The Haryana State Council for Child Welfare will spend more than Rs 5.25 crore for the welfare of children in the state during the current financial year. It also proposes to open 156 creches in the state for which around Rs 1.56 crore has been earmarked in the budget, an official statement said.

Cab drivers stage protest

Hundreds of maxi cab drivers staged a protest march against the alleged high-handedness of the police and district transport office authorities for causing delay in renewal of route permits and submitted a memorandum of their demands to the Additional Deputy Commissioner here yesterday.

In-laws booked for woman’s death

The deceased, Rehana, who was daughter-in-law of the family, had been married to Iqbal about five years ago.

Married woman commits suicide

A married woman committed suicide by hanging herself from a ceiling fan here today.
According to reports, the deceased, Deepo Bai, was married to Mr Gurdial Singh of Fazilka and had been running strained relations with her in-laws as well as her parents.

Vyapar mandal to launch stir

The Haryana Pradesh Vyapar Mandal will launch a protest against the state government, said the state president of the mandal, Mr Bajrang Dass Garg, while addressing members of the mandal here today.

Haryana to increase per capita water supply

The Haryana government has decided to provide 70 litres of water per capita per day instead of 40 litres at present due to increased consumption of water by the people.

Haryana Chief Minister Om Prakash Chautala stated this while presiding over the “Sarkar Aap Ke Dwar” programme at Chhachhrauli today. The Chief Minister heard grievances of 185 villages of the Chhachhrauli constituency, which include villages of Chhachhrauli, Jagadhari and Bilaspur blocks.

Mr Chautala said that to supply adequate drinking water to people boosting stations would be constructed at the villages which had common water works and if these would not serve the purpose then separate water works would be constructed for all villages. He also announced that new water pipes would be laid in the new abadis which did not have facility of water supply.

The Chief Minister added that the state government had decided to give top priority to the construction and repair of roads. He said that the repair of roads was on in the state and it would be completed before the onset of the monsoon.

Mr Chautala said that his government had given more financial and administrative powers to the Panchayati Raj institutions to realise the dreams of Mahatma Gandhi and Jan Nayak Devi Lal. He said that the management of the primary and middle schools had been handed over to these institutions to improve standard of education.

The Chief Minister said that the government had introduced new education policy which was comprehensive and job-oriented. Under this policy stress was on computer and technical education so that students on completion of studies might not wander from pillar to post in quest of employment.

Mr Chautala said that only those schools would be upgraded which fulfilled the norms fixed by the government. He said that for the upgradation of school from primary to middle level, it would require 10 rooms and three acres of land, and from middle to high, as many as 16 rooms and five acres of land was required. Similarly 20 rooms and six acres of land was required for the upgradation of school from high to higher secondary level.

Mixed response to HVPN’s scheme

Praveen Verma owner of a unit here, who was booked for overloading in his factory premises last year, today opted for concessionary scheme of the Dakshin Haryana Vidyut Vitran Nigam Ltd (DHBVNL) for the settlement of his dispute.

Mr Verma was booked after raid by the Vigilance wing. Penalty of more than Rs one lakh was slapped on him. The matter went to the consumer court. Mr Verma initially shelled out 40 per cent of the total penalty. He was attending the court regularly.

On the first day of the exercise of the DHBVNL in the premises of Gurgaon Industry Association (GIA), giving an opportunity to the alleged accused for an agreement for the settlement of disputes. Mr Verma availed of the concessionary scheme. Top electricity officials, Gurgaon circle, headed by the Superintending Engineer, Operations, DHBVNL, Mr R.S. Malik, met the consumers.

Mr Verma said that he and his enterprise was booked for no reason.”I opted for the scheme because I do not want to keep going on a wild goose chase. The electricity authorities persuaded me to opt for the scheme saying they would keep on pursuing the litigation at the highest level of the court”, he said.

Satish Kumar Mangla, in the domestic sector, booked under theft case in 1998 was also availed of the scheme. According to him, some electricity personnel came to his house while he had gone to visit a doctor relating to his heart disease. His daughter was only in the house at the time the personnel visited the house. They allegedly took away the meter and snapped electricity connection to his house. They registered a criminal case and slapped a penalty Rs 36,000. He moved the Consumer Court. He paid 25 per cent of the total penalty and the court stayed the Electricity Department from further action against him, and also directed the restoration of power supply. He attended the Court on every date, but the personnel did not appear on any of the dates.They also implemented the decision of the court for the restoration of the supply after much efforts on his part. His house remained without power supply for one month. In the last bi-monthly billing an amount of over Rs 90,000 (including the arrears with regard to the penalty money) was fixed against him.

Mr Mangla alleged that the personnel, till date, have not given him an opportunity to explain his position. The concession given to him for settling the dispute does not enthuse him as he feels that the registration of a criminal case against him was unjustified in the first place.

Like Mr Verma and Mr Mangal, many who turned up for the settlement of their electricity related disputes nurse bruised ego, a sense of distrust and “undemocratic” behaviour on the part of a section of the personnel of the DHBVNL.

However, Mr R.S. Malik, said that the scheme received good response on the very first day. According to him, 50 per cent of the litigants who were sent notice offering the scheme turned up for the settlement. The time frame for implementation of the scheme comes to an end on May 31, this year.

The scheme is related to those power overloading and theft pending in various courts till March, this year. Those booked for overloading can get 50 per cent of the rebate on the total penalty.

The accused will have to pay only 50 per cent of the penalty amount along with simple interest on it at the rate of 15 per cent per annum. The rate of interest will be levied retrospectively from the day original penalty was imposed on the accused. In theft cases, the accused will have to pay two-thirds of the original penalty amount along with simple interest at the same rate of 15 per cent from the day case was registered against him.

The president of the GIA, Mr Jagan Nath Mangla, praised the scheme as the settlement was on terms favourable to the consumers.

Haryana version of food-for-work scheme

If the Central Government gives the nod, casual labourers engaged by the Haryana Government will get part of their wages in foodgrains.

This has been decided by the state government following a discussion between the Chief Minister, Mr Om Prakash Chautala, and the Union Finance Minister, Mr Yashwant Sinha, when the latter visited Shahabad Markanda to inaugurate a bridge on the GT Road on April 21. After the discussion Mr Chautala directed his officers to prepare a scheme on the pattern of the “food-for- work” scheme already approved by the Centre for drought-affected areas.

The state Chief Secretary, Mr L.M. Goyal, after several meetings with various departments, particularly engineering departments, today left for Delhi with the blueprint of the Haryana version of the scheme, under which it is proposed to give one-third of the wages in foodgrains, while the rest will be paid in cash. Among the departments with which Mr Goyal held the discussions were the PWD, Public Health, Rural Development and CADA.

The scheme will be, however, implemented only if the Centre agrees to release foodgrains free of cost.

According to informed sources, the scheme will help the Haryana Government in two ways. First, the cash-starved State will save a considerable amount on the wages of labourers. Second, the scheme will facilitate the movement of grains out of the warehouses, which are filled to the brim.

The space shortage can affect the ongoing procurement operations also, particularly in the next paddy season. At present, 36 lakh tonnes of foodgrains are lying with the state agencies and another 20 lakh tonnes are in the godowns of the FCI.

The sources say that the state government is also considering a proposal to give 10 kg of foodgrains to elderly persons per month. It is not yet clear if the cost of the grains will be deducted from the old-age pension paid to them or the grains will be in addition to the pension.

The government has decided to give compensation to the farmers for their crops damaged by fire. The compensation will be Rs 2,000 per acre just as in the case of the crops damaged by hailstorms.

Haryana fills vacant posts

The Haryana Government today posted Mr Kam Singh, Under Secretary, Administrative Reforms Department as Under Secretary, Home (Confed) Department, against a vacant post.

The government also issued the transfer orders of six newly promoted Under Secretaries. Mr Vijay Kumar Sethi will now be Under Secretary, Secretariat Establishment, while Mr Devi Parsad becomes Under Secretary, Power Department, relieving Mr Dhani Ram Sharma of the charge. Mr Mange Ram Phogat has been posted as Under Secretary, Administrative Reforms Department, vice Mr Kam Singh.

The government also posted Mr Mohinder Pal Goel as Under Secretary, Jails and Judicial Department. Mr Krishan Lal becomes Under Secretary, Political Department relieving Mr S.K. Mittal of this charge while Mr Sushil Kumar Sharma has been posted as Under Secretary, Environment Department, against a vacant post.

Haryana to open 156 more creches

Chandigarh, April 25
The Haryana State Council for Child Welfare will spend more than Rs 5.25 crore for the welfare of children in the state during the current financial year. It also proposes to open 156 creches in the state for which around Rs 1.56 crore has been earmarked in the budget, an official statement said.

The budget was approved in the executive committee meeting of the council held here yesterday under the chairmanship of Haryana Governor Babu Parmanand who is also president of the council.

The Chief Minister, Mr Om Prakash Chautala, who is the vice-president of the council, the Lady Governor, Mrs Sudesh Kumari, and the Minister of State for Social Welfare, Mr Risal Singh, were also present at the meeting.

The Governor also presented awards and letters of thanks to persons and organisations who had rendered outstanding services in the field of child welfare during 1997-98 and 1998-99.

Cab drivers stage protest

Hundreds of maxi cab drivers staged a protest march against the alleged high-handedness of the police and district transport office authorities for causing delay in renewal of route permits and submitted a memorandum of their demands to the Additional Deputy Commissioner here yesterday.

The cab drivers, alongwith their jeeps, assembled in front of the District Transport Office and started a protest march. The march passed through HUDA Sector 25, G.T. Road, Assandh Road and Ram Lal Chowk. The protesters raised slogans against the police and transport office and reached the Deputy Commissioner’s office. As the Deputy Commissioner was out of station, a memorandum addressed to the Haryana Chief Minister, was handed over to Additional Deputy Commissioner Supravha Dahiya.

Addressing the drivers, the state president of the Maxi Cab Union, Mr K.S. Malik, alleged that the maxi cab operators were forced to oblige the police authorities, failing which the driver was beaten up by the police and jeep was challaned.

Mr Malik alleged that there were only around 8,500 authorised maxi cabs in the state, but more than 40,000 unauthorised jeeps were plying, allegedly in connivance with influential politicians, police and Transport Department authorities.

He said this issue was raised before the Haryana Chief Minister and Transport Commissioner at Chandigarh on March 26 by the union and they were assured of necessary action, but no action had so far been taken.

State vice-president Ram Kumar Jhangla and district president Ram Niwas urged the state government to renew route permits and issue new permits.

MDU announces admission schedule

Rohtak, April 25
Maharishi Dayanand University has announced the admission schedule of law courses for the forthcomig academic session (2001-2002).

According to university sources, the entrance test for admission to LL.B. (three-year morning and evening) and LL.B. (five-year integrated) courses will be conducted on June 3 and 17, respectively. The last date for submitting the application forms is May 21.

The prospectus for the law courses will be available at publication cell of the university from April 26.

The entrance examination for admission to five-year integrated law course of Maharishi Dayanand University National Law College, Gurgaon, for the forthcoming session will be held on June 3. The law college was established by the university in the last session. The university will also hold the common entrance examination for admission to Bachelor of Pharmacy course in all universities and institutes of the state for the new session.

The entrance examination for the course will be held on June 17 while the prospectus will be available from April 30. The last date for the submission of application forms is May 28.

NFL employees strike work

Over 850 employees of the local National Fertilisers Limited (NFL) plant today went on a two-day strike in protest against the Central Government’s decision to privatise NFL. The president of the NFL Karamchari Union, Mr Randhir Singh, claimed that all workers of the plant participated in the strike today.

Talking to mediapersons, he criticised the Central Government for “selling” the profit-earning NFL to private companies at throwaway prices.

He said the Vajpayee government has reportedly assessed the selling price of NFL plants at Rs 800-1000 crore whereas the actual value of the plants’ assets was more than Rs 25,000 crore.

The union president feared that the government’s decision would render thousands of NFL employees jobless.

The vice-president of the union, Mr Raj Kumar, the general secretary, Mr Laxman Anandan, the organising secretary, Mr Ram Niwas, and the treasurer, Mr Sudesh Kumar, were also present.

1.90 lakh tonne of wheat procured

Government procurement agencies in this district, so far, have procured 1.90 lakh metric tonnes of wheat in grain markets of the district.

Deputy Commissioner O.P. Indora stated that Hafed led in wheat procurement with 90,433 metric tonnes of wheat. The FCI, so far has procured 40,886 metric tonnes the Haryana Agro 31,981 metric tonnes, the Haryana Warehouse Corporation 13,857 metric tonnes and the Food and Supplies Department procured 13,012 metric tonnes of wheat till Monday evening.

Power cut hits life

Sonepat, April 25
Thousands of residents of the city and surrounding areas had a sleepless night following a power cut caused by burning of a cable and a box in a feeder of 132-KV grid power substation at Fazilpur village, about 3 km from here, on Monday.

Several areas of the city also remained without power almost throughout the day yesterday and this paralysed the normal life and business activity. Work in industries also came to a standstill.

Last evening, the power tripping which started around 7.30 p.m. continued throughout the night after brief intervals. Similar situation persists today also.

Authorities of the Uttar Haryana Bijli Vitran Nigam claimed that it would be removed later in the day.

Power bill scheme date extended

The Dakshin Haryana Bijli Vitran Nigam has further extended the last date for the remission of power bills without surcharge up to May 15. The Deputy Commissioner, Mr O.P. Indora, said all domestic, commercial and agricultural consumers who deposited their power bills in lump sum could get the benefit of this scheme.

In-laws booked for woman’s death

Three members of a family of Qureshipur village in the district have been booked in connection with the death of a woman.

The deceased, Rehana, who was daughter-in-law of the family, had been married to Iqbal about five years ago.

Kin of the woman have alleged that she was allegedly killed by her husband and in-laws for not bringing enough dowry. The woman was reportedly eight months pregnant. A case has been registered.

Meanwhile, four women of Linepura locality of Palwal town in the district have been booked in connection with forced abortion of a woman.

According to a complaint lodged by Anita, her family members allegedly forced her to undergo abortion.

A case under Section 313/34 of the IPC has been registered.

Married woman commits suicide

A married woman committed suicide by hanging herself from a ceiling fan here today.

According to reports, the deceased, Deepo Bai, was married to Mr Gurdial Singh of Fazilka and had been running strained relations with her in-laws as well as her parents. She had a minor son and a minor daughter and had been living in a rented house at Basti Bhiwan here. Her husband was earlier arrested under the NDPS Act and was currently on bail.

She reportedly sent her children out of the house on some pretext and hanged herself. However, the reason behind the suicide was not known.

Vyapar mandal to launch stir

The Haryana Pradesh Vyapar Mandal will launch a protest against the state government, said the state president of the mandal, Mr Bajrang Dass Garg, while addressing members of the mandal here today.

Mr Garg said the mandal had urged the state government to withdraw the increase in power tariff and house tax. Mr Garg said in case the government did not accede to their demands, the traders would not deposit sales tax and electricity bills.

Mr Garg accused the Haryana Government of levying heavy taxes after abolishing octroi. He said the government had failed to fulfil its promises.

Kavi sammelan at Faridabad

The Haryana Sahitya Akademi will organise a kavi sammelan to celebrate Mahakavi Surdas’s 523rd birth anniversary at Faridabad on April 28 at 1 p.m.

Stating this here today the Director of the akademi, Dr Chander Trikha, said while the Chief Minister, Mr Om Prakash Chautala, would inaugurate the sammelan, the Education Minister, Mr Bahadur Singh, would preside over the function.
