CM reviews wheat-lifting operations Sonepat, May 5 The procurement agencies told the Chief Minister that there was no shortage of gunny bags and the officials were lifting the stocks of wheat procured by the agencies from the markets daily. They also claimed that the farmers were, by and large, satisfied with the procurement. Mr Chautala asked the Deputy Commissioner, Mr S.N. Roy, to visit to markets daily and redress the grievances of the farmers on a priority basis. He also took serious note of the arrivals of wheat from Delhi and UP and directed the authorities to check the same so that farmers of Haryana could get a remunerative price for their produce. Talking to mediapersons, Mr Chautala listed the steps taken by the government for streamlining arrangements for the procurement of wheat and said the state government was committed to buying the entire wheat stocks and paying the support price to the farmers. He warned that the state government would deal firmly against those officials of the procurement agencies who were found exploiting or harassing the farmers. Mr Chautala appealed to the farmers not to be misled by the “false” propaganda of the Opposition which were trying to grab power in the state. He declared his government was
pro-farmer and would protect their rights at all cost. Mr Chautala also visited in the markets in Samalkha. Panipat and Madloda to assess the wheat procurement drive as well as to listen to the grievances of the farmers. The Chief Minister also toured Kaithal, Rajound, Pai Pundri, Siwan, Bhagal and Cheeka markets in Kaithal district. The farmers there complained about shortage of gunny bags, slow lifting of wheat and drinking water scarcity. |

order on foeticide Chandigarh, May 5 Official sources said the court’s order asking the states and union territories to take action against non-registered ultrasonography centres may enable the state government to crack down on such centres in the state. They said sometime back, the state government had issued advertisements for registration of clinics conducting sex determination tests. However, even though thousands of ultrasonography centres have sprouted all over the state, only two clinics applied for authorisation from the government, the officials said. Significantly, Haryana with its sex ratio of 861 females per 1000 males, as per the latest Census, has one of the worst sex ratios in India. While the decline in the female/male ratio (it was 865 females per 1000 males in 1991) is believed to be a fallout of female foeticide, infanticide is also suspected to be in practice in the state. Mr Sunil Gulati, Director of Census Operations, Haryana, said 84 per cent of deliveries in the state were non-institutional and, consequently, the chances of female infanticide were very high. Officials said that in February, 1996, civil surgeons were asked by the state government to conduct surveys of various private ultrasonography centres in their districts and book defaulters of Pre-natal Diagnostic Technique (Regulation and Prevention of Misuse) Act. However, no one had been booked under the Act even after more than five years of the order. Reports regarding female foeticide were received from Jakhal (Fatehabad) and Mahendragarh, following which inquiries were conducted in those places but the charges reportedly could not be substantiated for want of evidence against the alleged violators. “The main problem in booking anybody under the PNDT Act is that a complainant is not found as sex determination tests and abortions are carried out with the consent of the party, ” explained an official, adding that amending the Act was necessary to use it as a deterrent against female foeticide. “Haryana and Punjab also have traditional methods of sex determination. These include palmistry, babas, who claim they can tell the sex of the foetus. Some medicines are also taken by women during pregnancy that are believed to produce a child of the desired sex,” the official said. |

Withdrawal of case against shopkeepers
sought Jind, May 5 They also condemned the lathi charge on agitating shopkeepers who had assembled in the main bazar in protest against harassment by employees of the municipal council (MC). Mr Rameshwar Dass Gupta, a BJP leader and vice-president of the Beopar Mandal, Haryana, presided over the meeting. According to a report, MC employees and the shopkeepers clashed when the MC staff were removing
encroachments on Thursday. The shopkeepers said the employees harassed them on the pretext of removing encroachments. After this incident, they blocked traffic. The police reached the spot and resorted to a mild lathi-charge to disperse them. The municipal employees alleged that the shopkeepers misbehaved with them and manhandled an employee. The police registered a case under Sections 332, 353, 142, 186 and 506 of the IPC against 15 shopkeepers. A deputation of the traders met Mr Hawa Singh Dhankhar, Deputy Commissioner, and demanded action against erring employees. The Deputy Commissioner reportedly told the deputationists that the administration was determined to remove the encroachments and if anybody obstructed the campaign, action would be taken. |
Cheap Chinese goods a big draw Ambala, May 5 If price is the sole consideration, Chinese goods are making inroads into the markets here. Those who have tried the goods have a word of caution regarding the questionable quality of the products. Stalls have been set up in different markets and people can be seen making a beeline for these stalls. For the stall owners, the USP of their products are these are from China and the prices are lower than those of goods manufactured here. Dr Anil
Jain, president of the Ambala Scientific Instruments Manufacturers Association
(ASIMA), says there are international norms of standardisation for consumer goods. “The goods must have normally one of the markings like CE marking, UL marking, KEMA marking, DIN marking, BS marking and Indian Standards. The same cannot be said for Chinese goods being sold in Ambala,” he adds. He warns that there is no purchase proof of the Chinese goods and no invoice. “There should purchase proof from a registered dealer having a regular sales tax number, specifying the trade name of the manufacturer. This, however, does not seem to be the case with the Chinese goods being sold here,” he contends. Dr Jain says safeguards are available in our system and we only need to utilise them. The Chinese goods which are available are low priced. The chairman of Gopi Group of Companies, Mr Rajinder
Nath, says although Chinese goods have begun to arrive in Ambala, the local industry is not facing a direct threat. “Good products manufactured in China are not cheap. Products which are conforming to high standards in China are perhaps costlier than here,” he adds. Mr Nath says goods like toiletries which are being sold in Ambala are manufactured at a low price in China. “There is no guarantee for such Chinese goods, unlike the guarantee offered by the Indian manufacturers. Surplus Chinese goods are arriving here,” he specifies. He adds that China has fewer labour troubles than India. The Haryana Chamber of Commerce and Industry senior vice-president, Mr N.C.
Jain, states that the number of stalls which are offering Chinese products in Ambala is steadily increasing. “No bill is issued, there is no price tag and no quality control for these Chinese goods. A few persons who have used the Chinese tubes have complained about their quality,” he adds. Mr Jain advocates the need to motivate the consumers. “People will know about the quality of the cheap Chinese goods,” he claims. He further says unchecked sale of Chinese goods is a loss to the exchequer. |

Scheme Chandigarh, May 5 The Minister of State for Social Welfare, Mr Risal Singh, said the scheme had been introduced in the state in November, 1999, for the benefit of the Scheduled Caste and backward classes. A sum of Rs 1.69 crore had been disbursed among 3,312 beneficiaries in the last financial year under the scheme. The Minister said the scheme aimed at providing financial assistance worth Rs 5,100 to the parents of girls belonging to Scheduled Castes on their wedding. This assistance was also being extended to persons living below the poverty line. It was necessary that the minimum age of the girl should be 18 years at the time of her marriage. The grant would be available only up to two daughters in a family. Mr Risal Singh said the grant would also be provided to widows or divorced women belonging to Scheduled Castes/Tribes who want to remarry, provided they were otherwise eligible and had not earlier availed themselves of the grant. |
Cong to launch signature campaign Rohtak, May 5 Launching the signature campaign at Dobh village, near here, today the DCC (Rural) chief, Prof Virender said they plan to collect at least two lakh signatures from the district alone. The memorandum, on which the Congress was seeking signatures from the public, alleges that “senior functionaries of the government, who enjoyed the confidence of the Prime Minister were bartering away the national security by openly asking for and accepting money to fix defence deals.” The memorandum further states that “a cloud of suspicion hangs over the government. Unless the accused are booked as per the law of the land the nation will never feel secure”. The Congress alleged that the Prime Minister’s response has convinced them that the government was determined to ignore the whole affair. “It does not want to punish anyone. Rather it would like to reinstate those who were forced to quit. The party said the nation expected that the Prime Minister would assume moral responsibility and immediately resign and ask the CBI to launch an investigation but he did nothing. The Congress said all this leads one to believe that the Prime Minister was keen to protect the guilty and that he knows more than he was willing to admit. He was putting his party above the national interest and desperately trying to save his government at the cost of national security. |
Former minister seeks anticipatory bail Rohtak, May 5 The Special Judge has issued notice to the state government for May 7 on the bail application. Seeking anticipatory bail, Mr Dalal alleged that he was a known opponent of the Chief Minister and several “false” cases had been registered against him. He further alleged that he was threatened in the Haryana Vidhan Sabha on March 14 by Mr Abhey Singh Chautala, MLA and son of the Chief Minister. He said he had lodged a complaint with the Chandigarh police following the threats. In his bail application, he said he had never headed any purchase committee of any department during his tenure as minister. The former minister said he was the first to have submitted the details of his property the day he joined as minister. The list submitted by him was still with the government, he said. All opponents of the Chief Minister were facing the irk of Mr Chautala, he alleged. Mr Dalal said in February he had sensed that some false case was being concocted by the vigilance bureau against him and that he had written to the Superintendent of Police, Vigilance, Gurgaon, to associate him in his inquiry. |
