Procurement blues: farmers block traffic Sonepat, May 4 According to a report, a large number of vehicles including trucks, buses, cars, taxis, three wheelers and four wheelers lined up on both sides of the road. Civil and police officials reached the spot and tried to pacify the farmers and lift the blockade but they declined. In the meantime, a truckload of gunny bags arrived in the Kharkhauda foodgrains market and the official agencies started buying wheat and farmers lifted blockage of the road. Farmers pointed out there has been an acute shortage of the gunny bags in the Kharkhauda foodgrains market since the starting of the procurement season this year and this has hampered procurement. They also pointed out that a complaint was made to Chief Minister Mr Om Prakash Chautala in this connection when he visited the market on April 30 last and Mr Chautala directed the authorities to arrange gunny bags but orders of the Chief Minister have not been implemented. Another report says there has been no procurement of wheat in mandis at Ganaur and Biswan Meel for the last three days due to shortage of gunny bags leading to resentment among the farmers. Many farmers alleged that certain traders in connivance with the officials of the procurement agencies, were purchasing wheat at Rs 560 per quintal from outside and selling the same at Rs 610 per quintal to the official procurement agencies. They also alleged that they are being fleeced by the official agencies and traders when they fill the gunny bags with excess wheat ranging between 700 gm and one kg and the authorities have failed to check the malpractices. |

CM’s directive on wheat
procurement Chandigarh, May 4 The Chief Minister said there would no longer be any shortage of gunny bales for the stocking of wheat arriving in the mandis. The gunny bales had started reaching Haryana. In addition, the Food Corporation of India had diverted more than10,000 bales to Haryana. He also said a tender had been floated for the purchase of 10,000 gunny bales to meet the requirement for the smooth procurement operation. The Commissioner and Secretary, Food and Supplies, Mr Dharam Vir, revealed there had been a record arrival of 33.42 lakh tonnes of wheat in the mandis of Haryana in only nine procuring days as against 18.79 lakh tonnes in the corresponding period last year. |

Wet wheat bags cause
concern Ambala, May 4 Since the time for procurement has begun, a large number of wheat bags, which have been stored in are at the mercy of the elements. Commission agents say that due to the short spell of rain yesterday, the wheat bags are only partially wet. “However, if rainfall continues, then the wheat will have to be taken out of the wheat bags, dried in the sun and then stored again” a commission agent said. The arhtiyas were of the opinion that during this season, farmers had been adversely affected both by rainfall and fire. In the 12 grain mandis of the districts, wheat arrival was still continuing. Till yesterday, 1,19,185 ton of wheat had arrived, which is higher than the wheat arrival of 1,03,268 ton for the same period last year. Food and Supplies Department has bought 27,431 ton and Hafed has bought 57,181 ton of wheat. The Food Corporation of India has bought 8,638 ton and Haryana Agro Industry has bought 11,139 ton. |
Petition against agitating students Hisar, May 4 In the petition, the authorities alleged that the students were creating disturbance inside the university campus by taking out processions. They were also preventing students of other colleges from attending classes. They had shattered peace on the campus by staging dharnas at the gate number 4, it said. Seeking a ban on their activities, the authorities said the students had no right to launch an agitation as they were not regular or ad hoc employees of the university. The authorities said the research and educational activities in the university had been suspended for a month because of the ongoing agitation. The authorities had banned the entry of many students but they violated the ban. A similar suit was filed against 10 student leaders earlier following which the court had banned strikes and processions inside the campus. But the university officials withdrew it yesterday when the student leaders submitted an undertaking in the court. The students have been agitating for the introduction of agriculture as a subject at the school level for the past five weeks. Meanwhile, several panchayats of nearby villages extended moral support to the agitators. In several press notes issued here today, sarpanches and members of panchayats said they would also send memorandums to the state government in support of student’s demands. They also threatened to join the agitation if the students’ demands were not met soon. |
Man arrested for quackery Kurukshetra, May 4 Stating this here on Wednesday, the district police chief, Mr Desraj Singh, said under a campaign launched jointly by the district administration, the Health Department and the police, a raid was conducted by a four-member team on the premises of Syam Chand Rathaur near Umri chowk, 5 km from here, on Tuesday. It was found that the person was doing private practice without having any registration with the Haryana Government. He was arrested under Section 420, 468 and 471 of the IPC. He was produced before the court and remanded in judicial custody by the magistrate, Mr Desraj Singh said. In another case, the team conducted a raid on the clinic of Bhim Prakash Saini at Dhurala village, 4 km from here. The “doctor” reportedly left the clinic to bring his registration papers but did not return. However, as no such papers were found from his clinic by the raiding party, a case under Sections 419 and 420 of the IPC was registered against him. |
Of govt claims and power cuts Sonepat, May 4 Government of Mr Bansi Lal and Mr Bhajan Lal were defeated by voters in 2000 and 1996 on issues, including failure to ensure proper and round-the-clock power supply in the state. To increase availability of power and to improve the functioning of the Haryana State Electricity Board (HSEB) the Bansi Lal Government had decided to privatise partially the board and converted it into a Nigam, separate companies for the generation and distribution of power. The board, now known as the Haryana Vidyut Prasaran Nigam (HVPN) has already failed to improve power supply. The situation deteriorates in April and May. The present government had promised to improve power situation in the state before coming to power, but things have not changed much. According to some Opposition leaders the government has lost control over the HVPN. Consumers are paying the highest tariff for power in the country. Mr S.N. Solanki, President of the Haryana Committee of the CITU says that if the present situation continues a stir may be launched. While there were no power cuts in the mini-secretariat’s residential colony, the HVPN colony and the PWD (B&R) rest house, life in rural and urban areas had become miserable due to power cuts, they alleged. He said that in some areas there were 15 to 20 power cuts daily. |

award for HAU Professor Hisar, May 4 The award given annually by the All-India Business Development Society (AIBDS) was presented to Dr Ved Pal Singh by Mr Bachi Singh Rawat, Union Minister of State for Science and Technology, during a national seminar organised by the AIBDS at Delhi. The award comprises a memento and a citation for development of useful literature in agriculture, particularly on irrigation and fertilizer. |

Rs 9.18 cr grant for municipalities Chandigarh, May 4 He said it was for the first time that the municipalities had no dearth of funds to pay salaries to their staff. He said the entire salary liability of Rs 4.93 crore up to April 30, 2001, had been cleared for all 53 municipalities. Also, the liability of about Rs 4.25 crore on account of arrears of dearness allowance, provident fund and
retrial benefits had been discharged out of the grant released by the state government. The Commissioner and Secretary, Urban Development, Mr Manik
Sonawane, said an urban development plan for Haryana, the first of its kind in the country, was being formulated and would be submitted to the state government shortly. |

Minor raped Fatehabad, May 4 According to reports, the victim, a minor girl aged about 13 years, a resident of a local grain market, and her mother, worked at the wheat purchase centre in Ayalki village. Last evening, when the girl was going to her residence from the grain market, the accused Sube Singh and Gurmit, both working in the same market came to her on a scooter and told her that her mother had asked them to bring her back to Ayalki. Trusting their words the girl accompanied them on the scooter. But they took her to the fields near the Rattia road octroi post and allegedly raped her. When the accused saw some farmers coming towards them they fled away. The farmers brought the girl home. She narrated the incident to her parents who lodged a complaint with the police. The police has booked the accused under Sections 363, 366 and 376 of the IPC. |
Brick-kiln labourers call off strike Sirsa, May 4 According to the information received the Additional Deputy Commissioner, Mr D. Suresh’s initiative to reach a compromise between the Brick Kiln Labour Union and the Brick Kiln Owners’ Association bore results as the striking labourers decided to return to work after an increase of 50 paisa per 1,000 in the labour rates. The meeting between the two parties that lasted for almost three hours was also attended by representatives of the administration, namely the ADC, SDM (C),
DFSC, General Manager Industries, Labour Officer, and DSP. The Brick Kiln Owners’ Association was represented by Mr Murlidhar
Jhunthra, Mr Bhim Jhunthra, Mr Om Parkash, Mr Suresh Kumar, Mr Ram Lal and Mr Madan Lal, while from the labourers side Mr Avtar Singh, Mr Karam Singh, etc participated in the negotiation. As per the compromise reached the labourers have been given an enhancement of 50 paisa per thousand besides, 0.3 per cent enhancement in all labour rates. As such the labourers will now get Rs 150.50 per thousand with effect from October. In the meeting it was also decided that in future the labourers would discuss the issue of labour rates with the association before the month of October. |

Protest
against MC employees Jind, May 4 The shopkeepers alleged that the municipal employees harassed them on the pretext of removing encroachments. On the other hand, employees of the municipal council alleged that the shopkeepers misbehaved with them and manhandled an employees while they were removing encroachments in the market. They demanded action against the shopkeepers. A large number of shopkeepers refused to lift blockade unless action was taken against the municipal employees. The police resorted to mild
lathicharge. Mr Amar Nath, Sub-Divisional Magistrate, Jind and Mr Randhir Singh, Deputy Superintendent of Police, rushed to the spot and brought the situation under control. The police has registered a case. |

He said Haryana had a large number of ex-servicemen and he would be mobilising them. “In the next few days, I will be touring the state to appoint the district and block chairman,” he said. “A state-level convention will be held at Ambala Cantonment by the end on June,” he added. |
