of diseases including drug addiction, could be cured by the regeneration of cells in the human body. He said he prepare drugs according to the affliction detected from blood tests of the patients. He said he had been involved in research work with regard to cure of diseases through his drugs for more than two decades. He claimed that a cancer patient could start feeling relief immediately after one-time injection of the drug prepared by him. |
Cinema hall owners welcome govt decision Ambala, June 6 Mr Kulbhushan Jain, spokesman of the Cinema Owners Association, said that it would encourage the cinema industry. He said that the cable TV had damaged the cinema industry. Many of the cinema hall owners were preparing to wind up their business. This decision would provide relief to the cinema hall owners. He said that the cinema hall owners had been demanding reduction of entertainment tax for long. He said that this relief would also encourage the construction of new cinema halls in the state. The district president of INLD, Mr Surjit Singh Sonta, the President of Ambala Traders Federation Mr N.C. Jain, a councillor of Ambala cantt Mr Umesh Shahni and a senior Congress leader, Mr Om Prakash Malik, also welcomed the decision. |

Cattle, pigs trouble Ambala
residents Ambala, June 6 Ambika Devi Temple is the most affected area where these animals can be seen. Hundreds of devotees come every day to the temple. The residents of the surrounding colonies too face problems due to these animals. The municipal council has its garbage dumping centre just close to the temple premises which attract the cattle and the pigs. Some times the pigs enter the temple hurting religious sentiments of the devotees. The temple committee and various religious organisations of the city have been demanding the shifting of the garbage dumping centre to some other place for the past several years. A few political leaders, who represented this constituency in Assembly at one time or another, too had promised during election days to solve this problem, but nothing had been achieved so far. A few months back the municipal council started a campaign to control the cattle in the city. The council had taken a large number of cattle heads and pigs into their possession and released them only after recovering a heavy penalty from their owners. This practice continued for a month but was discontinued due to some political pressure. People were of the view that this problem could only be solved if the dairies were shifted outside the city. The dairy owners were not in favour of it as it may ruin their business. The district administration had been trying to persuade the dairy owners and was ready to provide land to them on subsidised rates outside the city area. |

tributes to Kabir Hisar, June 6 He was speaking at a state-level function held here to celebrate the 603rd birth anniversary of Sant Kabir. It was organised by the Sant Kabir Shiksha Samiti Dhanak Samaj, Haryana, on the Sant Kabir Hostel premises here. The Governor said the teachings of Kabir were as relevant today as during the period he lived. In this age of social and mental tension the path shown by Kabir was the only remedy for society at large. He said Kabir belonged to the entire humanity as his teachings applied to the entire human race and not some particular sections. The only homage to him thus was to follow his teachings in everyday life scrupulously. 3 die in road mishap Rewari, June 6 The truck was coming from Jaipur to Delhi to Delhi while Tata 407 vehicle was coming from Bulandshahar (UP) to
Jaipur. The two seriously injured persons have been admitted to the community health centre at

Army officer, 2 sepoys hurt in road
mishap Panipat, June 6 The injured are Lt-Col Karan Singh and sepoys Bhupesh and Shivaji Solanki. A case has been registered. Lt-Col Karan Singh, who was seriously injured, has been referred to the PGI, Rohtak, while the sepoys were discharged after treatment at the Civil Hospital. According to information, the Army officer, along with the two sepoys, was going to Delhi in a military jeep around midnight yesterday when it was hit by a truck. The truck driver managed to escape
with the vehicle. In another road accident, 70-year-old Mange Ram of Dikadla village was reportedly run over by a truck when he was crossing the G.T. Road in front of the old bus stand, Samalkha, about 18 km from here. The truck driver sped away. However, the conductor was apprehended by the people present on the spot and handed over to the police. |
Questions outside syllabus, allege PGDCA students Kurukshetra, June 6 They said, similarly, when they appeared in paper IV on June 1 they found that the questions 7 and 8 (a) were outside syllabus. The paper was too lengthy and there was no division of marks, they added. They have demanded grace marks in these papers.
