Chautala, DLF nexus alleged Chandigarh, May 26 A statement, released by Mr Dalal at a press conference called by him at the Haryana MLA Hostel here, accused the Chief Minister of “nexus” with the DLF and Mr Chautala’s “family having gained a handsome amount” from the deal. The statement by Mr Dalal said the decision by the Chief Minister was against the policy decision approved by the Council of Ministers in its meeting held on February 17, 1997. “It was specifically laid down in the policy that commercial complexes would not be allowed to be constructed on any road except V-2 and V-3 roads, which was taken in order to avoid any kind of traffic congestion and other environmental problems. It was decided that the construction of complexes of high rise buildings would not be allowed on the V-1 roads i.e. national highways. The present relaxation granted in favour of the DLF would result in gain of crores of rupees to the DLF and on the other hand, the state exchequer would lose more than Rs 100 crore. The vital question is why has the permission been granted as a special case to the DLF only by Mr Chautala ?” the statement read. Mr Dalal, who also submitted a copy of the official communication on the conversion to commercial complex of more than four acres of land originally acquired by the DLF for setting up residential houses, pointed out that the file on this matter moved in “flashing speed”. “The District Town Planner (DTP) submitted the proposal in this regard on July 18, 2000, which was returned with certain observations by the Chief Town Planner (CTP), Haryana, on the same date. The DTP dealt with the observations on the same day and sent the file to the CTP, who forwarded the file to Director, Town and Country Planning on the same day. The Director forwarded the file to the Commissioner, Town and Country Planning, the Town and Country Planning Minister and the Chief Minister on the same day i.e. July 18, 2000”, the RPI MLA said in his statement. Mr Dhirpal Singh, Town and Country Planning Minister (TCPM), however, apparently never saw the file as the official correspondence in this regard recorded the TCPM to be “on tour” on July 21, 2000, when he was supposed to be shown the file. The Chief Minister’s approval to the proposal was conveyed by Mr S.Y. Quraishi, Principal Secretary to the Chief Minister (PSCM), on September 14, 2000. Mr Dalal expressed surprise at such an important decision having been taken without consultation with Mr Dhirpal Singh. The DTP, in his submission regarding the DLF’s request for the grant of commercial licence for an area of 4.4375 acres, wrote that the proposed site was falling in residential Sector 30 and was abutting on National Highway No.8 at Gurgaon. “Since NH 8 is designated as V-1 road in the development plan and as per the existing policy such commercial colonies are not to be permitted on such roads. However, keeping in view the fact that the City Centre has been proposed on the national highway, and other commercial areas in the private licence colonies are also coming up on this road, therefore, looking at the merit of the instant case the government may relax the existing provision for this case only ”, the DTP wrote. Mr Dalal said such relaxation could be made only if it was in the public interest, but given that the DLF was a private agency, it was not a fit case for such considerations. Moreover, the fast movement of the file and keeping the Town and Country Planning Minister in the dark also indicated that it was an unholy deal, he alleged. The opposition MLA also alleged that apart from causing environmental problems and traffic hazards, a high-rise commercial complex could also threaten the safety of people inside the complex and its neighbourhood as Gurgaon was found to be on the seismic zone in a recent survey. There were cracks in the some of the buildings at Gurgaon during the earthquake which rocked Gujarat, he claimed. |
Traders
booked for sand in wheat Hisar, May 26 According to the police, it had received information that some traders at the Pabra purchase centre and employees of a warehouse were mixing sand in wheat. The case has been registered under Sections 420, 120-B and 406 of the IPC. It is learnt that some truck drivers, who had been transporting wheat from purchase centres to the warehouse, were making similar allegations for the past many days. They had alleged that traders and warehouse employees had joined hands and were mixing sand in wheat before storing it in the warehouse. They had also complained to the district authorities. After these complaints, a Sub-Divisional Magistrate visited, the warehouse and asked the local police officials to keep a close vigil on the warehouse. He also directed the district manager of the warehouse to enquire into the allegations. On the other hand the truck drivers alleged that some miscreants were threatening them with dire consequences if they pursued their complaints. They alleged that though they had complained to the police in this connection but no action has been taken. |
First allowed to mushroom, then demolished Pipli (Kurukshetra), May 26 The persons affected by these demolitions are dhabha owners, rehriwallas, juice shop owners, kiryana shops, welders, meat sellers, etc. These people had constructed small kiosks to earn their livelihood. Basically, the land where they had constructed their vends belong to the Army. During earlier operations it was alleged that the authorities had indulged in pick-and-choose policy. Shopkeepers alleged that they were not even allowed to take out their stocks by the demolition squad. Even fire tenders were kept on the standby. The SDM (Civil), Thanesar, and the tehsildar were also present at the scene. There was hardly any resistance by the shopkeepers. Enquiries made by The Tribune showed that the problem of unauthorised constructions along the GT Road in Pipli is the creation of the PWD and the administration itself. The area here belong either to the Army or the PWD. In fact the area spread over hundreds of acres near the Pipli bus stand was being used as an Army camp in the past. But for the past some years it was not being used by the Army. Some part of it was acquired by the Haryana Government for constructing the Pipli inter-state bus stand. In the remaining area, jhuggis and shops sprung up. So much so that some influential persons had raised permanent structures like the truck union office, petrol station, wine shop etc. Interestingly, a powerful land mafia started operating here, who started demanding “pagri” for allowing the use of this land. Some others got money for benami transactions. For instance, a wine contractor, who had constructed a kiosk about a decade ago, used to get a monthly rent for its use after the annual auctions. Even yesterday, the authorities could not touch the truck union office and the petrol station as both had got stay orders. Enquiries made by the reporter showed that any new construction in the area was always in the knowledge of the PWD authorities. There is a law that no construction could take place within 100 yards of the national highways. Similar laws are in operation with regard to the state highways. But how come that these laws are not enforced by the authorities concerned at the initial stages? In Pipli, shopkeepers told me that some of them had raised loans to start their establishments. But they have been ruined by the administration action. The administration takes the plea that notices were served upon them before undertaking the operation. But the basic unanswered question is why at all they were allowed to raise constructions in a prohibited area? |

case adjourned Ambala, May 26 The case has been adjourned till May 29. Mr Tyagi asked the CBI to submit whether the statements of the witnesses were recorded under Section 161 on May 29. He also asked the CBI to file reply to another application filed by Mr Rathore. Admission or denial of the documents could not take place today as the IO of the case was not available. The counsels for Mr Rathore, Mr Sharma and Mr J.S. Kohli, cited several Supreme Court and High Court judgements to support their arguments. They submitted that the statements of witnesses were recorded by the CBI but the statements have not been put on record. The CBI counsel submitted that whether the
documents being sought to be produced are necessary for the purpose of the case. He pleaded that the documents being sought by the accused would have no impact. He said this was not a case of circumstantial evidence but it was a case of direct evidence. He observed that the documents need to be produced when the stage comes. Former Director-General of Haryana Police, S.P.S. Rathore, Madhu and Anand Prakash were present in the court. The CBI had filed a charge sheet in the Ruchika molestation case against Mr Rathore in this court in November last. The CBI had also filed an application with the court for condoning the delay in filing the challan in the court. On December 5, the court condoned the delay in the chargesheeting and took cognisance of the charges against the then DGP. |

MC revived Rohtak, May 26 The announcement was made at “Sarkar Aap ke Dwaar” camp organised today at Kalanaur, 25 km from here, when a deputation of the citizens led by Dr K.L. Khurana sought the revival of the civic body in a memorandum submitted to Mr Chautala. The BJP legislator (Kalanaur), Mrs Sarita Narain was also present. The Chief Minister reiterated that his government would provide potable drinking water to every village in the state. He also announced the enhancement in quantum of water from 40 litre per head to 70 litre per head. Mr Chautala said those villages which were situated at the tail-end of the water supply schemes would no longer suffer anymore. The government, he said would instal boosting stations at the tail to enable the villagers get water in required quantity. Mr Om Prakash Chautala told the village panchayats that his government has planned to provide a middle school in every village. But, he advised the panchayats that the necessary infrastructure for setting the middle school would have to be provided by the villagers. He said all vacant posts of teachers in rural schools would be filled before the end of summer vacations. He also explained the new education policy introduced by his government to fight unemployment. Approximately members of 33 panchayats from Rohtak district and five from the adjoining Bhiwani district met the Chief Minister to seek redressal of their grievances. The demands mostly related to construction of boundary walls and sheds around cremation grounds, pavement of streets, construction and repair of Harijan chaupals. The Chief Minister also announced the setting up of old-age homes at Kharak-kalan, Kalinga (Pana-Raju). Gudhan and Pilana villages. He also announced a grant of Rs 5 lakh for the pavement of streets of Sudana village. |

cases registered Fatehabad, May 26 The case was registered after the intervention of the Sub-Divisional Judicial Magistrate here. Mrs Usha Rani had said in her complaint to the court that she was married to Vinod Kumar of Bighar village in accordance with the Hindu rites. But her in-laws were not satisfied with the dowry and started tormenting her both physically and mentally immediately after the marriage. Later, they started demanding money directly. She said that she brought money from her parents several times but this only increased their demands. When she expressed her inability to bring more money, her in-laws allegedly started beating her and denying her food. Her father tried to resolve the matter at the panchayat level, but her in-laws refused to budge and even misbehaved with him. The police has registered a case against her husband Vinod, brothers-in-law Bhuvnesh, Darshan and Devender, mother-in-law Thakri Bai and sisters-in-law Neelam and Raj Rani. In another case, the police today booked the husband, father-in-law and a brother-in-law for harassing a woman for dowry at Bhuna village in this district. The complainant, Kamlesh, was married to Mahavir of Bhuna on May 1, 1995. Her father, according to the complaint, spent Rs 1.5 lakh on her marriage. Immediately after their marriage, her huband started harassing her for dowry. He allegedly demanded money for a new motor cycle. When she refured to oblige, her husband and his brother beat her. |

Drug samples fail laboratory test Faridabad, May 26 According to the Drug Control Department sources, at least 10 samples of drugs were taken by officials during raids at various places in during January, February and March this year. Initial investigations revealed that the capsules sold under the name chloronphenicol, a drug for treatment of typhoid were reported to be having talcum powder inside, while other capsules sold under brand name of oxitertra (an antibiotic) was found to be having coloured powder. These samples had been collected from various chemist shops from Khambi town in Hodal subdivision, Palla village, Sanjay Colony and Dabua Colony here. Report of six samples has come, while report of the rest of samples would be received within next week. The sample of the drugs taken, were being sold under names of crocin, combiflam, althrocin, amclox, DS tablet and other anti-biotics. The authorities fear that situation could be alarming as there were a large number of chemist shops and private clinics operating in the district and the district drug officials are highly ill-equipped to conduct regular checks. Four quacks, some illegal chemist shops and a factory manufacturing oxytocin injection unauthorised have been detected by department officials in the last six months. |

4 food processing parks for Haryana Chandigarh, May 26 An official spokesman said the Haryana Government had forwarded these projects to the Union Government to provide grants up to Rs 4 crore for each park, which could be spent on the installation of a generator set, common facilities, cold storage, warehouses, effluent treatment plans, quality control and research and design laboratories. He said during the visit of the Union Agriculture Minister, Mr Nitish Kumar, on May 9 to the state, he had highlighted the need for diversification and value addition of their agricultural produce. He said the Ambassador of France in India, Mr Bernard de Montferrand, had assured all help for the setting up of such parks. Several agro-industrial parks had been established in France to provide an opportunity for developing synergy between training establishments, innovative companies and the local agro-industrial units to provide a common source of logistics for all concerned, he added. |
Lok Jana Shakti men stage dharna Faridabad, May 26 The activists, submitted a memorandum to the officials regarding issues concerning farmers and local residents. Expressing concern at ‘halt’ in procurement of wheat, the party demanded reabsorption or alternate employment for all 1,519 workers of the local municipal corporation, who were retrenched recently. The party also condemned the alleged failure of the authorities to provide basic amenities, including water, power and sanitary conditions. Dr Lal Singh, convenor of the party, president of the district unit and several activists took part in the dharna. |

plan dharna Hisar, May 26 The decision was taken at a state-level convention of students and farmers here last evening. They also decided to form a joint action committee of the student leaders of all universities and colleges of Haryana to intensify their agitation. The students also decided to meet legislators of Haryana before the beginning of the session of the state assembly on June 11. They would apprise them of their demands and ask them to raise the issue in the House. The students have been agitation for the introduction of agriculture as a subject at the school-level to end unemployment among agricultural graduates. |
104 cows rescued Faridabad, May 26 About 70 cows were recovered from a place near Banchari village. The cows were being taken to Uttar Pradesh for slaughter. Another herd of cows was rescued near Bighor village. Both the herds were being taken by men on foot who escaped on seeing the police. |

clash near HMT factory Pinjore, May 26 According to the police, members of the Parwanoo Truck Union were returning to their respective destinations after seeing the Superintendent of Police of Panchkula, when they were stopped by the members of the opposite union. Heated arguments among the two groups resulted in the clash. Old rivalry is said to be the main factor behind the clash. Armed with batons, sticks and rods, the members of the Kalka Truck Union attacked their rivals. In the fight, five truckers — Jaswant Singh, Surinder Singh, Kishan Dutt, Shyam Lal and Amarnath — sustained severe injuries and were rushed to the General Hospital, Sector 6, Panchkula. |

lays stone of open-air theatre Gurgaon, May 26 Speaking at a public function on the occasion, Mr Jagmohan said Haryana had been able to contribute to the growth of the concept of the National Capital Region (NCR). He cited the example of the state absorbing a large chunk of the dislocated industries in Delhi. Also, it has positively contributed in decongesting Delhi. The Union Minister assured all Central assistance to the state for urbanisation. The proposed open air theatre will be on an more than 8 acres and would be set up at an estimated cost of more than Rs 14 crores. There will also be a conference hall having sitting a capacity for 80 persons. Speaking on the occasion, Mr Om Prakash Chautala said the state government was taking all possible measures to make the state stand out in all spheres. |
1 hurt in jail clash Hisar, May 26 Mr Subhash
Dhingra, Superintendent of jail, said lifer Ramphal had gone to the jail hospital for taking medicine in the afternoon. He was waiting for his turn when Rohtash lodged in the jail in a case of attempt to murder suddenly attacked him with a spoon. Later, he was overpowered by other inmates and security guards. Mr Dhingra said there was an old enmity between the two. A case has been registered against Rohtash on the complaint of the Superintendent. |

PWD staff to launch stir Sonepat, May 26 Giving this information, Mr Ved Vyas Arya, General Secretary of the state unit of the union, told mediapersons here today that the working committee of the union would meet on June 4 in Delhi to chalk out the next course of action. Their demands include removal of anomalies in pay scales, regularisation of services of daily wage-earners, confirmation of services of field workers, payment of bonus and DA on the Central pattern and appointment to dependents of deceased employees. |
