Stop witch-hunt, Cong tells INLD Gurgaon, May 14 The first major event for the Congress after the election results in some of the states, for which it has intensified its campaign, is its May 20 “lalkar” (challenge) rally being organised in Panipat. In fact, the proposed Panipat political assembly will be the Congress’ first rally in northern India following the election results in some parts of the country. The president of the Haryana Pradesh Congress Committee
(HPCC) has launched a whirlwind tour of the state in an effort to give impetus to the mobilisation campaign for the success of the rally. Sounding the Congress’ elated mood, the former Union Minister and once considered to be a flamboyant leader of the party at the Centre, Prof K.K.
Tewary, today cautioned the ruling INLD in Haryana against indulging in a “witch-hunt” and the politics of “vendetta” against his party leaders and their family members in the state. Incidentally, Professor Tewary has been appointed by the All-India Congress Committee
(AICC) to coordinate the Tehelka related campaign against the NDA government in Haryana. Professor Tewary charged in its series of acts of vendetta the INLD government had victimised a grandson of a former Speaker of the Haryana Vidhan Sabha and prominent Congress leader, Mr
H.S. Chatha, in Kurukshetra. The grandson has been “implicated” by the police in false cases relating to use of narcotics. This “cruel act” has been designed with the single purpose of demoralising the Congress rank and file. Similarly, the Congress has been harassing a former minister from the state, Mr Anand Singh
Dangi, who was once the bete noire of Chief Minister Om Prakash Chautala. Mr Chatha and his relatives have been made to bear the brunt as he had gone by the rule book in the capacity of the Speaker of the Haryana Vidhan Sabha that led to disqualification of three Janata
Dal (S) MLAs in March 26. This led to the ultimate fall of the government headed by Mr Chautala, he added. Professor Tewary apprehended more reprisal and retribution against Mr Chatha by the INLD government at the instance of Chief Minister Om Prakash Chautala. The latest reports have it that Mr Chatha has obtained anticipatory bail against arrest. The Haryana Pradesh Congress Committee
(HPCC) has reports that the police has booked a case under Section 506 of the IPC against Mr
Chatha. Professor Tewary suggested to the INLD government to take a leaf out of the book of the outgoing Chief Minister of Tamil Nadu, Mr M.
Karunanidhi, whose DMK has been ousted by the people in the just concluded Assembly elections there on account of the terror and politics of vendetta unleashed against his arch rival and AIADMK chief
Jayalalitha. The INLD should concentrate on the works for which the voters have given it mandate and not indulge into uncalled for adventurism. The Congress’ campaign for the Panipat rally will not be affected by these pinpricks and its resolve to wrest power from the INLD has been further strengthened. All these issues will be formally raised in the rally, he added. |
Stop tirade against BJP: Sangwan Sonepat, May 14 Talking to mediapersons here, he alleged that Mr Chautala had been working against the BJP. The party, he said, would not allow the Chief Minister to go ahead with anti-BJP tirade. Highlighting the problems faced by the farmers in the foodgrains markets and the purchasing centres, Mr Sangwan alleged that the farmers were forced to sell their produce at throwaway prices or carry it back without selling. The state government, he said, had failed to ensure sufficient supply of gunny bags which had adversely affected procurement. The Chief Minister, he alleged was trying to gain cheap popularity among the farmers by visiting the grain markets. Instead, it was the duty of the officials to implement the orders of the government for the procurement of wheat. Demanding speedy purchase and lifting of wheat from the grain markets, the BJP leader said his party would not allow the exploitation of the farmers. The procurement agencies should buy all wheat marketed by the farmers for sale, he added. The BJP leader alleged that the people of the state had been facing an acute shortage of power and water. It had affected the sowings of the kharif crops. The farmers, he said, were also unable to pay electricity bills because of the hike in the rates. Residents of Sonepat, Rohtak,
Jhajjar, Karnal and Panipat districts had become victims of discrimination since 1972 and they had not been getting adequate supply of canal water. Instead the government had increased the charges of canal water supply and this has led to a great resentment among the farmers. Referring to the group clash at Shahpur Tagga village, the BJP leader accused the police of siding with a group led by an INLD leader and arresting innocent people. He opposed the state government’s move to hand over the Motilal Nehru College of Sports at Rai to a private concern. He said that this was another example of discrimination with Sonepat district. |

NDA’ Rohtak, May 14 Reacting to the results of the recently held Assembly elections in five states, the CPM said the victory of the Left Front in West Bengal over the alliance of the Congress and the Trinamool Congress on the one hand and the BJP on the other had once again proved that clean politics based on pro-people democratic and secular policies could be the only guarantee towards political stability. The party said the Assembly election results were a definite mandate against the BJP-led NDA government at the Centre as well. The performance of the BJP and its allies had clearly established that the Vajpayee government was left with no sanctity whatsoever to continue in office any more. |

‘achieved’ Chandigarh, May 14 He said a Rs 55.63 crore was disbursed to beneficiaries under
the Swaran Jayanti Gram Swarozgar Yojana which was 132.46 per cent of
the target. Under the Jawahar Gram Samridhi Yojana, a sum of Rs 24.38
lakh was spent. About 104 acres of land was given to landless persons.
Drinking water availability was enhanced from 40 litres per capita a
day to 70 litres per capita a day in 582 villages of the state, which
was 105.82 per cent of the target. Four primary health centres were
also established in the state. He said in all 5,51,122 children were
administered polio drops in the state under the pulse polio
immunisation programme. Financial assistance was provided to the
families belonging to Scheduled Castes to construct 1400 houses. As
many as 9126 houses were constructed and 4206 houses were repaired
under the Indira Awas Yojana. |
Rules on disposal of surplus land framed Chandigarh, May 14 Stating this here today, an official spokesman said the guidelines were framed by the government following its observation that large pieces of landed property and buildings were not being optimally utilised and were lying unattended to resulting in encroachment by unscrupulous elements. He said it had been decided that surplus capital assets of one department which could be used by another department or board or corporation, be transferred to them in the first instance. The surplus capital assets of any department which cannot be used by another department may be disposed of in the market through open auction. The new guidelines further clarified that in case of transfer or auction of land or property, the rates would be fixed by a committee headed by divisional commissioners and having a representative of the department concerned as its member. The committee will take into account the market price of the land as well as the adjoining lands, collector rates and the location of the land. Before the auction or transfer of the surplus land (except for revenue, nazul and rehabilitation land), the approval of the Cabinet would be obtained by the Administrative Secretary concerned. The auction of surplus land or properties in various districts would be conducted by a committee headed by the Deputy Commissioner. The head of the department concerned of the district would be its convener. The District Town Planner, the District Treasury Officer or equivalent officer of the Finance Department, a representative of the Vigilance Department not below the rank of the DSP and the Executive Officer of the Municipal Committee (in case the properties were situated within the municipal limits) will be the other members of the committee. The Chairman will be able to co-opt any other member in this committee, the spokesman said. The Deputy Commissioners and the departments concerned had been asked to submit projects, to be funded from the sale proceeds of surplus land and properties, to the Financial Commissioner and the Secretary, Revenue Department, so that funds could be allocated as per the scheme. The auction of surplus land or properties in Delhi will be conducted by a committee headed by the Resident Commissioner. Other members of the committee would be the Administrator, HUDA, Gurgaon, the Superintending Engineer, Irrigation, a representative each of Finance and Vigilance Departments. In case the properties belonged to the PWD (B & R), an officer of Superintending Engineer rank would be included in the committee. The spokesman said the reserve price of the properties in Delhi would be fixed by a committee headed by the Commissioner and the Secretary, Irrigation, while the Special Secretary, Finance, the Chief Administrator, HUDA, Panchkula, and the Joint Secretary, Power, will be the members of the committee. |

The Bagar area lacks the facility. *** The nodal cell of the district police brought about a rapprochement between Seema Rani, wife of Leelu Ram, resident of Khabra Kalan near here and her in-laws. On April 10, she had moved the Sub Divisional Magistrate here seeking direction to the police to book her in-laws for harassing her for dowry. The court admitted her petition and directed the police to register a case against the accused. The case was registered at the local sadar police station and then shifted to the nodal cell for investigating crimes against women. The nodal cell summoned both the parties to the police station and counselled them to sink their differences. *** The Haryana Scheduled Castes Finance Development Corporation has provided financial help to as many as 689 families in this district in the year 2000-2001. The HSCFDC District Manager, Mr Mohinder Singh, says the target was of 650 cases. He said loans for the purchase of buffaloes were provided to 391 families, sheep breeding to 69 families, pig breeding to 11 families, camel cart and pony cart to 16 families, tubewell to one family, for small-scale industry to 46 families and for business activities to 104 families. Besides this the corporation has opened two centres for rug making and cutting and tailoring in the district. *** The local Thana Road was laid in
concrete, but dug near Jawahar Chowk by Bharat Sanchar Nigam Limited (BSNL) officials. The damage charges given by the BSNL to the civic authorities are reportedly used in paying off salaries to the municipal staff. The Old DSP Road, Dharamshala road, Sanyas Ashram Road and Nehar Colony Road are need of repair. *** Sewer manholes near Lajpat Chowk often overflow. People have to squelch through the sewage. The condition of many sewer manholes in the town is more or less the same. |

Ban on sale of wheat
from Delhi, UP Sonepat, May 14 According to official sources, this has been done to check overcrowding in mandis and purchasing centres and farmers complaints about the alleged bungling in the purchase of wheat by the official procurement agencies. The Haryana Chief Minister, Mr Om Prakash Chautala, it may be recalled, had allowed the arrival of wheat from other states for sale at the support price fixed by the government and this was resented by the Congress and other Opposition parties. |

dead Sonepat, May 14 According to preliminary reports, the alleged assailants, however, escaped after committing the crime. The Ganaur police has registered a case. It is stated that Vinod Kumar and his brother Jatinder Kumar were bathing at their tubewell around 9.30 p.m. when the alleged assailants came there and opened indiscriminate firing on them resulting in the death of Vinod Kumar on the spot. According to the police, a long-standing old enmity is stated to be the cause of the incident. According to another report, three members of a family sustained serious injuries when they were attacked by a group of armed persons near Dahesra village along the Yamuna, 25 km from here, last night. The injured were identified as Mr Nanak, and his two sons Rohtas and Brahampal. The alleged assailants, however, escaped. The police has registered a case and launched a hunt to apprehend them. |

critical of govt policies Faridabad, May 14 In a statement here yesterday, the state president of the mahasangh, Mr Dhara Singh, claimed that the employees were fed up with the attitude and policies of the government. They expressed concern over privatisation and retrenchment of staff of various state government-run boards and corporations. Their demands include lifting of ban on fresh recruitment, removal of anomalies in the implementation of the recommendations of the Fifth Pay Commission and raise in allowances.
