Railway workers hold rally

Members of the Uttariya Railway Majdoor Union, affiliated with the National Federation of Indian Railways and INTUC, held a rally here last evening. Mr B.C. Sharma, general secretary of the union, said the government decision to reduce interest rate on the employees provident fund would result in hardship to the workers and alleged that this would give the government greater access to a larger corpus of funds.

Rapist awarded 7-year jail term

Mr B.L. Singhal, District and Sessions Judge, yesterday convicted Subhash of Ghogria village in the district and sentenced him to undergo imprisonment for seven years for raping an elderly woman of the village. The Judge also imposed a fine of Rs 3,000 on him. In default of payment of fine, he would have to further undergo imprisonment for two months.

Wheat lying in open, procurement slow

Slow procurement of wheat in various markets has caused heavy losses to farmers as untimely rain has dampened the unprocured wheat lying in the open in Beri, Asaudah, and a few other markets in the district. Acute shortage of gunny bags is stated to be the reason for the slow procurement.

A survey of a couple of grain markets revealed the miserable state of affairs there. Farmers in Asaudah market informed that no procurement was done since May 14. A young farmer from Jasaur Kheri village, Mr Som Vir, lamented that he had brought his produce on May 12 but arthiyas were not buying it. Another farmer of Mandhoti village complained that around 12 quintal of wheat had been stolen last night from his heap. An estimated 80 metric tonnes of wheat has been lying on the open sandy floor here. Expressing anger they blamed the administration for their plight.

The situation here has reached to such a pass that around 15 per cent of the total wheat lying in the open has been damaged. The grains can be seen flushed into the rivulet with the rain water. Even sprout of wheat has emerged around the piles. Another farmer informed that around 2000 quintals of wheat has been lifted back to homes by farmers within past two days besides there is no arrival for a week. Some of them also complained of favouritism by arthiyas in procurement and payment.

Similar situation also prevails in the Beri, Chhara and Dubaldhan markets.

However, market committee officials shifted the blame on the non-arrival of gunny bags. An official in Bahadurgarh office said bags were not available for the past one week and chances of its arrival were very scant.

On the other hand, committee officials in Jhajjar said that there was no shortage of gunny bags. When contacted, the Deputy Commissioner, Ms Shashi Gulati, said gunny bags had been supplied to the Bahadurgarh, Asaudah and other markets. More than 64,000 metric tonnes of wheat has been procured at various markets so far she added. When asked about spoiled and wet wheat, she said it could not be procured.

However, in view of the resentment prevailing among these farmers, it seems that situation can take a serious turn if the local administration do not intervene in the matter.

Fresh Hooda-Bhajan row likely

The good turnout at the “lalkar” rally at Panipat on Sunday may spark a fresh row between Mr Bhupinder Singh Hooda, president of the Haryana Pradesh Congress Committee (HPCC), and his rival, Mr Bhajan Lal, leader of the CLP, for supremacy within the state Congress.

Mr Hooda’s supporters are going around claiming here that the HPCC chief has emerged as the most important Congress leader in the state after the rally.

A spokesman of the Hooda camp said that by organising a successful rally at Panipat, the HPCC chief gave a befitting reply to the frequently levelled charge against him about his influence being confined only to Rohtak and Sonepat districts. “The turnout at the rally has shown that Mr Hooda enjoys support among the non-Jats as well,” the spokesman said.

The spokesman added that it was for the first time that a political rally had been organised in Haryana in May. “People sat for six hours or more in the sun and listened to the leaders,” he said.

The rally, Mr Hooda’s supporters say, has enabled the HPCC chief to have the edge on his rivals in the Congress such as Mr Bhajan Lal, Mr Birender Singh and Mr Shamsher Singh Surjewale.

Significantly, though Mr Surjewale was present at the rally, Mr Bhajan Lal as well as Mr Birender Singh did not attend.

Mr Bhajan Lal is expected to strike back at his rival by organising a rally at Faridabad next month.

Bring Dangi with full protection: court

Ambala, May 22
The Additional Sessions Judge, Mr Laxman Sharma, here today directed the DGP, Haryana, to bring former minister Anand Singh Dangi to Ambala Central Jail with full protection as directed by the Supreme Court.

While hearing the case regarding illegal allotment of land lodged against Mr Dangi by the state Vigilance Bureau here, the judge also ordered to produce him on June 2 in court.

The court has also directed the Inspector-General of Prison to provide full security and protection to Mr Dangi in the jail.

The SP, Vigilance Bureau, Mr Sadhu Singh, and Deputy District Attorney Jogi Ram appeared on behalf of the state, while Mr Chander Mohan Sehgal, advocate, appeared on behalf of Mr Dangi in the court.

The Chief Judicial Magistrate J.S. Dhanjal also directed the DGP, Haryana, to provide full protection to Mr Dangi. PTI

Ex-minister held on graft charge

Hisar, May 22
A former Haryana minister was arrested on charges of corruption and deceit and produced in a Tohana court by the Fatehabad police today.

The court later sent Vinod Marya to a day’s police custody.

Superintendent of Police, Hanif Qureshi, said Mr Marya had taken Rs 1 lakh from Suresh Kumar of Mirzapur village of this district, promising his recruitment in the police force. When the youth was not selected, he demanded his money back.

Mr Marya issued a cheque of Rs 50,000 to Suresh Kumar, but the cheque bounced and he reported the matter to the police along with an affidavit.

The police later confirmed the facts from the bank and registered two cases, one under the Prevention of Corruption Act and another under Section 420 of the IPC against Mr Marya.

Mr Qureshi said the case was registered yesterday and the former minister was apprehended today and produced in the court.

Railway workers hold rally

Members of the Uttariya Railway Majdoor Union (URMU), affiliated with the National Federation of Indian Railways and INTUC, held a rally here last evening. Mr B.C. Sharma, general secretary of the union, said the government decision to reduce interest rate on the employees provident fund (EPF) would result in hardship to the workers and alleged that this would give the government greater access to a larger corpus of funds.

Mr Sharma also said that the government was also making plans to retrench railway workers. He added that the government had already banned further recruitment in the Indian Railways and about one lakh posts of non-gazetted officer were lying vacant. He criticised the government for its anti-worker policies and said that the plans to amend the industrial dispute Act was one of them.

Mr Sharma opposed the privatisation of the Railways and said that the government had to reduce the flab in bureaucracy.

Mr Sharma also assured to take the demands of the union to the Railway Board, which includes anomalies in promotion cases, grades, pay scales, and other demands.

Various union leaders, including Mr M.L. Kashyap branch secretary and divisional vice-president of Ambala Division, Mr Mahavir Rana, branch secretary, workshop and Mr S.S. Nanda, Kalka block Congress President and Mr Surinder Pal also addressed the rally.

Mr Rana also presented a charter of demands to the general secretary, which includes increase of maintenance budget for houses, repair of roads and proper water supply to the railway colonies. Mr Rana also demanded to start a Kalka-Chennai train to connect Kalka to the South to boost tourism. He also said that the Kalka-Amritsar train, which was stopped few months back should be started again.

Later he also held a press conference and visited different railway departments at the Kalka Railway Station and railway workshop where he heard the grievances of the employees and apprised them with the efforts being made by the union to redress these grievances.

The Judge also imposed a fine of Rs 3,000 on him. In default of payment of fine, he would have to further undergo imprisonment for two months.

According to the prosecution, Subhash raped the victim on February 27 last year and threatened to kill her if she disclosed this to anybody. The victim was beaten up by the accused. On the complaint of the victim, the police had registered a case under Sections 376, 356, 506 and 323 of IPC against Subhash at Uchana police station and arrested him.

Court allows Rathore’s application

The Special Magistrate for CBI cases in Haryana, Mr A.K. Tyagi, today allowed an application filed under Section 294 of the CrPC by former DGP, Haryana, Mr S.P.S. Rathore, in the Ruchika molestation case.

Supplementary documents were filed today by Mr Rathore’s counsel. Counsel for the CBI said they had no objection to the supplementary list. Mr Rathore was present in the court.

The arguments on an application filed under Section 91 will take place on May 26. The CBI had filed a charge sheet in the Ruchika case against Mr Rathore in this court last November.

The CBI had also filed an application for condoning the delay in filing the challan in the court. On December 5, the court condoned the delay in the chargesheeting and took cognisance of the charges against Mr Rathore.

Adoption: two SOS villages recognised

The Haryana Government today recognised three voluntary set-ups in the state for the adoption of children within the country as per the guidelines of the Union Ministry of Welfare.

They are the Haryana State Council for Child Welfare, Chandigarh, SOS Children’s village, Bal Gram, Rai in Sonepat district, and SOS Children’s Village, Bal Niketan, Panchkula.

The Minister of State for Social Welfare, Mr Risal Singh, said the Haryana State Council for Child Welfare had also been recognised for inter-country adoption by the Central Government.

1.12 lakh families identified under grain scheme

The Haryana Government claims to have identified more than 1.12 lakh families below the poverty line who will be provided with foodgrains at low rates under the Antyodaya Anna Yojana.

The scheme will be launched in the state by the Union Consumer Affairs and Public Distribution Minister, Mr Shanta Kumar, at Panchkula tomorrow.

He said the state government had made all arrangements for implementing the scheme and pink cards had been issued to more than one lakh beneficiaries.

10 hurt in mishap

At least 10 persons were injured when a jeep hit a scooterist on the Sonepat-Bahalgarh road near Fazilpur village 3 km from here last night.

According to a report, all injured persons were taken to the local Civil Hospital for medical aid where all of them were discharged after first aid.

Woman shot at, injured

Yamunanagar, May 22
A woman was shot at the HUDA colony today by some unidentified persons. According to police sources, some persons came to the house of Ms Sita Rani, wife of Mr Narinder Kumar Mehta of Sector-17 of the colony. They pounced upon the woman and threatened her of dire consequences if she raised alarm. Sita Rani in a bid to escape fled from her house. The persons shot at her causing injuries.

Superintendent of Police M.S. Ahalawat reached the spot. Sita Rani was taken to the local Gaba Hospital where she is reported to be out of danger.

Man found murdered

Pinjore, May 22
A 65-year-old man of Bairagi Mohalla was reportedly found murdered in HMT Colony, near here, today.

According to information available, the deceased has been identified as Mangat Ram Sharma, a money-lender. The body was found in a remote place near the HMT factory with injuries in the face and neck. Some passerby noticed the body and the police was informed.

After taking the body into possession the police has sent for the post-mortem examinations.

Mr Rajesh Duggal, DSP, said that the cause of the murder could not be ascertained this stage.

Youth stabbed to death, cousin hurt

A person was stabbed to death and an-other seriously injured late last night at Jagadhri. According to information received here today, Rakesh (22) and Lalan, cousins, were going on a bicycle to their residence. Following a minor dispute with four persons on their way, Rakesh was stabbed to death while Lalan was injured.

A case has been registered.

The government also promoted four Inspectors to the rank of DSP. They are Mr Kirat Pal Singh, Mr Ravinder Kumar, Mr Mohammad Ishaq and Mr Udey Singh.
